I. INSTITUTIONAL ASPECTS
1.1. MISSION
The mission of the State Statistics Committee of Ukraine (SSCU) is the development of
the statistical system of the country, including the following directions:
involvement in the formulation and implementation of the state policy in the
area of statistics,
the collection, processing, analysis, dissemination, storage, protection, and use
of statistics on mass economic, social, demographic, and ecological events and
processes, which take place in Ukraine and its regions,
the provision for the integrity, reliability, and objectiveness of statistics,
the development, improvements, and introduction of the statistical
methodology,
the provision for the accessibility and openness of statistics, its sources, and the
methodology of compilation,
the maintenance of the Single State Register of Enterprises and Organisations
of Ukraine,
the development, improvements, and introduction of the latest information
technologies in the area of statistics,
the coordination of actions of government agencies, local authorities, and other
legal entities concerning the organisation of works, relating to the collection
and storage of the statistics and administrative data.
1.2. STRUCTURE AND ORGANISATIONAL ASPECTS
• Central (national) Statistical Office
The statistical system is centralised and consists of three levels - central, regional (oblast)
and local (rayon). The Central Office is the SSCU that is located in the city of Kiev. The
SSCU is headed by Chairman, who has four Deputies responsible for different areas of the
SSCU's activities. At present, the structure of the SSCU consists of 16 directorates, (each
of them comprises four and more divisions), 1 independent division and 4 independent
sectors. The structure of the SSCU is approved by the Chairman of the SSCU upon
agreement with the Vice Prime Minister of Ukraine.
The SSCU also incorporates: the Scientific and Technical Complex of Statistical Research
(STCSR), the State Academy of Statistics, Accounting and Audit, and the State Enterprise
"Information-Analytical Agency" (Derzhanalitinform).
• Appointment procedures
The State Statistics Committee is headed by the Chairman, who is appointed and
dismissed by the Cabinet of Ministers as nominated by Prime Minister of Ukraine.
The proposal to Prime Minister of Ukraine concerning the appointment and dismissal of

the SSCU Chairman is made by the Vice Prime Minister of Ukraine.
The SSCU Chairman has deputies, who are appointed and dismissed by the Cabinet of
Ministers as nominated by Prime Minister of Ukraine.
The proposal to Prime Minister of Ukraine concerning the appointment and dismissal of
SSCU Chairman is made by the Vice Prime Minister of Ukraine as nominated by SSCU
Chairman.
SSCU Chairman is responsible for the following:
manages and personally reports to the Cabinet of Ministers of Ukraine for the
fulfilment of the tasks and the performance of functions assigned to the State
Statistics Committee of Ukraine,
submits draft legal and other acts in the scope of the SSCU expertise for the
consideration of the Cabinet of Ministers according to the established
procedures,
approves the legal acts within the scope of his expertise,
signs the legal acts and other SSCU documents,
distribute the responsibilities between the deputies and identifies the level of
their responsibility,
approves provisions on structural units of the SSCU Head Office,
appoints and dismisses specialists of the SSCU Head Office,
Makes decisions on the establishment, reorganisation, and liquidation of the
regional and functional statistical offices and units,
approves provisions, structure, number of staff, and budget of the regional
statistical offices of Autonomous Republic of Crimea, oblasts, and cities of
Kyiv and Sevastopol, as well as the maximum number of their staff within the
limits, determined by the Cabinet of Ministers of Ukraine,
upon agreement with the Vice Prime Minister appoints and dismisses Heads of
regional statistical offices in Autonomous Republic of Crimea, oblasts, cities of
Kyiv and Sevastopol, as well as the main interregional statistical offices,
approves candidates for positions of Heads of statistical offices and units, as
well as interregional (intercity) statistical offices (units) as nominated by Heads
of statistical offices of Autonomous republic of Crimea, oblasts, cities of Kyiv
and Sevastopol, and main interregional statistical offices,
approves provisions on the functional statistical offices within the scope of the
SSCU, concludes and terminates contracts with their management in
accordance with the legislation, and
performs other functions stipulated in the legislation.
• Regional structure
The second level of the statistical system consists of 28 regional statistical offices,
including: the Main Inter-regional Statistical Office located in Kiev, the Main Statistical
Office in the Autonomous Republic of Crimea, 25 oblast statistical offices, and the city
statistical offices of Kiev and Sevastopol. The third level, i.e. local statistical offices,
includes 545 statistical units of the rayon and town level. On average, 240 persons work in

each regional office and 15 persons in each local office.
All territorial (regional and local) statistical offices are financed from the State Budget via
the State Statistics Committee of Ukraine that acts as the principal budget manager. The
territorial offices have the right to undertake extra statistical surveys at the request of the
regional or local administration where the latter provides funding for the surveys.
The Chairman of the SSCU upon the agreement with the Cabinet of Ministers of Ukraine,
appoints the heads of regional statistical offices. The latter, in their turn, propose the
candidates for their deputies and heads of town and rayon offices, which are also
appointed by the Chairman. Heads of statistical offices in cities and rayons are appointed
by heads of regional statistical offices upon the agreement with the SSCU Chairman.
The local offices are responsible for data collection and initial data checking. The regional
offices aggregate data received from the local offices, input all the data into PCs and carry
out a necessary check. The regional offices disseminate the aggregate data at oblast level,
do some analysis and submit the results obtained to the SSCU and to relevant
administrative authorities.
In order to improve the organisational structure and the management system for the NSI,
as well procedures of collection, processing, and dissemination of the statistical
information Cabinet of Ministers of Ukraine issues instructions № 136-р "On Experiments
in Implementation of the Two-Level System of Collection, Processing, and Dissemination
of the Statistical Information" of 15 March 2006, initiated by the State Committee of
Statistics of Ukraine. According to the Instructions the experiment is carried out in the
regional statistical offices of Autonomous Republic of Crimea, and Vinnitsa, Volyn,
Zhytomyr, Lugansk, Lviv, Mykolayiv oblasts and city of Kyiv.
The main objective of the experiment was to test approaches and establish pre-conditions
for the improvements in the organisational structure of NSI, as well as significant
enhancement of the quality and transparency of the statistical information through the
introduction of the up-to-date unified hardware and software, use of the latest IT, in
particular, in the area of the electronic document circulation and electronic digital
signature. The experiment was carried out using the experience of NSIs of EU member
country.
In 2007 the gained experience was shared in 5 other regional statistical offices.
• Scientific institutes
The SSCU has under its supervision the government enterprise "Scientific and Technical
Complex of Statistical Research" (NTK), the main fields of activities of which are
fundamental and applied investigations within programmes and areas of development of
state statistics. At present, it is the only branch research centre in Ukraine focused on
meeting the requirements of state statistics.
Over a period of recent years STCSR has been carrying out comprehensive study of most
relevant for the State Statistics Committee problems oriented to gradually develop uniform
conceptual and methodological frameworks and software for collection, synthesis, and
analysis of statistical information.
The Scientific and Technical Complex of Statistical Research consists of two separate

subdivisions: the Research Institute of Statistics (NII) and the Research and Project
Institute for Statistical Technologies (NPI).
The Research Institute of Statistics consists of the following divisions:
■ Division of Macroeconomic and Financial Statistics Methodology: development
of methodological and methodical principles of statistical study of the financial
condition of Ukrainian enterprises and organisations at different aggregation levels
and of external economic activity of Ukraine;
■ Division of Methodology of Production of Goods and Services Statistics:
solution of methodological problems of modern national statistics of enterprises
and services and creation of a theoretical basis for its further development;
development and improvement of the methodology and analysis techniques for
investigations, developments, technologies, and innovations; preparation of
practical recommendations for implementation of the national system of scientific-
technical and innovative activities, harmonisation of this system with international
accounting and statistical practice;
■ Sector of Methodology of Social and Demographic Statistics and Population
Census: solution of methodological and technological problems of social and
demographic statistics and population censuses.
■ Sector of Methodology of Business Statistics - resolving methodological
problems of building the up-to-date national business and service statistics and
laying the theoretical grounds of its further development,
■ Sector of Methodology of Statistics of Science and Innovations - the
development and improvements in the methodology and methods of analysis of
research, developments, technologies, and innovations, the provision of practical
recommendations on the establishment of the national system of the R&D and
innovation statistics, and putting this system in line with the international practice
of accounting and statistics.
The Research and Project Institute for Statistical Technologies comprises the following
divisions:
■ Division of Methodology of Statistical Technologies Design: fundamental and
applied research and project design in environmental statistics for solution of
scientific, methodological, methodical, informational, and technological problems,
which are planned by the Institute or may also be carried out on request of other
customers;
■ Division of Statistical Methods of Research and Analysis: development of
methodological and software tools for estimation and analysis of the situation and
trends of the hidden economy's impact on economic development;
■ Division of Methodology of Short-term Surveys and Simulation: improvement
of the methodology for statistical monitoring of economic systems, application of
mathematical methods and new information technologies in statistics; improvement

of the methodology of business short-term surveys (business trends surveys),
implementation of these surveys and use of obtained data to monitor economic
trends and produce effective estimates of macroeconomic indicators.
The fields of activities of STCSR are as follows:
■ implementation of fundamental research and applied developments in economic
and social statistics and in related areas of knowledge;
■ development of modern statistical methodology and mathematical and methodical
tools, which are based on relevant research and international standards and
recommendations;
■ implementation of applied research and developments, including those of
interdisciplinary nature, that are oriented to modern methodology and technology
of statistical data collection, processing, storage, synthesis, and
dissemination, primarily, for sample observation methods; creation of data bases,
metadata bases, and statistical registers;
■ development of the methodology to study hidden economy in view of the existing
information base and current country specifics;
■ development of statistics of financial and non-financial services;
■ improvement of science and innovation statistics;
■ gradual development of environment statistics as an integral component of
statistics of sustainable development;
■ implementation of a system for statistical observation and analysis of economic
conjuncture in the conditions of market relations, including the system of indices;
forecasting of socio-economic, scientific-technical, and socio-political
development of Ukraine, characteristics of employment, unemployment, and
living standards of diverse social population groups;
■ adjustment and introduction into the Ukrainian statistical practice of the world
and European experience, recommendations, and statistical standards, including
the system of indicators and classifications;
■ implementation of statistical comparisons of most important socio-economic
indicators of economic development to enable availability of interregional
statistical indicators;
■ training of highly-qualified scientific personnel.
The SSCU together with the Scientific and Technical Complex of Statistical Research
work on adoption in the statistical practice of sample surveys like the sample structural
statistical survey of small businesses of all economic activities, the sample statistical
survey of services, the business trends survey, the sample survey of wholesale trade
enterprises, the sample survey of household living conditions, and the State sample survey

of household agricultural activity. STCSR specialists undertake short-term enquiries of
Ukrainian businessmen (heads of enterprises) based on the European harmonised
questionnaire.
A substantial number of STCSR outputs was brought to the level of practical
implementation and is currently used NSI offices. During 2004-2007 the STCSR experts
have developed 22 methodological documents, which were aimed at increasing the level of
organisation and methodology of the practical statistics.
Along with planned projects, the SSCU continuously initiates new high-priority research to
be primarily implemented within the frameworks of international projects. These projects
laid the foundation of the data quality research in business statistics and development of
the groups of enterprises statistics in Ukraine, which is of great importance in the
conditions of current globalisation both for statisticians and users.
Nowadays, the STCSR numbers approximately 80 persons, of which 7 employees are
Doctors of Science and 11 employees are Candidates of Science. The Scientific and
Technical Complex of Statistical Research runs post-graduate course to prepare highly-
qualified scientific personnel majoring in statistics. Currently, 14 post-graduate students
and 4 candidates for a degree are trained at the course. Each year Ph.D. theses are defended
at the Scientific and Technical Complex of Statistical Research. Besides, over the last two
years five theses for the Doctor's degree in statistics have been prepared and maintained.
The fact that in 2006/2007 five researchers obtained academic ranks of senior researcher in
statistics gives evidence of continuous improvement of the qualification level.
High qualification level allows the experts of the Scientific and Technical Complex of
Statistical Research work as professors at higher education establishments both in Ukraine
and abroad.
In general the ratio of Doctors and Candidates of Science and other categories of staff in
the Scientific and Technical Complex of Statistical Research is consistent with the
proportion of various categories of staff in scientific and research institution in developed
countries.
The STCSR Scientific Council was established according to the Statute; it is headed by the
General Director and comprises 20 leading statisticians, of whom 16 are Doctors of
Science.
STCSR is a member of the International Statistical Institute (ISI) and the international
CIRET association. Some scientists are members of leading international (American and
European) economic and statistical associations and are involved in some international
programmes as experts.
During the period of its existence the STCSR has initiated and implemented a few
scientific international projects, aimed at the search for new ways of resolving current
problems in statistics and economic research. Those projects allowed improvements in
sample surveys, assessments of the sample quality characteristics, methodology and
indicators of business activities, starting the development of theoretical and practical
approaches to statistical observations of groups of enterprises, as well as complex analysis
of investments and foreign economic transactions of enterprises.

Annually based on the projects’ progress seminars were carried out for statistical experts
and various categories of users of the statistical information. The results were published in
the national and international publications.
According to the world experience publishing activities relating to the dissemination of the
most important scientific and practical outputs are the key factors, which characterise the
productivity of fundamental and applied research and developments. Over the last five
years STCSR experts have been very active in publishing. During this period the number
of articles, reports, reprints, booklets, training handouts, text-books, books, and other
scientific publications has reached 300. The STCSR experts have prepared and financed
publishing 15 own monographs and manuals, and they are preparing another one for the
publication.
The level of testing the outputs of the scientific research is also one of the parameters of
the evaluation of the scientific and research activities efficiency. Over the last years the
STCSR experts of the highest expertise level, qualified staff, and post graduate students
have undertaken significant efforts to inform the scientific circles about their progress and
publicly discuss their most important scientific and practical developments at national and
international conferences, symposiums, and seminars in statistical methodology and
practice and relating topics. During the last 5 years the STCSR staff has participated in
more than 180 such events in Ukraine and abroad.
STCSR permanently delivers seminars dedicated to various areas of research; all interested
scientists and practitioners are invited to participate.
The availability of periodicals to enable dissemination of the information about the most
important theoretical, methodological and practical achievements in the selected area of
research is an important parameter of the self-sufficiency of a scientific institution.
For that purpose the STCSR issues two specialised professional publications – annual
«Problems of Statistics» and quarterly «Statistics of Ukraine». The methodological and
scientific level of articles in the above-mentioned publications has significantly increased
and the internal and external review of articles and reports was introduced; those
publications obtained recognition of scientists in Ukraine and abroad.

• Organisational aspects and working conditions
The central office of the SSCU is located in two buildings constructed in 1951, and in 1987
the construction of new premises was completed. The SSCU has 219 offices located on 6
floors. In average one office is occupied by three to four employees. Directors of
Directorates and their deputies have separate offices. The buildings are guarded.
In 2007 the refurbishment was completed in the old SSCU premises. The works were
started to establish the Press Centre.
Salaries and wages are paid regularly.

1.3. LEGAL BASIS
• Main legal acts on statistics
The adoption in 1992 of the Law of Ukraine on State Statistics created a legal basis for the
development of statistics and marked the beginning of the reform of national statistics. The
law covered basic provisions of independence of statistics and of the system of state
statistical institutions, determined the responsibility of the SSCU for the organisation and
functioning of the statistical system of the country as a whole and prevented other
government authorities, legal entities and the public from intervention in the SSCU
professional activities alone.
Aiming at further development of the legal framework , the Parliament of Ukraine adopted
in 2000 the Law of Ukraine on the Introduction of Amendments to the Law of Ukraine on
State Statistics (N° 1922-III of 13 July 2000). The new version of the Law had been
prepared by the SSCU and discussed with all interested ministries and bodies. While
drafting the law, the SSCU followed the UN fundamental principals of official statistics
and took into account the model law drafted by Eurostat and effective legislative
enactments of other countries. The final version of the Law was prepared in close
cooperation with the IMF adviser and approved by the IMF Statistics Department and
Eurostat. The Law came into force on 1 January 2001.
To bring the provisions of the Law of Ukraine on State Statistics to conformity with other
effective legal acts, the SSCU prepared the Law of Ukraine on Introduction of
Amendments to Certain Legal Acts in View of Adoption of the Law of Ukraine on State
Statistics (No 3047-III of 7 February 2002), which was enacted by the Parliament of
Ukraine in 2002.
Aiming at improved performance of the SSCU the following Presidential Decrees were
adopted:
On Transition of Ukraine to the Internationally Accepted Practice of Accounting and
Statistics (of 23/05/1995 №303/95) in connection with the necessity for Ukraine to
integrate into the world community and transform the system of economic information,
accounting and statistics in accordance with international standards;
On Measures for Improvement of Work of State Statistics Bodies of Ukraine (of
14/04/1995 №312/95) aiming at setting up the system of statistics based on priority
national interests, new organisational, structural, and methodological principles, and
increasing importance of statistical information for the development of a market economy;
On Setting up of the State Statistics Committee of Ukraine (of 29/07/1997 №734/97)
aiming at improved statistics management, enhancement of its efficiency in the conditions
of reforming the Ukrainian economy and in accordance with the Constitution of Ukraine;
On Regulation on the State Committee of Statistics of Ukraine;
On Measures for State Statistics Development (of 22/11/1997 №1299/97), which defined
the actions to finalize creation of a single system of accounting and statistics according to
international standards and development of a multi-annual programme of statistical
reforms by the year 2002.

On Statisticians Day (of 02/12/2002 №1120/2002) that established a professional holiday
for those engaged in statistical activity to be marked on December, 5;
On State Statistics Committee of Ukraine (of 19/01/2004 №60/2004) that approved the
Regulation on the State Statistics Committee of Ukraine.
Due to amendments in the Constitution of Ukraine in 2007 the new Provisions on the State
Statistics Committee of Ukraine were adopted with the Regulations of the Ukraine Cabinet
of Ministers №924 of 11/07/2007 "On Approval of the Provisions on the State Statistics
Committee of Ukraine ".
• Other relevant administrative regulations
Besides the Law of Ukraine on State Statistics the statistical legislation also includes the
Laws on Information, on the All-Ukrainian Population Census, and on the Introduction of
Amendments to the Code of Ukraine on Administrative Violations.
The Statistical activity is carried out in accordance with the actions defined in successive
multi-annual programmes approved by Decrees and Instructions of the Cabinet of
Ministers of Ukraine:
"On the Concept of Development of the National Statistics of Ukraine and the Programme
of Transition of Ukraine to the International System of Accounting and Statistics" (of
04/05/1993 №326),
"On the Programme of the State Statistics Reform until 2003" (of 27/06/1998 №971),
"On Adoption of the Strategy of State Statistics Development for the Period till 2008" (of
13/07/2004 №910).
On Approval of the Strategy of State Statistics Development for the Period until 2012 (of
05/11/2008 №1413-р) is being elaborated.
In addition, there are a number of normative and legal acts related to selected statistical
activities (e.g. operation of the Single State Register of Enterprises and Organisations of
Ukraine, provision by state statistics institutions of paid statistical products and services,
etc.) and statistical areas (e.g. national accounts, foreign trade statistics, industry statistics,
household sample surveys, etc.).
The SSCU has prepared the draft law: "On Introduction of Amendments to Some
Legislative Enactments of Ukraine on Statistical Observations", which was adopted by
Verkhovna Rada in the first reading.
• Statistical data confidentiality
The SSCU acts in accordance with the international statistical standards on data
confidentiality and makes every effort to strictly follow these standards. The Law on State
Statistics contains a separate chapter devoted to confidentiality of statistical data, one
clause of which imposes on the SSCU the obligation to ensure confidentiality of individual
data and the other specifies a list of data received by state statistics bodies that do not fall
within the prohibition of data dissemination. Moreover, the Code of Administrative
Violations of Ukraine provides for responsibility for violation of the procedures of

confidential data usage.
The state statistics bodies pursue a consistent policy oriented to observance of the
confidentiality principle, which is defined by the Law on State Statistics. Over the last
years governmental authorities, local and municipal governments, other legal entities,
public associations, officials and other persons have tended to request more often the
confidential information from the statistical bodies; however the SSCU has undertaken
measures to secure such information based on the current legislation.
1.4. RELATIONS WITH CENTRAL AND LOCAL GOVERNMENTS
• Role of the SSCU in the government
The SSCU is a central executive authority with a special status, which is not subordinated
to any ministry or body. The SSCU reports directly to the Cabinet of Ministers of Ukraine.
Not being a Minister, the Chairman attends the meetings of the Cabinet of Ministers of
Ukraine to take part in discussions of selected issues.
• Relations and links with ministries and central government authorities
Within its responsibilities to provide statistical data for policy-making in different
branches and to monitor its implementation, the SSCU works in close cooperation with all
state executive authorities providing them with statistical information and also receiving
from them the administrative data necessary for the SSCU's routine activity. Governmental
authorities carry out various surveys after they agree with the SSCU the methodology and
reporting documents relating to the collection and use of administrative data, banking and
financial statistics, as well as balance of payment and other statistics.
Thus, for example, under the agreement on information cooperation between the SSCU
and the State Customs Committee, the latter delivers to the statistical bodies primary
monthly external trade data based on customs declarations. The Ministry of Fuel and
Energy provides data on exports/imports of electricity, oil, and gas. Using data on
exports/imports of goods and services, the SSCU prepares and publishes a quarterly trade
balance. The SSCU delivers data on external trade of goods and services to the National
Bank of Ukraine (NBU), which is responsible for the Balance of Payments. At the same
time, the SSCU uses data obtained from NBU to analyse the financial situation, compile
national accounts and calculate indicators of the financial income and expenditure of the
population and determine amounts of foreign investments.
An agreement was reached and the corresponding documents were signed for the State
Tax Administration to provide the SSCU with anonymous primary tax data on individual
persons engaged in entrepreneurial activity.
As the All-Ukraine population census of 2001 are out-of-date, in 2008 in order to provide
for some stages in building sample frame of territories and households to carry out sample-
based household surveys in 2009-2013 on its request the SSCU obtained materials of
elections that took place on 30 September 2007 from the Central Election Commission.
• Protection of the SSCU independence
In accordance with the Law on State Statistics, the State Statistics Committee of Ukraine

acts based on the principle of professional independence and self-determination. The
SSCU determines the content of statistical data and chooses statistical methods, data
sources, dates of data release, and ways of data collection and dissemination. In all these
areas the independence of the SSCU is guaranteed by legislation in force.
• Relations and links at the regional level with Local Governments
The territorial statistical offices in the Autonomous Republic of Crimea, the regions
(oblast), the cities of Kiev and Sevastopol, and the districts (rayon) operate independently
from the local governmental authorities and in accordance with the Plan of State Statistical
Observations provide them on a continuous basis with free statistical information on the
socio-economic situation of the region, which enables the latter to make appropriate
administrative decisions.
1.5. RELATIONS WITH USERS AND DISSEMINATION POLICY
• Relations with users
In accordance with the responsibilities imposed on the SSCU to produce and disseminate
objective, reliable and timely statistical information reflecting different processes of
economic and social life in the country, statistical data are submitted to different groups of
users such as governmental authorities, which form the largest group of users, research
institutions, educational establishments, the mass media and the public. The demand for
statistical information constantly increases.
With a view to training statistical users in the methodology, the SSCU has started to
organise seminars on various statistical issues. In 2008 2 seminars were carried out in such
areas of statistics as the agriculture and prices.
In addition, at the end of 2007 the seminar concerning the introduction of the reporting
system on the quality of Household Living Conditions Survey indicators in the practice of
statistical offices was carried out with the involvement of legislative and executive
authorities, research institutions, training establishments, mass media, and public
organisations. The draft quality reporting system, based on the quality measurements
recommended by Eurostat (relevancy, reliability, timeliness, availability and quality,
comparability and consistency) and developed for sample-based population surveys, and
also draft quality reports for the Household Living Conditions Survey were represented at
the seminar.
In 2008 works were continued on introducing Household Sample-Based Survey Data
Quality Reports for users. With assistance from the UK DFID “Support to the State
Statistics Committee of Ukraine" project and in collaboration with the SSCU and Institute
for Demography and Social Studies under the Academy of Science of Ukraine the
Methodological Provisions in developing standard Household Sample-Based Survey Data
Quality Reports for users were developed and approved (SSCU order as of 05.06.2008).
These Methodological Provisions were developed taking into account the Eurostat
documents on reporting system on the quality of statistical products and its measurement
indicators. The document contains the description of general principles of the statistics
quality measurements, the main rules of developing the programme contents and writing
statistics quality reports, as well as recommendations on how to use statistics quality
indicators, ,methods of their determination and required information sources. At the end of

2008 the results of the 2007 Household Sample-Based Living Conditions Survey Data
Quality Reports for users will posted on the SSCU web-site.
Works are carried out in the development of the documents on the introduction of the
quality management system at the SSCU in compliance with the international ІSO
9001:2000 standard. In the framework of these activities the functional survey of the SSCU
has been carried out, lists of services, provided by the SSCU and their users have been
produced, and the principle processes have been identified. In 2007 monitoring of the
progress of the regional statistical offices was introduced.
Each month the SSCU prepares a report and statistical bulletin on the socio-economic
situation in Ukraine and produces current statistical information in the form of express
releases (in 2008 306 express releases were prepared). In 2008 the SSCU published 51
statistical collections, 320 statistical bulletins, and 129 economic reports (in 2006 it
prepared 50 statistical collections, 338 statistical bulletins, 107 economic reports and 361
express releases). See the list of main publications in Annex 1.
All publications are issued in Ukrainian. There are several bilingual (English/Ukrainian)
publications and some publications in three languages (Ukrainian/Russian/English).The
Statistical Yearbook and the reference book Ukraine in figures are published as two
separate versions: in Ukrainian and English
Statistical publications, which are prepared in accordance with the Plan of State Statistical
Observations, are provided to users on paper copies (which is the most popular form of
presenting data) and in electronic form. For the first time in November 2002 under the
TACIS project, the SSCU drew up a CD-ROM version of a statistical summary Ukraine in
figures in 2001. Since that time CD-ROMs containing the Statistical Yearbook of Ukraine
and the reference book Ukraine in figures have been issued annually in two versions: in
Ukrainian and in English. In addition, a CD-ROM with the Album of forms of state
statistical observations was released in 2006.
Since October 1999 the SSCU has had its Web site: http://www.ukrstat.gov.ua. The Web
site contains substantial amount of both current and annual statistical data for the last 10 to
15 years. In December 2003, the English version of the SSCU site was opened and in the
first quarter of the year 2004, the Russian version appeared. The Web sites were also set
up in all 27 regional statistical offices. Besides, a separate Web site dedicated to the 2001
All-Ukrainian Population Census was launched: http://www.ukrcensus.gov.ua.

• Dissemination and marketing policy
In August 1998, the Regulation on "Approval of the Regulation on Implementation of
Statistical Works and Rendering Paid Services by State Statistical Bodies" was adopted by
the Cabinet of Ministers of Ukraine. Following this Regulation, the program of statistical
bodies' activities in rendering paid services was elaborated within the framework of the
TACIS project on data dissemination and approved by the SSCU in 1998. The programme
covers basic aspects of statistical data dissemination, key aspects of pricing policy, the
performance of work on a contractual basis, etc. Rendering paid services by statistical
offices is regulated with the Cabinet of Ministers resolution of 08/11/2000 № 1659 «On
Approval of Provisions on Carrying Out Statistical Surveys and Rendering Statistical
Services on Paid Basis».
In order to improve the dissemination of statistical information, the State Enterprise
'Information-Analytical Agency' (Derzhanalitinform) subordinated to the SSCU has been
established. The SSCU has delegated to the Agency its responsibilities for selling
statistical publications and partly for disseminating statistical information against payment.
In addition to the Agency, the central body of the SSCU and the regional statistical offices
also provide statistical services against payment. The main interregional statistical
administration in the city of Kiev provides on a fee-paying basis data from the Ukrainian
Single State Register of Enterprises and Organisations.
Over the recent years, the programme of publications has been expanded and their
structure, contents and design have been improved, the numbers of copies printed have
increased, and electronic forms of data dissemination have been used more intensively
Since December 2001, a permanent display mart of official SSCU publications has been
working in the building of the SSCU.
The President's Secretariat, Supreme Council, Cabinet of Ministers of Ukraine, executive
government bodies, public libraries, and a number of international organisations receive
statistical publications free of charge on a regular basis. Mailing lists are prepared for each
publication produced. Since 1994, the SSCU issues the Catalogue of Statistical
Publications (both in Ukrainian and English), which is distributed among various user
groups and posted on the SCCU Web site.
Based on the overall dissemination policy, the SSCU produces express releases and a
monthly report entitled The Social and Economic Situation of Ukraine aiming to
effectively inform the general public of the processes taking place in the country. A
timetable for the preparation and publishing of express releases and express reports is also
drawn up every month, based on which all the up-to-date data are delivered to users and
posted through the SCCU Web site. The express releases and monthly reports are
disseminated to all user groups at one time both on paper and in electronic form (through
the Web site or e-mail).
The SSCU has the library of the statistical publications. The users are provided with any
SSCU publications there.
Twice a week, all categories of users can visit the SSCU to obtain printouts of non-
published data free of charge. A charge is made for fulfilling requests from users for
information which falls outside the Plan of State Statistical Observations.
The SSCU publications contain the latest data. Data on GDP, production index,
unemployment, wages and salaries, and the inflation are published monthly. All users
receive the information at the same time according to the dates fixed in the publication

timetable. Current data are posted on the SCCU Web site and are regularly updated.
Express releases are placed on the Web site on the day of their production. Besides, the
analysis on selected issues is posted on the Web site.
At the beginning of 2003, Ukraine officially became the 52nd country (the first one among
the CIS countries) joining the IMF Special Data Dissemination Standard (SDDS). The
SCCU Web site contains required indicators, a tentative release calendar, and metadata.
Along with the SSCU, data for SDDS are supplied by the Ministry of Finance and the
National Bank of Ukraine. In compliance with the order of the Cabinet of Ministers of
Ukraine the SSCU is the national coordinator of works covered by the Special Data
Dissemination Standard.
• Monitoring the demand for statistics
In 2008, a questionnaire survey of users of the SSCU statistical information was carried
out (in July-August 2008). In 2007 an interview concerning the improvement in the
content of the "Statistical Yearbook of Ukraine" was carried out (in November-December
2007). The outputs of the interviews are taken into account in the current activities of the
statistical offices, aimed at better meeting the needs of statistics users.
In addition, the interviews with users on the level of their satisfaction are carried out by
different areas of statistics. In November-December 2008 such interviews were carried out
among users of agricultural and environmental statistics.
1.6. RELATIONS WITH DATA SUPPLIERS
• Access to administrative sources
In accordance with the Law on State Statistics, the SSCU is allowed to use the
administrative sources for meeting the obligations imposed on it. The major administrative
sources are as follows:
- Register of the State Committee on Regulatory Policy and Entrepreneurship
(information of small businesses),
- Register of taxpayers of the State Tax Administration (used to set up a statistical
register),
- Registers of pension and social funds,
- Register of the State Employment Service of the Ministry of Labour and Social
Policy (number of registered unemployed).
The SSCU also receives administrative data from other ministries and departments that
collect statistical information (National Bank, Ministry of Finance, Ministry of Labour and
Social Policy, State Customs Inspection, the Ministry of Family, Youth, and Sports,
Committee for Youth, Sports and Tourism, Ministry of Education and Science, State Tax
Administration, Ministry of Agrarian Policy, State Committee for Land Resources, the
State Property Fund, the State Treasury, etc).
• Relations with reporting units (respondents)
The SSCU collects information from economic entities and households. The response rate

is rather good for both types of reporting units.
In order to reduce the burden on respondents and to avoid data duplication in statistical
reporting forms, a special permanent SSCU Commission for Introduction and
Improvements in the State Statistical Survey Questionnaires and Primary Accounting
Records, needed for their implementation. This Commission considers and takes agreed
decisions concerning the introduction of the new forms of the state statistical observations
or improvements in the existing ones (returns, questionnaires, census spreadsheets, etc.),
their standard design and the list of indicators in them, as well as abolishment of the forms
or their inclusion in the administrative reporting system, etc.. The organisational support is
imposed on the Directorate of Planning and Organisation of Statistical Observations.
• Interviewers network
Before 2004, there were two interviewer networks in Ukraine to conduct sample surveys:
one interviewer network comprised 510 interviewers who took two surveys (survey of
household living conditions and survey of economic activity of the population), the other
network consisted of 1664 interviewers who made the survey of household agricultural
activities in rural areas. Since 2004, a permanent unified network has been set up
comprising 966 interviewers to conduct all three of sample surveys using different
respondent networks (except for the survey of economic activity of population, the
respondent network of which in rural areas includes also households involved in the survey
of household agricultural activities).
In 2004 the permanent unified interviewers network comprising 966 specialists in
interviewing, who during 2004-2008 (the validity of the sample of areas) carried out all
three sample surveys with various respondents, except for the Labour Force Survey, whose
network of respondents in rural areas was expanded and included the households, which
also took part in the survey of agricultural activities of households in rural areas.
In 2008 works were carried out on building new sample of territories for 2009-2013 to
provide for the state sample surveys of population, and changes were made in the unified
network of interviewers in accordance with the new sample. Thus, starting 2009 the
number of interviewers has to equal 970 specialists, of which 386 interviewers will carry
out sample surveys in urban areas, whereas 584 - in rural areas. All state sample-based
surveys of the population in 2009-2013 will carry out with different respondent networks.
The interviewers are regular statistical office employees, but without the status of civil
servants. They are paid (for implementing sample household surveys covered by the plan
of state statistical observations) out of the central statistical budget. The same interviewers
in accordance with relevant legal documents are attracted by other organisations for
conducting some other sample surveys. In such cases they are paid by employers.
The unified interviewer network provided for the conditions for introduction of system
approaches to the organisation of sample surveys of the population and the effective
training of interviewers. In 2005 – 2006, their work schedule was computerised,
instructions were drafted, and training sessions were held, including a workshop on
methods to increase the level of respondents' participation in surveys. Since 2007 the
interviews are trained on these topics regularly. In the central and regional offices of
SCCU special divisions for interviewers' work coordination were set up.
Since 2007 a methodology for organising supervision of the quality of interviewer's work
has been introduced. It provides for a system approach and optimisation of required
resources due to the random probability sampling method used to select interviewers and

households in order to provide for the control over the three surveys, carried out by

1.7. PLANNING AND PROGRAMMING
• Planning process
The SSCU develops long-term statistical programmes covering five years, which define
the strategy for developing state statistics taking into account both internal and external
factors. The main objective of such programme is the reform of the system of state
statistics. In programme drafting and implementation, in addition to the SSCU, other
public authorities and scientific research institutes take part.
Since Ukraine gained independence in 1991, four long-term programmes have been drawn
up. The first one covered the period from 1993 to 1997 and was aimed at the transition
towards the international standards of accounting and statistics. The second programme for
reforming the statistical system covers the period from 1998 to 2002. It was developed by
the SSCU and aimed at a comprehensive reform of the statistical system in accordance
with international standards. However, as a result of the funding shortfall, the period for
carrying out the programme was extended to 2003.
The third long-term programme for the period until 2008 determined the latest priorities in
the development of the official statistics. Based on the long-term programmes the SSCU
develops annual action plans on their implementation.
In November 2008 with its resolution the Cabinet of Ministers approved the Strategy of the
Development of the State Statistics Until 2012 developed by the SSCU.
Its main tasks are as follows:
- establishment of the prerequisites for further development of the system of state statistics
and meeting information needs of the society for the high quality statistical information,
- harmonisation of the system of indicators with international standards at the level,
recommended for the NSIs of the EU candidate countries.
On the basis of the five-year programme, the SSCU draws up annual plans of actions for
the Strategy implementation to be approved by a Decree of the Cabinet of Ministers of
Ukraine.
Besides, in pursuance of Article 15 of the Law of Ukraine on State Statistics, yearly the
Plan of State Statistical Observations is developed and approved by a Regulation of the
Cabinet of Ministers of Ukraine.
They include lists of surveys, their periodicity, scope and coverage, and periods for
preparing materials. Surveys carried out by other public authorities in the area of their
competence are also included in their annual plans and used by the SCCU as sources of
administrative information while conducting of state statistical observations for estimates,
economic analyses, and in publications.
The long-term statistical programmes and annual plans of statistical observations are the
basis for drafting programmes of cooperation with international organisations and
statistical services of other countries.

• Adoption procedures
The process of formulating the annual statistical work plan comprises several stages. The
SSCU within the framework of the permanent SSCU Commission on Introduction of State
Statistical Observation Forms and Primary Accounting Records, necessary for observation
conducting, takes once a year during quarter 1 an inventory of state statistical reporting
forms and implements measures for their improvement. This work is carried out by the
staff of the SSCU and also by representatives of regional and functional statistical offices.
In accordance with the inventory results, the drafting of the plan of statistical observations
for the following year is developed. The plan is discussed during the Methodical
Commission meeting with the participation of key statistics, economy and demography
scientists and is approved by interested governmental authorities. First and foremost, it is
the Ministry of Economy, Ministry of Finance, Ministry of Justice, the National Bank, etc.
After the plan has been discussed by the Methodical Commission and approved by all
interested executives, it is reviewed by the Board of the SSCU. Finally, the Cabinet of
Ministers of Ukraine approves the annual plan of statistical observations. The same
discussion and approval procedures are applied to the annual plans of actions for
implementation of long-term programmes. Since 2009 annual measures on the
implementation of long-term programmes have become the integral part of the Plan of the
State Statistical Observations.
• Scientific board/Advisory board
There are different boards in the system of state statistics with their own different tasks.
The Methodological Commission, which comprises the staff of the SSCU and
representatives of research organisations, decides upon the development of proposals
concerning the identification of the priority areas of the statistical offices activities and
research, development of the long-term programmes and annual work plans, and
discussion and approval of the methodology, which is used for statistical observations, etc.
In 2001 the Council of local statistical offices directors with 13 persons was established in
order to facilitate the provision of the information and analysis to the local governments,
and enhance the role of the local statistical offices in the improvements in the
methodological and organisational basis for the statistical activities taking into account
specific regional characteristics.
The Board makes decisions on the development and implementation of the statistical
policy and approves priorities of research statistical studies, etc. The Board of the SSCU
comprises the SSCU management and other executives of the SSCU and regional and
functional statistical offices. At the meetings of the SSCU Board, where the heads of the
SSCU structural sub-units are invited, the long-term statistical programmes and annual
plans of statistical observations and action plan on strategy programme implementation are
considered and adopted. The most urgent issues of the statistical development and the
activity of different state statistical bodies are also reviewed. The Board also adopts new
methodological concepts.
Previously the National Statistical Council functioned under President of Ukraine. It
included representatives of various institutions involved in collection and use of statistical
and administrative information. The Council was set up with the aim of considering major
issues of the state statistical policy, forecasting trends of the state statistics development,
and ensuring coordination of the executive authorities' actions for improvement of
accounting and statistics. The Council has been abolished, like numerous other Councils to

President of Ukraine, and its functions have not been taken over by any other institution so
far.
• Reference to the list of surveys
All the surveys planned for the current year are mentioned in the annual work plan.
Questionnaires and other statistical instruments for surveys are prepared by appropriate
structural subdivisions of the SSCU jointly with the Directorate of Planning and
Organisation of Statistical Observations. In some cases the draft questionnaires are agreed
with the data suppliers, as well as with the main users (governmental authorities, banks,
etc.). Usually new survey questionnaires are tested through pilot surveys. Though the
SSCU does all in its power to reduce the number of surveys, they are still rather numerous.
1.8. FINANCE AND BUDGETING
• National budget
The general structure of the SSCU budget in 2008 was as follows: 91.0% used for staff
salaries, 0.1 % - remuneration of temporary employees invited for single statistical actions;
8.9% - operational costs, i.e. 40.4% of the required expenditure.
• Assistance received from bilateral and multilateral donors
The SSCU is involved in international cooperation and receives technical assistance from
the EU TACIS Programme and some international organisations (IMF, World Bank, UN
ECE, UN organisations, OECD, EFTA, IEA, etc.) A summary of various cooperation
projects implemented with other donors is listed in Annex 3.
The budgetary shortfall restricts the participation of representatives of the state statistical
bodies of Ukraine in various sessions, seminars and conferences held by international
organisations, as well as in working meetings held by national statistical institutions of
other countries.
1.9. STAFFING AND STAFF DEVELOPMENT
• Main characteristics of staff
As of 01.01.2008, 12,839 people are engaged in the state statistical system, of which 498
persons work at the SSCU Central Office, 6,750 - in the regional statistical offices, and
5,591 - in the local offices. More than 90 % are women. The annual number of newly hired
specialists is on average 50 persons, while about 48 persons leave the SSCU every year.
Salaries in the statistical system are relatively low compared to the corporate sector. The
salaries are paid regularly.
As most of employees have economic background, the general level of statistical
knowledge is relatively high, though it is not quite up to date. This creates the demand for
ongoing staff training in order to improve their professional knowledge, especially in
respect of new methods and international standards. The main educational establishments
that train specialists in statistics are the Kiev National Economic University and State
Academy of Statistics, Accounting and Audit with the 4th accreditation level.

• Recruitment procedures
Recruitment of new specialists is organised according to the general rules for filling in
vacancies and the law on state service. There is a vacancy competition commission headed
by the First Deputy Chairperson of the SSCU. The Commission takes a decision on the
qualification of an applicant for the position claimed. According to the Commission's
decision a successful applicant is taken on the SSCU staff by a Chairman's Order.
This procedure is applied to the middle management and specialists of the SSCU Central
Office, heads and deputy heads of the regional statistical offices, and specialists working at
regional and local levels.
The heads of organisations and institutions subordinated to the SSCU (Scientific and
Technical Complex of Statistical Research, State Academy of Statistics, Accounting and
Audit, and Derzhanalitinform) who work on a contractual basis are appointed by the
Chairman of the SSCU.
• Management style
The SSCU Board is an advisory body under the SSCU Chairman . The Chairman takes
decisions taking into account the Board’s opinion. The Head takes decisions concerning
the current issues, and the First Deputy Chairman takes decisions when the Chairman is
absent.
• Language Skills
All official documents are to be prepared in the official language - Ukrainian. The level of
knowledge of foreign languages - except Russian - is very low. Only a small number of
employees speak other foreign languages like English, French or German, which makes
international cooperation more complicated. Hence, it is necessary to pay more attention to
improving language skills of the SSCU staff.
1.10. STAFF TRAINING POLICY
• Training Plan
Training, retraining, and professional development of statisticians is organised within the
State Academy of Statistics, Accounting and Audit of the SSCU. The need of such training
is obvious because as of 1 January 2008, 3,423 staff members out of 12,839 did not have
the corresponding statistical background. During the two recent years (2006-2007) about
100 people retrained at the State Academy of Statistics, Accounting and Audit. Top and
middle managers are trained according to the professional development curricula for civil
servants of categories I-IV and in social development policy and state administration at
master's courses of the Academy for Government Management under the President of
Ukraine and other higher education establishments.
Since 2004, the system of sample surveys of population has been set up in the state
statistical bodies of Ukraine, which provides for a unified interviewers network and units
for coordination of such surveys. In the period 2004-2006, a number of workshops were
held within the DFID and USAID projects to train multipliers-supervisors and
interviewers. 1300 persons were trained. The subjects of the training covered the
programmes of sample surveys regularly conducted by the state statistical bodies of
Ukraine, questioning procedures, and methods encouraging respondents to participate in

the surveys. In 2007 the system of ongoing training seminars for the staff of regional
statistical offices in carrying out household sample-based surveys.
• Library
There are two libraries in the SSCU.
A scientific statistical library was founded in the 1950s. Its stock includes books on
economics, statistics, and other issues. The library is managed by one full-time librarian
and equipped with one PC. There are no copying machine or Internet connections. The
library provides services to all categories of statistical information users.
The second library of foreign publications was established in 1995. Its stock includes
different publications, methodological documents, statistical collections and yearbooks
from numerous international organisations and national statistical institutions. The library
is open for employees of the legislative and executive governmental authorities, other
governmental agencies, and research organisations.
One library is the part of the Consolidated Information Directorate, Directorate of Statistics
of Foreign Countries and International Cooperation comprises the other one.
1.11. THE INTERNATIONAL COOPERATION
In the framework of specific projects and technical assistance programmes the SSCU
cooperates with a number of international and regional institutions, and also with NSIs of
other countries. The involvement in various international and regional statistical
programmes requires the adequate consistency of actions of all parties in order to facilitate
the efficient use of the international assistance in the area of statistics. The responsibility
for the coordination of the international cooperation and the technical assistance is
assigned to the Division for Foreign Countries’ Statistics and International and
coordination of works in the framework of the project implemented with the technical and
financial support of the World Bank (6 employees) and the Unit for statistics of foreign
countries (5 employees). The Protocol unit, which is responsible for the organisational and
technical issues of the international cooperation, subordinates to the Directorate for Staff
and Organisational Provisions.
The international cooperation plays an important role for the systemic changes in the
official statistics, increase of its efficiency, introduction of the new and revised
international standards in the national practice and, above all, standards and requirements
of the European Union. During 2007 the three-year Ukraine – EU Actions Plan, approved
on 21 February 2005, was implemented. In the framework of the action plans of Sub-
committees No1 and No2 of the Committee on Ukraine-EU Cooperation the SSCU was
involved in the implementation of the Action Plan within its competences, in particular, it
worked on the improvements in the national statistical methods and bringing them closer to
the European requirements.
The SSCU continues the extended dialogue with the EU in order to resolve the issue of
discrepancies in the methodologies of collection and processing of statistics of external
trade in goods and objective assessment of trade operations between EU and Ukraine. In
order to determine common ways of resolving the problems of data comparability the joint
Working Group of Ukrainian and European experts was established, which comprises
representatives of the State Statistics Committee, State Customs Service, Ministry of
Economy, EU and Eurostat. At the first meeting held in the SSCU on 8 April 2008 the

representatives discussed the methodology of data collection in Ukraine and EU member-
states, the adaptation of the EU quality management model and optimisation statistics
collection, processing and dissemination. The issues of introduction of the international, in
particular European external trade data confidentiality standards and mechanisms of data
exchange between EU and Ukraine. In addition, the focus was also made on the
organisation of mirror analysis.
Taking into account the results of meetings and recommendations of EU experts the SSCU
in cooperation with the State Customs Service drafted and approved the Action Plan on the
implementation of recommendation on increase in quality of external trade in goods
statistics in Ukraine.
This year at the meeting of Sub-committee №1 "Trade and Investments" (21 April 2008,
Brussels) the issue of discrepancies in methodologies of trade statistics collection and
processing. The Ukrainian party informed on the current and planned legal, institutional,
and methodological changes, and that starting 1 January 2009 Ukraine will apply HS 2007.
Parties agreed that the statistics of trade between EU and Ukraine will be reconciled in the
framework of the dialogue using technical assistance programme financing.
During the meeting on 17 November 2008 in Brussels the SSCU presented the overview of
the cooperation in the are of statistics, including the status of EU-Ukraine Action Plan, the
results of the development of areas of statistics during the year since the previous
Subcommittee meeting, as well as action plans for the following period.
The SSCU successfully completed the next round of negotiations on the draft text of
Chapter «Statistics» of the Agreement on Association between EU and Ukraine
(November 2008, Kyiv). The discussions were based on the consolidated positions of both
parties concerning objectives, main directions, areas and methods of cooperation, achieved
during the previous round of negotiations (July 2008, Brussels). The parties discussed each
article of Chapter «Statistics» and in general agreed and preliminarily completed
discussions.
In 2008 in the framework of "Reform of the Official Statistics in Ukraine – Statistics 10"
project (The national TACIS programme for Ukraine for 2004; contract No 2007/1041-
181) the Strategy of Development of the State Statistics of Ukraine Until 2012 was
developed, which was approved with the Cabinet of Ministers resolution of 05/11/2008
№ 1413-р.
The project also has made the following progress: the pilot survey of capital investments
was conducted and the work started on drafting methodology of capital investment index,
as well as methodology of organisation and conducting sample-based surveys in labour
migration and labour statistics. The works started on preparing to the calculation of
productivity in macroeconomics, methodological approaches to statistical estimation of
Euro regions are studied, and the mirror comparisons of trade statistics with Germany took
place. The plans and methodology of pilot surveys of insurance and financial services are
being drafted, as well as the methodology of innovation statistics harmonised with the
corresponding European standards.
In the framework of the new EC technical assistance instrument TAIEX in 2008 2 study
visit to the National Statistical Institute of Spain took place with the following objectives:
(1) to study methodological features and criteria of classification by types of economic
activities EU NACE (rev.2) and products by economic activities EU CPA 2008; (2) to
study the organisation of surveys of meeting users needs for the information and
cooperation with respondents.

In the framework of the project "Development of the State Statistics for Monitoring Social
and Economic Transformations", supported with the World Bank loan in 2008 works were
initiated on improvements in the methodology and organisation of statistics, which cover
most of areas of statistics and aim at the adaptation of the national methodologies to the
international standards. The integrated data processing and management system was
designed, which will serve the basis for further works in the system implementation.
Works were completed on the establishment of the local computer network in statistical
offices and the joint ІТ infrastructure, based on Microsoft Windows Active Directory
technologies, which provide for the basis for further introduction of the new integrated data
processing system. Training was carried out for the SSCU specialists in using SPSS
products for data analysis and processing. The SPSS was purchased earlier in the
framework of the project. The SSCU specialist take English classes.
In 2008 in the framework of the World Bank loan works were started on improving the
household living standard survey, in particular familiarisation with the main Eurostat
recommendations concerning the methodology and organisation of household budgets,
income and living standard surveys, and also identification of the compliance level of the
national survey with these recommendations.
The SSCU involvement in implementation of the World Bank project “Improvement in the
Social Aid Provision” in collaboration with the Ministry of Labour and Social Policy of
Ukraine is another area of the international cooperation. This project stipulates for the
following improvements:
- assessment of the efficiency of the social aid system and its individual programmes,
- poverty monitoring at the national and regional levels.
In the framework of the Swedish SIDA grant provided to support the project in 2008 works
were initiated in carrying out pilot interviews of households on the efficiency of the social
aid programmes.
In 2003 Ukraine was elected to the UN Statistical Commission for 2004-2007. At the
Commission annual meetings the SSCU Chairman represented Ukraine as approved with
Edict of President of Ukraine as of 11/02/2004 № 186/2004 on his appointment of the
Ukraine’s representative.
The revision of methodologies, classifications, and recommendations on data collection in
various areas of statistics is also a part of works, which the SSCU specialist carry out
together with the UN Statistical Division, which is a structural unit of the UN Statistical
Commission.
Thus, since 2005 Director of Trade Statistics Directorate has been a member of the expert
Working Group in the revisions of the International Recommendations in statistics of
distributive trade. According to the results the 2nd revision of the International
Recommendations was drafted and approved and will be published in 2009.
Since 2007 the First Deputy Chairman has taken part in the activities of the working group
in revisions of the International Recommendation. During 2008 the provisions , which
require amendments were discussed. The group will function until the beginning of 2010.
During 7-9 October 2008 the International Regional Workshop for the CIS countries
«External Trade in Services Statistics: Problems, and Experience of Their Resolving» took
place in Kyiv under UN auspices and with the financial, technical, and advisory support of
the Statistical Division and the CIS Interstate Statistical Committee, the SSCU, and EFTA.
Statisticians from NSIs and central banks of Armenia, Azerbaijan, Belarus, Georgia,

Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Ukraine, Uzbekistan,
Norway, and representatives of the international organisations EFTA, IMF, and UN
Statistical Division took part in the Workshop.
During work the participants discussed the current practice of submitting the trade in
services statistics to international organisations. They were proposed the decisions
necessary to improve the situation in this area. At the same time it was stressed that
external trade in services statistics is becoming more important in the globalising world,
and the newly established UN trade in services statistics database (UN Service Trade) is
becoming more important for submitting this statistics to international users in a
convenient format.

In 2008 the SSCU was involved in revisions of the International Recommendations in
External Trade Statistics in Services, which will continue until the IMF adopts the new
rev.6 of the Balance of Payments Manual.
During 8-12 December 2008 the SSCU specialists participated in the regional seminar
“World Population and Housing Censuses in 2010: International Standards and Latest
Cartography Technologies in Census Implementation and Census Data Processing”, which
took place in Minsk (Belarus) with the organisational and financial support of the UN
Statistical Division and in cooperation with the UN EEC and the National Statistics
Committee of Belarus.
During the seminar the participants familiarised with the international standards in
collection, processing, and dissemination of the census data and experience in the censuses
organisation and implementation (including hardware and software for data collection and
processing).
Together with the other countries Ukraine actively participates in the International
Programme of Comparisons (ICP). The SSCU is a member of the ICP Temporary
Executive Board. This year in the framework of the following 56th Plenary Meeting of the
Conference of European Statisticians (10-12 June 2008 in Paris) the first meeting of the
Temporary Executive Board took place, where the participants discussed general
organisational and technical topics of preparations to round 2011. The SSCU Chairman
took part in both ICP meetings (Conferences of European Statisticians and ICP Temporary
Executive Board).
In addition, Ukraine was elected to the UN Commission on Population and Development
for 2006-2010. The SSCU Chairman represents Ukraine at the annual meetings in
accordance to President’s Edict as of 31/08/2005 № 1220/2005 on his appointment as an
official representative of Ukraine.
The population geographic distribution, urbanisation, and internal migration and
development were special topics considered during the 41st session of UN Commission on
Population and Development (7-11 April 2008).
Following the Cabinet of Ministers instructions in June 2008 the SSCU carried out the first
full-scale sample-based survey of labour migration in collaboration with the Ukrainian
Centre for Social Reforms, Arseniy Yatsenyuk Open Ukraine Foundation, the
representative office of the International Migration Organisation (IMO) in Ukraine, and the
IBRD representative office . The purpose of the survey was to assess the scope and extent
of this phenomenon, determine and study the geographical directions of the labour

migration flows, social and demographic structure of migrants, their economic activities,
frequency and length of their trips, etc.
In September 2008 the Report was disseminated on the results of the medical and
demography survey of Ukraine (MDSU) implemented in 2007 (МДОУ-2007) by the
Ukrainian Centre for Social Reforms with the involvement of the SSCU and with the
financial and technical assistance of «Macro International» company in the framework of
the USAID financed project «The Medical and Demographical Survey: measurements»,
developed in order to support countries in collection data on births, reproductive health,
mothers’ and children’s health.
This Survey in 2007 was a part of the global MEASURE DHS project that provides for
such studies in different world countries.
The SSCU takes an active part in the regional statistical cooperation within the
Commonwealth of Independent Countries (CIS) and its specialised body – the CIS
Intergovernmental Statistical Committee. During the reference year two meetings of the
Council of the Heads of Statistical Offices of CIS countries have been held; all countries as
well as representatives of the CIS Intergovernmental Statistical Committee participated in
these meetings. The participants considered and discussed preparations to the next circle of
censuses in CIS countries in 2010, the status and the preliminary outputs of the CIS
countries participation in the Programme of the international comparisons of GDP and
TFC of the CIS currencies using the 2005 data, problems of statistical study of labour
migration, and the issues of current actions of the CIS Intergovernmental Statistical
Committee.
Implementation of international cooperation between the SSCU and statistical services of
other countries is based on bilateral agreements. At present the SSCU has the bilateral
agreements with the statistical services of 8 countries:
• Poland - Agreement on Cooperation (signed 22 February 1994);
• People's Republic of China - Agreement on Cooperation (signed 4 December
1995);
• Georgia - Agreement on Cooperation (signed in February 1997);
• Kyrgyzstan - Agreement on Cooperation (signed 16 October 1997);
• Russian Federation - Agreement on Cooperation (signed 23 December 1997);
• Bulgaria - Agreement on Cooperation (signed 24 March 1998);
• Uzbekistan - Agreement on Cooperation (signed 29 May 1999);
• Belarus - Agreement on Cooperation (signed 16 May 2000).
According to the Memorandum on Understanding between the State Statistics Committee
of Ukraine and Eurostat on the exchange with the statistical information, concluded on 10
December 1999, every quarter the SCCU provides the extensive list of indicators. It is
planned to provide statistics of foreign trade on monthly basis since 2008.
According to the existing practice the SSCU as a coordinating agency provides the official
statistical information on Ukraine to the statistical offices of UN, UN EEC, Eurostat, FAO,

ILO, UNESCO, IMF, OECD, МЕА, etc. to be published in the international statistical
publications and included in the bases of international organisations, and also provides the
information to embassies and representative offices accredited in Ukraine. The detailed
information on exports and imports operations of Ukraine with all world countries is
submitted to the UN on monthly basis for its inclusion in Comtrade external trade
database.
II. STATISTICAL INFRASTRUCTURE
2.1. INFORMATION TECHNOLOGY
• Architecture
In 2000 the State Statistics Committee developed and approved the Concept of IT
Provision of the System of Official Statistics, which determines the main areas and
objectives for the improvements and use of the latest information technologies. The
Scientific and Technical Council in IT issues was set up in the same year that combines
efforts of the SSCU IT Directorate staff, representatives of the Main Interregional Division
for Statistics in the city of Kyiv and the Scientific and Technical Complex of Statistical
Research and makes decisions on the areas of further IT developments .
The World Bank loan, granted to the Government of Ukraine for the development of the
system of the official statistics to support monitoring of social and economic reforms in
2005, was allocated on acquiring computers, other equipment, and software for statistical
offices.
The SSCU uses Windows 2000/XP, and Windows 2000/2003 Server.
• Level of provision with equipment
100% of employees of the Central Office of the SSCU are provided with personal
computers. Every SSCU structural unit has several e-mail addresses and the access to
Internet.
In 2007 the situation with computers at oblast and rayon levels improved. Every rayon
statistical office obtained a server, a printer, and several computers.

mail addresses and access to Internet.
In 2007-2008 at oblast and rayon levels the situation with computer provisions improved.
Each of 498 rayon units received a modern server, printer, and several PCs. The computer
equipment was updated at oblast level. Structured cable communication systems were
established at all levels.
The purchase of the Sybase and SPSS application was financed from the World Bank loan
in order to facilitate computerisation of collection, processing, analysis, and dissemination
of the statistical information.
The integrated system of the statistical data processing was drafted. Training was
organised for the Head Office and regional offices in using SPSS products.
Works were carried out to roll out Active Directory catalogues in the framework of the
computer equipment and software procurement contract for the state statistical agencies.
The single IT infrastructure was established on the basis of Microsoft Windows Active
Directory; which allowed the SSCU to have a higher quality new information system.
In 2003, the system of statistical data exchange URPAK was upgraded through
introduction of the Frame Relay technology. In 2004, the regional access points to the
corporate data communication network were modernised (the regional offices were
provided with secure Internet access). In 2007 85 rayon/ city statistical offices were
connected to the corporate intranet. In 2008 the address space of the corporate network was
expanded by changing the configuration of the network equipment at all access hubs.
• Projects of development
The key elements of further IT development include the introduction and use of latest IT,
software and hardware in order to computerise statistical data collection, processing,
storage, analysis, and dissemination, in particular:
- The electronic data collection,
- The dissemination of the statistical information through Internet,
- Improvements in the systems of exchange with the statistical information between
various levels of its processing,
- Provisions for the security and confidentiality of statistics in the course of their
computerised processing and storage, and
- Ensuring efficient functioning of the corporate networks in the state statistical
offices.
In order to implement this concept, the SSCU will need technical assistance both in terms
of equipment and expert recommendations, as well as in organising training of the staff in
design and administration of local area networks, databases, data protection systems, and
telecommunication networks.
2.2. CLASSIFICATIONS
In accordance with the recommendations of Eurostat the national classifications of
economic activities, products, and goods were developed based on the standard European
classifications in an unabridged form with their further disaggregation at the national level.
In developing classifications of occupations, economic activities, products, and goods, the
international classifications were used in their entirety and were not changed either in the

structure or in the coding system. In order to take account of national specific features
disaggregation was carried out at subsequent classification levels.
The following classifications of economic activities, products, goods, and occupations
were used as standard (model) international classifications: NACE, CPA, PRODCOM, HS,
CN, CC, and ISCO-88.
The National Classification of Economic Activities (KVED), which is based on the
Statistical Classification of Economic Activities in the European Community (NACE), has
been adopted since 2001. Since 2006, the second revision of KVED has been used, which
takes account of both national changes and changes of NACE (Rev. 1.1, 2003). The new
version of KVED excludes unnecessary and unreasonable details of some classification
groupings at the national level. The explanatory notes and comments to the revision have
been improved substantially.
The Central Statistical Classification of Products by Economic Activities, which is
harmonised with CPA 2002, has been developed. The classification is prepared as a
conversion table and contains the Classification of Economic Activities (KVED) and CPA.
The Central Statistical Classification of Products is a base classification and can be used as
it is or as a basis for developing branch nomenclatures of products with appropriate levels
of detail needed for different statistical observations.
The Nomenclature of Industrial Products has been developed based on CPA and
PRODCOM and introduced since 2004.
The Nomenclature of Products of Construction has been developed on the basis of CC
(Classification of Types of Constriction) and adopted.
Other branch statistical nomenclatures of products are now under development.
Since 1 January 2008, the new version of the Ukrainian Classification of Goods of Foreign
Economic Operations (UKTVED) has been introduced to register exports/imports in the
external trade in goods statistics. UKTVED was harmonised with the international
customs classifications: at the 6-digit level the UKTVED complies with the UN
Harmonised Commodity Description and Coding System (HS-2000), at the 8-digit level it
complies with the EU Combined Nomenclature (CN-2003), and digits 9 and 10 specify the
commodity code at Ukraine’s national level. The Classification of Occupations (KP) has
been developed on the basis of ISCO-88 (International Standard Classification of
Occupations) and enforced since 1996.
In order to compile the final consumer expenditures of households in the SNA the
International System of Classifications of the Individual Consumption of Goods and
Services by Purpose (СОІСОР) has been used at aggregated levels since 2003. Previously
earlier versions of the Classification of consumer expenditures by type were used for the
Household Living Conditions Survey and the CPI compilation. It was harmonised with the
EU Classification of Individual Consumption by Purpose (СОІСОР). In 2007 the national
Classification of the Individual Consumption by Purpose (CICP) was developed and
harmonised with the EU Classification of Individual Consumption by Purpose (COICOP-
НВS) of 2003. In order to develop the national classification the European COICOP-НВS-
2003 was used without amendments, whereas the more detailed levels, which take into
account the national characteristics of the consumption, are based on the Nomenclature of
the Consumer Goods and Services for the Household Living Conditions Survey. Starting
2008 the CICP approved with the SSCU order will be used for the Household Living
Conditions Survey, CPI compilation, and the final consumer expenditures of the

institutional sector of households.
The Classification of Institutional Sectors of Economy has been adjusted to the national
legislation and introduced both to the Single State Register of Enterprises and
Organisations of Ukraine (EGRPOU) and to the System of National Accounts.
In 2004, the 10th revision of the International Classification of Diseases and Related
Health Problems (ICD-10) was introduced into the statistical practice.
The following classifications are used as well: Codes of Names of Countries (ISO 3166)
and Codes of Currencies and Funds (ISO 4217).
The SSCU assumed the responsibility to take part in the next world revision and
introduction of the international classifications, which stipulate for the development of the
national statistical classifications based on NACE (rev.2) and CPA 2008. Drafting the
updated versions of the national statistical classification of economic activities and
products the SSCU will meet the deadlines for their drafting and introduction
recommended by the UN Statistical Commission:
- the development of the national adapted classification of economic activities and
products – 2009,
- update of the Business Register data – 2010,
- use of revised classifications in statistical programmes – starting 2011.
2.3. BUSINESS REGISTER
• Description
The key element of the state statistics infrastructure is the Single State Register of
Enterprises and Organisations of Ukraine (EGRPOU), which has been maintained by the
SSCU since 1993 and until recently served as an administrative register in Ukraine. With
the new state registration legislation, which came into force 01.07.2004, the particular
administrative character of the EGRPOU gradually decreases and at the same time the
necessity increases to use its capacity as the basis for organisation and implementation of
statistical observations.
The Register contains data on legal entities (enterprises) and their subdivisions (local
units). The EGRPOU is maintained both at the national and territorial levels. The national
level covers all enterprises and local units for the whole country and the territorial level
covers enterprises and local units located in respective territories.
Each enterprise and local unit of the Register is characterised with identification,
classification, reference, registration, and economic (productive-financial indicators of an
activity based on the results of statistical observations) indicators. The Register is
continuously updated. It has the following sources of updating:
- state registration data daily submitted to the state statistical bodies by the
administrative register (creation of enterprise and local units, their restructure,
changes in characteristics);
- data of other administrative sources (State Tax Inspection, Pension Fund);
- statistical data obtained in statistical surveys.
Recently, the aim to use in the register data on principal economic activity of an enterprise
has become especially vital. The identification of the principal activity causes a special

problem. The thing is that an enterprise itself specifies its activity in its registration
documents to be included into the administrative register while statistical sources provide
more accurate information about it. It means that the same unit may be allocated in
statistical sources to one economic activity, but in the administrative register - to another
with a different code of economic activity. Aiming at settling the problem, the SCCU in
2006 within the framework of the TACIS Statistics 8 Project developed methodological
guidelines for identification of principal activity with the "top-down" method and
stabilisation rule. Appropriate software was also developed, which will be used since 2007
to calculate the principal activity of an enterprise based on data of annual structural
statistical surveys, with the calculation results being included into the register.
Combined administrative and statistical data obtained in statistical surveys complement
each other and allow using the register as a sample frame for statistical observations.
In order to collect information about new enterprises, their principal activity and size and
accordingly update the register with this data, the SCCU is now drafting a questionnaire
for the survey of newly emerged enterprises (6 months after the date of registration) and
intends to conduct a pilot survey of their economic condition (in 2007 and 2008).
Due to the EGRPOU unique identification code and the single system of classifications,
governmental authorities are able to exchange data with other ministries and use data of the
register (excluding confidential statistical data) for updating departmental data bases and
registers.
In 2006, the statistical register of natural persons (individual entrepreneurs) was set up in
the SCCU. The main source for updating the register is registration data on individual
entrepreneurs submitted to the state statistical bodies by public registers. Implementation
of this register will allow the state statistical bodies to increase the coverage and improve
the quality of statistical information.
A special goal in the process of implementation of the system of statistical registers is their
practical use for building sample populations of statistical observation units to prepare and
conduct statistical surveys. The final target of the development of statistical registers may
be creation of a quality control system implying implementation of special surveys aiming
to update and improve the register data.
2.4. HOUSEHOLD SAMPLING FRAME
In 2004 the new system of organisation of the following household sample-based surveys
was introduced: Household Living Standards, Labour Force, and Agrocultural
SurveyActivities in Rural Areas. It stipulates for the establishment of the single unified
system of interviewer, and the introduction of the new single national geographical random
sample for the three household sample-based surveys.
According to the recommendation of international experts, and in order to provide for the
ongoing update of the geographical sample to take into account changes in the country’s
administrative and geographical structure and the number of population the geographical
sample remains valid during 5 years.
As the previous sample used for 2004-2008 is not valid, in 2008 new geographical sample
was selected to be used during 2009-2013 for the state household sample-based surveys.
The geographic sample for 2009-2013 has its specific features and differences compared to
the previous five-year cycle. They are targeted at better met users needs and increased

quality of household sample survey results, in particular through the following:
- setting up a separate group of respondents for each survey,
- including one third of rural areas in each regional in Labour Force Survey of rural
areas, which were surveyed during the previous five-year cycle,
- including at least one rural geographical sample unit subordinated to city (village)
counciles that have rayon status in each region in the Rural Population
Agricultural Survey, and
- increasing the number of surveyed areas.
The following sources were used as the information base to build the geographical sample
frame for 2009-2013 in rurals areas:
- - demographic statistics of constant population as of 01/01/2007,
- - The Classification of Administrative and Geographical Structure of Ukraine,
- - the information and analytical materials of the parliamentary elections of 30
September 2007 provided by the Central Election Commission of Ukraine.
The key information sources for building the geographic sample frame in rural areas were
the following:
- demographic statistics of constant population as of 01/01/2007;
- The Classification of Administrative and Geographical Structure of Ukraine,
- Survey form № 6 – village council "Some Indicators of the Development of
Agriculture in Village and Town Councils" as of 01/01/2007, and
- - the from the household registration book in village and town councils as of
01/01/2007.
The sample frames are created with stratified multi-stage sampling. The sampling
procedure consists of the following basic stages:
- exclusion of areas that cannot be surveyed;
- exclusion of households not to be surveyed;
- stratification of the general population;
- selection of the first stage territorial units;
- selection of the second stage territorial units;
- selection of households.
In urban areas the sampling procedure consists of three stages and in rural areas - of two
stages. When creating samples the following restrictions are to be observed:
Exclusion of areas that cannot be surveyed
Human settlements located in the alienated zone (zone I) and compulsory evacuation zone
(zone II) on the territory affected by radioactive contamination due to the Chernobyl
accident were excluded from the area sample. Accordingly, the population residing in
these areas was also excluded from the population of Ukraine and respective regions.
Exclusion of households not to be surveyed
To determine the population to be surveyed, the institutional population - compulsory-duty

servicemen, persons in institutions of confinement, persons in nursing homes or
institutions for elderly, etc. - were excluded from the resident population. Moreover, the
sample frame does not include marginal groups like homeless, etc. For the purpose of the
economic activity survey, together with the institutional population the population beyond
the working age (under 15 and over 70) was also excluded. In the case of the agricultural
activity survey excluded were households that neither owned nor used land.
Stratification of the general population
The general population was stratified in order to properly reflect the main features of
administrative-territorial division and also to have households that are more homogeneous
in their basic characteristics. For that end, the general population was divided in strata
which within each of 27 regions of Ukraine corresponded to human settlements with
population 100 thousand and over (cities), human settlements with population under 100
thousand (towns), and all administrative districts in rural area (hereafter - districts). In such
a manner, 52 strata were formed for urban settlements and 490 for rural areas.
For the sample surveys of household living conditions and economic activity the size of a
stratum was proportional to its non-institutional resident population. For the agricultural
activity survey the size of a stratum was proportional to the total area of land owned by
households in a district.
Selection of the first stage sample geographical units
At this sampling stage primary sample geographical units (PSGU) were selected.
Towns and villages (town and village counciles) were chosen for selection as geographical
units. The PSGU among towns were selected using random sampling propotinal to size,
which is the number of population.
For the household living standard and labour force surveys in the rural areas individual
village councils or their groups, established so that the total number of households would
exceed the minimum threshold, are selected as PSGU. In addition to the mentioned
localities, for the agricultural survey in 2009-2013 the villages subordinated to the town
councils with rayon status are also considered PSGU. PSGU in rural areas in each
administrative rayon were selected using random sampling with the probability
proportional to size. For the household living standard and labour force surveys it was
proportional to the total number of households in PSGU, and for the agricultural survey it
was proportional to the total area of land that belonged to the households.
In general 1,752 PSGUs were selected in the rural areas for the agricultural survey in 2009-
2013, of which 584 PSGUs were selected for the labour force survey and the same number
of PSGUs for the household living standard survey in rural areas.
Selection of the second stage geographical units in urban areas
This sampling stage was only targeted at urban areas and umplied the selection of
secondary sample geographical units (SSGU) within each primary sample geographical
unit.
The Instruction Units established in 2001 for the All-Ukraine Population Census served the
information basis for SSGU selection for sample surveys of 2004-2008 in rural areas.
The basis for the SSGU selection in rural areas for 2009-2013 were the analytical materials
and information on the location and characteristics of election units in some town (village)
councils of Ukraine used for the parliamentary elections of 30 September 2007 provided

by the Central Election Commission of Ukraine.
The SSGU minimum size (election unit or group of election units) was determined taking
into account the necessary potential of respondents (households) for the survey in this area
during the validity of sample.
For the selection purpose the list of SSGUs within PSGU was arranged using the
“geographical lacet” principle. SSGUs were selected using the random sampling with the
probability proportional to size (the number of population). Four SSGUs were selected for
each interviewer in urban areas for the labour force survey in 2009-2013, of which two
were also selected for the household living standard survey.
In general, 1,544 SSGUs were selected for the labour force survey in urban areas in 2009-
2013, of which 722 SSGUs were selected for the household living standard survey.
Compared to the previous five-year cycle of 2004-2008 the number of selected SSGUs in
urban areas increased. For instance, for 2004-2008 704 SSGUs were selected in urban
areas. This difference was conditioned with the increased number of SSGUs per one
interviewer for labour force survey in urban areas – from two SSGUs for 2004-2008 to
four in 2009-2013.
Selection of households
The last stage of sampling contained selection of household addresses to participate in a
specific survey. For each selected STSU in urban area and each selected PTSU in rural
area a list of all household addresses was made. The lists in urban areas were compiled
based on materials of the 2001 All-Ukrainian Population Census and in rural areas - on
household accounting information. The information and analytical materials on the
qualitative characteristics of the population of the selected election units developed after
the parliamentary elections on 30 September 2007 served the basis for making lists and
addresses of households in urban areas for the surveys of cycle of 2009-2013. In rural areas
the information from household registration books was used. Household addresses were
selected by systematic sampling. The household lists are annually updated in order to avoid
or minimize a negative influence of changes since the moment when the lists were made or
updated. The procedure of household selection for the surveys of household living
conditions and economic activity consists of the following stages:
- refinement of household addresses lists in view of methodological requirements of
each survey;
- calculation of a sample interval and a random number of the first household;
- selection of households from the household addresses lists according to the sample
interval.
Selection of households for the survey of household agricultural activity in rural areas is
carried out in proportion to the land owned or used by a household.
The above-mentioned procedures provide for any household of the sampled territory a
specific probability to be included in the sample. This means that each sample household
represents a certain number of households of the general population, which makes the
sample representative. Replacement of households selected in the case of their refusal to
participate in the survey is prohibited.
To improve the quality of core sample household surveys results and reduce the burden on
respondents, a special procedure - the household rotation- is used, which implies some
special planned replacement of households. Two types of household rotation are used: full

and partial. The full rotation provides for simultaneous replacement of households, but the
partial rotation means replacement of households in accordance with the established
procedure. To implement the partial rotation, the sample frame is divided in groups of
households, i.e. rotation groups. The procedure of replacement of rotation groups is
regulated by the methodology of individual surveys.
For the household living conditions survey in 2004-2008 12,977 households were selected
annually. For the new cycle of the Household Living Standard Survey in 2009-2013
13,023 households will selected every year. The households selected are quarterly
interviewed in accordance with the survey methodology. A full household replacement
takes place each subsequent year.
In 2004-2008 11,106 households were selected for the monthly survey of household
economic activity. In addition, in order to make indicators of economic activity,
employment and unemployment more reliable, additional 7368 households were selected
based on the sample of household agricultural activity to be inquired about their economic
activity. Consequently, the total monthly sample of the economic activity survey covered
18,474 households. The Household Labour Force Survey and Agricultural Survey in rural
areas based on the new geographical sample (2009-2013) are carried out with different
groups of respondents. Starting 2009 the monthly Labour Force Survey will cover 16,648
households. The households are interviewed following a special pattern. The households
are replaced in accordance with the rotation procedure used for the survey.
In 2004-2008 for the survey of household agricultural activity in rural areas 29,476
households were selected annually. For surveys in 2009-2013 29,184 households will
selected annually. During the year the selected households are interviewed every month
according to the survey programme. Each year all respondents are replaced.
Of the general population one selected household within the frame durability (2004-2008)
on the average represented 1,359 households in the survey of household living conditions,
554 households in the household economic activity survey, and 197 households in the
household agricultural activity survey.
According to the preliminary assessment, while the sample is valid during 2009-2013
every household shall represent 1,332 households for the Household Living Standard
survey, 347 households for the Labour Force Survey, and 190 households for the
Household Agricultural Survey.
Data obtained from the core sample household surveys are spread over the general
population with the method of statistical weighting.
III. ECONOMIC, FINANCIAL AND TRADE STATISTICS
3.1. NATIONAL ACCOUNTS
The Macroeconomic Statistics Directorate is staffed with 41 persons. The Directorate
comprises the following divisions:
– Consolidated National Accounts and National Wealth
– Accounts of Institutional Sectors of Economy
– Annual National Accounts

– Regional Accounts
– Operational GDP Estimates Sector
The National Accounts of Ukraine are based on the SNA 93 and ESA 95. Since the 1989
calculations, the SSCU has been compiling current accounts and the capital account and
since 2003 the financial account as well for the economy as a whole and broken down by
institutional sector (financial corporations, non-financial corporations, households, non-
profit institutions serving households, and general government). Rest of the world accounts
are also compiled. Starting since 2003, sub-sector current accounts have been compiled.
The accounts are compiled at current prices, while GDP is calculated at current prices,
prices of the previous year, and constant prices (prices of the year 2001). Initial
preliminary annual data on the components of GDP are published in February, and final
data according to the SNA are published in December of the following year.
GDP is calculated according to the production method and by elements of final
consumption, while the income method is used to supplement them. The individual
components of GDP are published by branch (type of economic activity according to the
Classification of Types of Economic Activity (KVED) at section level). When GDP is
calculated with the expenditure based method, its components are disaggregated in
accordance with international functional classifications.
Input-output tables are compiled annually at consumer prices and at basic prices. The
tables show 38 types of economic activity and 38 product groups. It is currently planned to
compile input-output tables at a high level of details. At present, a pilot compilation of the
tables at comparable prices is being implemented.
In order to provide for the complete picture of the economic condition of the country the
SSCU compiles the shadow economy figures in compliance with the concepts of the
international SNA standard.
The shadow economy figures are compiled in accordance with the OECD manual. The
SSCU has developed the national version of the methodology of the shadow economy
identification, which is estimated as 17% of GDP, taking into account the characteristics of
Ukraine’s economy development.
The regional accounts, in particular, the gross regional product are compiled using the
production method at actual and comparable prices by economic activities. In addition,
regional income and expenditures of population are compiled based on the international
methodology of compilation in order to produce household sector accounts.
Quarterly accounts are compiled 90 days after the reporting period using all three methods
(mainly the final consumption and production methods, while the income method is used
to supplement them). They are grouped in 13 basic types of economic activity. The data
are calculated at current prices and at prices of the corresponding quarter in the previous
year, and at constant prices (average prices of 2001). The calculations at constant prices are
in line with the EU standards and are based on the chain index method.
In order to determine the dynamics of the economic development of the country, the
procedure is used aiming at seasonal smoothing of the quarterly GDP time series as a
whole and broken down by individual components estimated with the production method
and method of final use at constant prices.
At the request of the government with the purpose of monitoring the economic
performance of the country, the SSCU makes monthly GDP estimates on the 15th working

day after the reporting period. They are based on the production indices of the branches
broken down by 10 basic types of economic activity. For quarterly GDP data sources are
more numerous (business statistics, BoP data, banking statistics, data from the Ministry of
Finances and other governmental authorities).
Aiming at setting up a legal basis for compiling the national accounts, as well as at creation
of a comprehensive and well-arranged system of collection, processing and submission of
the SNA indicators, the Regulation of the Cabinet of Ministers of Ukraine "On compiling
national accounts of Ukraine" has been drafted, which determines the dates and procedures
for the central executive authorities, National Bank, and social security schemes to provide
the SSCU with information necessary for compiling national accounts and making short-
term GDP estimates. The Directorate of Macroeconomic Statistics closely co-operates with
other structural subdivisions of the SSCU on matters concerning the provision of
information for compiling the accounts. It continuously informs the SSCU Directorates of
the data needed and invites them to take part in seminars on methodological problems held
by international organisations.
In the framework of TACIS project further improvements in the methodology of capital
account compilation were made, and also the methodology of total factor productivity
estimation was drafted.
The SNA data The SNA data are published in flash releases, monthly reports and statistical
bulletins, as well as specialised statistical and other SSCU official publications.
At present, the major goals of compiling NA are as follows:
• Improve the quality of all basic data,
• Check the content, definitions and concept of all indicators aiming at
harmonisation,
• Compile quarterly input-output tables and supply and use tables,
• Define the new base year and calculate the indicators at average prices of the
new base year,
• Improve sector and sub-sector accounts,
• Improve regional accounts,
• Disaggregation of input-output tables
• Elaboration of methodological approaches and development of Balance of
Assets and Liabilities,
• Extension of quarterly national accounts,
• Introduction of the new method of calculation of fees for the financial
intermediation,
• Testing methodological grounds of the TFP estimation at macro level is
envisaged in the framework of TACIS "Statistics 10" project.
3.2. PRICE STATISTICS
Directorate for Price Statistics, which numbers 22 specialists comprises 4 units:
- Unit for the methodology of consumer price statistics (5 experts);

- Unit for the organisation of consumer prices observations (5 experts);
- Unit for the methodology of producer price statistics (5 experts);
- Unit for the organisation of producer prices observations (5 experts).
Price indexes are one of the indicators, which characterise inflation processes in the
economy. The development of the logical system of price statistics stipulates for the
compilation of the price indexes for output (goods and services) both in consumption, and
production sectors of the economy. To a certain extent such system does not only allow for
the complex analysis of price processes inside specific sectors, but also in the whole
economy.
The SSCU currently uses the following system of price (tariff) indexes:
- In consumer sector:
CPIs;
Retail price indexes;
- In production sector:
Indexes of industrial producers;
Indexes of prices for construction and assembling works;
Indexes of tariffs for communication services;
Indexes of tariffs for cargo transportation.
Unit for the methodology of consumer price statistics and unit for the organisation of
consumer prices observations deal with the organisation of observations of changes in
prices (tariffs) for consumer goods (services) and compilation of CPI and retail price index.
CPI has been calculated in Ukraine on monthly basis since August 1991. The
methodology, which lays the foundation for the CPI compilation, follows the principles
defined at the 17th International Conference of labour statisticians in “The Resolution on
CPI” in 2003.
Changes in consumer prices (tariffs) are observed in all regions of Ukraine. The
information on prices (tariffs) is collected in 140 urban localities. The trading businesses
and businesses that render services, for which prices are recorded, number more than
26,000. Local statistical offices select base enterprises and annually revise them.
The CPI is compiled on the basis of the representative list of consumer goods (services),
which is regularly revised. The share of a specific commodity or service in total consumer
expenditures of the population is the criteria for including it in the list of goods and
services. The weights are calculated using the data of the Household Living Conditions
sample survey, and reflect the relative importance of goods (services) and the impact of
changes in price (tariff) of each commodity (service) on the value of the general CPI.
The information on CPI is posted on the SSCU web-site in Internet. Data are published
monthly in bulletins, and once a year they are included in the Statistical Yearbook
"Consumer Price Indexes". In addition, in order to inform the general public every month
statistics are published in mass media, in particular, “Uryadoviy currier” newspaper, and
are also mailed, e-mailed or faxed to all interested users. Government authorities receive a
special consolidated report.

The SSCU regularly improves the organisation of observations and methods of CPI
compilation taking into account changes in the international practice of this indicator, as
well as processes in the national economy.
The improvements in the selection of trading businesses and businesses, which render
services, are one of the ways of reinforcement of the consumer price statistics. This issue
was studied in the framework of TAСIS project "Reform of the Official Statistics in
Ukraine – Statistics 8, and as a result the Methodological Recommendations were drafted
on the methods of trading and service rendering businesses selection for the CPI
compilation.
The SSCU also plans to continue enhancing methods of consumer goods and services
selection and expanding the information source to calculate weights for the CPI
compilation. In addition, it is envisaged to develop the methodology of seasonal revisions
of CPI series, and also study the methodology of the compilation of the harmonised
consumer price index in order to allow for the possibility to introduce this indicator in the
future. The mentioned issues are planned to resolve in the framework of the World Bank
loan. Starting 2008 the SSCU started compiling and publishing the core CPI, which would
characterise the inflation caused with the changes in the actual monetary conditions. The
core CPI is compiled based on "The Methodological Provisions on the Organisation of
Statistical Observations of Changes in Prices (Tariffs) for Consumer Goods (Services) and
CPI Compilation".
The unit for methodology of producer price statistics provides for the organisation and
methodological support to the observation of changes in prices of industrial output
producers to compile price indexes.
Price changes are observed based on the sample of industrial enterprises. Observations
cover the output of almost all economic activities (Sections С, D, E of the NACE). Prices
for output intended for sales (excluding VAT and excise), are registered as of 20th day of
the reference month. Enterprises provide the information on the producer prices using form
"Return on Prices of Industrial Output Producers". The values of sales of industrial output
serve the basis for weighting.
In order to stipulate for the reliability of the information and the price index
representativeness, the observation covers all most important types of output of all
industrial production, which amounts minimum 50% of volume of produced output within
the specific type of activity. The SSCU plans to continue improving the selection of output
and enterprises to compile index of industrial output producers taking into account changes
in the international practice and specific national characteristics.
Unit for organisation of the producer prices observations observes changes in prices
(tariffs) for construction and assembling works, communication services, and cargo
transportation, and compiles corresponding indexes of prices (tariffs).
Changes in prices for material input in construction are observed using sample of
construction, assembling, and renovation businesses. The number of basic organisations is
identified in order to take into account the share of total amount of works, which they carry
out, in the general amount of construction and assembling works, however, this share
should not be less than 50% of the general amount of construction and assembling. Based
on the data obtained using form "Return on Prices of Purchase of Material Input in the
Construction" the index of prices for construction and assembling by economic activities
and types of structures and buildings is compiled. The data on actual expenditures on
construction and assembling serve the basis for weighting.

There is a need to improve the methodology of the construction price index compilation, in
particular, methods of selection of basic construction, assembling and renovation
organisations. This issue is planned to be resolved in the framework of TACIS "Statistics
10" project.
Observations of changes in tariffs for communication services for enterprises, institutions
and organisations are based on the sample of enterprises, which regulate prices for the
mentioned services. The information on services is presented in the following forms:
"Return on Tariffs for Communication Services for Enterprises, Institutions, and
Organisations", "Return on Tariffs for Mobile Communication Services for Enterprises,
Institutions, and Organisations". Index of tariffs for communication services is compiled
based on the data about representative services by types of communication, selected taking
into account their representation at the market of communication services. Data on
earnings from communication services serve the basis for weighting.
Changes in tariffs for cargo transportation are observed based on the sample of enterprises.
The tariff index is calculated for individual means of transport: railway – form "Return on
Tariffs for Cargo Transportation by Railway"; pipelines – form "Return on Tariffs for
Cargo Transportation through Pipelines". Data on earnings from cargo transportation serve
the basis for weighting.
3.3. EXTERNAL TRADE STATISTICS
The Division of External Trade in Goods Statistics (8 employees) and the Division of
External Trade in Services Statistics (5 employees) are included in the Trade Statistics
Directorate. All staff members are provided with personal computers.
Improvement of external trade statistics is of utmost importance for Ukraine. This covers
the introduction of international classifications, adaptation of the methodology, and mirror
exercises with major trade partners.
Since 1997, the SSCU has received all basic primary data on customs declarations for
goods on a monthly basis in electronic form from the State Customs Service of Ukraine. In
addition to processing these data, the SSCU also compiles the following accounts:
• monthly: form N° 5-ves "Report on exports/imports which are not the subject of
customs declarations";
• quarterly: form No 9-ves " Report on exports/imports of services", form No 12-
ves "Report on foreign currency expenditure of Ukrainian diplomatic
representatives
abroad", and form No 14-ves " Report on the purchase (sale) of goods for
ensuring
the viability of means of transport and for the requirements of passengers and
crew".
Statistical observation of the volumes of external trade in goods is implemented on the
basis of data of Cargo Customs Declarations (CCD) to be completed by customs applicants
for customs clearance of cargoes plus estimated volumes of raw oil and natural gas
(supplied by the Ministry of Fuel and Energy and the NAK "Naftogaz Ukrainy"), and
statistical reports of businesses and organisations on goods which are not subject to
customs declarations.
Information from the Customs Committee, data from the Ministry of Fuel and Energy, and

reporting data from businesses and organisations on goods which are not subject to
customs declarations, on services and on direct foreign investment form the basis for the
register of enterprises engaged in external trade. The register contains data on more than 60
000 enterprises engaged in external economic activity. Each quarter the SSCU enters data
on enterprises and organisations engaged in external trade in goods and services and on
investment companies in the register.
Data on statistics of external trade in goods and services are published in US dollars and
national currency (hryvna). The values are converted by the daily exchange rate of the
Ukrainian National Bank.
Starting from 1 January 2008, the National Classification of Goods of External Economic
Activity (UKTVED) has been used to record exports/imports, which is based on the 6-digit
Harmonised Commodity Description and Coding System (HS) and 8-digit Combined
Nomenclature of the European Union (EU CN), and is a detailed version of HS 2002. The
responsibility for the development of the Ukrainian version of HS 2002 is assigned to the
State Customs.
As a country classification the Classification of States of the World is used, which is
harmonised with the international standard ISO 3166-1:2000, and as a currency
classification the Classification of Currencies harmonised with ISO 4217:2001 is used. The
both classifications have been approved by the order of the SSCU of Ukraine No 260 of
08.07.2002.
The following methodological regulations have been adopted:
■ Methodological guidelines for external trade in goods statistics of Ukraine;
■ Methodological provisions for the compilation of indexes of average prices,
physical volume and conditions of foreign trade with goods;
■ Methods of comparisons of data of the main partner countries in foreign trade
with goods (analysis using mirror analysis method).
In December 2007 the UN Statistical Divisions started revisions of the Methodological
Recommendations in External Trade Statistics. The SSCU specialists participate in the
discussions and revisions of the Recommendations.
According to the Memorandum of Understanding between the State Statistics Committee
and Eurostat the SSCU provides the information on the external trade in goods at HS 6–
digit level according to the agreed structure.
The Division of External Trade in Goods Statistics undertakes international comparisons of
partner countries data.
In order to identify the possible discrepancies during 2006-2008 the SSCU and the State
Customs Service held meetings with representatives of Norway, Poland, Czech Republic,
and Austria.
In the framework of TACIS Statistics 10 project comparisons were made with 25 EU
countries and individually with Poland and Germany.
The interagency agreements on cooperation and exchange of statistical data have been
signed with Poland, Bulgaria, Russian Federation, Kyrgyzstan, Belarus, Uzbekistan, and
Georgia. The quadripartite agreement between the statistical and customs services of
Ukraine and Czech Republic was also drafted.

Taking into account that discrepancies are the problem that requires permanent attention
both from Ukraine and Eurostat the Working Group was set up under the Subcommittee
№1 "Trade and Investments" of Committee on EU-Ukraine Cooperation with the
participation of the SSCU, the State Customs Service, Ministry of Economy, EU and
Eurostat to agree the methodology of data collection and processing and drafting the
corresponding recommendations. In April 2008 in Kyiv the working group meeting took
place. During the meeting experts discussed the methodology of statistical data collection
in Ukraine and EU member-states, adaptation of the European data quality management
model and optimisation of the data collection, processing, and dissemination, introduction
of the international and European standards in provision for external trade statistics
confidentiality, data exchange between Ukraine and EU, and organisation of mirror
analysis.
Based on the results of the discussions the SSCU drafted the EU-Ukraine Action Plan, б
which is consistent with the recommendations of a group of experts in external trade in
goods statistics. The Action Plan was drafted and agreed with the Customs Services. It
allows implementing recommendations in increasing the quality of statistics in Ukraine.
In the framework of component "External Trade Statistics" of TACIS Statistics 10 project
the SSCU specialists participated as observers in the working group meeting in external
trade in goods statistics between EU and non-EU states that was held in November 2008 in
Luxembourg.
The Division of External Trade in Goods Statistics calculates the value of insurance and
freight in goods imports for the year in question annually. The results are used for the BoP
data revisions.
The volume and average price indices and terms of foreign visible trade indices, which are
in line with international standards and with the methodology of the UN Statistics Division
are also calculated quarterly by product at the 2-digit level of UKTVED.
Every month express report is published. Two quarterly bulletins and annual publications
(one of them is published in three languages and one in two languages) and are
disseminated.
Some work has been done on external trade in services. In accordance with IMF
recommendations, in 1994 a unified statistical form on exports/imports of services was
drawn up. Statistical offices observe the volumes of services by collecting returns from
enterprises, institutions, ministries, and bodies, which carry out transactions relating to
exports and imports of services, based on the contracts and in compliance with the
legislation of Ukraine. Values of services are recorded (in the currency of the contract) in
accordance with the Classification of Foreign Trade Services (State Classification 012-97),
based on the Classification of Economic Activities of the EU Statistical Commissions and
approved with order of the State Committee for Standards of Ukraine of 02/06/1997
№324. In 2002, in accordance with the recommendations of international organisations, a
new form for State surveys on exports/imports of services was drawn up and adopted,
together with instructions for filling it in. Indicators of exports and imports transactions
between Ukraine and other countries are calculated based on the data of statistical
observations of foreign trade with all types of services according to the Classification of
Foreign Trade Services.
The Classification of services of external economic activity and the Instructions for filing a
report on exports/imports of services" have been posted on the SSCU web-site.
Based on the UN/ IMF Manual on Foreign Trade with Services, methodological

recommendations were produced for the local statistical offices. Those recommendations
can be used as a supplement to the Guidelines on the Reporting Procedures in order to
provide support in completing returns and analysis of the statistical information on exports
and imports of services.
The SSCU annually updates the coverage of enterprises involved in external trade in
services based on the Business register of travel companies, which obtained licenses from
the Ministry of Culture and Tourism of Ukraine, Register of Construction Corporates and
institutions that participate in trade in construction services, whose operations are regulated
by the Ministry of Regional Development and Construction of Ukraine, and the Register of
Sole Proprietors, which obtained licenses from the State Committee of Ukraine in
Regulatory Policy and Entrepreneurship allowing passenger and cargo transportation by
air, in-land water, marine, and road vehicles. Since 2004 according to the Agreement on
the Interaction between the IT systems of the SSCU and the NBU every quarter the
Register of Parties in External Trade in Services Operations is updated based on the list of
companies exporting and importing services valued at USD 50,000 and more.
In order to increase the quality of statistical data on foreign trade with services a number of
actions should be undertaken aimed at the familiarisation and development of
methodological provisions in registration of individuals, who provide (use) foreign trade
services, first of all in such sectors as tourism, and financial, insurance, and construction
services..
In order to resolve the mentioned problems in the framework of TACIS Statistics 10
project and the World Bank “The Development of the State Statistical System for
Monitoring Social and Economic Transformations" project during 2008 activities were
carried out in cooperation with international experts, and as a result it is planned to
organise pilot surveys of tourist, construction, financial, and insurance services in order to
estimate the non-captured statistics and develop the estimation methodology.
IV. POPULATION AND SOCIAL CONDITIONS
4.1. DEMOGRAPHIC STATISTICS
Directorate for Statistics of Population and Administrative and Geographical Structure
numbers 22 specialists (including the Director and the Deputy Director of the Directorate)
and comprises the following units:
- Census unit (5 experts);
- Unit for Demographic Statistics (5 experts);
- Unit for Regional Statistics (5 experts);
- Unit for Statistics of Administrative and Geographical Structure (5 experts).
In 2005 the UN General Assembly adopted the resolution on carrying out the next round of
population censuses in 2006-2014. Based on this decision and according to the Law of
Ukraine On All-Ukraine Population Census in April 2008 the Cabinet of Minister of
Ukraine made a decision to carry out the All-Ukraine Census in 2011. The Census
Programme was drafted according to the Recommendations of UN EEC and the EU Main
Statistical Office (Eurostat). The census results will replenish the information base on the
population of Ukraine, its economic and social characteristics and migration.

In the framework of preparatory activities being carried out by other countries before 2010
Population Censuses, the SSCU is effecting preparatory arrangements for the forthcoming
2011 Population Census. The stage-by-stage introduction of geographic information
systems (GIS) into the practice of preparation and taking of the national population census
has been launched. The Strategy of GIS for the SSCU has been developed, which
comprises three interlinked programmes: short-term, medium-term, and long-term.
The procedure of providing state statistical bodies with cartographical documents for the
future population census, as well as financing matters are defined in the Law of Ukraine on
All-Ukrainian Population Census. The vital and integral paper cartographical documents of
the previous census as well as the Main Service of Geodesy and Cartography's data base of
digital maps have made a reliable basis for further introduction of GIS into the practice of
preparation and taking of the national population census. The SSCU by its order No 373 of
01.08.2006 has decided on development of the Programme of Introduction of GIS into the
Practice of State Statistical Bodies. The SSCU with the participation of the Research
Institute of Geodesy and Cartography under the Ministry of Environment of Ukraine has
developed a draft programme of high-priority actions for digital cartographic support of the
SSCU's GIS.
The previous population census was carried out in Ukraine as of 5 December 2001.
Materials of this census have been presented in 17 statistical publications and 2
monographs. The outcomes of this census population and the list of all publications are
posted on www.ukrcensus.gov.ua
In the framework of the World Population and Housing Census Programme in 2010
Ukraine declared intentions to participate in the new round of censuses: with its resolution
as of 9 April 2008 the Cabinet of Ministers of Ukraine announced the next All-Ukraine
Population Census in 2011, and the pilot census in 2009 in order to work out the All-
Ukraine Population Census Programme, its methodological and organisational issues,
technologies of the automated processing, etc.
Current demographic statistics is based on data on births, deaths, marriages and divorces,
which are submitted to the SSCU by civil registration offices under the Ministry of Justice
of Ukraine, and on residence registration and deregistration cards provided by the Ministry
of the Interior. Data on causes of death are collected on form of the medical certificate of
death recommended by the World Health Organisation, which is filled in by the doctor that
has established the fact and cause of death. Causes of death are coded in accordance with
the international rules and guidelines, as well as with the Tabular List of four-character
subcategories contained in the International Statistical Classification of Diseases and
related Health Problems (ICD-10). Introduction of ICD-10 into the statistical practice
allowed considerable extension of output data on mortality statistics.
Aiming at monitoring the demographic situation and better understanding changes in the
population, the SSCU compiles mortality (life expectancy) and birth rate tables and also
makes monthly estimates of the population number and annual estimate of the sex-age
structure by regions, districts, and towns.
Annual monitoring is carried out of the number and age of population living in the area
affected by the Chernobyl disaster.
The current demographic situation is of great concern to both general public and
governmental authorities. In this context an urgent necessity has risen to work out a
scientifically sound strategy of national demographic development and adequate actions
and arrangements of its implementation aiming at reduction of negative consequences of

the demographic crisis, and elimination of threats to the national security of Ukraine in the
socio-economic sphere. The Cabinet of Ministers of Ukraine has adopted by its Regulation
No 879 of 24 June 2006 the Strategy of Demographic Development for the period till
2025.
The SSCU is entrusted with a duty to monitor implementation of actions of the mentioned
Strategy. For this purpose in 2007 a sample socio-demographic survey of the population
comprising 15000 households of all regions of Ukraine was held in the framework the
USAID Project. In order to design the sample population of the survey the division into
rayons of the last population census of 2001 was applied.
The Medical and Demographical Survey of Ukraine became an integral part of a global
project, which provides for such studies in different world countries in order to collect the
information to compile the key indicators of birth rate, reproductive health, mothers’ and
children’s health, nutrition, HIV/AIDS spread , and other issues relating to the population
health. According to the outcomes of the Survey the Report was published and the
International Conference was held.
In order to inform the population on the demographic situation in the country a new web-
site was created “Population of Ukraine”, where the population statistics database,
analytical materials, metadata, current demographic news, and materials on the
preparations to the next population census are posted. Currently the web-site is organised
in the text format.
4.2. SOCIAL SERVICES STATISTICS
Within the Directorate for Statistics of Services with the total number of staff 39 persons,
and the following three units deal with the statistics of social services:
- Unit for statistics of humanitarian services,
- Unit for monitoring social programmes and single surveys, and
- Sector for legal and political statistics.
Aiming at strengthening the social trend of the reforms in Ukraine, a number of strategic
state social programmes have been approved, with monitoring of their implementation
being carried out by the state statistical bodies. In accordance with the goals of social
policy, the social services statistics is being reformed with the purpose to create an
information basis for monitoring the social sphere. The programmes requiring continuous
statistical observation include: the long-term programme of improving the status of
women, family, and mother and child protection; national programme of family planning;
national programme "Children of Ukraine"; programme of housing subsidies, the concept
of the national programme of village revival for 1995-2011.
In order to monitor the state social policy and for better understanding of changes caused
by economic reforms in the country, in the framework of a joint project with ILO named
"Development of indicators of socio-economic protection of the population of Ukraine",
the SSCU conducted five rounds of the socio-demographic sample survey on the socio-
economic protection of the population. As a result of this project, four national scientific
and practical conferences on "The socio-economic protection of the population of Ukraine"
were organised in 2001, 2002, 2003, and 2005 with the support of the ILO.
In order to monitor the socio-economic situation in the rural areas of Ukraine, exhaustive

surveys were held as of 1 January 2001, and 1 November 2005. Taking into account a
number of recent amendments to the laws related to the development of the rural socio-
economic sphere, new items were added to the survey questionnaire. The results of the last
survey cover data on allocation of land shares among the population, including allocation
of land shares to social workers, more detailed data on employment and unemployment,
especially among the younger population, and data on labour migration.
In order to monitor accomplishment of objectives and goals formulated in the Declaration
and Plan of Actions on childhood matters the SSCU with the methodological and technical
assistance of the UNICEF has conducted two rounds (in 2000 and 2005) of the multi-
indicator sample cluster survey on selected matters of the state of women and children
subject to monitoring. As a result, data have been obtained that cannot be collected within
the framework of state statistical observations. The next round of the survey is scheduled
for 2009.
Although there is no such generalised basis for statistics of social services as SNA 93,
there is a wide range of international definitions and classifications which have been
gradually introduced into Ukrainian statistics, e.g. the tenth revision of the International
Classification of Diseases and Causes of Death, the International Classification of
Education Statistics, and the International Tourism Organisation's recommendations on
tourism statistics.
Taking into account both international and national experience in the sphere of
determination of the specific parameters for meeting the socio-economic population needs
and with consideration of the situation in Ukraine, the SSCU has developed a system of
indicators characterizing the living standards of the population of the country and of its
selected groups, that are published in a special edition Social Indicators of the Living
Standards of the Population.
A challenging area in social services statistics is systematization and aggregation of data in
the form of satellite social accounts. There is a necessity for developing a conceptual and
methodological framework for their compilation. Methodological guidelines for
compilation of the account of health protection are prepared and approved by the SSCU
regulation based on the WHO and OECD recommendations. The calculations have been
made using the data of 2003-2006. As of the end of 2008 the development of the national
account of health care based on the 2007 data comes to the end.
In the framework of the Strategy of Development of Statistics in Ukraine until 2012 the
methodology will be developed and the pilot calculations of supplementary accounts of
education, social protection, etc. will be carried out. As of today two main tables of the
supplementary education account have been generated, and the main Ukraine social
protection schemes were developed to support generation of the corresponding tables of
the supplementary social security account.
In addition, in order to establish the information base to develop the supplementary
account of tourism, the SSCU produced organisational and methodological provisions of
tourist interviews using questionnaires and one-day visitors. The objective of such
interviews is to obtain the information about tourists’ consumption. The first stage of the
survey took place in July 2005, and the second stage is scheduled for December 2007. In
the framework of ТАСІS "Statistics 8" project, the possibilities of adaptation of the
Ukrainian tourism statistics and employment statistics were studied in order to facilitate the
introduction of the methodology of assessment of tourism impact on the employment. The
following activities were undertaken: the classification of the attractive tourist areas and

the classification of the attractive tourist water basins were developed and the database was
established to allow for analysis and the necessary calculations. The obtained output will
enable the identification of the list of structural indicators in order to distribute the key
ones by all activities, which are directly linked to the tourism. It will bring the Ukrainian
statistics closer to the development of the Ukrainian supplementary account of tourism.
4.3. LABOUR FORCE STATISTICS
The Labour Statistics Directorate employs 22 personnel, including Director and Deputy
Director. The Directorate consists of four units that are responsible for the following areas:
- Unit for methodology of labour market statistics (5 full-time employees),
- Unit for labour force survey (5 full-time employees),
- Unit for labour remuneration statistics (4 full-time employees), and
- Unit for labour and legal relations (5 full-time employees).
The labour force survey (LFS) has been conducted since 1995: in 1995-1998 annually,
1999-2003 quarterly, and since January 2004 on monthly basis. LFS covers all the country
territory (excluding territories affected with the Chernobyl accident) and is based on a
sample of non-institutional households, which was designed in 2004. For the LFS purposes
random sampling was applied to elaborate the national sample of non-institutional
households. The trained interviewers carry out the survey according to the permanent
residence address. They directly interview persons of 15-70 inclusive (on voluntary basis),
who live in the sampled households. According to the rotation scheme each selected
household stays with the survey during 15 and in interviewed 6 times (three months in a
row, then it is not interviewed during 9, and is interviewed again during the following 3
months).
The monthly household sample in January-September 2008 included 15,600. During this
time 105,800 respondents aged 15-70 were interviewed, i.e. 0.3% of the permanent
Ukraine’s population of this age.
In order to increase the level of provision with the monthly information on the tendencies
at the labour market in 2008 the monthly LFS estimation methodology was developed,
which implies the use of composition method. The SSCU plans to introduce this
methodology in 2009.
The information base on the labour market conditions was expending at the regional level.
In particular, during 2008 in the framework of Labour Market Statistics component of
Statistics 10 TACIS project works commenced in identification of the mathematic model
for the estimation of employment and unemployment at the regional level.
In June 2008 the SSCU and the Ukrainian Centre for Social Reforms carried out the pilot
sample household labour migration survey in all regions of Ukraine with support from
Open Ukraine Fund, the International Migration Organisation, and the World Bank. The
survey was carried out as a module of the Labour Force and Household Living Standard
survey.
The purpose of the survey was to estimate the scope and extent of the phenomenon, the
geographical directions of external labour migration flows, the migrants’ social and
demographic characteristics, their economic activities, frequency and length of trips, etc.

The results will allow elaborating the programme of regular interviews on labour migration
and lay the basis for complex assessment of volumes and directions of labour migration
abroad.
The information on the main LFS indicators is published in quarterly Household Labour
Force express releases and is posted on the SSCU official web-site. More detailed data is
disseminated in the Household Labour Force yearbook. In addition, every six months the
Directorate prepares a comprehensive analytical review of the state of the labour market,
which is also posted on the SSCU web site. The review covers matters of employment,
unemployment, labour compensation and working conditions, and unemployment security,
which are based on the results of LFS and surveys of enterprises, as well as on data of
employment services' registers. Detailed statistical data on the labour market are published
in the yearbook Economic Activity of the Population of Ukraine. Besides, comparisons of
unemployment and employment data with EU countries are also included. All statistical
publications and analytical materials concerning the labour market are supplemented with
the methodological explanatory notes on data access, calculation methods, and reliability
level of LFS indicators. The LFS results are widely used at the national level for analysis
and forecasting of the labour market situation and elaboration of the state employment
policy.
At the regional level use of LFS data is limited due to insufficient reliability of
employment and unemployment data and its high detalisation level. The information on the
main indicators at the sub-regional level is not disseminated on the same reasons.
Labour statistics at enterprises, institutions, and organisations, was another important area
for observations in 2008.
The system of indicators was formalised in 6 state statistics observation questionnaires
with various periodicity. It covered the following issues: average nominal salaries,
timeliness, worked hours, labour conditions, staff mobility, professional training and other
qualitative and quantitative characteristics of employees.
The general population for these observations is the number of economic entities listed in
the business register. The monthly statistical survey covers over 150 thousand entities,
which allows colligating data on 84% of employees. The survey frame is determined in
accordance with the number of employees. That means that surveyed are all large
enterprises with more than 50 employees and medium-sized enterprises, for which the
eligible number of employees is determined depending on economic activity. Also
included are all financial and state-financed organisations without regard to their numbers
of employees. Small enterprises are covered by annual structural survey that includes a
module with main labour statistics issues.
In order to provide for the sufficient coverage of the survey there is constant demand for
the increased number of surveyed enterprises. On the other hand, the increasing workload
on the statistical staff due to the significant amounts of collected and processed
information create obstacles for the introduction of new surveys of enterprises in other
urgent labour statistics areas. That is why the introduction of sample-based business
surveys in labour statistics is a strategic priority.
Taking into account the importance, complexity, and the scope of this task its
implementation is covered by a separate component of ТАСІS Statistics 10 project. In
particular, experts develop recommendations on methods and organisation of such surveys,
methodological selection grounds, sample design, its scope, etc. In the framework of the
project the pilot survey is being implemented for testing the sample design.

Labour statistics is provided to the international users (CIS, ILO, Eurostat, UN EEC,
UNIDO, UNICEF, OECD, and others) to be included in questionnaires and publications.
There is close cooperation with the Ukrainian Ministry of Labour and Social Policy and its
local offices and also with the Pension Fund, research institutions, trade unions, and
employers' organizations.
4.4. HOUSEHOLD LIVING STANDARD SURVEY
The Household Survey Directorate employs 25 persons (including Director and the
Deputy). The Directorate comprises 4 unit, which are responsible for the following:
- methodological and organisational provisions of household living standard survey (5
employees);
- compilation and dissemination of household living standard data (8 employees);
- methodological provisions for the household sample-based surveys (5 employees);
- organisation of household sample-based surveys (5 employees).
Before 1998, a family budget survey was conducted on a regular basis with fixed sample.
A new multipurpose survey of living conditions of households was introduced in 1999 and
has been developing with the support of the World Bank, SIDA, TACIS, and DFID. At all
stage of the survey international and European principles were used: from selection of
households to be surveyed, and data collection to spreading data obtained over the general
population. The new system of indicators and results of the survey adequately reflect the
current socio-demographic situation in Ukraine.
Every year, 12977 addresses of households are collected for the survey in 2004-2008.
Actually, about 10,500 households (80% of effective sample, i.e. excluding non-residential
buildings) take part in the survey. The sample of geographical units is replaced every 5
years.
Respondents only participate in the survey during one year and then another sample is
selected. The households are paid for keeping records of their expenditures and incomes,
as well as for other information about their living conditions provided. The payment is
10% of the quarterly subsistence minimum per one household, which is legislated by a
special Regulation of the Cabinet of Ministers of Ukraine.
The sample survey of household living conditions consists of three components: collection
of data of general character, quarterly observations of household incomes and
expenditures, and subject-matter querying. The following instruments are used for the
survey: household card, base-line interview questionnaire, weekly diaries on current
expenditures, quarterly questionnaire about income and expenditures, and questionnaires
for topical annual interviews. During each quarter households fill in two weekly diaries
and then within the first month after the end of the quarter are visited for interview. In
order to reduce the burden on respondents connected with keeping the diaries, an internal
rotation of households during the quarter is used: the respondents are divided in six
rotation groups, who keep the diaries in accordance with a special procedure, which
provides for intervals.
The survey collects data on basic socio-demographic characteristics of households, sources
and sizes of incomes and other earnings (both in cash and in kind), sizes and purposes of
consumer (in accordance with COICOP-HBS 2003) and non-consumer expenditures for

goods and services, household consumption of foodstuffs, living conditions, possession of
land or a subsidiary plot, etc.
Annual subject-matter queries reflect people's self-assessment of their health, accessibility
to medical goods and services, possession of durables; households' self-assessment of their
status (poor, middle class, rich), adequacy of incomes to satisfy basic needs, and economic
expectations of households. Starting from 2007, new queries have been introduced into the
survey programme concerning the access of households to selected goods and services
(questions connected with deprivation) and access to Internet.
Starting 2007 the households have been grouped depending on their main sources of
income for the purposes of the household living standard survey.. Methodology of
household allocation to specific types is consistent with the grouping criteria, which are
accepted for the SNA to compile sub-sectors of household sector (employers, self-
employed, employees, persons, who obtain income from property and transfers). The
outcomes of the this development are presented in the publication Expenditures and
Resources of Households of Ukraine for 2006.
In order to gross up the Household Living Conditions sample survey data the procedures
of statistical weights calculation are applied. Statistical weights are aimed at taking into
account the probability of household selection for sample and their actual level of
participation in the survey, as well as making the survey results consistent with the
external information (demographic statistics on the institutional population number, gender
and age structure). In order to bring the sample survey results closer to the available
external information and increase the reliability of variables, measured during the sample
survey, statistical weights are calibrated. It implies adjustments in statistical weights in
order to make some variables more consistent with the external information. Use of the
above-mentioned methods allowed for the minimisation of the HLS survey data deviation
from the demographic statistics.
Households are interviewed and diaries are collected by interviewers employed in the
unified network of interviewers. In the regional offices data are entered in personal
computers and coded and all main stages of data processing, calculation of weights,
assessment of main indicators reliability, and preparation of all types of output data are
carried out at the central level (Main interregional computer centre in the city of Kiev and
SSCU). The results of the survey are broken down by different types of households.
Based on the results, analytical reports, statistical books and bulletins (including annual
individual bulletins for each of 27 regions), as well as microdata files, tables for national
accounts, price statistics, and other areas of statistics are generated. Major results are
published in statistical editions Statistical Yearbook, Ukraine in figures, Regions of
Ukraine, Social indicators of the living standards in Ukraine, etc., and also on the SSCU
Web site together with methodological explanations and data quality analysis, including
assessment of reliability of basic indicators. The survey data are published according to the
following schemes: household expenditures and resources, household social and
demographic characteristics, availability of durable goods in households, household’s
assessment of the health conditions and the availability of some types of medical treatment,
and household’s assessment of their wealth. In 2008 for the first time the results of
assessment of the availability of some goods and services by households were analysed.
The analysis was put into the basis of poverty studies by deprivations. The corresponding
report is posted on the SSCU official web-site.
With support of "Improvements in the Social Security System”, implemented by the
Ministry of Labour and Social Policy of Ukraine, the SCCU specialists took part in the

development of the household pilot module survey on the efficiency of social aid and
training workshop with supervisors and interviewers. The pilot survey on the basis of the
household living condition survey is carried out in December 2008.
In 2008 the system of data quality reports for users will be introduced in compliance with
the Eurostat’s requirements. This system was developed with the support of DFID in
2006, discussed with users and in 2007 revised taking into account the national
characteristics.
Microdata of the survey are used to monitor poverty in Ukraine.
The results of the survey are submitted to the legislative and executive bodies at the central
and regional levels, research institutions, public associations, higher education
establishments, libraries, and to individuals on their request.
The analytical potential of the survey, prospective changes in the programme, and the
degree of its compliance with the users' requirements are regularly discussed at round-
table conferences and seminars with representatives of different groups of users and
through questionnaire surveys. In 2007 a seminar with users was carried out on the
introduction of the system of HLS survey data quality reports for users into practice of
statistical offices. During the seminar a draft system was presented, which was based on
quality measurements, recommended by Eurostat. The users of the HLS survey data were
also interviewed on how their needs are met.
In order to harmonize data on socio-demographic characteristics of the population
obtained from different sources and further use them in mathematical models for
improvement of the quality of major indicators of sample household surveys, a list of
harmonized indicators and unified characteristics was developed for compulsory inclusion
of those in the programme of all sample household surveys and population censuses. At
this stage, the harmonized indicators and characteristics are included in the programme of
the base population surveys (household).
In 2008 the survey programme was improved taking into account the introduction of the
Classification of Individual Consumption by Purposes (CICP), harmonised with COICOP-
HBS (2003).
Despite the achievements, the following further improvements in the Survey are necessary:
- The development of the components of household consumer expenditures
harmonised with the acting international Classification of Individual Consumption by
Purpose (CICP);
- Development of the conditions of integration of the panel survey, which is carried
out in EU countries on income, poverty and social exclusions (ЄС-SILK) into the
programme of HLS survey with the possibility to compile data regardless the
organisational schemes of its implementation;
- Increase of the efficiency of methods and procedures of the HLS sample survey data
processing and analysis;
- The development and introduction of methods of the statistical and mathematic
modelling in order to increase the reliability of poverty indicators at the regional
level;
- Improvements in the sample design of households, which participate in HLS survey
in order to stipulate for the possibilities to increase the reliability of poverty
indicators at the regional level;

- Revision of the consumption expenditures of households in order to take into
consideration expenditures and income of wealthy groups of the pop
- the development and introduction of the standard module survey on the efficiency of
the social aid programmes in the household living standard survey.
V. BUSINESS STATISTICS
In 2004, the SSCU was reorganized that caused changes to the distribution of authority
among directorates responsible for business statistics producing. Structural statistics and
financial statistics of enterprises are now included in the Directorate for Inter-sectoral
Statistics of Enterprises. Short-term statistics of industry and construction, as well as
investment statistics are combined under the Production Statistics Directorate. Services
Statistics (including science and transport and communications) are concentrated in the
Services Statistics Directorate. Directorate for Trade Statistics deals with the wholesale and
retail trade issues. The divisions which deal with registers and classifications are contained
in the Directorate of Planning and Organisation of Statistical Observations.
Current the Directorate for Inter-sectoral Statistics of Enterprises includes 4 units: unit for
methodology of inter-sectoral business statistics (5 employees), unit for consolidated
works and maintenance of business statistics database (7 employees), unit for structural
statistics (8 employees) and unit for business finance statistics (8 employees). Together
with the Director and the Deputy the Directorate number of staff numbers 30 employees.
5.1. INTER-SECTORAL STATISTICS OF ENTERPRISES
In the SSCU structural statistics and business financial statistics are combined under the
Directorate of Inter-sectoral Statistics of Enterprises with 30 specialists working. The
Directorate is responsible for conducting surveys with different periodicity according to
eight statistical reporting forms and six financial reporting forms submitted by enterprises.
In addition, the Directorate makes calculations of main indicators of the activity of small
enterprises and is responsible for creation and maintenance of a unified database of
business statistics on the basis of annual structural statistics and financial reporting.
Within its spheres of action the Directorate cooperates with numerous governmental
authorities (primarily, with the Ministry of Economy, the Ministry of Finance, the National
Bank, the State Tax Administration, the State Committee of Regulatory Policy and
Entrepreneurship, and the Anti-monopoly Committee), and scientific and research
institutes and international organisations.
5.1.1. Structural statistics
The Division of Structural Statistics conducts two annual, one semi-annual, and one
quarterly statistical survey of enterprises. The Division also makes expert calculations of
main indicators of the activities of small businesses.
In Ukraine an annual structural survey has been conducted since 1998 (in accordance with
KVED) and is standardized for enterprises of all types of activity (except agricultural
holdings with up to 50 employees, and banks). A shortened survey programme for small
enterprises was introduced in 2001.

In order to meet the requirements of the system of national accounts a quarterly structural
survey is conducted in accordance with the programme containing indicators of sales
volume of products (works, services) and costs of sales of products (works, services)
broken down by economic activities. The survey covers large and medium-sized
enterprises of all economic activities. In addition, to provide necessary information for the
system of national accounts, a survey of industrial consumption of products and services
was introduced in 2005, which covers large and medium-sized enterprises of all economic
activities.
During 2008 works were conducted to introduce the annual sample survey of small
businesses in the statistical practice, which aims at improving the data collection from
small businesses and reduction of the burden on respondents In the framework of TACIS
Statistics 10 project the EU expert methodological and practical support was obtained in
sample design and building sample frame taking into account economic aspects and the
specific characteristics of small businesses population. As a result the SSCU plans to select
sample for the annual sample-based structural survey of small businesses in 2009.
The reporting form for the structural survey is revised every year in order to bring it
gradually in line with European recommendations, take account of national accounting
standards and the requirements of national accounts statistics, sectoral statistics, and
statistical business register, and improve the quality of data produced.
The surveys have a large number of external and in-house users. The main in-house user is
the Macroeconomic Statistics Directorate. Data from the structural survey are also used to
enter economic indicators in the statistical business register. In sectoral statistics, they are
used for various calculations (adjustments) or as control figures for comparison with the
results of their own surveys.
Data from the structural survey are used as a basis for compiling thematic economic
publications: economic reports, bulletins and collections, and information is also to be
found in the SSCU bulletins and the statistical yearbook.
In spite of the results obtained there is a necessity to further develop the structural statistics
in the following areas:
- Further harmonisation of the structural statistics with EU requirements (including
modules of operations of financial institutions) and their methodology. In 2008 the
SSCU started works in this area in the framework of the World Bank financed project
component "Improvements in Structural Statistics",
- strengthening of relations with sectoral statistics, implementation of structural
surveys of financial institutions, and
- improvement of organisational, technological, and methodological principles of
maintaining a unified database of business statistics and creation of a model
transition database for the needs of the system of national accounts.
It is also necessary to improve users' awareness of the system of structural statistics
indicators and the sample survey of small businesses, methods used, and quality of data
obtained.

In addition, the data collection and the survey methodology of consumption of products
and services for production purposes will be improved based on the knowledge of the
international practice obtained on TACIS Statistics 10 projects.
5.1.2. Financial statistics of enterprises
The Division of Financial Statistics of Enterprises conducts surveys of enterprises based
on three state statistical reporting forms (2 annual and quarterly, and 1 ,monthly, quarterly,
and annual), and also six surveys forms based on financial statements of enterprises (4
annual and quarterly and 2 annual).
Each month data on financial results of enterprises are collected to be used by
governmental authorities for the analysis of financial condition of business entities. In
addition, based on this survey quarterly data are prepared on enterprises' accounts payable
and accounts receivable with the breakdown into external and domestic to enable the
compilation of the BoP, international investment position, and the external debt statistics
of Ukraine.
In order to provide necessary information for the system of national accounts, the survey
on issue, conversion, and circulation of enterprises' securities is taken on an annual and
quarterly basis and covers joint stock companies of all economic activities. In addition,
insurance companies are also surveyed on an annual and quarterly basis with the purpose
of collecting data on their financial activity.
Aiming at obtaining exhaustive and objective statistical information on the financial
condition of the economy and submitting this information to the governmental authorities
and other users, the SSCU collects and processes financial statements of enterprises, which
include data on assets, liabilities, and financial results of economic entities.
Collection of financial statements of enterprises by state statistical bodies is regulated with
the Resolution of the Cabinet of Ministers "On adoption of the Procedure of Supplying
Financial Statements" No 419 of 28.02.2000.
At the same time, in accordance with the Law of Ukraine "On accounting and financial
reporting in Ukraine" the methodology of indicators of financial statements is defined by
the Ministry of Finance. Though the Law stipulates that the Ministry of Finance should
have financial reporting forms of enterprises (excluding banks) and the procedure of their
completing agreed on with the SSCU.
Moreover, a representative of the Directorate of Inter-sectoral Statistics of Enterprises is a
member of the Methodological Council for Accounting under the Ministry of Finance,
which is primarily engaged in drafting national accountancy decrees and other regulatory
legal acts for maintenance of accounting and preparation of financial statements.
The SSCU collects and processes financial statements of enterprises of all economic
activities (with exception of banks), including a simplified financial statement of small
businesses.
The aggregate financial statistics of enterprises is used for the system of national accounts
and submitted to the governmental authorities for the analysis of the financial condition of
economic entities. In addition, based on financial reporting data the following subject-

matter economic publications are prepared: economic reports, bulletins, and collections.
This information is also included in the SSCU's cumulative bulletins and statistical
yearbooks.
Financial statistics of enterprises will be further developed in the following areas:
- introduction of new economic groupings business financial indicators for more
complete meeting users needs for statistics necessary for analysis of financial and
economic condition of enterprises, first of all at the national level, and
- improvements in the collection, compilation, and consolidation of financial reports as
some businesses compile and submit them according to the international standards.
Actions are also necessary to optimise observations of the market of financial services with
account of administrative data for further reduction of statistical reporting, minimisation of
the burden on respondents, and improvement of the data quality.
5.2. INDUSTRIAL STATISTICS
The directorate for Production Statistics is responsible for production statistics. It consists
of 7 units (49 employees, including Director and Deputy Director). They are as follows:
- unit for consolidated works in industrial statistics (8 employees),
- unit for statistics of manufacturing products (7 employees),
- unit for statistics of mining and energy products (7 employees),
- unit for defence complex statistics (6 employees),
- unit for consolidated works in construction and capital investment statistics (6
employees),
- unit for construction products statistics (7 employees), and
- unit for foreign investment statistics and statistics of fixed assets (6 employees).
5.2.1 Industrial statistics
In the area of industrial statistics market studies and annual surveys in industry are
conducted (sections С, D, Е of NACE). Based on the market data index of industrial
production and the turnover are compiled, as well as a number of other indicators (output,
orders, number of employees). Each survey covers more than 10,000 enterprises, which
provide for more than 85% coverage of total industrial output (sales). In addition, another
quarterly reporting is being developed (output of socially significant products) and 10
annual reporting returns (output of selected products, technical and economic indicators of
energy sector, and balance of electricity). Data are also collected and compiled on defence
complex. Surveys are conducted according to KVED and contain the information,
necessary for SNA.
In 2004 the Industrial Product Nomenclature was introduced (based on СРА and
PRODCOM 2002). By its meaning this is the statistical classification of industrial
products, harmonised with NACE.
Works are about to be completed on the elaboration of the information base,
methodological and IT provisions to introduce industrial production index compilation
according to the methodology harmonised with the European one. Starting 2009 the

mentioned index is planned to be compiled according to the methodology, based on the use
of data on changes in production of specific types of products using the determined list of
representative goods and value added structure in the base year (according the SSCU order
as of 27/06/2008 №221 2007 was agreed as the base year). Methodological Provisions
were developed in the compilation of industrial output turnover index. The information
base and software are prepared to support the turnover index compilation.
There are problems relating to data collection in accordance with the Industrial Product
Nomenclature, caused with the lack of national standards on products, harmonised with the
international, and the problems with the compilation of the production index according to
the new methodology for Section Е by NACE.
5.2.2 Construction and investment statistics
The following surveys are conducted in the area of construction and investment statistics:
- statistics of permits and construction activity of construction companies,
- capital investment statistics,
- foreign investments statistics, and
- statistics of fixed assets.
The corresponding data are collected using 1 monthly, 6 quarterly and 2 annual reporting
returns, which incorporate the SNA requirements.
There is close cooperation with the Ministry of Regional Development and Construction,
the Ministry of Economy, the State Property Fund, and the National Bank of Ukraine.
Over 9,000 enterprises of the construction sector are surveyed on a monthly basis. The
output of these enterprises is more than 75% of the total volume of construction products.
Based on these data the index of construction products is calculated (with the price index
for construction-assembly works as a deflator).
Preparatory work is under way to introduce a new methodology of calculation of the index
of construction products based on the number of worked hours: a data base has been
compiled and pilot calculations of the physical index of production have been completed at
the national level.
Observations in construction of individual projects based on building permits are
conducted on reporting forms "Information on issuing a building permit» and "Report on
implementation of a building permit". Within the system of project-by-project accounting
in construction statistical data are collected on buildings (including residential buildings),
structures, and selected production facilities put into operation, as well as the information
on the uncompleted construction projects.
These surveys are based on the Nomenclature of Construction Products, which was drawn
up as a development of the National Classification of Buildings and Constructions
harmonised with the European Classification of Types of Constructions (СС), and is used
for statistics of construction activity. A distinctive feature of this nomenclature is that the
groups of building products which classify industrial output have correspondence keys to
the Nomenclature of Industrial Production.
A quarterly survey of capital investments is conducted in Ukraine using the reporting form
"Report on capital investments". The system of indicators used in the survey of capital
investments is harmonised with the national accounting standards put in force since 2000.
The objective of the survey is gathering necessary data to calculate short-term indicators

of changes in investments in Ukraine and its regions, as well as meeting needs of SNA for
calculation of gross fixed capital formation.
The survey of capital investments covers legal entities, i.e. enterprises, organisations, and
institutions of all types of ownership, legal forms, and economic activities, as well as their
structural subdivisions that keep their own accounts and make direct investments during
the reporting period.
The Survey of Capital Investments covers legal entities - enterprises, organisations and
institutions of all ownership forms, organisational and legal forms of business and
economic activities, as well as their structural units with the independent balance sheet,
which made capital investments during the reference period. The survey (according to
statistical criteria) covers about near 118,000 enterprises.
As the indicators collected in the course of the capital investment survey have to be agreed
with Eurostat normative documents and changes in the national accounting system, new
capital investment returns were drafted in the framework of TACIS Statistics 10 project
with the involvement of international experts. New returns allow for the collection of
information by groups of investments in tangible and intangible assets. In order to test the
mentioned returns the pilot survey was developed and implemented covering about 100
businesses from all regions of Ukraine, Autonomous republic of Crimea, cities of Kiev and
Sebastopol. The introduction of the new return is scheduled for Q1 2009. In addition,
under this project the new methodology of capital investment index compilations is being
drafted.
Also conducted are quarterly surveys of direct and portfolio investments in the economy of
the country, as well as of Ukrainian investments in foreign economies (reporting forms
"Report on foreign investments in Ukraine" and "Report on investments of Ukraine in
economies of foreign countries". These surveys assume monitoring of changes in rights of
ownership of residents and non-residents. The observation covers residents of all types of
ownership and economic activities that receive or make investments and have related
commitments. Foreign investment transactions are recorded separately for each country
and each transaction currency. The main objective of this observation is meeting needs of
balance of payments and international investment position in view of requirements of the
IMF Balance of Payments Manual.
Data are published in monthly and quarterly bulletins, in the annual Statistical Yearbook,
and in other subject-matter collections.
In 2008 the SSCU accepted the IMF proposal to take part in the Coordinated Direct
Investment Survey (CDIS) as of 31 December 2009. In the course of the preparations to
CDIS in collaboration with the NBU and with support of international experts the SSCU
undertakes measures to harmonise the methodology of the state statistical observations in
foreign investments based on the CDIS methodology.
5.3. RETAIL AND WHOLESALE TRADE STATISTICS
The Unit for retail trade (8 specialists) and the unit for commodity markets statistics (7
specialists) are the structural units of the Trade Statistics Directorate.
Ukraine has 15,000 retail trade enterprises (including retail enterprises operating with
means of transport), almost 5,000 catering enterprises, and 15,000 enterprises engaged in
other types of activity involving retail trade and catering. These enterprises (legal entities)
irrespective of their form of ownership are covered by a full statistical survey using one

quarterly and two annual reporting forms and by a monthly sample survey (sample 15%).
The Classification of Types of Economic Activity drawn up on the basis of NACE is used
to compile the data on enterprises.
Taking into account Eurostat recommendations new indicators were included in the annual
return of survey of enterprises that operate in retail trade and catering. The indicators
characterise retail trade and restaurant networks, their definitions have been specified.
The statistical survey of sales and stocks of goods in the retail and catering network has
been improved by adjusting the nomenclature of commodity groups to the standard
(model) international, European, and national classifications of economic activities and
products (NACE and CPA).
Standard commodity groups and commodities recommended for mandatory retail trade
data collection, transmission, and publication at the national, European, and international
levels, were updated. Starting Q1 2008 respondents have used "The Reference Book of
Commodity Groups and Commodities Based on the statistical Classification of Products
(CPC)".
The need to study the existing practice and develop the methodology of the survey of
electronic trade with consumer goods is becoming more urgent. For this purpose in 2007-
2008 it is envisaged that respondents will provide the information on retail trade with
goods using Internet, e-mail, or other on-line systems and the volume of their retail trade in
the framework of the quarterly statistical observations. It is envisaged that later
respondents will provide the information on the volumes of trade.
Since 2006, the monthly survey of enterprises (legal entities) and individual entrepreneurs
(individuals) engaged in private sales of oil products through the net of petrol stations was
introduced.
There are almost 2,900 markets selling consumer goods to the public in Ukraine. They are
covered by a full survey using one annual reporting form; a monthly sample survey is
conducted on 270 markets selling agricultural produce (10% of all markets).
In order to obtain the information on operations of individual entrepreneurs in retail trade
and restaurant and catering businesses, single complete survey of the retail trade and
restaurant networks belonging to private entrepreneurs was conducted in September 2005.
According to the results individual entrepreneurs owned 77,5000 retail trade outlets and
29,000 restaurant and catering points. These data are updated annually using the
administrative sources of local authorities, which include the list of outlets and their
specialisation.
Based on the survey results, and the annual survey data of agricultural markets, household
living standard survey, administrative data (from tax authorities) every month trade
operations of individual entrepreneurs are estimated using the combined method.
The results are used to compile data on the sales of consumer goods and retail trade
turnover through all distribution channels.
Starting 2006 2 quarterly returns (on purchase of goods and services for budget resources
and fulfilment of state orders) are collected in order to provide the government authorities
with this information.
The data are published in the SSCU monthly bulletins, in sectoral quarterly and annual
bulletins and collections, and in the statistical yearbook. In addition to these publications,
special summaries are given to the Cabinet of Ministers, the Administration of the
President, and the Ministry of Economy of Ukraine and other interested users.

The retail trade statistics faces the following current challenges:
- improvements in the methodology of physical volume index compilation in order to
compile more detailed indices of the retail turnover breakdown by commodities
taking onto account international requirements and standards (using price indices for
commodities and products),
- introduction of permanent observations of operations of individual entrepreneurs
using sample surveys; and
- organisation and implementation of wholesale and retail trade outlets with vehicles
(including intermediates).
The mentioned challenges were addressed in 2008 in the World Bank project in
collaboration with the INSEE experts (France). In particular, recommendations concerning
the organisation of pilot survey of retail and wholesale vehicle traders with were worked
over and discussed taking into account European standards; the tools are developed for the
sample pilot survey of retail and wholesale vehicles traders and intermediates in 2009.
Approaches to the statistical coverage of operations of individual entrepreneurs were
developed taking into account the national features. The inventories of individual
entrepreneurs should examined for that and the pilot survey simplified questionnaire needs
to be designed.
According to the European standards the possibility to include indicators on e-trade (as a
new form of trade) in the annual return were discussed. There is a need to measure the
retail trade volumes of super- and hypermarkets.
The unit of wholesale trade statistics develops 1 monthly, 1 quarterly and 1 annual return.
Almost 80 000 wholesale businesses are covered by statistical observation. Quarterly and
annual surveys are exhaustive, whereas monthly survey is sample based with 15%
coverage. The business classification is the same as for classification of economic
activities.
Wholesale trade statistics develops 1 monthly, 1 quarterly, and 1 annual statistical
reporting returns. Statistical observations cover almost 80,000 wholesale traders. . Annual
and quarterly surveys are based on complete observation, while for monthly surveys
sample methods are used (15% sample). The classification of enterprises is similar to the
Classification of Types of Economic Activity (KVED).
In addition, unit for commodity market statistics works on the improvements in wholesale
component of the monthly sample survey. In particular, methodological approaches to
sample design were improved.
Energy statistics portray the situation regarding the utilisation of fuel and energy resources
by category and balances remaining with suppliers and consumers at the beginning and of
the year and conduct surveys on seven statistical survey forms; surveys cover all
enterprises, establishments and organisations irrespective of form of ownership or
economic activity. In recent years a number of amendments have been made to the forms
for statistical surveys on energy (in particular fuel and energy consumption) to comply
with international recommendations. Since 2005 enterprises have been reporting in
accordance with the new nomenclature of fuel types, which is based on the Nomenclature
of Industrial Products. The nomenclature was improved in 2007.
The utilisation of raw and other materials, including metals, tubes, construction materials,
chemicals and other types of products, and balances of raw and other materials remaining
with suppliers and consumers at the beginning and end of the year. Surveys cover all

enterprises, establishments and organisations irrespective of form of ownership or
economic activity (one annual reporting form);
In 2008 upon agreement with the Ministry of Finance the SSCU abolished 3 statistical
returns on operations with precious metals and stones and 1 statistical monthly return on
real estate contracts concluded at exchanges.
The operations of exchanges are also surveyed using 1 quarterly statistical return.
The main problem for energy statistics is the identification of the pattern and methodology
of energy balance sheet of Ukraine, as according to the government decision the SSCU is
assumed the responsibility for its compilation.
One of key problems of wholesale trade statistics is necessary further development and
improvement of the methodology of the monthly sample statistical survey of wholesale
enterprises, improvement of the nomenclature of goods and commodity groups used by
enterprises for reporting, and improvement of the methodology of the volume of wholesale
turnover index for the country and regions.
Another equally important problem in this area relates to the introduction of market
situation with intermediate operation in wholesales.
5.4. NON-FINANCIAL SERVICES STATISTICS
Three structural units within the Directorate of Service Statistics deal with the statistics of
non-financial services. The total number of staff in the Directorate is 21. The units are as
follows:
- Unit for survey of enterprise of the services sector,
- Unit for statistics of transport and communication, and
- Unit for statistics of science and innovations.
In recent years the SSCU has paid a lot of attention to the development of the
methodology of statistical surveys of non-financial services enterprises operations.
The SSCU compiles service statistics consistent with the SNA requirements and Council
Regulation (EC) N°1165/98 of 19 May 1998 on short-term statistical surveys. The Strategy
for Service Statistics was drawn up and adopted by official decision of the SSCU Board.
Since 2002, in accordance with the Classification of Types of Economic Activity, short-
term (monthly) and annual surveys of enterprises and independent structural subdivisions
which, by virtue of their main activity, are classed as service enterprises have been
introduced. The indicators meet the general requirements of the European Commission and
the relevant administrations.
Since 2003, subject-matter surveys to study the results of enterprises with their principal
activity in advertising and real estate have been developed and implemented. The activity
of audit companies has been analysed on the basis of administrative data of the Auditing
Camber of Ukraine.
The main statistical problems of the non-financial services sector are: first, development
and implementation of the methodology for definition and calculation of short-term and

annual indicators (indices) and, second, a transition to sample methods of statistical
observation.
In order to develop and implement the methodology of calculation of the index of non-
financial services turnover in Ukraine, it is first and foremost necessary to adjust and
introduce into the national statistical practice the Eurostat's methodological principles used
to calculate the price indices for services. Within the framework of the TACIS Statistics 8
Project the survey on one of the activities of the KVED section K "Investigations and
Security» has been undertaken aiming at creation of a database to calculate price indices
for services. The relevant works are currently carried out within such activity as
"Advertising". In future it is planned to conduct surveys of this type on a constant basis
and extend them to other economic activities, primarily, contained in section K.
The Transport and Communication Statistics unit uses 10 monthly, 4 quarterly, and 7
annual reporting forms. The unit also conducts semi-annual sample surveys of individual
entrepreneurs engaged in route passenger transportation and of individual entrepreneurs
engaged in commercial road transportation of cargoes. Data are collected from enterprises
by mail. The enterprises are classified according to KVED.
All surveys are exhaustive. The methodology and definitions of economic indicators
conform to the Glossary on Transport Statistics and regulatory documents of Ukraine on
transport and communications. During the recent years the system of transport and
communications indicators and the methodology of statistical observation have been
updated almost completely.
The Division cooperates with the Ministry of Transport and Communications, Ministry of
Internal Affairs (State Road Inspection), State Service of Motor Roads, and State Service
of Aerospace Safety. However, there is no mechanism coordinating cooperation between
different agencies. Responsibilities are not properly distributed among different
government agencies. This requires further agreement upon the differentiation of
competence of various administrations. The State Road Inspection provides the SSCU with
data on road accidents, and since 2003 - data on the number of vehicle registrations and
technical inspections. The SSCU also receives from the Ministry of Transport and
Communications data on transportation of exports, imports and transit goods by country of
destination/origin, types of goods, and mode of transport, which it obtains from processing
customs freight declarations. The State Service of Motor Roads supplies data on
availability and maintenance of roads. The State Service of Aerospace Safety provides data
on the use of air space of Ukraine, activity of airlines and airports, availability of air
transport force, and in-transit air transportation.
The major statistical problem of this sector is the road transport because recently a huge
number of transport enterprises have been set up and to survey these, sample methods are
needed. The SSCU has recently undertaken some steps in this direction. A sample survey
of transportation of passengers by minibuses owned by small businesses has been
introduced since 1999 and since 2003 businesses covered by the survey have been
reporting on a regular basis. In 2000, a survey of natural persons involved in transportation
of passengers was launched, and also a survey of commercial road transportation of
cargoes as ancillary activity of non-transport enterprises was conducted. In 2001, within
the framework of the TACIS Programme, a sample statistical observation of road
transportation of cargoes in the city of Kiev was undertaken. Since 2002, the survey of the

activity of natural persons in commercial road transportation of cargoes has been carried
out.
Other fields of transport are quite well covered by surveys. Physical indicators are
compiled for water, rail and air transport. For rail transport, annual and partially monthly
data are collected from administrative sources; while for air transport quarterly and
monthly (use of air space) data are collected.
Statistical data on communications are compiled distributed by kind of services; volume of
services delivered to enterprises and the population, means of communication available,
and number of telephone subscribers. Data are collected on a monthly, quarterly, and
annual basis. In this sector there are about 1500 enterprises, which make it easier for the
SSCU to collect data. However, with the growing number of enterprises in future, the
SSCU will also have to change the methods and concepts used in this field.
The Unit of Science and Innovation Statistics uses 2 quarterly and 9 annual forms. Data
are collected from enterprises by mail. Enterprises are classified in accordance with
KVED, the Classification of Science and Technology Activities, and other classifications.
The surveys are exhaustive for large and medium-sized enterprises and organisations. The
methodology and definitions of science statistics indicators are in line with the
requirements of the Frascati Manual (OECD 1994) and those of innovation statistics -
with the requirements of the Oslo Manual (OECD 2005).
In science statistics two surveys on the execution of research and development are
undertaken on a quarterly and annual basis. The reporting unit is the local unit with the
activity related to the NACE section K division 73. The following indicators are surveyed:
expenditures for research and development broken down by types of work (fundamental
research, applied research, experimental developments, research and technical services)
and financing sources; number of employees (including those highly qualified) broken
down by age, qualification level, and sex; number of finished research developments, etc.
Based on the surveys' results an electronic register of research and engineering and
development organisations of Ukraine has been set up.
The survey of highly qualified specialists involved in the economy is conducted annually
as of 1 October. All working highly qualified specialists (Doctors and Candidates of
Science) are personally recorded using 4 statistical forms. A special statistical register of
Doctors and Candidates of Science has been established.
Currently annual innovation statistics cover enterprises with principal activities related to
the KVED sections C, D and Е. The survey is carried out quarterly using a single statistical
form. The observation unit is the local unit. The following indicators are surveyed:
expenditures for technological innovations by field of research and financing sources;
volume of innovative products; number of sold and purchased subjects of industrial
property; factors preventing from development and introduction of innovations; results of
innovation implementation.
In addition, two forms are used for conducting individual surveys of the patent and license
activities of enterprises and legal entities: number of filed applications and received
protection documents for intellectual property by types of property; number of intellectual
properties and innovation proposals used; number of intellectual property authors broken
down by age, qualification level, and sex; number of agreements on disposition of

intellectual property rights (purchase and sale); expenditures for manufacture of products
that was carried out using intellectual properties, licenses, license contracts or transfer
agreements on exclusive rights of intellectual property; volume of products sold (services
provided) that were produced using intellectual properties, licenses, license contracts or
transfer agreements on exclusive rights of intellectual property.
The effective co-operation was established with the Ministry of Education and Science and
the Higher Attestation Commission.
The major problem of innovation statistics is the lack of conformity between the national
methodology and European statistical standards in definitions, data collection frequency,
and coverage of enterprises of various economic activities. During 2006, these problems
were addressed within the TACIS Statistics 8 project. As a result the pilot innovations
survey was conducted in 2007 for enterprises of C-K KVED groups with 10 and more
employees according to the Eurostat methodology. A new survey was scheduled for 2009
according to the EU programme. It will cover all Ukraine regions. The tools developed in
the framework of TACIS Statistics 10 project will be applied. In the case of obtaining
high-quality results Ukraine will introduce the European integrated innovations survey to
be carried out every three years and in parallel will continue with the national annual
survey.
VI. AGRICULTURE AND ENVIRONMENT
STATISTICS
The Agriculture and Environment Statistics Directorate employs 29 people. The
Directorate comprises the following units:
- Sector for consolidated activities and balance sheet calculations;
- Unit for statistics of the agricultural production;
- Unit for statistics of agricultural enterprises and household surveys;
- Unit for price statistics and sales of agricultural output; and
- Unit for statistics of natural resources and environmental statistics.
6.1. AGRICULTURAL STATISTICS
The system of agricultural statistical recording has been improved in accordance with
cardinal changes taking place in the agricultural sector of the country, which resulted from
the reform of ownership of land that changed the structure of the sector.
The country has about 60,000 agricultural enterprises, of which 44,000 are private farms
that are annually surveyed on the subject of output of products with exhaustive methods. .
Out of the total number, 15,000 enterprises are large and medium-sized farms, which are
surveyed on a monthly basis. At the same time, major agricultural produces are households
(60% of gross output). In 2002-2004, the foundation of a system of statistical recording
taking account of this specific feature of the agricultural sector was laid. In the ensuing
years the system has gradually been improving.

At present, the SSCU produces monthly and annual statistics. With this purpose, the
Directorate undertakes 26 questionnaire surveys on agricultural matters using 8 monthly, 2
quarterly, 1 semi-annual, and 15 annual forms. Annual surveys of agricultural holdings on
the subject of output are exhaustive. Only large and medium-sized enterprises are surveyed
monthly and quarterly. For small enterprises (under 100 ha of farmland) some small-scale
sample surveys (e.g. harvest) are conducted to be used for monthly estimates of output.
Also monthly estimates of basic indicators of agricultural output are made for households.
The estimates are based on data of recent subject-matter censuses (cultivated areas,
perennial plants, livestock number, etc.), annual data of rural councils, and results of a
monthly sample survey of agricultural activities of almost 30 thousand households in rural
areas (0.4% of total number).
The SSCU has set up and maintains the register of legal entities producing agricultural
products named "AGRO". Data on households broken down by village councils were
added to the register. They include information on the number of households in rural
councils and land areas and cattle they have.
One of the problems is compiling statistical data on holdings broken down by rural
councils and other small geographical units, which is connected with a non-representative
sample of households at the regional level and hence with the lack of sufficiently reliable
information needed to support estimation. Due to this in 2008 works were carried out in
order to continue improving the methodology of the sample survey of the population
operations in agriculture, in particular, methods of using indirect compositional estimates
of the survey at the rayon level.
In 2008 the Parliament of Ukraine with its Resolution adopted the Law of Ukraine "On the
Agricultural Census" in general. The census will be conducted after government decision
has been taken and respective funds have been allocated. When preparing to the census the
SSCU srafted resolution On the First Ukrainian General Agricultural Census, and other
normative documents and census tools.
Another major problem that the SSCU faces in the area is connected with structural and
short-term statistics. The existing surveys are oriented towards selected products and so far
there is no unified approach to these surveys. The institutional approach has not been
introduced yet. FAO requests are responded with the information obtained from regular
statistical reporting forms.
The SSCU also collects monthly data on average prices of agricultural products sold by
producers. Mainly, these are unit values that are set at first sale of produced products to
processing enterprises, other economic entities, employees of farms, etc. Once a year more
detailed information on producer's prices is collected using a more detailed list of products.
The Agriculture and Environment Statistics Directorate also provides basic source data for
GDP estimations. In particular, for agriculture and fishing agricultural production is
calculated at prices of 2005, current prices and prices of the previous year, while the
output, intermediate consumption and value added are estimated at current prices and
prices of the previous year.
In 2007 new comparable prices of 2005 were adopted to facilitate the compilation of the
index of agricultural production and retrospective recalculations of the output volumes at
new prices by regions, main areas of agriculture and categories of agricultural producers.

The SSCU makes annual product balances and quarterly corn, meat, and milk balances for
the whole country, as well as agricultural balances of basic products broken down by type
of holding (agricultural enterprises and households) and by region.
6.2. ENVIRONMENT STATISTICS
Environment statistics is concentrated in the Division of Natural Resources and
Environment Protection Statistics (5 specialists), which is included in the Agriculture and
Environment Statistics Directorate.
State statistical observations of environment comprises the following areas: air space (two
reporting forms on stationary sources and estimation of mobile pollution source
emissions), hazardous wastes (one form), environmental activity (one form), forestry and
hunting activities (two forms), and specially protected areas (one form). In addition,
administrative data on use of water resources (State Committee for Water Resources, one
form) and land resources (State Committee for Land Resources, three forms) are used for
preparing statistical bulletins, analytical reviews, and publications concerning
environmental conditions.
First statistical observations of hazardous emissions from stationary sources of enterprises
started in the late 1970s and became more wide spread in 1990s. Starting 2004, quarterly
and annual statistical observations of hazardous emissions from stationary sources of
enterprises have been put in force based on the international environmental documents
ratified by Ukraine. The statistical survey of stationary sources emissions covers 11
thousand enterprises and collects data on the volume of emission by 130 chemical
substances and their groups, including green house gas. Once a year atmospheric emissions
are surveyed at the level of production and technological processes and technological
equipment (facilities) classified in accordance with the international classification SNAP.
Volumes of pollution emissions from mobile sources (motor, air, railway, sea, and river
transport, industrial, agricultural, construction and other machines) are measured by 11
chemical substances, including green house gas (methane, nitric oxide, and carbon
dioxide), using the methods based on actually used fuel and emission standards for fuel
combustion. The Strategy of Reform of Statistics until 2012 stipulates for the development
of the methodology of measuring contaminant emissions and green house gas into air as a
result of use of fuel for household needs.
Since 1992, statistical monitoring of toxic wastes of 1 to 4 classes of hazard has been
carried out in Ukraine. In 2005, this survey, which covered 12 thousand respondents, was
revised and extended to also cover wastes containing not only toxic, but other hazardous
substances as well. Also groupings of wastes classified by hazardous components (12
groups and 126 subgroups) were introduced. Besides, the frame of recording was
changed, in particular, the statistical observation was extended to wastes of 1 to 3 classes
of hazard, i.e. very hazardous, high hazardous, and medium hazardous.
The waste statistics has recently been harmonised with the international practice. In
particular, international classification of waste categories by materials, utilisation, and
elimination were introduced in the statistical observations.
During more than 20 years enterprises of Ukraine have been reporting on environmental
activity and payments for pollution of environment. In 2007, proposals of OECD's experts
for major areas of improvement of environmental costs statistics were considered and
implemented. Also Eurostat's recommendations for completing questionnaires on
environment conditions were taken into account and the classification of environmental

activities and costs (internationally known as CFPA) was introduced. This observation
covers 20,000 enterprises and provides data on capital investments and current
expenditures on environment protection, ecological duties, and other indicators, including
those needed for ecological accounts, whose development has been initiated over the last
years.
Statistics of forestry and hunting and of natural reserves activity allows collecting data on
logging, forest felling, forest fires, forest sowing and planting, number of wild animals,
including those in the Red and Green Books, expenditures on wildlife protection, and other
numerous data.
VII. REGIONAL STATISTICS
Regional statistics is compiled by the Regional Statistics unit, which is staffed with 5
persons and operates within the structure of the Population Statistics and Administrative
System Directorate.
The main tasks of the unit are as follows:
• Development of the methodology and create an integrated system of regional statistics
indicators aiming at producing reliable data on the capacity, trends and mechanism of
development of regions of Ukraine in the current period;
• Provision of the data on socio-economic conditions of regions of Ukraine to
governmental authorities and other users of statistical information;
• Coordination of work on the development of a system of indicators aiming at
increasing the efficiency of management decisions and improving the activity of local
executive authorities and organs of local self-government;
• Provision of the information for monitoring in order to identify depressed territories;
• provision of the information to support monitoring of the State Strategy of the
Regional Development implementation;
• Information provision for monitoring of the Development of Euro zones;
• Monitoring of the social and economic development of Ukrainian cities;
• Work on the unification of the statistical publications to support the dissemination of
the regional statistics.
In order to perform its functional duties, the Division co-operates with ministries and other
central executive bodies, scientific research institutions, regional state statistical offices
related to the development of the methodology of elaborating criteria to classify territories
by their socio-economic situation, including disadvantaged territories and those in crisis;
developing a methodology and organising statistical estimates of the development of socio-
economic processes in regions and small territories, as well as in the European regions,
compiled with the participation of Ukraine.
Regional Statistics component under TACIS Statistics 10 project aims at improving the
system of indicators for assessment and monitoring of the social and economic
development of regions and small areas (microregions) of Ukraine, maintenance of the
regional database using PS-Axis, and posting it on web-site. The users’ needs are studied at

the local and national levels, and the tools of regional data dissemination are being
developed.
VIII. CONCLUSIONS
The SSCU has the relevant statistical legislation. The new Law of Ukraine on Introduction
of Amendments to the Law of Ukraine on State Statistics, as adopted in June 2000, is
based on the UN fundamental principals of official statistics. Its purview aims at
compliance with the EU informational requirements and harmonisation with the Acquis
Communautaire in the sphere of statistics. The SSCU also uses the Law of Ukraine on the
Population Census (2000). The Law of Ukraine on Introduction of Amendments to the
Code of Ukraine on Administrative Violations was put in force in 2000. It is a critical
instrument to determine administrative responsibility of legal and natural persons for
violation of the procedure of statistical data submittal or use.
The Partnership Cooperation Agreement between the European Community and Ukraine
concerning the measures for gradual approximation of legislations of Ukraine and EU is of
great importance for the harmonisation of international laws.
The statistical system consists of three levels - the Central office, regional offices, and
local statistical units. It also comprises the functional statistical bodies like the Scientific
and Technical Complex of Statistical Research and others. Regional statistical offices are
responsible for data collection, checking and transmission to the SSCU, as well as for
dissemination of these data at the territorial level.
The SSCU is financed from the state budget. The financial resources allocated are intended
for implementing the annual programme of state statistical surveys. To introduce new
statistical methods and adapt international standards, the attraction of external funds and
corresponding technical assistance programmes is needed. Under restrictions of
insufficient budgetary funds the SSCU endeavours to enlarge its activities through
introduction of paid services.
The SSCU carries out seminars with users on various statistical issues, for instance, labour,
national accounts, agriculture, environmental protection, and demographic statistics.
Though the public bodies and local governments still remain the primary users of the
statistical information, the SSCU’s attention to other categories of users grows.
The content of publications constantly improves and the coverage extends. Every year the
SSCU issues the catalogue of its statistical publications, which is a source of the
information for users on what publications the SSCU prepares during the year. The SSCU
web-site has been available since 1999, starting 2006 all 27 regional statistical offices have
had their own web-sites. The information posted on them is constantly improved. The
library and the shop of the official statistical publications work at the SSCU. The state
information and analytical agency “Derzhanalitinform” was established to sell the SSCU
publications and renders services on paid basis. More focus should be made on ensuring
the availability of the statistical data for all categories of users. For this purpose the SSCU
should carry out press conferences, establish a press centre, and the information service.
The statistical database and the electronic base of the SSCU publication should be
established with the access to it for users through Internet.

When planning the SSCU statistical activities various requests coming from the
government and other users are taken into account. This is co-ordinated by the Directorate
of Planning and Organisation of Statistical Observations of the SSCU and via inter-
departmental consultations. This approach is specifically important for both the five-year
programmes and annual plans approved by the Cabinet of Ministers after broad discussion
with all interested governmental authorities. At the same time, there are also some other
statistical surveys implemented by other ministries and government institutions. As the
National Statistical Council under President of Ukraine was abolished, it is necessary to
determine new mechanisms of coordination of statistical activities. The Board and the
SSCU Methodological Commission act as coordinating bodies in the organisation of
statistical activities; their role should be reinforced until another advisory body is
established at the national level.
The SSCU has to act as a coordinator of the statistical system of Ukraine and in addition to
the development of its own statistical information it has access to the registers and other
sources of the administrative data and uses the information from them for its current
activities, which conditions the establishment of the single accounting and statistical
systems and allows meeting the users needs for the high quality information on certain
phenomena and processes, which are impossible to obtain directly through statistical
surveys. That is why wider use of administrative data for statistics compilation by sharing
information resources between the SSCU and government authorities remains the priority
for the SSCU.. However, weak relations and insufficient cooperation between various
government agencies require the reinforcement of the SSCU coordinating function.
The total staff number is rather high compared to other statistical offices in the Central and
Eastern Europe, but this is linked to the inadequate technical infrastructure in the territorial
offices, which requires more human resources to process data. The turnover of staff is
relatively low. Reduction of the number of personnel in the state statistical bodies would
only be possible after the necessary technical infrastructure has been created. So far, its
level is rather low, especially in regions.
The close cooperation between the regional and the central levels is required in order to
provide for the higher quality of data collection and dissemination. For this purpose
experiment was carried out to test the introduction of a two-level system of statistics
collection, processing and dissemination. Monitoring of the achievements of the local
statistical offices was introduced, and the documents are developed concerning the
introduction of the quality management in the SSCU in accordance with the requirements
of the international ISO 9001:2000 standard.
Good progress can be reported in the general theoretical knowledge of European standards
and concepts among the staff of the SSCU. The most important European classifications
like NACE, CPA and PRODCOM have been translated and adapted to the Ukrainian
conditions. Starting from 2001, the Classification of economic activities (KVED) based on
NACE, as well as CPA and PRODCOM have been used for statistical surveys.
Methodological provisions and the relevant software have been developed to assist in the
identification of the principal economic activity of an enterprise on the basis of the annual
structural survey data for 2006.
In most fields of business statistics the acquired knowledge is used in practice and
structural and short-term statistics have been introduced. Social statistics are also quite

developed; it mainly concerns the household living conditions and labour force surveys.
Sampling is already used in the practice and a basic set of data is available. There is some
progress in the National Accounts, but in this area further improvement in concepts and
data quality is still needed. In future particular attention will be paid to the following areas:
coverage and quality of the business register, development of information technologies,
and improvement of the quality and dissemination of statistical data.
