1.    Introduction
1.1 Why an Environmental Training Academy (ETA)?

“Ensuring a continuous training on environmental administration, to keep staff
on a high level of knowledge and to institutionalize the training.”

This statement in the covenant of this Twinning Project is confirmed by the results of
the Questionnaire Action (see aggregated data from questionnaire) and it is an
essential part of the recommendations of the “Peer Review on Environment,
Hungary, 22-26 April 2002”.

Other sources confirming the necessity of training:

      “Training
      A proper training program will have to be set up, covering the aspects
      „knowledge‟, „skills‟ and „attitude‟ necessary in the new licensing and
      enforcement organisation. In order to guide the staff members in their new
      positions inside the organisation, it will be important that the total management
      agrees on the course of the organisation. Training should first be given to the
      management level (first year of reorganisation). After approximately half a year
      a start can be made with training programs for other staff members.
      From the questionnaires it is obvious that under the management of the
      inspection organisation the need for management training is the number 1
      topic. Other important topics are technical knowledge, European Union
      affairs/language training, legislation and strategy/tools.
      For staff members in the licensing and inspection field training on technical
      knowledge, legal affairs, enforcement strategy, communication skills etc. will
      be necessary. Twinning arrangements with colleagues in other countries can
      be a very intensive and useful way of training in this context.
      It is advised to set up and carry out a long-term training program as part of the
      transformation process of the inspection organisation.”

       “4.2     Issues for the Government

             ... 9.     The development of common standards and common
             procedures for regional inspectorates to avoid uneven management
             practices across the country. This in turn requires:
              the promotion of common standards and integrated approaches to the
                  management process,
              the preparation and circulation of guidance notes and other information
                  on the integrated management practices to which the common
                  standards are applied,
              appropriate training initiatives to support agreed changes in practice.

       4.3      Issues for the Ministry of Environment and Environmental Inspectorate

                ... 6. These changes will require time and effort. Adequate
                information and training will be crucial. Part of this effort will need to
                focus on achieving common procedures and standards of enforcement
                across the regions, so as to avoid distortions in practice.
                ... 7. Training and related initiatives should help build up the esprit
                de corps of the Inspectorate and overcome the crisis in confidence that
                comes, for example, from high staff turnover and loss of influence in the
                changing market economy. The EURENMEE recommendations apply.

       4.4      Issues relating to the Competence of Local Self-Governments

                4. Training programmes for local staff involved in environmental
                   management should be expanded, and probably concentrated at
                   County level.”

    1.2 Some Principles about the need of “Continuous training”
Laws and regulations in the environmental field change very often.

Most of the employees in the environmental protection departments are specialized
      According the „Recommendation of the European Parliament and of the
      Council of 4 April 2001 providing for minimum criteria for environmental
      inspections in the Member States (2001/331/EC)“ the inspections should be
      over all media.

Different jobs in the environmental fields (for example high qualifications for inspections and
permitting duties, lower qualifications in wastewater treatment, waste management)

Qualified employees in the industrial field
       In Germany there exist a lot of requirements (by laws or regulation) about the
       qualification of personnel in the environmental protection

These examples show the need of continuous training on very different levels. For
this reason there are proposed different models (stages). In the first stage there is a
great demand to train the staff for inspection and permitting duties. In the following
stages the training of staff from the municipalities and qualified persons in the private
sector (industry, trade) should be integrated.

1.3    Discussion with authorities in charge of education of civil
       servants (Ministry of the Interior)
A workshop about the fist draft was planned (15th-16th April 2004) in the MoEW.
Because lack of time of some of the important participants this workshop had to be
cancelled


2. Assessment if there is any academy which could be
enlarged or reconstructed for the purpose of becoming
an ETA

  Two organizations have been assessed if there are possibilities to integrate the
  environmental training academy:


 2.1 VITUKI – Institute of Water Researches
      This institute has a long tradition in teaching environmental subjects.
      Room facilities:
          o 1 large lecture room (auditorium); more than 200 persons
          o smaller lecture rooms; 20 – 40 persons

       Evaluation:
          o This institute seems to be an appropriate place where an ETA could
             become installed because it has a long time experience in training in
             environmental fields. In the last time it has organized some training
             courses for the Ministry of Environment and Water (MoEW) and the
             Ministry of Interior (MoI).
          o It would have get to enlarged because the room facilities are not
             sufficient.
          o It has good contacts to other educational institutions (e.g. Technical
             University of Budapest) and can be a mediator or agency to organize

             training courses at different places.


 2.2    REC – Regional Environmental Center of Central and Eastern
        Europe
        The REC is an independent, international not-for-profit organization.

        This institute has a lot of experiences in teaching environmental subjects.
        Room facilities:
           o 1 large lecture room (conference room); more than 100 persons
           o 1 medium lecture room; more than 50 persons
           o > 3 smaller lecture rooms; 20 – 30 persons
           o a well assorted library

        The training courses of the twinning project have been carried through
        successfully in a very competent atmosphere in this institute. They had been
        well-organized.


         Evaluation:
         o This institute has a long time experience in training in environmental
             fields, but the institute is integrated in an international organization and
             the main tasks are sometimes different from the tasks of an ETA as
             planned.
         o It would have to change some of its aims.
         o It should also get be enlarged a bit because the room facilities are not
             quite sufficient. But with regard to the buildings this should be possible.
         o It is ready to organize special courses in the environmental field and is
             already a partner in networking between environmental training
             institutions.

3.3 Tasks and number of staff in the municipalities

Many tasks in the environmental field have to be fulfilled by the staff of the
municipalities, especially in waste management and sewage water treatment. All
reports point out that there is a lack of information and knowledge about new
regulations. This staff can be trained in several short training courses.
A rough estimation how many persons which should be trained leads us up to 3000
persons.


   4. “Basic” and “Continuous” Training
      The planning of an ETA should be separated in different stages.

4.1    Stage 1: Basic training for environmental inspectors
   according to EU Recommendations on Minimum Criteria for
   Inspections
      4.1.1 First period: In the first period there is a high demand of training.
      In the EURENMEE Report chapter 5.3.3 is estimated, that 400 employees
      (only REI) should be trained and guided. From the data of the “Peer report”
      can be estimated that 400 –800 employees need this basic training.
      The extent of this basic training is desribed in the IMPEL-report „Best
      Practices concerning Training and Qualification for Environmental Inspectors”.
      (see Annex A). To fulfil of the EU environmental requirements (Minimum
      criteria) this basic training should be done as soon as possible.
      We have the list of core competences converted to a list of training units
      (Annex B). The complete volume of the basic training is jugded with nearly 100
      days/person. Many of the staff have a lot of experience in the fields in which
      they work already.
      First assumption: All the training will be concentrated in one training academy.
      If we calculate with 400 persons, 20 persons/group and 200 working days in
      the ETA there are 10 rooms necessary to carry out the whole training program
      in one year. (This is not really a realistic estimation, because that means that a
      single person will be nearly half of his working days absent for training). A
      splitting over two years seems to be more realistic.

      Alternatives are: parts of the program will be done by training on-the-job
      (supervision of a senior member); self-learning (long-distance training).



      The alternatives will reduce the training capacities in a training academy
      considerably.

Model:       BEW, LfU Baden-Württemberg, ATV-DVWK
General continuous training for all employees which work in the environmental
sector. Especially the staff in the municipalities need this continuous training (see
EURENMEE report chapter 5.3.4). A possible model for the future ETA could be the
BEW, a training academy in North-Rhine Westfalia/Germany ( www.bew.de) with
more than 300 training courses the year.

6. Estimation of Costs
6.1 Data based on BEW
          o Investment: 8 – 12 Mio. EURO (2000 – 3000 Mio. Forint)
          o Running costs (yearly): 3 – 4 Mio. EURO (750 – 1000 Mio. Forint)
          o These estimations are based on the figures of the BEW. One of the
            academies (in Duisburg) was established in 1996. The investment costs
            have been 14 Mio. Euros.
          o To finance the running costs BEW has a detailed plan for the fees of
            each room and for the equipment (a list of the fees is in Annex F). The
            seminar planner have to calculate each seminar with these fees. Each
            seminar should cover the fees.
          o One important part in the budget is the rent out of rooms to third parties.

6.2 Data based on EURENMEE Report

          o ...5.3.3 Regional Environmental Inspectorates:
          o … Training and guidance expenses for the REIs will be quite high. In
            the first year it is expected that some 400 employees should be trained
            and guided whilst also peak-shaving activities have to be performed.
            This means additional expenses of an estimated 700.000 Euro in the
            first year, diminishing to 50.000 Euro after 5 years.


          o ...5.3.4 Municipalities (first rough estimation)
          o ... Training and guidance cost will augment these expenses with
            500.000 Euro in the first year, diminishing to 100.000 Euro after 5
            years.
It has to be stated, that the EURENMEE Report had focused on the REI.
Nowadays as well as under consideration of the made proposals for
reorganization of the 46 environment, water and nature conservation related
bodies under the umbrella of the 2002 merger of the two Ministries to MoEW
the figures would be increased.

7. Long Distance Training
7.1 Contents of long Distance Training via INTERNET

          o Information about new laws and regulations (EU, Hungary)
          o Basic knowledge in environmental fields (with literature database and
            glossary)
          o   Extension of the knowledge in special environmental fields (e.g. water,
              air, waste according to Aarhus-Convention: 25th June 1998, Article 2(3):
              “environmental information” means any information in written, visual, aural,
              electronic or any other material form on:
                     The state of elements of the environment, such as air and
                      atmosphere, water, soil, land, landscape and natural sites,

7.2    Implementation of long-distance training
          o The implementation of a long-distance training is a very demanding
            work.
          o It is necessary to establish a task group. One of the first task is to look
            for partners which have already experience on the field of developing
            long-distance training. The next step is the decision of an unitary
            concept for the long-distance training (e.g. lay-out of the web-sites,
            homogeneous systematic structure of the teaching material)
          o Annex E contents a lecture about “Web-train - web-based, cooperative
            learning for e-government: Developing and testing of interactive
            learning tools for the public council and municipal enterprises” by Ralf
            Osinski, project manager, BEW Ltd.

 8. Rights and Duties of Employees for Regular Training

 8.1 Governmental Decree
               o The rights and duties of employees to take part at a “continuous
                 training program” have to be fixed in a governmental decree.
                 This should be valid and obligatory for all employees in
                 governmental or municipal bodies.
               o Because of the high demand in the environmental field to fulfill the
                 requirements of directives of the European community it seems to
                 be necessary that a preliminary regulation decree of the MoEW
                 will establish a “Continuous training program” with the obligation
                 for the employees to take part at it and the liability of the
                 departments to take over the costs and to allow the staff to attend
                 to this program.
               o Normally the time for the “continuous training” should be min. 5
                 days/year; in this proposal it is reduced in spite of the costs and
                 some uncertainty in judging the actual need.

8.2 International Quality Standards
In the international quality standards the “continuous educational program” is an
essential part of standards. Auditors are instructed to supervise this demand, to be
found in:.
ISO 17025 clause 5.2.2: The management of the laboratory shall formulate the goals
with respect to the education, training and skills of the laboratory personnel. The
laboratory shall have a policy and procedures for identifying training needs and
providing training of personnel. The training programme shall be relevant to the
present and anticipated tasks of the laboratory.


9. A quality management system of an ETA

The procedures for the regular improvement of the whole operation of the ETA
(quality management) cannot be developed before the structure of the ETA is laid
down.
It is recommended to cooperate and to get the experiences of already existing
academies. The BEW exists more than 20 years and has nowadays a project to
develop a quality management.

10. Curricula /syllabi

According to the alternative models of the environmental training academy it is not
possible to draft a single curricula. Especially in the stages 3 and 4, where a lot of
different target groups should be trained the curricula can only drafted in the
realization phase of the environmental training academy.
Annex A contains a list of the main sectors of Community legislation in which the
environmental inspectors should be trained.
For the stage 1 and 2 IMPEL has published a report „Best Practices Concerning
Training and Qualification for Environmental Inspectors”. Chapter 6 of this report
includes a list of skills and competencies. This list may not cover all type of inspection
as it is mainly IPPC oriented but it is a good guide to plan training activities.
The list of core competencies is converted to a list of training units:see Annex B in
English and Hungarian.
For the „Basic” training, the inspectors get before starting their work in the
inspectorates, there have been created new forms of Career Training for
Environmental Protection Managers in Germany, see Annex C.
The timetable for this training is listed in Annex D in English and Hungarian.

11. Certificates
Certificates for titles like “State Environmental Inspector” or “Verified State
Environmental Inspector” should be discussed with the Hungarian responsibilities.
The titles should describe two different degrees for qualification of environmental
inspectors.
As already mentioned in the introduction there were no possibilities given to
discuss with the Hungarians responsibilities on the ideas of an ETA.


12. EITA or ETA
An alternative could be to think over the possible installation of an Environmental
Information and Training Agency (EITA).
          o This agency could be a subunit of the National Environmental
            Inspectorate.
          o Main tasks of this agency could be to prepare all information brochures
            for the EU and the public (according the Aarhus convention) and to
            write guidelines for all environmental fields.
          o In its role as an agency it could a mediator for all organisations (public
            or private) which offer different courses in following fields: EU and
            national legislative, environment, water and nature conservation related
            issues, administration, management, languages, IT – all the fields
            where training requirements had been worked out throughout this
            Twinning Project.
There could be established an expert group (panel), which focus on
          o the general information center of the public environmental data
            (according to Aarhus convention),
          o elaboration of the principles of long-distance training,
          o charging and controlling external companies which create and draft the
            training material
          o organizing a binding training plan for the employees of the REI, WMD
            and NPD,
          o charging and supervising external public or private training academies
The EITA should become an integrated organization in the MoEW or in the National
Inspectorate of Environment and Water (NEWI).

Remarks to “Basic” training
According the „Recommendation of the European Parliament and of the Council of 4
April 2001 providing for minimum criteria for environmental inspections in the
Member States (2001/331/EC)“ the European Union Network for the Implementation
and Enforcement of Environmental Law (IMPEL Network) has published a report
about the „BEST PRACTICES CONCERNING TRAINING AND QUALIFICATION
FOR ENVIRONMENTAL INSPECTORS“, Feb. 2003.
In Germany the organisation of public environmental protection was strongly divided
in different fields (media-orientated): air, water, waste etc. But now there is a
reorganisation in some German federal states see following summary of an article by
A. Spillner, H.-W. Breuer:
       „New Forms of career Training for Environmental Protection Managers“
      (published in KA –Wasserwirtschaft, Abwasser, Abfall 2002 (49) Nr. 11, in
      German)

      In the last few years, the reorganisation of technical environmental protection
      in some German Federal states has led to a situation where immission control,
      water and waste management, and soil conservation activities are all
      performed within a single environmental administration. This integration of
      tasks was bound to also have an impact on the training of junior staff for public
      environmental administrations. A new career training for managerial staff in the
      field of environmental protection was developed to take account of these new
      trends.

The whole career training last two year and takes place in one department of the
federal state. The initial training will be completed by external courses and seminars.
In Annex B there is a list about the contents of the training.
The entrance qualification for this training is a degree of an university or technical
university. This career is called in German „Laufbahn des höheren technischen
Dienstes in der Staatlichen Umweltverwaltung“

There is another career training for junior staff which have a degree of a technical
college (Fachhochschule). This career is called in German „Laufbahn des gehobenen
technischen Dienstes in der Staatlichen Umweltverwaltung“. In Annex C there is a list
about the contents of this kind of training.

In both career training plans there are only few parts which can be done in an training
academy.

Web-train - web-based, cooperative learning for e-government
Developing and testing of interactive learning tools for the public council and
municipal enterprises

                                   The project history
It is to years ago now, that the BEW together with a few special partners win a project
ranking of the German ministry of economy and work called Lernet.
Lernet (a project of the German ministry of economy and work) should try to support
the E-Learning activities in SMEs and in the public council with 15 Million €. Out of 140
projects Web-train was one of the ten, which was selected to subsidize by the ministry.
The targets of Web-train was to develop and test an internet-based learning-platform,
to fill it with special contents for the qualification of the employees in public
enterprises and the public government or administration.
The main focus of the project was the testing of new collaborative tools via internet to
learn both, the special contents of course and the media- and communication
competences, which are necessary for the work with modern IT-techniques.
Our partners in the Project are of different business. The Pro Management Ltd. is the
leader of the project group and further responsible for the creation of the multi media
design of the learning contents. Although they have to do the technical support of the
learners, because the Hardware is installed in their offices.
Though the BEW, as the second important partner, is responsible to produce the
learning contents by experts and have to do the ongoing service for the learners by
tutoring and as a teacher in the presence lessons.
The University of Hohenheim is responsible for the scientific evaluation of the project
activities of the partners and the learners. The task is, to find out the different ways of
learning effects in the relation to the using of online learning by the learners himself,
online-lessons supported by a tutor in the BEW and presence lessons with a teacher.
Allow me to give you a first note of result a this time:
The proportion of the different ways to learn changed during the project going on.
The fourth partner, the ZAP Ltd. is a consulting firm, which consult the public
government and production firms in production, organisation and personality
management. The task of this partner in the project is to find out, which requirements
are in the public council in the relation of E-Learning and integrated the results in the
further development of the Web-train-platform.
But these are not the only partners, which are active in the Web-train-project. To
testing the different tools and the produced contents, first of all we need employees
of the target companies or in short words, we need pupils.
The technical enterprises of the city of Duisburg was just in the beginning of a
qualification measure, as the Web-train-project wanted to start. This correlation leads
in the following to the collaboration with 14 employees of this company, who like to
qualify themselves for a better job. The most of the participants worked in different

departments of the company, though that the communication over the Internet was
realizable.
The further education of the employees of the administration of Duisburg is normally
in the hand of the municipal study-institute. This institution is the only authorised
education site, which allowed to examine the candidates from the public council in
further qualification.
So the project-team was complete and we could start our project-work.

                                 Technical structure
First we have to build up the hard- and software tools as the basic of an e-learning
project. So, let me give you a few words to the technical components of the Web-
train-project.
The centre of the learning activities is the e-learning-platform e-Learn. On this
surface work the customer administration, the navigation through the contents and
the testing of the learners.
A second important part of the platform are the WBT-Contents, which fill the modules
with the qualification-subjects. The software-version is in HTML or in XML on the
platform and additional to download in pdf-files in the background of the platform.
The platform although contains a glossary, to check up unknown terms very fast.
The main focus near the platform are the communication-tools Centra (for the
synchronous communication) and Team-space (for the asynchronous
communication) with different opportunities to communicate with each other.

                           Contents of the online-modules
On the next sheet I will show you, what subjects we prepare for the commercial
further qualification of our learners.
The title subject is business or managerial economics. We had to produce the main
topics of this principle theme.
We produced single modules for each topic. That‟s because at the end of the project,
we want to have single products, which we are able to commercialise to our
customers and other interested target groups.
Here you can see, which topics are produced. We began with the “Basics of
commercial mathematics”. The learners would act with this module over two month.
In this first module we didn‟t deploy a tutor, because the necessary technique was
not installed at this time.
In the second module we offer the learners the subject “Double-entry accounting” and
this was an important module for the Technical enterprises of Duisburg, because the
company was not longer depend on the fiscal accounting of the city-administration.
They have to act under the rights of the market. In this module we worked with a
communication-tool called Centra and a tutor supports the learners in online- and
presence-lessons over three month.
The third module is although a very important topic in the qualifying of the company-
employees in the matter of economical awareness. It is “Cost-Accounting”. Even the
company has to prepare a financial controlling system, though they must learn how to

manage the Cost-accounting. In this module the first results of the evaluation process
was integrated in the design and didactical methods.
In the second module we produced with an enormous expenditure multi-media
exercises and Flash-animations for a preferably multifunctional learning-strategy. But
the learners reality was not so frisky, that they have a lot of fun with the playful
presentations of this desert-dry contents of commercial accounts.
Though we designed the third module in a much straighter way and although less
interactive, because the learners had a problem with the fixed dates for the online-
lessons and they want to learn more freely when they have enough time and silence
to learn by themselves.
One new way (truly it was a simple and well known way) was to put the contents in
simple pdf-files, which can print out by the learners to read it in a conventional way.
The fourth module, which had to execute by the learners was the topic of the “general
public rights”. This subject was produced by the study-institute of Duisburg, because
they wanted to have a module in their program with a classical topics of the
administration qualifying. In this module the learners have to work with concrete
cases of the administrative judgement. Therefore they again supported by a tele-tutor
and a teacher in presence-lessons.
So now we come slowly to the present time. The fifth module ended in late July and
the topic of this module is “information-management”. Produced and supported was
this part by the university of Hohenheim. Later you will meat two colleagues of our
partner, Ms. Sandra Hummel and Mr. Roland Ruisz at the communication-tool of the
Website in our IT-room. They will show you some exercises within this module.
Today, it means in this time, the sixth module is rather going to be ready produced.
The subject of the module is an important process in all the governments of Germany
and in hole Europe, especially in the states of the middle-east Europe I think, the
countries, which want to accede to the European Union. It called “New controlling
models for the public council and the governments”. Since 15 years this topic is in an
actually discussion, but just now, with the implementation of the “New municipal fiscal
management” (in German NKF), it becomes a new importance for all of the
companies, who have to deal with the administrations.
Last but not least, as the German say, we produce a learning-module with the subject
“Investment and financing”. It is only a small module, which have no relevance for the
examination of the pupils. Though let me stop the description of the modules here.

                           The concept of blended learning
Now I want to tell you something about the methodology of the learning-strategy of
web-train. We have two big parts of learning lines. The biggest part is the presence-
lessons in the study-institute of Duisburg over 700 hours. The second part is the E-
Learning or online-part, which goes over 350 hours.
In between the online-part we constructed synchronous learning –segments. Here
the learners learn together in a team of two or more persons, they have to work out
the exercises together on the screen in the communication-tool.

A second way to learn, is an asynchronous. The learners may write a question in the
chat-room or of the blackboard of the communication-tool. A time goes by and
another learner give the answer or the tutor give the answer to the question. So every
learner can any time go online and formulate their questions and anyone will answer
him a few time later.
Afterwards we will show you the different types of communication-tools in our IT-
room.
All the facts I told you until now, lead us automatically to the central point of the
project experience.
Blended Learning
A new concept is born? Or is it only old wine in new tubes?

Nevertheless: The awareness is, not only in the Web-train-project, also the other
projects of the Lernet-program have the same results of their evaluation, that the
learners don‟t want an education, which only teach them on the screen via Internet.
They want to know, who is the tutor on the other side of the line and who is the other
learner, who give him answers or ask him questions.
That is the simple reason, why we have to respect this request of the learners and
come to the concept of blended learning.
Blended learning integrate the classical school-lessons with the new methods to
learn at home or at the company, at any time you want, alone or together with others.
You only need a PC and an internet-contact.
Especially in long qualification measures or in measures with high intellectual level,
blended learning is the best way to get the best learning results for the learners and
the companies.

                             A view to the module design
So lets have a short view of some modules how the learners see it on the screen. I
don‟t want to describe it exactly now, because you will see it afterwards in the
demonstration in the IT-room.

First project results
We have to come slowly to the end of the dissertation. That‟s why I will give you a
few aspects and experiences of the work in the Web-train-project.

   1. The tutoring is very time-consuming and also very expensive for the
      educational site. Further, an intensive exercising in special competences for
      the tutors is necessary to support the learners via internet.
   2. What ever a customer expect for his own qualification strategy, you have to
      know this in a very early point of the project. Than you have the chance to
      install a sophisticated technique, which is a requirement for a successful
      online-education.

   3. The acceptance of the learners have to be assure by continues educational
      and technical support. If you leave the learners alone, you are alone too after
      a short while, because the motivation for learning goes down to zero, if nobody
      pushed up it every time. But may be, it will be different, if other learners, with
      another educational background will test the platform.
   4. The principle independence of E-learning about the learning-time and –
      location have to assure with the top-management of the companies. If the
      management doesn‟t stand behind the E-learning strategy, the Employees
      haven‟t a chance to realize the degree of freedom which the E-learning-
      concept normally offers.
   5. A central experience of the project is, that only blended learning assure a good
      learning effect for the learners.
   6. The economical efficiency is a precondition for the acceptance by the
      customers.
   7. Blended learning can lead to effects of synergy:
              A better media competence
              Push up the teamwork power
              The knowledge of the enterprises increase
