                                                                                                                                                                                                                                                                                                                                   The Republic of Moldova aims at the restructuring of the child
                                                                                                                                                                                                                                                                                                                                   protection system. Through support of families in difficulties
                                                                                                                                                                                                                                                                                                                                   the number of abandoned children should be reduced. For
                                                                                                                                                                                                                                                                                                                                   children who cannot remain in their biological families,
                                                                                                                                                                                                                                                                                                                                   alternatives to institutional placement are to be created. The
                                                                                                                                                                                                                                                                                                                                   project objective is to train professionals in regions according
                                                                                                                                                                                                                                                                                                                                   to European standards and to contribute to the networking of
                                                                                                                                                                                                                                                                                                                                   the professionals so that decisions regarding the abandoned
                                                                                                                                                                                                                                                                                                                                   children are taken in interdisciplinary teams taking into
                                                                                                                                                                                                                                                                                                                                   consideration state and private resources.                                                                                                                                                                                                                                                                                                                                    This project intends to create a pedagogical, social and
                                                                                                                                                                                                                                                                                                                                   financial model for the inclusion of children with disabilities in
                                                                                                                                                                                                                                                                                                                                   primary and middle schools in the Republic of Moldova. An
                                                                                                                                                                                                                                                                                                                                   integral approach will be implemented which acts as a pilot
                                                                                                                                                                                                                                                                                                                                   project for inclusive education in a mainstream school. It is
                                                                                                                                                                                                                                                                                                                                   intended to identify best practices in the international field
                                                                                                                                                                                                                                                                                                                                   and adapt these strategies to the particular needs of the
                                                                                                                                                                                                                                                                                                                                   Moldovan education system. This model experience will
                                                                                                                                                                                                                                                                                                                                   involve continuous research and training activities of all
                                                                                                                                                                                                                                                                                                                                   people engaged in the process and eventually lead to the
                                                                                                                                                                                                                                                                                                                                   design and publication of didactic support material for the
                                                                                                                                                                                                                                                                                                                                   purpose of dissemination and in the long run replication of
                                                                                                                                                                                                                                                                                                                                   this experience in other Moldovan schools. A resource centre
                                                                                                                                                                                                                                                                                                                                   for trainers, teachers, and personal assistants will be created
                                                                                                                                                                                                                                                                                                                                   in the school where the integral pilot experience will be run. In
                                                                                                                                                                                                                                                                                                                                   order to include this model into the national education
                                                                                                                                                                                                                                                                                                                                   system, a comparative study will be conducted in terms of
                                                                                                                                                                                                                                                                                        children with                              efficiency and efficacy (cost – benefit analysis). Thus an
                                                                                                                                                                                                                                                                                        disabilities,                              insight into the actual costs needed for the inclusion of
                                                                                                                                                                                                                                                                                        trainers,                                  children with special needs in both, residential educational

                                                                                                                                                                                                                                                                                                                                   The severe drought throughout the Republic of Moldova
                                                                                                                                                                                                                                                                                                                                   during the summer 2007 caused food shortages and as a
                                                                                                                                                                                                                                                                                                                                   consequence the prices for agricultural products were
                                                                                                                                                                                                                                                                                                                                   dramatically increased. Many families cannot afford to pay
                                                                                                                                                                                                                                                                                                                                   these increased food prices. The menus of school canteens
                                                                                                                                                                                                                                                                                                                                   have decreased in nutritional value.Together with the
                                                                                                                                                                                                                                                                                                                                   Primaria Cantemir existing school menus are to be revised
                                                                                                                                                                                                                                                                                                                                   and nutritious meals for 742 school children and 255
                                                                                                                                                                                                                                                                                                                                   kindergarten children in the city of Cantemir throughout the
                                                                                                                                                                                                                                                                                                                                   school year 2007-08 are to be ensured. On the one hand the
                                                                                                                                                                                                                                                                                                                                   expenses which so far had to be paid by the parents are to be
                                                                                                                                                                                                                                                                                                                                   taken over and on the other hand the total amount available

                                                                                                                                                    The overall objective is to help develop a sustainable social
                                                                                                                                                    protection system which is addressing the needs of the
                                                                                                                                                    vulnerable groups of the population in Moldova based on an
                                                                                                                                                    efficient and effective administration and thus help to reduce
                                                                                                                                                    social inequality. The purpose is to improve the performance
                                                                                                                                                    of the social assistance system and consequently to better
                                                                                                                                                    address the needs of the vulnerable groups of the population
                                                                                                                                                    in Moldova and to reduce social inequality; and to strengthen
                                                                                                                                                    the capacity of the MSPFC, including the network of social
                                                                                                                                                    assistants and social workers, in order to be able to
                                                                                                                                                    implement the better target social assistance mechanism in
                                                                                                                                                    an efficient and effective way thus increasing its
                                                                                                                                                    sustainability. The projects support activities and repeated in-
                                                                                                                                                    service training of social workers, in collaboration with
                                                                                                                                                    WB/HSSA, and WB/MSIF, under the leadership of
                                                                                                                                                    DFID/Sida. Activities include:

                                                                                                                                                    (i) Assist the MSPFC in developing and putting into operation
                                                                                                                                                    the mechanism for monitoring of the better targeted social
                                                                                                                                                    assistance system, including develop and make proposals for
                                                                                                                                                    the improvement of fraud prevention and detection in the
                                                                                                                                                    social assistance system; support in developing the legal and
                                                                                                                                                    normative bases, including mechanisms and procedures, for
                                                                                                                                                    the monitoring mechanism; support the MSPFC and training
                                                                                                                                                    its staff, the network of social assistants and social workers,
                                                                                                                                                    as well as the relevant officials in the local and regional
                                                                                                                                                    administration with regard to the new monitoring mechanism,
                                                                                                                                                    its purposes and modus operandi; provide methodological
                                                                                                                                                    support to MSPFC and relevant local and regional structures.

                                                                                                                                                       establishing community centres as part of the GoM‟s efforts
                                                                                                                                                       to support the development of an integrated social services
                                                                                                                                                       strategy. These funds support efforts made by DFID/Sida and
                                                                                                                                                       WB/HSSA in developing and integrated social services
                                                                                                                                                       system, and are to be channelled through and implemented
                                                                                                                                                       by WB/MSIF2, under the leadership of the MSPFC.

                                                                                                                                                       The GoM, through the MSPFC, is developing a national
                                                                                                                                                       strategy for an integrated system of social services. The
                                                                                                                                                       principal thrust of this strategy is to transform the current
                                                                                                                                                       system of social services provision. The current system
                                                                                                                                                       provides high cost social services to a small number of the
                                                                                                                                                       people that need social services. The proposed system will
                                                                                                                                                       provide lower cost and more effective services to all
                                                                                                                                                       Moldovans that need them. Community-based social services
                                                                                                                                                       form the foundations of this strategy. They would provide low-
                                                                                                                                                       cost and effective social services at the point of need i.e.
                                                                                                                                                       close to where clients live and work. Furthermore, because
                                                                                                                                                       national social services budgets are usually constrained, a
                                                                                                                                                       national strategy of low-cost, high-impact social services can
                                                                                                                                                       ensure that social services can be provided to all Moldovans
                                                                                                                                                       within the available national and raion level budget.
                                                                                                                                                       Community based social services would: (i) provide for early
                                                                                                                                                       prevention and identification of social problems; (ii) deliver
                                                                                                                                                       social services that are able to address the majority of

                                                                                                                                                        Main objective: prevent the placement of children in
                                                                                                                                                        residential care and to reduce the number of children already
                                                                                                                                                        living in residential institutions, including (i) National Strategy
                                                                                                                                                        / Plan of Action for the residential care system reform in
                                                                                                                                                        Moldova; (ii) models of alternative community based social
                                                                                                                                                        services for vulnerable families and children at risk (iii)
                                                                                                                                                        training of social assistants.

                                                                                                                                                        The project ended December 2007, and was implemented by
                                                                                                                                                        UNICEF. Based on an assessment of residential care
                                                                                                                                                        institutions a master plan was elaborated for the
                                                                                                                                                        transformation of the residential institutions. The plan lays the
                                                                                                                                                        basis for decisions concerning the closure of transformation
                                                                                                                                                        of the institutions concerned. TACIS2 furthermore developed
                                                                                                                                                        new models of alternative community based social services
                                                                                                                                                        for vulnerable families and children at risk in a selected
                                                                                                                                                        number of rayons. The project worked in 6
                                                                                                                                                        rayons/municipalities (Balti, Falesti, Hincesti, Straseni and
                                                                                                                                                        Telenesti) where it contributed to the transformation of
                                                                                                                                                        institutions and the creation of alternative community based

                                                                                                                                                                   The objectives of the short term consultancy work are:
                                                                                                                                                                   1. To perform a Benefit Incidence Analysis of the Moldova‟s

                                                                                                                                                                   The analyses should reveal who are the beneficiaries,
                                                                                                                                                                   divided into women and men. The analysis should describe
                                                                                                                                                                   the overall target group for the various programs and who
                                                                                                                                                                   was the actual beneficiaries. Are there a significant
                                                                                                                                                                   discrepancy between the two groups? Between women and
                                                                                                                                                                   men? The cost per person should be calculated and divided
                                                                                                                                                                   by sex. If this is not possible it should at least be estimated.

                                                                                                                                                                   The material will be analyzed in relation to income quintiles in
                                                                                                                                                                   society. e.g. the society is divided into groups, from the
                                                                                                                                                                   poorest to the richest, the HHS in Moldova includes more that
                                                                                                                                                                   10 quintiles. Each quintile will be divided with enrolment rates
                                                                                                                                                                   of boys and girls separately and also divided into

                                                                                                                                                                                  comprehensive services for VoTs would have to be made at
                                                                                                                                                                                  regional level to ensure proper follow up. This prompted the
                                                                                                                                                                                  establishment of the National Referral System (NRS), piloted
                                                                                                                                                                                  in five rayons in June 2006. The NRS brings together a range
                                                                                                                                                                                  of service providers at rayon level coordinated by a Multi-
