ARTS QUEENSLAND – REGIONAL ARTS DEVELOPMENT FUND (RADF)

Purpose: The Regional Arts Development Fund (RADF) supports the professional development
and employment of arts and cultural workers in regional Queensland. RADF is a partnership
between State Government, through Arts Queensland, and local government.
How to Apply: Contact your council's RADF Liaison Officer for copies of the application forms,
for information regarding guidelines and funding criteria and for closing dates.
Eligible applicants: Individual professional artists, emerging professional artists, artsworkers,
cultural workers or project coordinators who are based in the Council area, or if based outside
the Council area are able to demonstrate how the project will directly benefit arts and culture
in the Council area; are permanent residents or Australian citizens; have an ABN or who will be
auspiced by an incorporated organisation or individual with an ABN.
Incorporated arts and cultural organisations, or unincorporated organisations auspiced by an
incorporated body based in the Council area, or those based outside the Council area that are
able to demonstrate how the project will directly benefit arts and culture in the Council area.
There are nine categories of funding available for individuals, groups or Councils. They are:
1. Developing regional skills
Objective — for individual professional artists and artsworkers living in regional Queensland
to attend professional development seminars or activities; master classes; mentorships with
recognised arts and cultural peers; and placements with recognised arts and cultural
organisations.

RADF grants will support intrastate and interstate activities only. (Arts Queensland’s Career
Development grants support international activities, including overseas travel.)
Assistance is available for up to 65 per cent of the total costs for registration,
accommodation and travel to a maximum of $1,000 for activities in Queensland and
$2,000 for activities in other states.
Councils may also support Quick Response Grants under this category for opportunities for
professional development that unexpectedly become available out of the normal local RADF
rounds.
Applications usually need to be submitted at least six weeks before the event/activity.
2. Building community cultural capacity
Objective — for community groups to engage a professional artist or artsworker to work with
them on developing their arts practice or to run arts development workshops or community
projects.
RADF grants will support travel, accommodation and fees associated with employing
professional artists or artsworkers to work on community projects or workshops in the local
community.
Assistance is available for up to 65 per cent of the total costs of the project or workshop.
This category is also open to Councils that wish to assume a co-ordination role for projects.
3. Interest-free arts loan
Objective — for arts activities that will generate an income greater than the amount of the
loan, and where no other funding source is available.
RADF Interest-free Arts Loans will support activities that can demonstrate a prior
commitment from a distributor or producer, e.g. a publisher, gallery or venue that can
confirm and substantiate revenue forecasts.
The total amount of the loan must be paid back at the conclusion of the activity.
4. Cultural tourism
Objective — for projects and activities that focus on communities’ locally distinct arts, culture
and heritage both for members of that community and for visitors.
RADF grants can support initiatives and activities that focus on:
Product development by professional artists, either as individuals or in partnership with
individual community members or community groups
Marketing of professional artistic product.
5. Contemporary collections/stories
Objective — to preserve and provide access to locally held collections of significance, and
collect and tell local stories from the past and the present that can demonstrate state and/or
local significance. The priorities for this category are proposals for post-1960 heritage and
Indigenous stories that can demonstrate strong community participation and ownership.
RADF grants can support:
The development of a Statement of Significance (see Important Definitions in the RADF
Resource Kit available at www.arts.qld.gov.au/funding/radf)
Documentation, preservation, interpretation projects. Applicants must provide a Statement
of Significance with their application.
Collection management training through community-based workshops. Applicants must
provide a Statement of Significance with their application.
Community stories documentation, which may be through various forms and mediums,
including plays, videos, artwork, digital exhibitions, education programs, oral histories and
publications. This is open to community organisations and individuals and does not need a
Statement of Significance.
6. Regional partnerships
Objective — to encourage innovative and energising arts and cultural projects where artists,
communities and Councils work together in their community, or in partnership with another
community, to achieve enhanced outcomes from RADF grants.
RADF grants will support projects that can demonstrate a partnership between:
Artists and local industry
Artists and community arts organisations

Cross-Council collaborations.
This category is also open to Councils.
7. Concept development
Objective — to develop arts and cultural research ideas and project proposals to the
implementation stage and identify funding sources outside of RADF to implement project
proposals.
RADF grants will support individuals and groups who wish to engage in professional research
and the development of ideas and project proposals to the implementation stage. No specific
artform product is required, however, the project should demonstrate how it will contribute to
future arts and cultural development.
Potential funding sources for the implementation of the project do not need to be identified
prior to making the application.
This category is also open to Councils.
8. Arts policy development and implementation
This category is only open to applications from Council.
Objective — to support Councils to:
Develop arts and cultural policy, cultural mapping, visioning and planning proposals
Partner on regional arts and cultural policy co-ordination activities
Cross-regional arts and cultural planning
Development of cultural tourism plans
Community consultation, facilitation and preparation of the documents (but not
publishing)
RADF Committee training.
9. Arts-led Recovery Quick Response Grants
This process will become a permanent part of the suite of RADF resources, and will enable
Councils that have been affected by a disaster, to administer RADF grants in a simplified and

Eligible projects: For a single, arts-driven project that has not previously been included in
the festival and would otherwise not be affordable. While priority is given to new projects, in
exceptional circumstances a project in a format that has been included in the festival program
before may be funded if:
The earlier project was a pilot, and the proposed project will be undertaken on a larger
scale and demonstrates potentially significant cultural and social outcomes; or
The festival necessarily has a narrow scope (such as a lantern festival, classical music

Eligible Projects: Significance assessments of collections; preservation needs assessments of
collections; purchase of archival quality storage materials; preservation training projects;
conservation activities including cleaning, conservation treatment or rebinding; purchase and
installation of environmental control and monitoring equipment; copying of material once
originals have been preserved; and, cataloguing or collection management software.
Ineligible projects: In-house salaries and volunteer labour costs, publishing projects,
exhibition research, interpretation and signage, collecting projects, oral histories, memorials
and plaques, interpretive signage or heritage trails, capital works, repairs and improvements
to existing buildings, microfilming of newspapers or magazines, family history research,
activities that are in progress or have been completed, and private collections.

Recipients (DGR). Optus employees may also submit an application on behalf of a Not For

Eligible applicants: Projects must be managed or auspiced by a not-for-profit, legally
incorporated organisation that is registered in Queensland. Applicants must meet regional and
specific program eligibility criteria required by the Australian Government.
Purpose: To support projects by regionally based artists and arts organisations that result in
arts and cultural development activity in regional, remote and isolated Queensland
communities.
Specific Program Criteria
Applications for project support by the Regional Arts Fund must address the following
assessment criteria. RAF applications should explain (where applicable) how they will:
Provide developmental opportunities for professional and/or emerging professional artists,
arts organisations, and/or arts and cultural workers in regional Queensland. A clear
statement of the outcomes of the proposed activity relating to the program criteria must be
provided.
Address a key issue/s in regional arts and cultural development as identified through your
own regionally specific research, such as local government corporate plans and cultural
audits.
Contribute to longer-term arts and cultural development activity in regional communities.
Develop collaborations and partnerships within and across regions.
Demonstrate community support.
Lead to regional skills development and provide access to information.
Demonstrate viability through adequate financial planning, organisational structures and
timelines, providing relevant support material and confirmation of artists’ roles and
availability and stating clearly roles of project partners.
In the case of Indigenous projects – should reflect support of their Community or Elders.
Indigenous artists, arts organisations and Indigenous communities are actively encouraged
to apply. Non- Indigenous artists and arts and cultural development organisations applying
must demonstrate a partnership with an Indigenous individual, community or organisation
where the project targets Indigenous artists or communities.

success or otherwise within 5 business days. The Quick Response Grant Scheme operates
during the months of February to November each year.
Purpose: The program encourages and supports projects by regionally based artists and arts
organisations that result in sustainable cultural, economic and social development in regional
Queensland, and that develop broad local government and community partnerships and
cultural networks, especially in isolated areas, to facilitate information exchange and co-
operative relationships.
Eligible Applicants: All regional arts and community groups and individual artists will be
eligible for funding. Projects must be managed, or in the case of individuals, auspiced, by a
not-for-profit, legally incorporated organisation that is registered in Queensland. For the
purposes of the Regional Arts Fund, the term ‘regional’ is defined as anywhere in Queensland
outside the Brisbane / Ipswich / Caboolture / Sunshine Coast / Gold Coast hub.
Eligible projects: Grants are available to:
Assist Regional Artists, arts organisations and communities who would otherwise be
disadvantaged by being ineligible for other forms of financial assistance.
Provide opportunities for professional or skills development through participation in arts
activities and workshops (the proposal should demonstrate how such professional
development will benefit the regional community).
Provide opportunities for regional communities to employ professional artists to conduct
seminars and forums which develop skills within the community.
Enable communities to bring artists or arts workers into their community to assist in the
concept development of more significant arts projects.

Purpose: This Program supports the development and growth of regional events, focusing on
events that will: increase local economic activity and development; enhance the profile and
appeal of the destination in which they are held; enhance the visitor experience; and
demonstrate future growth and sustainability.
Eligible applicants: Formally constituted organisations or any group that has a written
agreement with a formally constituted organisation to provide an auspice. QERDP will accept
an umbrella application from organisations on behalf of a number of events seeking support.
Eligible activities: The employment of personnel to further develop and/or market the event,
operational costs where it can be demonstrated that the funding will contribute to improving
the visitor experience or improved access and long term development of the event, strategic
marketing campaigns to increase awareness and visitation, methods to address long-term
development of the event. Events must have been held at least once or, if in the concept
stage, be at an advanced stage of development with demonstrated community support.
Organisations intending to bring a one-off event to their region may also apply, with funding
awarded once the event is secured.
Ineligible activities: Insurance, capital or equipment costs, prize money, appearance fees,
sanctioning fees, and entertainment. Any event that takes place within the City of Brisbane
local authority area.
