DRAFT OPINION ON BUDGET 2011

On 12 July, Transport Committee MEP Dominique Riquet presented his draft opinion
on the EU's general budget for 2011 to the Budget Committee (the responsible
committee in the Parliament for this dossier). Transport Committee MEPs expressed
concern about EU Council plans to cut funds for TEN-T, the various EU transport
agencies and transport-related research. Mr Riquet introduced his draft opinion,
noting the limited scope for increased spending in view of the limits imposed by the
multi-annual EU budget 2007-13, which conflicted with the contribution transport
investment could make towards economic recovery. The situation of the agencies
was a particular concern as their role was to implement policies decided by the
European Parliament and EU Council. They could not be expected to take on
additional tasks whilst facing budget cuts. Other MEPs broadly endorsed the
proposed approach, including the idea of a pilot project to promote an electronic
information and booking system covering all modes of transport. There was also
discussion of how best to integrate different sources of EU funding for transport and
the scope for new initiatives on tourism now that the Treaty of Lisbon provided a
legal base for EU action in this field.

UPCOMING EVENT: TRUCK PARKING CONFERENCE

On 25-26 October 2010 the European Commission and the EU Belgian Presidency
are organising a conference to discuss security, availability and quality of parking
areas for heavy goods vehicles along trans-European road network. The’ Truck
Parking Conference’ will take place in Brussels providing participants with an
opportunity to present various initiatives and solutions at national and European
level. The organisers also intend to present the main findings of the LABEL pilot
project - a part EU-funded project aimed at establishing and encouraging a
certification system, with broad acceptability, for lorry parking areas in Europe.
