					                  Staff Report on the Proposal to Increase Fares and Parking
                        on Four Holidays and the FY07 Service Changes


Executive Summary:
On March 16, 2006 the Board authorized staff to conduct public hearings on the FY07
service changes proposals and to increase fares on Martin Luther King, Jr. Day,
President’s Day, Columbus Day and Veterans’ Day holidays. The staff report is
attached for information.

Public Hearings
The Public Hearings were held on April 10, 2006 at the Takoma Park Middle School,
April 11, 2006 at the Jackson Graham Building, and on April 25, 2006 at Arlington
County Courthouse Metro Building. A public hearing scheduled for April 5, 2006 was
cancelled, however, a public meeting was held instead at the Arlington County
Courthouse Metro Building.

•   Maryland
        • 6 persons attended the hearing, and three witnesses testified for the record.
             In addition 11 e-mails were received for the record.
                     All comments received were opposed to eliminating late night service.
•   District
        • 35 persons attended the hearing, and 13 witnesses testified for the record. In
             addition 83 e-mails were received for the record.
        • The majority of witnesses and e-mails have concerns regarding:
                     The proposed elimination of late night service.
                     The proposed elimination of route 5B.
                     The proposed elimination of route M2.
                     The proposed elimination of route N8.
                     The proposed elimination of route X6.
•   Virginia
        • 30 persons attended the hearing, and 18 witnesses testified for the record. In
             addition 24 e-mails were received for the record.
        • 3 witnesses testified for the record at the public meeting
        • The majority of witnesses and e-mails have concerns regarding:
                     The proposed elimination of late night service.
                     The proposed elimination of route 4H.
                     The proposed elimination of off-peak service on 13A,B.

Public Hearing Follow-up
Questions were raised regarding the methodology for eliminating routes 4H,S; 13A,B; 24P, and
M2 because they are not poor performers. The methodology is attached for your information.

Communicated with U.S. Navy officials regarding extending additional route W4 trips to match
the frequency of route W9.
    • Staff recommends that an additional 15 trips on route W4 be extended to serve Bolling
        Air Force Base and the Navy Anacostia Annex.

Staff met with the National Arboretum officials to discuss alternatives for serving the Arboretum
   • We are working with Arboretum officials to find alternative funding to operate service.
   • Service will be retained for a portion of the year; details will be worked out with the
       “Friends of the Arboretum”.

Staff met with the “Late Night Riders” group to discuss the methodology used to determine poor
performing late night routes.
    • Operate hourly service on Route D6 until 3:00 AM

Staff followed-up with Mr. Posniak to discuss his concerns with eliminating route N8 on the
weekends.
   • No change to original proposal.

Staff discussed the RAC’s opposition to eliminating route M2
   • Staff recommends that service not be eliminated

Staff met with Arlington County staff regarding passenger counts on route 4H
   • Staff recommends that service not be eliminated

Budget Impact of Revisions to the Proposal
To keep these minor changes subsidy neutral, we will reduce the proposed improvements for
additional service to reduce overcrowding and improve service reliability an equal amount.

                                 Methodology for Eliminating
                                 Routes 4S; 13A,B; and 24P


4S Pershing Drive – Arlington Boulevard – eliminate weekday service.
   • 4S carries 30 passengers per day on 10 trips (3 passengers per trip).
   • Alternative service available for passengers on routes 4B,H and 16A,D,L.

13A,B, Reagan National Airport-Pentagon-Washington Line.
   Discontinue weekday off-peak (midday and evening) service.
   • Service is mostly redundant with Metrorail between the Pentagon and D.C.
   • Off-peak service averages five passengers per trip compared to peak service,
       which averages 21 passengers per trip in a.m. on 13A and 15 passengers per
       trip in p.m. on 13B.

  13A,B Reagan National Airport-Pentagon-Washington
  Discontinue Sunday service after 7 a.m.
   • Service is mostly redundant with Metrorail after 7 a.m. between Reagan National
       Airport, the Pentagon and downtown D.C.
   • Service prior to 8 a.m. (no rail service before 7 a.m.) averages 38 passengers
       per trip and 46 passengers per trip on both routes.
   • After 8 a.m. when rail service is operating, ridership drops to 7 passengers a trip.

24P Ballston-Pentagon
Discontinue Saturday service (takeover by Arlington Transit).
   • Ridership averages 346 passengers on 26 trips (13 passengers per trip).
   • Route was included in Arlington County’s Transit Plan Update Study for possible future
       takeover by ART.

                    METROBUS PUBLIC HEARING NOS. 520, 521, 522

               PROPOSED ADJUSTMENTS TO PASSENGER FARES AND
            PARKING RATES AND FEES ON FOUR FEDERAL HOLIDAYS AND
             PROPOSED ELIMINATION OF SELECTED METROBUS SERVICE

                                     DOCKET NO. B06-2

I.    BACKGROUND

$       Over the last five years, there has been a 19% increase in rail ridership and a 40%
        increase in bus ridership on Martin Luther King, Jr. Day, President’s Day, Columbus
        Day and Veterans’ Day holidays. Staff proposes that weekday bus and rail service be
        provided to meet customer demand and that peak fares and parking rates to match the
        regular weekday service are charged.
$       The Metrobus service network continues to experience overcrowding and service
        reliability problems. Staff worked with the Jurisdiction Coordination Committee (JCC)
        to develop a program to eliminate low productive services and use the savings to
        reinvest in service that warrants increasing due to severe overcrowding and service
        reliability problems:

       Elimination of Low Productive Services (Savings of $2.4M):
$             Late night Friday and Saturday bus service
$             11 Weekday and weekend underutilized bus routes

       Reinvest in overcrowding relief and running time problems ($2.4M):
$            Additional service for 18 bus routes to relieve existing problems (8 in DC, 4 in
             MD, 6 in VA)

II.    REVIEW OF PUBLIC HEARING RECORD

       The public hearing record consists of the notice of public hearing, the staff statement
       describing the proposals, transcripts of the proceedings, and written statements
       submitted for the record.

       A.     Public Notification

              The official notice of the public hearing was published in The Washington Post
              newspaper pursuant to Article XIII, Section 62(c) of the Washington Metropolitan
              Area Transit Authority compact. In addition, notices were posted in all of the
              Authority’s vehicles operating in revenue service over the affected routes.

       B.     Review of Transcript

              An informal public meeting was held at 7 P.M. on Wednesday, April 5, 2006, in
              the 3rd floor lobby of the Arlington Courthouse Metro Building, 2100 Clarendon
              Boulevard, Arlington, VA. This meeting replaced the originally scheduled Public
              Hearing Number 519, which was rescheduled to Tuesday, April 25, 2006 as

               Public Hearing Number 522 at the request of Arlington County. Three persons
               attended the meeting and gave comments for consideration by staff.

               Public Hearing Number 520 was convened at 7:00 P.M. on Monday, April 10,
               2006, at the Takoma Park Middle School, 7611 Piney Branch Road, Silver
               Spring, Maryland. Approximately 6 persons attended the hearing and 3
               witnesses testified for the record.

               Public Hearing Number 521 was convened at 7:00 P.M. on Tuesday, April 11,
               2006, at WMATA Headquarters, Jackson Graham Building, 600 Fifth Street NW,
               Washington, DC. Approximately 35 persons attended the hearing and 13
               witnesses testified for the record.

               Public Hearing Number 522 was convened at 7:00 P.M. on Tuesday, April 25,
               2006, in the Arlington County Board Room, Courthouse Metro Building, 2100
               Clarendon Boulevard, 3rd Floor, Room307, Arlington, VA. Approximately 30
               persons attended the hearing and 18 witnesses testified for the record.

       C.      Additional Material Submitted for the Record

               The record for the public hearing was held open until May 1, 2006, to receive
               additional comments and material from interested parties. Four letters and 118
               e-mails were received for the record.

III.   DISCUSSION OF THE PUBLIC HEARING RECORD

       PROPOSED SERVICE, FARE, AND PARKING RATE ADJUSTMENTS ON FOUR
       FEDERAL HOLIDAYS

       Over the last five years there has been a 19% increase in Metrorail ridership and a 40%
       increase in Metrobus ridership on the Martin Luther King Jr. Day, Presidents Day,
       Columbus Day, and Veterans Day holidays. At present Metrorail and Metrobus operate
       a regular or modified Saturday schedule on these days. On some routes without a
       Saturday schedule, a rush hour flow direction service is provided to accommodate
       commuter travel. To adequately meet customer demand on these federal holidays when
       many private businesses are open, the following adjustments to Metrorail and Metrobus
       service and to fares and parking rates are proposed:

On Martin Luther King Jr. Day, Presidents Day, Columbus Day, and Veterans Day

$           Operate regular weekday Metrorail and Metrobus schedules
$           Charge regular weekday fares on Metrorail and Metrobus, including express fares
            where applicable
$           Charge regular weekday rates at all Metro-operated parking facilities

Friday and Saturday night trips after midnight
Staff reviewed all routes that operate after midnight on Friday and Saturday and determined:
    $ Bus routes that were extended when the rail hours were extended are not productive,
       averaging 1 to 5 passengers per trip.
       $       Staff has targeted the elimination of 28 of these 57 routes

Weekday and Weekend Service
Staff looked at the performance of Metrobus service on weekdays and weekends.
    $ Performance measures were used to assess the performance of each line
       $        Service that does not meet four of the five performance measures is considered
       a poor performer.
       $        Other routes are proposed for elimination due to low ridership and the avalibilty
       of alternative service.

District of Columbia

Route W9, Defense Facilities Shuttle - Discontinue all service
Route W9 was established in December 1991, in conjunction with opening of the Anacostia
Metrorail Station, in order to provide peak period service connecting the Green Line with the
Naval District Washington Anacostia Annex, Bolling Air Force Base, and the Defense
Intelligence Agency (DIA).

Since September 11, 2001, Metrobuses have been prevented from entering these military
facilities due to heightened security. Buses now make stops on South Capitol Street outside the
Navy and Air Force gates, which requires passengers to walk up to one mile or ride an internal
base shuttle to reach their destinations.

Recently, DIA initiated a shuttle from Anacostia Station for its employees, which is permitted to
enter the base and stop at the DIA Building. W9 ridership has now decreased to 98 passengers
per day due to the rerouting and competition from the DIA shuttle.

Alternative service is also available via Metrobus route W4 which stops outside the Navy and Air
Force gates.

Route 5B, D.C.-Tysons Corner Reverse Commute - Discontinue all service
Route 5B was established in September 2001 to provide direct, low-cost service for District
residents to access jobs at Tysons Corner. Service was initially provided once an hour all day,
seven days per week. Due to low ridership, off-peak and weekend service was discontinued in
December 2002. The most productive service, during AM and PM peak periods, was retained.

5B ridership has stabilized at approximately 193 passengers per day, approximately 127
passengers are reverse commuters riding to Tysons Corner and the remaining 66 are suburban
residents commuting to the core.

Alternative service is available using Metrorail and any of several connecting Metrobus or
Fairfax Connector routes at Rosslyn or West Falls Church, depending on one’s destination in
the Tysons-Westpark area.

The District Office of Mass Transit is in agreement with staffs proposal.

Routes H5 and H7, Mount Pleasant-Adams Morgan Line - Discontinue all service
Routes H5 and H7 were established in September 1999, concurrent with opening of the
Columbia Heights Metrorail Station, in order to provide two-way loop feeder service between
Mount Pleasant and the Green Line. In September 2001 the loop routes were expanded to
extend west to Connecticut Avenue and to replace Route 99 through Adams Morgan. Service is
provided during AM and PM peak periods at frequencies of 20-22 minutes. Ridership has

remained essentially unchanged over the last 18 months at approximately 300 passengers per
day.
Routes H5 and H7 duplicate other Metrobus routes over their entire length. Alternative service
is provided on Routes 42, 90, 92, H1-4, L1-4 and X3. However, approximately 120 percent of
riders would be required to transfer in order to complete their trips.

The District Office of Mass Transit is in agreement with staffs proposal.

Route M2, Fairfax Village-Naylor Road Line - Discontinue all service
Route M2 was established in January 2001, concurrent with opening of the Metrorail Green Line
extension to Branch Avenue, in order to provide feeder service to the closest station at Naylor
Road. Service is provided during AM and PM peak periods at a 20-minute frequency. Current
ridership is approximately 160 passengers per day.

Alternative Metrobus service is available on Route M6 to Potomac Ave Station and Route V5 to
L’Enfant Plaza. Route F14 serves the edge of Fairfax Village on Southern Avenue going to
Naylor Road Station. Route W4 provides crosstown service to Benning Road and Congress
Heights Stations.

Route N8, Van Ness-Wesley Heights Line - Discontinue Saturday and Sunday service
Route N8 was established in September 1999, in conjunction with the District of Columbia Small
Bus Program, in order to replace large buses on Yuma Street with smaller vehicles that
addressed homeowners complaints about vibrations from large buses causing structural
damage to their homes. The route was also designed to provide a connection from Wesley
Heights to the Spring Valley shopping center and to the Red Line (Tenleytown-AU and Van
Ness-UDC Stations). Service is provided seven days per week to match the span of service
formerly provided by crosstown Routes H2 and H4. In December 2004, the N8 was extended to
Glover Park in order to link that community with
American University, Spring Valley, and the Red Line. Current ridership on the route continues
to be low averaging 123 passengers on 19 trips Saturday and 117 on 17 trips on Sunday.

Alternative service is provided in Wesley Heights and Spring Valley by Route N6 and in Glover
Park by Route D2.

Route X6, National Arboretum - Discontinue all service (operates weekend only)
Route X6 was established as experimental service effective March 31, 2001, in order to provide
direct bus service between Union Station and the Arboretum. The route serves all bus stops
along the route via Maryland Avenue and Bladensburg Road. Service operates between 8 AM
and 5 PM on weekends and holidays. Current ridership is approximately 90 passengers per
day, which is an average of three passengers per trip. Approximately 40 percent of riders board
or alight at the Arboretum stop.

Alternative service is available along Bladensburg Road on Route B2 and along Maryland
Avenue on Route X8.

Virginia Routes

Routes 4H and 4S, Pershing Drive-Arlington Boulevard Line - Discontinue 4H Saturday, 4S
weekday peak service on Sleepy Hollow Road
Route 4H operates between Rosslyn Station and Seven Corners via Fort Myer and Arlington
Boulevard. On Saturdays, service operates every 65 minutes from 6 A.M. to 6:30 P.M.,

alternating with Route 4B to provide a combined 32-33 minute frequency leaving Rosslyn and
Seven Corners. The majority of passenger activity on Saturdays occurs on Route 4B operating
via the more densely populated Pershing Drive/Barton Street/Court House corridor between
Rosslyn and Seven Corners. It is proposed to eliminate Route 4H service on Saturdays and
operate all service as Route 4B at a 60-65 minute frequency.
All Route 4H passengers can be accommodated on Route 4B with seats all day. All of the
same transfers presently made to or from Route 4H can be made on Route 4B, with the added
benefit that Route 4B also serves Court House Station, whereas Route 4H does not. Route 4B
stops within one block of the Fort Myer gate at Pershing Drive and Barton Street.
Approximately 27 passengers on Arlington Boulevard between Park Drive and Fort Myer would
have no direct alternative service on Saturdays.

Route 4S operates weekday peak service between Rosslyn Station and Sleepy Hollow Road
and Columbia Pike. Five A.M. eastbound and five P.M. westbound trips operate every 30
minutes from 6:02 to 8:10 A.M. and 4:35 to 6:35 P.M. The Sleepy Hollow Road segment
between Seven Corners and Columbia Pike is in a low density residential area and is lightly
patronized, with an average of three passengers per trip (30 passengers).

It is proposed to discontinue service on Sleepy Hollow Road and change all 4S trips to operate
between Seven Corners and Rosslyn as Route 4H.

Routes 13A,B,F,G, Reagan National Airport-Pentagon-Washington Line - Discontinue weekday
off-peak service and weekend service after 7 A.M.

With the availability of Metrorail service between Reagan National Airport, the Pentagon and
downtown D.C., Route 13 off-peak service is largely redundant with rail service between the
District and Virginia destinations. It is proposed to discontinue all weekday off-peak service and
all weekend service after 7 A.M. when Metrorail is in operation. Weekday peak ridership
averages 21 passengers per trip versus 5 passengers per trip (65 passengers) during the off-
peak. Weekend pre-rail ridership averages 28 passengers on Saturday and 38 on Sundays.
After 8:00 AM ridership averages four passengers per trip ( 108 passengers) on Saturday and
seven passengers per trip (133 passengers) on Sunday.

Service would operate from 5:10 AM to 9:10 AM and 3:00 PM to 6:50 PM weekdays, 5:20 AM to
7:15 AM Saturdays, and 5:30 AM to 7:10 AM on Sundays

Alternative service is available via Metrorail between the Pentagon and most downtown points
served by Route 13. Riders between the State Department area and the Pentagon can use
Route 80 seven days a week to Farragut West or Gallery Place-Chinatown Stations.

Route 24P Ballston-Pentagon Line -- Discontinue Saturday service

 Route 24P operates weekdays and Saturdays, serving the low to medium density residential
 and commercial areas along the east end of Columbia Pike, South Court House Road, and
 Washington Boulevard in the Clarendon corridor between the Pentagon, Clarendon, and
 Ballston-MU Stations. On Saturdays service operates hourly from 6:30 AM to 7 PM, averaging
 eight passengers per trip. It is proposed to discontinue all Saturday service on Route 24P.
 (NOTE: Arlington County will replace Route 24P Saturday service with Arlington Transit [ART]
 service.)

Reinvestment to relieve overcrowding and running time problems

Ridership data was used to determine what lines were experiencing overcrowding and service
reliability problems:
$ Board approved guidelines were used to determine service problems
$ Staff also reviewed service related problems initiated by passengers, operators, supervisors
    and from the Town Hall meetings
$ Staff identified approximately $2.4 million in service related problems that can be funded
    using resources from unproductive service that is eliminated:
$ Staff determined that these 18 routes have the most severe overcrowding and run time
    problems
$ Approximately 100,000 passengers would receive improved service

          There are no routes proposed to be discontinued in Maryland.

    Summary of Miscellaneous Issues Raised

$      Charge weekday rates at Metro parking facilities on Saturdays.
$      Arguments in favor of discontinuing late-night trips: empty buses, speeding buses,
       noisy engines, screechy brakes.
$      Service should be available at any hour the public wants to use it and expanded over
       existing levels.
$      Retain late-night service on Friday and Saturday nights but charge premium fares.
$      Use small buses in lieu of discontinuing trips or replace fixed-route with demand-
       responsive service.
$      Fairfax Village (DC) and surrounding neighborhoods are closer to Naylor Road
       Station than to Potomac Avenue Station. Reroute M2 to operate a loop: Naylor
       Road Station, Branch Avenue, Alabama Avenue, Bradbury Heights, Southern
       Avenue, Naylor Road Station.
$      Instead of discontinuing it, expand X6 to include other attractions related to the
       Arboretum and operate it seasonally.
$      On weekday Route 4S and Saturday Route 4H, retain selected trips to maintain
       service at times when it is needed most.
$      Institute a program of selected stop removal to speed up buses and assure greater
       schedule reliability.
$      Routes proposed for elimination should have been promoted better to increase
       ridership.
$      Inadequate notice of hearings: 1) Notices not posted in all revenue vehicles; 2)
       Notices not posted in a timely manner prior to hearings, particularly for the

         rescheduled Virginia hearing; 3) Notices should be bilingual (English/Spanish) and
         in larger type.

IV.   MINORITY OR LOW INCOME AREA IMPACT

      The methodology used to develop the proposals to eliminate late night, weekday and
      weekend service was applied equally to all routes regardless of area of the transit zone
      or ethnicity of passengers. WMATA Board approved guidelines were used to determine
      which routes are proposed for service improvements. Many of the routes that are
      proposed for service improvements serve minority or low income areas.
