Official Notification of Proposed
Bylaw Change
As Recorder of Tangier Shriners I am required
to post the following notice regarding the
proposed Tangier Shriners bylaw change which
was read at the September stated meeting.
The proposed change was submitted by our
Treasurer, Illustrious Sir James B. Parks, Sr.,
PP. The proposed change must be held over a
minimum of 30 days and will be read and put to
a vote of the members present at the November
12th Stated Meeting. The purpose of the change
is to further define and limit the amount of the
annual income that may be taken from the Emil
A. Fricke Trust Fund and used for routine Tangier
annual expenses. Only subparagraph 6.11 (a) is
affected by this change. Words lined through
would be deleted and words in italics would be
added.
Paragraph 6.11, Subparagraph (a) presently
reads: “Up to 90% of the income of the fund may
be used as directed by the Board of Directors.
At least 10% of the income must be reinvested
to grow the fund for future needs.”
The proposed change reads as follows: “Up
to 90% of the income of the fund, defined as the
positive total of Interest Income and Realized
Gain/Loss less Investment Fees between Jan 1
and Dec 31, but in no case more than $100,000,
may be used as directed by the Board of
Directors. The income withdrawn can only be
used for the following year’s budget. At least
10% of the income must be reinvested to grow
the fund for future needs”

to 4:30 pm.

Nobles, All: On what will be a very serious note, my article this month will deal with an issue that has been coming for some time. I can’t
say that the Nobility has not been made aware of this in a variety of ways, most noticeably the inclusion of lists of names in the Hot Sands on
two occasions prior to this issue. Those specific lists represented Nobles who had not paid their dues, some for several years, and some who
most certainly were aware of their overdue status and continued to neglect their responsibility to set the record straight. Mail was returned
for a sizeable number of Nobles for a long time, phone numbers were no longer active or now belong to someone else. The time has come
to balance the books…and keep them balanced each year as we move forward into the future. A phrase we hear often repeated is “freedom
is not free.” Well, neither is membership in one’s Blue Lodge, the Scottish or York Rite Bodies, or Tangier Shrine. None of these Masonic
organizations can operate properly without the timely financial support of its members.
During the September 17th Temple meeting, the Nobility was alerted to a new membership suspension policy, adopted by the unanimous
consent of the Tangier Shrine Divan in one of their recent regular meetings. In keeping with Imperial Shrine guidelines, the Divan has
adopted the following policy: A Noble of Tangier Shrine shall be subject to suspension of membership, including all applicable rights
and privileges, when said Noble has failed to pay his annual dues for one calendar year from the end of his last paid membership year
(December 31st to December 31st).
The following is provided for example purposes: Noble John Doe pays his required dues for the calendar year of 2008. During November
2008, the first official notice for 2009 dues for Tangier Shrine is sent out. Noble Doe does not respond to this notice. A second notice is mailed
during the month of March 2009. Again, Noble Doe fails to respond. A third and final notice is mailed during the month of July 2009, and,
again, Noble Doe does not respond by paying his dues. No further notices will be mailed to Noble Doe or any other Noble who has not yet
paid his 2009 dues. In addition, during the month of August 2009, all Nobles who have not paid their current 2009 dues will be removed
from the Tangier Shrine’s mailing list. These Nobles will not receive any future issues of the Hot Sands or any other official Tangier Shrine
mailings until such time as their delinquent dues are paid. Noble Doe, continuing with the example, will then be subject to suspension from
Tangier Shrine, on December 31, 2009, for failure to pay his 2009 dues. When or if Noble Doe desires to be reinstated as a member in good
standing in Tangier Shrine, he will be responsible for paying the dues for the year of his suspension and dues for the current year. At the time
of reinstatement, Tangier Shrine will also require satisfactory proof of his good standing in his Blue Lodge.
The attached list reflects those members of Tangier Shrine who have failed to pay their 2009 dues (as of 09/15/09). These Nobles will
become subject to membership suspension from Tangier Shrine on December 31, 2009. The Nobles that had been listed on previously
published lists, indicating that they owed dues for the year 2008 and back, have already been suspended. Tangier Shrine continues to receive
dues payments on a daily basis, and we are gratefully encouraged by those members who have met their financial obligations.
