Don Dabney welcomed our 911 guests to the meeting. A full list of attendees is provided on Attachment A: 1) LNP Implementation Team - will receive the full minutes 2) 911 Guests - will receive the 911 portion of the minutes Don Miller then covered the agenda: Agenda: 911 Establishment of relationships and coordinates Formulation of subcommittee Neutral 3rd party test coordinators for SPOCs Subcommittee established for Testing SPOCs identified by all companies Office spreadsheet developed on a floppy disc Nondisclosure agreement on confidentiality of NXX openings Choke network Technical interconnection requirements/specifications to be provided by SWBT Compensation expected Master calendar for the region to be made available on the WEB page NANC process flows 911 process flow added to NANC process flows 911 Presentation - Mike Rydman: Following introductions Mike Rydman (SWBT) handed out a copy of the LNP Acronyms (Attachment B). Mike then provided an overview of the basics of Local Number Portability. (Attachment C - the dates have been updated on this copy). It was pointed out that the web site of www.ported.com contains information on LNP across the country. The question was asked as to the status of working wireless issues. At this time most issues are being worked at a national level. John Melcher (Greater Harris County 911) noted that standards bodies are targeting year end 1997 for the TIA to hand down to CTIA initial wireless standards; publication of standards would follow in January or February, 1998. Location portability is currently defined within the SW Region (and it is believed to also be the definition in all regions) to be within the rate center boundary as long as it does not: 1) cross a geographic NPA boundary, nor 2) adversely affect 911. Mike also shared a list of offices by rate center for the Houston MSA. (Attachment D - the map illustration is also included). 911 Concerns to be Addressed by the 911 Committee: Default Routing: Discussion centered on the concern of where the specific 911 issues will be worked. Mike emphasized that LNP must be implemented with the systems we have today. Impacts to 911 need to be identified, a 911 subcommittee should be formed, and specific issues should be assigned to the appropriate 911 working committees. Rick Atkins (SWBT) noted that this will be discussed further at the CLEC 911 meeting on August 5th in Austin. It is envisioned that the test plan will encompass the “breaking” of various network elements and determining what strategies will be implemented to handle those situations. Timeframes to update the ALI data base: Pam Horne (SWBT) discussed the procedures for unlock (u) and migrate/modify (m) for the SWBT 911 data bases. John Melcher asked about the cost recovery mechanism for the 911 activities which are being mandated by LNP requirements. Rick Atkins noted that charges to 911 agencies would be handled through their contracts with the LSPs, etc. Richard Muscat (Advisory Committee on State Emergency Communications) added that there are no known additional charges for the 911 bodies at this time. Error resolution will continue as today to be the responsibility of the service provider. Discussion centered on the timing and procedures for F&T orders. When a customer is both moving and porting at the same time disconnects/new connects cause confusion in the process to follow. Service order processes need to be worked out upstream from 911 data base management modifications. NENA standards do not address “m” & “u” within a company A copy of the NENA standards was provided (Attachment E). Testing: It was felt that having a neutral third party to coordinate inter-company testing would be beneficial. Dick Dowd (MCI) has been proposed as the third party coordinator. He is the third party coordinator for the LLC. Fred Ford (GTE) asked for some information on Dick’s background, etc. (His information was shared in Tuesday’s session). It was suggested that each LSP should solicit their companies to adopt a minimum level of testing. Those test procedures should be included in the interconnection agreements. Harvey Wright (Sprint) suggested that the Test SPOCs come to the next meeting to bring them on board and allow them to meet their inter-company coordinates. It was suggested that each LSP bring their proposed Test Plans to the next meeting. Much information was shared with the group from Dick Dowd (MCI & FCC Field Test Coordination Manager) on the test plans (Attachment F). The following agreements were made: Implementation Team members will share the information with their SPOCs. Each will meet internally with their SPOCs and formulate their company view on the test scenarios (i.e., which tests are appropriate for inter-company testing). SPOC test coordinates are invited to join the Implementation Team members for the next meeting - the second day of the meeting will be dedicated to testing issues with the SPOCs. Switch Lists: Sprint, GTE, Alltel (Sugarland), Ft. Bend Telephone Company, MCI, and SWBT have provided their LNP Office Information; they are included as an attachment to these minutes (Attachment G). NXX Lists: With the NXX lists due by 9/15, committee members need to be prepared to have a status on the NXXs by the next meeting. It was requested that a listing of “excluded” NXXs be provided as exceptions. These are also included in these minutes (Attachment H). Harvey Wright (Sprint) reported that Sprint has no exceptions for the Houston MSA. Additional exceptions should be shared at the next meeting. LERG: Information regarding code openings should be handled as confidential information and should not be shared with marketing or other organizations. It is SWBT’s position that this information will be kept confidential. If other companies are concerned, then a non-disclosure agreement should be formulated. NXX Code Opening: It was agreed that the committee would wait to see if all NXXs were being targeted before formulating concerns about code openings. Choke Network: Mike Rydman (SWBT) presented the proposal which is before the SW Steering Committee on Choke Networks. SWBT in Dallas currently employs this type of arrangement; Houston will be migrated to the arrangement shown in the attachment - however, please note that the third Houston toll tandem being added is not included on this diagram (Attachment I). The DN may be a physical subscriber port or a virtual DN. Location Portability Allows the end-user to retain his/her DN after changing physical locations. The call is then Remote Call Forwarded to a non-dialable code (889) with a Simulated Facility Group (SFG) or Virtual Facility Group (VFG) assigned that is equal to the number of lines assigned to the Radio Station plus two. This 889 code is then routed to the Serving Location. The 390 code here still routes to the PRCN Tandem. The 889 code is opened here, only to the Incoming Calls sent from the PRCN Tandem. • Serving Location - The office where the Radio Station 390 numbers and lines terminate in. These tandems will be the only offices that will accept 390 calls.
