Monday, July 28:

Opening:
Don Dabney (SBC) and Don Miller (AT&T) opened the meeting with introductions and logistics
for the day. Don Dabney welcomed our 911 guests to the meeting.

A full list of attendees is provided on Attachment A:

Don Miller then covered the agenda:

911 Presentation - Mike Rydman:
Following introductions Mike Rydman (SWBT) handed out a copy of the LNP Acronyms
(Attachment B). Mike then provided an overview of the basics of Local Number Portability.
(Attachment C - the dates have been updated on this copy). It was pointed out that the web site
of www.ported.com contains information on LNP across the country.

The question was asked as to the status of working wireless issues. At this time most issues are
being worked at a national level. John Melcher (Greater Harris County 911) noted that
standards bodies are targeting year end 1997 for the TIA to hand down to CTIA initial wireless
standards; publication of standards would follow in January or February, 1998.

Location portability is currently defined within the SW Region (and it is believed to also be the
definition in all regions) to be within the rate center boundary as long as it does not:
        1) cross a geographic NPA boundary, nor
        2) adversely affect 911.

Mike also shared a list of offices by rate center for the Houston MSA. (Attachment D - the map
illustration is also included).

911 Concerns to be Addressed by the 911 Committee:
    Default Routing:
      Discussion centered on the concern of where the specific 911 issues will be worked.
      Mike emphasized that LNP must be implemented with the systems we have today.
      Impacts to 911 need to be identified, a 911 subcommittee should be formed, and specific
      issues should be assigned to the appropriate 911 working committees. Rick Atkins
      (SWBT) noted that this will be discussed further at the CLEC 911 meeting on August 5th
      in Austin.

       It is envisioned that the test plan will encompass the “breaking” of various network
       elements and determining what strategies will be implemented to handle those situations.

      Timeframes to update the ALI data base:
       Pam Horne (SWBT) discussed the procedures for unlock (u) and migrate/modify (m) for
       the SWBT 911 data bases. John Melcher asked about the cost recovery mechanism for
       the 911 activities which are being mandated by LNP requirements. Rick Atkins noted
       that charges to 911 agencies would be handled through their contracts with the LSPs, etc.
       Richard Muscat (Advisory Committee on State Emergency Communications) added
       that there are no known additional charges for the 911 bodies at this time. Error
       resolution will continue as today to be the responsibility of the service provider.

       Discussion centered on the timing and procedures for F&T orders. When a customer is
       both moving and porting at the same time disconnects/new connects cause confusion in
       the process to follow. Service order processes need to be worked out upstream from 911
       data base management modifications.
      NENA standards do not address “m” & “u” within a company

Richard Muscat also noted that for LNP the service provider must be added to the screen. No
PSAPs have been modified to show the telco ID.

911 Committee:
A conference call will be held to establish a meeting time and date and to formulate the process
which the committee will follow in resolving LNP/911 issues.

This concluded the 911 portion of this meeting.
Testing:
It was felt that having a neutral third party to coordinate inter-company testing would be
beneficial. Dick Dowd (MCI) has been proposed as the third party coordinator. He is the third
party coordinator for the LLC. Fred Ford (GTE) asked for some information on Dick’s
background, etc. (His information was shared in Tuesday’s session).

It was suggested that each LSP should solicit their companies to adopt a minimum level of
testing. Those test procedures should be included in the interconnection agreements. Harvey
Wright (Sprint) suggested that the Test SPOCs come to the next meeting to bring them on board
and allow them to meet their inter-company coordinates.

It was suggested that each LSP bring their proposed Test Plans to the next meeting.

Tuesday:

Testing:
Don Miller began discussions about Test coordination. Much information was shared with the
group from Dick Dowd (MCI & FCC Field Test Coordination Manager) on the test plans
(Attachment F). The following agreements were made:
     Implementation Team members will share the information with their SPOCs.
     Each will meet internally with their SPOCs and formulate their company view on the test
       scenarios (i.e., which tests are appropriate for inter-company testing).
     SPOC test coordinates are invited to join the Implementation Team members for the next
       meeting - the second day of the meeting will be dedicated to testing issues with the
       SPOCs.
Switch Lists:
Sprint, GTE, Alltel (Sugarland), Ft. Bend Telephone Company, MCI, and SWBT have provided
their LNP Office Information; they are included as an attachment to these minutes (Attachment
G).

NXX Lists:
With the NXX lists due by 9/15, committee members need to be prepared to have a status on the
NXXs by the next meeting. It was requested that a listing of “excluded” NXXs be provided as
exceptions. These are also included in these minutes (Attachment H). Harvey Wright (Sprint)
reported that Sprint has no exceptions for the Houston MSA. Additional exceptions should be
shared at the next meeting.

LERG:
Information regarding code openings should be handled as confidential information and should
not be shared with marketing or other organizations. It is SWBT’s position that this information
will be kept confidential. If other companies are concerned, then a non-disclosure agreement
should be formulated.

NXX Code Opening:
It was agreed that the committee would wait to see if all NXXs were being targeted before
formulating concerns about code openings.

Choke Network:
Mike Rydman (SWBT) presented the proposal which is before the SW Steering Committee on
Choke Networks. SWBT in Dallas currently employs this type of arrangement; Houston will be
migrated to the arrangement shown in the attachment - however, please note that the third
Houston toll tandem being added is not included on this diagram (Attachment I).

DEFINITIONS:
Conditional Trigger                     The trigger is encountered after additional criteria is satisfied
Connecting Network Access Record        A new type of terminating access record to be used to support
                                        recording of number portability information when an LNP
                                        query is performed at an intermediate (tandem) switch. This
                                        record may be recorded for calls incoming to the intermediate
                                        (or Donor) switch when no other terminating access record is
                                        generated (e.g. for calls incoming over traditional, non-equal
                                        access inter-office trunks).
Donor Switch                            The switch the DN was initially ported from.
Default Routing                         The ability of the switch to continue the call based on the
                                        dialed number when the SCP cannot be accessed due to
                                        abnormal circumstances or the SCP response is contains a
                                        protocol error.
End-User                                Business or residential subscriber.
Intra-LATA Portability                  Providing number portability within a LATA.
Intermediate Switch                     A tandem switch.
LATA                                    A defined geographic area where equal access switches or
                                        access tandem switches can provide carrier access to the local
                                        switch
Line Served by Switch                   Any Directory Number that is connected to the switch or
                                        subtends the switch. The DN may be a physical subscriber port
                                        or a virtual DN.
Location Portability                    Allows the end-user to retain his/her DN after changing
                                        physical locations.
Location Routing Number                 A 10-digit number used to uniquely identify a switch that has
                                        ported numbers.
Local Exchange Carrier (LEC)            An intraLATA route where the route does not involve an
Routing                                 Interexchange carrier. For this case, a IXC is neither dialed
                                        nor presubscribed. Typically, Feature Group C signaling is
                                        used for signaling the call out of the office.

LNP query                               An AIN or IN based LNP query to an LNP SCP used to
                                        retrieve routing information for a ported subscriber.
LNP routing tables                      Tables which route calls, based on called NPA-NXX, to the
                                        owner switch designated in the LERG. No specific
                                        implementation is implied by this term.

Non-involved Switch                     A switch that does not have any number ported to/from it.
Non-LNP Capable Switch                  A switch that does not have the capabilities described in this
                                        Generic Requirements document.
Non-Ported Number                       A DN that may or may not be in a Portable NPA-NXX, but
                                        which has not been moved between switches

Operational User                   The service provider’s craft personnel.
Originating Switch                 The switch where the call originates.
Portable NPA-NXX                   An NPA-NXX in which one or more DNs may have been
                                   ported.
Ported Number                      A DN that has been moved from one switch to another where
                                   the switch may or may not be the same service provider.
Rate Center                        The division of a switch into zones for billing purposes.
Recipient Switch                   The switch the DN is ported to as defined by the LRN for the
                                   ported subscriber.
Service Portability                Allows an end-user to retain his/her DN after changing
                                   services, e.g. POTs to ISDN.
Service Provider Portability       Allows an end-user to retain his/her DN after changing service
                                   providers.
Signal Ported Number Trunk Group   Allows a trunk group to be provisioned to send the dialed

           • END OFFICES (EO) - The orginating office where the
             Public Response (PR, or 390) call originates. 889 numbers
             are screened at every EO. 390 calls are routed Only to the
             PRCN Tandems
           • IXCs - Interexchange Carriers.
           • LECs - Local Exchange Carriers
           • LSPs - Local Service Providers.
           • MTSO - Mobile Telephone Serving Office (Cellular)
           • PRCN Tandems - The digital Tandem where the EOs
             send PR (390) traffic. This tandem then routes the PR
             traffic to the Serving Office as a 5 digit call (ex. 0-1234).

                         Term Descriptions
           • Serving Office - The tandem office that receives the 5
             digit call to the PR (390) telephone number. The call is
             then Remote Call Forwarded to a non-dialable code (889)
             with a Simulated Facility Group (SFG) or Virtual Facility
             Group (VFG) assigned that is equal to the number of lines
             assigned to the Radio Station plus two. This 889 code is
             then routed to the Serving Location. The 390 code here
             still routes to the PRCN Tandem. The 889 code is opened
             here, only to the Incoming Calls sent from the PRCN
             Tandem.
           • Serving Location - The office where the Radio Station
             390 numbers and lines terminate in. The 889 code is
             opened here and pointed to the 390 NOC.

                HOUSTON PRCN PLANS
           • When JA05T Toll Tandem is added in Houston, the city
             Toll traffic will be split. 1+ 390 traffic from other
             companies will terminate at these tandems.
           • Both Toll tandems, 0801T and JA05T, will be used as
             PRCN tandems for all offices, LECS, MTSOs, IXCs and
             LSPs. These tandems will be the only offices that will
             accept 390 calls. This provides the only means of
             capturing ALL 390 calls in order to distribute and limit
             them uniformly and equally into our network.
           • All trunks from the EO to the PRCN tandem will be MF.

           • Sizing of the End Office trunk groups will depend on the
             number of lines in the End Office:
              –    0 - 15,000 lines = 2 trunks
              –   15,001 - 25,000 lines = 3 trunks
              –   25,001 - 50,000 lines = 4 trunks
              –   50,001 - 75,000 lines = 5 trunks
              –   75,001 - or More lines = 6 trunks

                HOUSTON PRCN PLANS
           • Each PRCN Tandem will have an SS7 trunk group to the
             Serving Office.
           • Riverside will be the only Serving Office where 390 is
             Remote Call Forwarded (RCF) to the 889 number for the
             radio station. This RCF number will have a VFG assigned
             equal to the size of the number of lines plus two serving
             the Radio Station.
           • The size of the PRCN tandem to Serving Office Trunk
             Group will be 60% of the total EO to PRCN tandem
             trunks. No consideration of IXC, LSP, LEC, or MTSO
             traffic is required to size this group.
