                                   RFP FOR
                           WASTE DISPOSAL SERVICES

I.     INTRODUCTION

The Athens Housing Authority of the city of Athens, Georgia, hereby solicits RFP’s from
qualified Solid Waste vendors to provide refuse collection, disposal, and recycling services
for the Authority. RFP’s shall be received by the Authority, sealed, not later than 11:00
a.m. Friday May 6, 2011. Pre-bid: Tuesday April 12, 2011, 10 a.m. (non-mandatory).


II.    DEFINITION OF TERMS USED IN THIS REQUEST FOR PROPOSAL

For the purpose of this Request for Proposal, the following definitions shall apply:

A. The terms “AHA”, “Housing Authority”, and “Authority” mean the Athens
Housing Authority

B. The term “RFP” means the Request for Proposal from which this contract is
derived.

 C. The terms “waste management company”, “service provider”, “contractor”,
“vendor” means the selected Solid Waste Contractor.

D. The term “parties” means the Athens Housing Authority and the Solid Waste
contractor, jointly.


III.   TERM OF CONTRACT

The Solid Waste contractor shall be designated as the Authority’s services provider for a
three-year term beginning July 1, 2011 and ending on June 30, 2014. After the initial three-
year period, this contract may be renewed for up to two (2) additional one (1) year periods.
For each optional year of this contract, the Athens Housing Authority shall accept a mutually
agreed annual price adjustment to the contract “per-tip” unit price schedule. Agreement on
this optional year must be in writing from both the contractor(s) and the Athens Housing
Authority and must be initiated not later than sixty (60) days prior to the termination of the
current agreement.
 If, at any time, the vendor fails to provide the services required under the contract, the
Authority will be entitled to cancel the contract after 30 days written notice to the service
provider. The Authority also requires the immediate right to cancel the contract if the
ownership of the waste management services is changed, such as by acquisition or
divestiture.


IV.     BASIC REQUIREMENTS

The Solid Waste contractor shall meet the following basic requirements:

A. The service provider maintains a full service branch or home office in the State of
Georgia.
B. The service provider utilizes the Athens/Clarke County landfill for all refuse generated by
the Athens Housing Authority.
C. The service provider has previous success with large refuse collection contracts.
D. The service provider must designate and assign a primary contact person for all matters
pertaining to the management of the Authority’s refuse collection services. This person has
overall responsibility for the conduct of business with the Authority and the resolution of
problems.

V.      EVALUATION & SELECTION OF THE SOLID WASTE CONTRACTOR

Waste management companies located in Georgia encompass the entire range from
established, large, multi-state institutions to new, small, and local institutions. The selection
of the Solid Waste contractor shall be made without regard to race, ethnic origin, gender or
religious preference. The Athens Housing Authority is an Equal Opportunity Employer.

VI.     SCOPE OF REQUIRED REFUSE COLLECTION SERVICES

Contractor will provide refuse collection services to include the following Athens Housing
Authority owned equipment. The dumpsters are slope front, lightweight lids. Each
dumpster is numbered for identification purposes.

A. Tipping of all 58dumpsters will be done once each week, with 26 tipped twice weekly,
for a total of 84 tips total per week.
B. Tipping of roll-out carts will be done once each week (349 tips total per week). 43 of
these roll-out carts are located at handicap units. At these locations only, the vendor’s driver
will go to the rear of the apartment, roll the cart to be tipped, and return the empty cart to the
rear of the apartment.

Residents are encouraged to recycle. The successful contractor shall make recycle
containers available to any resident already participating in recycling, and to any future
requests. All locations will require some amount of recycling pick-up.

MAINTENANCE

The vendor shall be responsible for maintaining the sanitary condition of each dumpster.
Maintenance shall include:

A. Quarterly and documented sanitization of each dumpster.
B. The policing of immediate surrounding grounds area to remove any trash spilled during
the tipping process or trash left beside the dumpster due to overflow conditions.     (A
continuance of overflow problems at any dumpster should be reported to AHA immediately.)

CALL-BACKS

The vendor shall provide, as needed, same day response for extra or missed tips. Extra tips
will be charged at the same rate as routine tips. Any missed tips that are not corrected
during the day of the scheduled tip shall not be billed, or will be deducted from the vendor’s
invoice.

CANCELLATION

The Athens Housing Authority perceives an excess of callback requirements as an indicator
of a failed waste management program and may, at the option of the Athens Housing
Authority, cancel this agreement in its entirety due to poor performance by the Contractor,
circumstances beyond the control of the Contractor or for the convenience and the best
interests of the Athens Housing Authority.
VII.    FORM OF PAYMENT FOR REFUSE COLLECTION SERVICES

The Housing Authority of Athens intends to pay for all services specified within this
contract. Monthly service charges must be computed using the transaction prices specified in
the RFP and the actual number of such transactions for the month. The Authority should
receive a detailed monthly analysis of charges by project and type of container. The
Authority shall remit payment by check within ten working days of receipt of billing.

VIII.     INSURANCE REQUIREMENTS

The Vendor shall obtain and possess all insurances and licenses for the performance of this
contract. The contractor shall furnish, and the Athens Housing Authority shall place on file,
a copy of the contractor’s Certificate of Insurance. Minimum insurance requirements shall
include:
a) Worker’s Compensation
b) Commercial General Liability: the minimum amount of required coverage is $1,000,000
per occurrence
c) Automobile Liability for a combined single limit for bodily injury and property damage of
not less than $1,000,000 per occurrence.

IX.     ATHENS HOUSING AUTHORITY CONTACTS

X.     SELECTION CRITERIA


The Solid Waste Contractor shall:

A.     Possess the ability, willingness and equipment to provide all services
       requested by the RFP.

B.     Possess the ability and willingness to meet all other requirements of the RFP.

C.     Have no current financial problem(s) that would tend to affect its long-term
       viability
.
D.     Indicate the location of all branches in the State of Georgia and/or Athens.

E.     Provide a statement of qualifications, detailing current and past experience with
       similar large refuse collection contracts, including reference contacts.

NOTE: The AHA will coordinate with the successful Contractor to set the
weekly tipping schedule for optimum property collection management.
