ELIGIBILITY CHECK-LIST

 Your institution is participating in a Comenius 2.1 European cooperation project for the training of
    school education staff.
 Your Comenius 2.1 project has been specifically recognised by the Commission at selection stage
    as creating a framework for the mobility of trainee teachers and therefore eligible for the funding of
    this type of mobility.
 This application has been submitted according to the application procedures set out in the
    Guidelines for Applicants and any closing dates specified by your National Agency.
 This application relates to trainee teacher mobility taking place between 1 August 2005 and 31
    July 2006.
 The activity is planned to take place after the submission date of this application.
 The application form has been completed in full using one of the official languages of the EU or,
  in the case of the EFTA/EEA and candidate countries, in the national language of the country
  concerned.
 The application form bears the original signatures of the project contact person and of the person
  legally authorised to sign on behalf of the applicant institution, as well as the original stamp of the
  applicant institution.

    confirm that my institution has the financial and operational capacity to complete the proposed project.
    The host institution(s) to be visited have confirmed in writing its/their agreement to receive the numbers of trainee
    teachers mentioned in this application.
    We take note that under the provisions of the Financial Regulation applicable to the general budget of the European
    Communities4, grants may not be awarded to applicants who are in any of the following situations:
       (a) if they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an
       arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those
       matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or
       regulations;
        (b) if they have been convicted of an offence concerning their professional conduct by a judgement which has the force
        of res judicata;
        (c) if they have been guilty of grave professional misconduct proven by any means which the contracting authority can
        justify;
        (d) if they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in
        accordance with the legal provisions of the country in which they are established or with those of the country of the
        contracting authority or those of the country where the contract is to be performed;

        (e) if they have been the subject of a judgement which has the force of res judicata for fraud, corruption, involvement in
        a criminal organisation or any other illegal activity detrimental to the Communities' financial interests;

        (f) if following another procurement procedure or grant award procedure financed by the Community budget, they have
        been declared to be in serious breach of contract for failure to comply with their contractual obligations;

        (g) if, in their grant application, they are subject to a conflict of interest;

        (h) if, in their grant application, they are guilty of misrepresentation in supplying the information required by the
        contracting authority as a condition of participation in the grant award procedure or fail to supply this information.

                                            ANNEX 1 – GRANT RULES

A Comenius grant for initial teacher training mobility is meant to offset costs relating to the transnational mobility
of the participants. The grant will make a contribution towards travel, travel insurance, linguistic preparation
(if required) and subsistence costs. Your National Agency’s funding decision will be determined by the
budgetary resources available, which will depend on the budget of each Socrates participating country and on
the number of applications submitted.
The grant may be increased in the case of disadvantaged persons, i.e. persons who are disadvantaged for
socio-economic reasons, and disabled persons who have special needs when travelling and staying abroad (e.g.
an accompanying person). Your National Agency will assess the need for an increased amount against the
information given in section D (grant request) of the application form.
Travel costs
Travel and travel insurance costs are based on real costs incurred. The grant will normally cover 100% of all
travel and travel insurance costs. However, the cheapest rates must be used. Travel costs include
local/regional travel from the place of departure in the home country and to the destination in the host country.
The National Agency will check that the cheapest rates have been used in all travel.
Air travel may be used only for journeys of more than 400 kilometres unless a sea crossing is necessary. In the
case of travel by car, the eligible amount shall be limited to the cost of one equivalent first class rail fare
regardless of the number of people travelling in the car.
Linguistic preparation costs
You may apply for support for linguistic preparation for the students who will undertake mobility, for example a
short course in the target language, or purchase of self-tutoring materials. In such a case, the National Agency
will determine the level of support to offset these costs. In no case can this support exceed the real costs of
linguistic preparation, and grantholders must be able to produce receipts if requested.
Subsistence costs
The grant contribution towards subsistence costs is shown below in the table of maximum weekly SOCRATES
subsistence rates for initial teacher training mobility. Subsistence costs contribute to accommodation and living
expenses, including expenditure for local/regional travel during the mobility period abroad.

            ANNEX 2 – SELECTION OF STUDENTS FOR INITIAL TEACHER TRAINING GRANTS


The selection of individual student teachers for participation in an individual mobility activity is the responsibility
of the institution participating in the Comenius 2.1 project in question. Institutions should ensure that there is a
direct and clear link between the approved 2.1 project and the planned individual mobility.

Mobility project coordinators must give full consideration to the following quality criteria when selecting
candidates. The candidates should:

 have a sufficient degree of adaptability to adjust to living and working in a new environment;
 have the language skills necessary to undertake meaningful teaching practice in a school;
 be prepared to maintain detailed notes relating to their experience which will feed into the ongoing work of the
  project;
 be committed to developing their competence as future teachers in an environment of increased cooperation
   between European education systems.

Mobility project coordinators must:

 give priority to candidates who are handicapped or socio-economically disadvantaged;
 ensure a fair balance of male and female candidates.


Project coordinators should note that it is essential that teaching practice carried out within the framework of a
Comenius 2 mobility project should be fully recognised as an integral part of the student’s teacher training,
equivalent to teaching practice carried out within the participating country. Project coordinators’ attention is
drawn to the possibility of arranging recognition of such teaching practice through the Erasmus European Credit
Transfer System.
