                                                           radio session does not exist, the eHRPD system does not know whether the
                                                           emergency call was established on LTE using an IMSI or an IMEI as the UE‟s
                                                           identity. In addition, the eHRPD HSGW, when it is notified on the A11-RRQ
                                                           that an emergency call is being attempted/handed off, may skip authentication to
                                                           save time. The HSGW normally obtains the IMSI during authentication. In the
                                                           case of an emergency call on eHRPD being handed off from LTE, we need to
                                                           obtain the IMSI at the RAN level, in case the emergency call was originally set
                                                           up using IMSI. Therefore, when the AT/UE indicates on the HRPD
                                                           ConnectionRequest that this is an emergency call, the AN/eAN must make sure
                                                           that it obtains the IMSI. The approach being proposed is to include a new VSA
                                                           on the A12-Access Request that indicates “emergency call” to the AN-AAA.
                                                           When the AN-AAA receives this new VSA, it must return the IMSI on the
                                                           response, even if the response is A12-Access Reject. 8-024

                                                            Recommendation: This comment should be discussed in a joint session with
                                                            TSG-X PDS, to assure that emergency calls can be handed off from E-UTRAN
                                                            in all cases.
