3 ENSCO FILE SYSTEM: ENSCO HAS ESTABLISHED A FLEET-WIDE STANDARDIZED FILING SYSTEM. THIS WILL HELP MAKE PAPERWORK, FILES, AND MANUALS EASY TO FIND BY ANY ENSCO EMPLOYEE, ON ANY ENSCO VESSEL. THIS FILING SYSTEM CONSISTS OF: A) MONTHLY FILES THAT CONTAIN YOUR DAILY ENGINE AND MASTERS LOGS, ALONG WITH PAPERS ASSOCIATED WITH YOUR DAILY ACTIVITIES, LIKE DECLARATIONS OF INSPECTION, COPIES OF YOUR FUEL SOUNDING FORMS, FUEL TICKETS, AND OTHER DAILY ACTIVITIES ASSOCIATED WITH YOUR JOB. B) A DAILY ACTIVITY FILE, YOU CAN PUT ALL PAPERS THAT LAND ON YOUR DESK IN THIS FILE, A HANDY PLACE TO SORT THINGS OUT AT THE END OF THE DAY OR HITCH. THIS IS A FOUR PART FOLDER AND THERE IS A PLACE TO KEEP ALL THE PAPERS YOU WILL SEND INTO THE OFFICE AT THE END OF THE HITCH. THIS WILL INCLUDE A COPY OF YOUR DAILY ENGINE AND MASTER LOGS, ALL SAFETY MEETING REPORTS, FUEL TICKET COPES, FUEL SOUNDING REPORTS, & THE NON-INJURY REPORT.

TRAINING CAPTAINS

C) A FILE FOR REQUISITIONS AND THEIR ASSOCIATED PAPERS, SUCH AS PURCHASE ORDERS, INVOICES. D) A FILE FOR CHANGE OF REQUISITION REPORTS. THIS IS KEPT SEPARATE FROM THE REQUISITION FILE. E) S.I.P. FILE: SEE S.I.P. DETAILS F) BACK TO TOP 4

CHECKING IN SUPPLIES: AT THE BEGINNING OF YOUR HITCH, YOU WILL WANT TO ACCOUNT FOR SUPPLIES RECEIVED, COMPARE THEM WITH SUPPLIES ORDERED, AND NOTIFY THE OFFICE THAT DAY OF ANY DISCREPANCIES YOU FIND. YOU WILL FIND WHAT WAS ORDERED IN THE FILE CABINET OR EASILY ACCESSED ON THE COMPUTER AT: START)>(PROGRAMS)>(TIGERSYSTEM)>(TIGERMIP)>((THIS OPENS THE MAINTENANCE, AND INSPECTION INFORMATION PROGRAM MENU PAGE))>( )>(TPID)>((THIS OPENS THE PID MENU PAGE))>(FIELD REQUISITION MENU)>(EDIT SEND CURRENT FIELD REQUISITION)>(THEN SELECT THE FIELD REQUISITION THAT YOU WISH TO EDIT/SENDFROM THE PULL-DOWN BUTTON. THIS WILL HAVE TO BE CONSIDERED WHEN CREATING AND MAINTAINING YOUR LIST OF SUPPLIES NOT RECEIVED. BACK TO TOP 5

NEAR MISS FORMS: IT IS VERY IMPORTANT THESE BE COMPLETED AFTER A NEAR MISS. THE OFFICE USES THE INFORMATION TO PREVENT FURTHER INCIDENTS AND INJURES. THEY ARE FOUND IN THE TIGER PROGRAM: START)>(PROGRAMS)>(TIGERSYSTEM)>(TIGER)>((MAIN MENU))>(SAFETY)>(NEAR MISS)>( COMPLETE FORM AND CHECK THE TRANSMIT BOX. BACK TO TOP 6 EMPLOYEE ORIENTATION FORMS: THESE ARE USED TO INTRODUCE AN EMPLOYEE NEW TO THE VESSEL. IT IS INTENDED TO FAMILIARIZE THE EMPLOYEE WITH THE VESSEL'S SAFETY, FIRE AND LIFESAVING SYSTEMS. THIS IS A GOOD “C.Y.A.” FORM. FIND THIS IN THE TIGER PROGRAM: START)>(PROGRAMS)>(TIGERSYSTEM)>(TIGER)>((MAIN MENU))>(CREW)>(CREW ADMINISTRATION)>(CREW ORIENTATION.

TRAINING CAPTAINS
FIND THE CREW MEMBERS NAME IN THE PULLDOWN MENU. AS EACH ITEM IS COMPLETED, CHECK THE APPROPRIATE BOXES. PRINT THE REPORT AND INCLUDE THE HARD COPY IN YOUR PAPERS GOING TO THE OFFICE. BACK TO TOP 7 ENSCO SAFETY POLICIES LET YOUR CREW KNOW THAT NOBODY HAS EVER BEEN FIRED FROM ENSCO FOR FOLLOWING ENSCO SAFETY POLICIES. ALL POLICIES ARE EXPLAINED IN DETAIL IN THE TWO ENSCO OPERATIONS MANUALS FOUND IN THE FILING CABINET. THERE IS A WIDE SCOPE OF SAFETY POLICIES COVERED IN THE MANUALS. HERE ARE SOME OF THE HIGH POINTS OF THESE POLICIES: PPE (PERSONNEL PROTECTIVE EQUIPMENT) AND IT'S USE. HARD HATS, SAFETY SHOES, LONG PANTS, SLEEVED SHIRTS AT ALL TIMES OUTSIDE THE CABIN. WORK VESTS WHEN MOORING, GETTING ON AND OFF THE VESSEL, AND WHILE WORKING NEAR OR OVER THE SIDE OF THE VESSEL. SAFETY MEETINGS AND FIRE DRILLS ARE A MUST. ONE IMPORTANT THING TO REMEMBER AS FAR AS DAILY OPERATIONS ARE CONCERNED, ENSCO OPERATIONS WILL BACK YOU UP ON SAFETY ISSUES. BACK TO TOP 8 CLIENT MANAGEMENT: YOU ARE EXPECTED TO MAINTAIN A GOOD WORKING RELATIONSHIP WITH THE CLIENT. ALWAYS BE WILLING TO TRY, ANYTHING THE CLIENT ASKS YOU TO DO. IF YOU HAVE A DISAGREEMENT WITH A CLIENT, IF YOU THINK IT IS UNSAFE, OR ILLEGAL, CALMLY EXPLAIN YOUR POSITION, GIVE THE OPERATIONS DEPT. A CALL, EXPLAIN THE SITUATION AND SEEK GUIDANCE. THIS WILL PREVENT OFFICE OPERATIONS FROM GETTING A "SURPRISE CALL" FROM THE CLIENT, WHERE THEY HAVE NO IDEA WHAT IS GOING ON. BACK TO TOP 9 BEGIN AND END CHARTER PROCEDURES: IF YOU ARE CURRENTLY OFF CHARTER, YOU WILL GET E-MAIL OR A PHONE CALL FROM THE SALES DEPARTMENT. THEY WILL GIVE YOU THE WHEN AND WHERE. THEY MAY EXPECT A ROUGH ETA, IF YOU HAVE TO MOVE TO ANOTHER PORT. WHEN YOU ARRIVE, NOTIFY THE CLIENT AND HAVE YOUR BOAT LEVEL, AND TAKE A SOUNDING. ENSCO HAS A STANDARD SOUNDING SHEET FORM. SUPPLY THE CLIENT WITH THE SOUNDING INFORMATION. ASK THE NAME AND LOCATION OF THE RIG, THE DISPATCHERS PHONE NUMBER. WHEN YOU GET BACK TO THE VESSEL, SEND VIA E-MAIL A MESSAGE TO THE SALES DEPARTMENT. IT SHOULD INCLUDE THE NAME OF THE CLIENT COMPANY, THE NAME AND PHONE OF THE DISPATCHER, THE NAME AND LOCATION OF THE RIG AND THE BEGIN CHARTER SOUNDINGS. TO END A JOB, JUST REVERSE THE PROCESS. MAKE SURE THE CLIENT HAS THE BULK ABD MUD TANKS CLEANED IF THEY HAVE BEEN USED. NOTIFY THE SALES DEPT. OF YOUR END CHARTER SOUNDINGS AND IF YOU WERE HIRED ON IN ANOTHER PORT, DON'T FORGET TO INCLUDE FUEL OWED TO ENSCO FOR RETURN TO THAT PORT. TAKE YOUR SOUNDINGS, RECONCILE THE FUEL / LUBE AS NEEDED AND NOTIFY THE OFFICE. BACK TO TOP 10 TANK ENTRY PROCEEDURES: ENSCO POLICY ON TANK ENTRY IS CLEAR; NOBODY IS ALLOWED IN ANY ENCLOSED SPACE WITHOUT FOLLOWING PROPER PROCEEDURES. ANCHOR LOCKERS AND LAZZARETTES (RUDDER ROOMS) CAN BE ENTERED ONLY AFTER VENTALATING FOR 15 MINUTES OR MORE. VENTALATION FAN BLOWERS ARE PROVIDED ON ALL ENSCO VESSELS. MUD TANKS, OR BALLAST TANKS, IF THE

TRAINING CAPTAINS
PREVIOUS CARGO WAS WATER, CAN BE ENTERED UNDER THE SAME CIRCUMSTANCES. ANY TANK THAT LAST CONTAINED ANYTHING BUT WATER, REQUIRES A QUALIFIED PERSON TO SNIFF THE TANK FOR O2 LEVELS AND LEL LEVELS. IF A TANK CLEANING CREW DOES NOT PROVIDE THEIR OWN TANK ENTRY FORM, ENSCO HAS A FORM FOR THIS. THE FORM MUST BE COMPLETED BEFORE ANYONE ENTERS THE TANK. NOTE: ANYTIME YOU HAVE A THIRD PARTY ON BOARD, BE SURE THEY HAVE FOLLOWED THE ESTABLISHED PROCEEDURES. BACK TO TOP 11 SAFETY MEETING PROCEEDURES: COAST GUARD REQUIRES YOU HAVE A FIRE DRILL WITHINN 24 HOURS OF A CREW CHANGE, WHERE MORE THAN 25% OF THE CREW HAS CHANGED, AND ONE WEEKLY THEREAFTER. THIS MEANS ONE FIRE DRILL BEFORE THE DAY AFTER CREW CHANGE. MAY AS WELL GET THAT SAFETY MEETING IN AFTER THE FIRE DRILL IS OVER. TRY TO GET THE CREW INVOLVED IN THE SAFETY MEETING. THE MATE IS IN CHARGE OF SAFETY AT ENSCO, SO HAVE HIM CHOOSE A TOPIC. OPEN A CONVERSATION ABOUT THE TOPIC, ENCOURAGE DISCUSSION. MEETINGS SHOULD BE LOGGED IN THE COMPUTER AND THE ROUGH LOG. LOG THE MEETING AT: START)>(PROGRAMS)>(TIGERSYSTEM)>(TIGER)>((MAIN MENU))>(SAFETY)>(LOG SAFETY MEETING YOU CAN PRINT LOGGED MEETINGS AT: START)>(PROGRAMS)>(TIGERSYSTEM)>(TIGER)>((MAIN MENU))>(SAFETY)>(VIEW PREVIOUS SAFETY MEETINGS PRINT 2 COPIES, ONE FOR THE MONTHLY FILE, AND ONE FOR THE OFFICE. 13 J.S.A. OR JOB SAFETY ANAYLISIS IS A WAY OF FINDING SAFETY ISSUES IN THE TASKS YOU AND YOUR CREW PREFORMS. ON A SINGLE PAGE, IT BREAKS DOWN THE JOB INTO INDIVIDUAL TASKS, AND ASKS YOU TO FIND ALL POSSIBLE DANGERS, AND WHAT TO DO TO AVOID THOSE DANGERS. FORMS ARE FOUND IN A BOOKLET IN YOUR FILE CABINET. ENCOURAGE YOUR CREW TO FILL OUT THE COMPANY REQUIRED 2 PER DAY. BEFORE STARTING ANY JOB, IT IS REQUIRED THAT ALL INVOLVED PARTIES REVIEW A J.S.A RELATING TO THAT JOB. TO MAKE THE PAPERWORK EASIER, START A SPREADSHEET ON YOUR VESSEL COMPUTER, WITH ALL THE REQUIRED J.S.A.’S (FOUND IN THE ENSCO OPERATION MANUAL) AND JUST ADD TO THAT LIST AS YOU GO ALONG. BACK TO TOP

14 S.I.P. BASICS: THE STREAMLINED INSPECTION PROCESS IS AN AGREEMENT WITH THE COAST GUARD THAT ENSCO WILL KEEP IT’S FLEET OF VESSELS IN TOP CONDITION THROUGHOUT THE YEAR. YOU BEGIN WITH A CHECKLIST FOUND ON THE COMPUTER. EACH ITEM ON THE LIST IS AN INSPECTION CRITERIA FOR A SPECIFIC ITEM ON BOARD. FOR EXAMPLE, RING BOUYS. THERE IS A CERTAIN WAY TO INSPECT ALL THE RING BOUYS ON BOARD LISTED IN THE INSPECTION SHEET. IF ANY ONE OF THESE CRITERIA FAILS TO MEASURE UP, THEN THAT ITEM FAILED THE INSPECTION. A NOTE IS MADE ON THAT MONTH’S INSPECTION, LISTING THE NATURE OF THE DISCREPTANCY, AND WHAT WAS DONE TO CORRECT THE DISCREPTANCY. IF YOU HAD TO ORDER A NEW RING

22 LOADING LIQUID MUD: ENSCO PROCEEDURES. DO NOT EXCEED THE WEIGHT OR CLASS (E) THAT IS LISTED IN YOUR C.O.I. MAKE OUT A D.O.I., POST A PROPER WATCH, CONSULT YOUR “TRANSFER OF LIQUID MUD SCHEMATIC” TO BE CERTAIN THE CORRECT VALVES ARE BEING OPENED. IF YOU ARE ASKED TO LOAD MORE THAN ONE PRODUCT, THERE IS A FORM TO LET ALL PARTIES INVOLVED (DOCK, DISPATCHER, RIG) KNOW OF THE POSSIBILITY OF CROSSCONTAMINATION. IF THIS HAPPENS, NOTIFY THE OFFICE. IF YOU ARE LOADING FROM THE RIG, THERE IS THE POSSIBILITY THAT THE MUD IS CONTAMINATED WITH FLAMABLE GAS. EACH VESSEL IS EQUIPED WITH A L.E.L. / GAS DETECTION METER. BE SURE THE METER STAYS CHARGED AND YOU ARE FAMILIAR WITH THE USE OF THIS METER. WHEN LOADING FROM THE RIG, YOU MUST ASK THE RIG 4 QUESTIONS: 1] WHAT IS THE PRODUCT (OIL OR WATER BASE, SYNTHETIC, ETC.) 2] HOW MUCH (BBL. DO YOU HAVE CAPACITY AVALABLE) 3] WHAT IS THE WEIGHT (NOT TO EXCEED PROVISIONS IN YOUR C.O.I.) 4] IS IT GAS FREE. EVEN IF THE RIG THINKS THE MUD IS GAS FREE, METER IT COMING ON BOARD ANYHOW. IF THERE IS ANY WAY FOR YOU TO METER THE MUD BEFORE IT COMES ON THE BOAT, DO IT. IF YOU GET SOME MUD ON BOARD AND BEGIN TO DETECT A L.E.L. ABOVE 7, SHUT DOWN THE OPERATION, AND NOTIFY THE OFFICE. BACK TO TOP

23 LOADING HAZARDOUS MATERIALS: 1] PAPERWORK: MAKE SURE YOUR DISPATCHER HIGHLIGHTS ALL HAZARDOUS MATERIALS ON YOUR PAPERWORK.HE SHOULD BE DOING THIS ANYWAY, IT IS THE

LAW. ENSCO HAS IT’S OWN HAZ – MAT CARGO MANIFEST, THAT GIVES YOU A PLACE TO LISTWHAT IT IS YOU ARE TRANSPORTING, AND WHERE IT IS ON DECK. 2] SEGREGATION: ALSO ON ALL ENSCO VESSELS IS A CHART THAT TELLS YOU HOW TO SEGREGATE HAZ. CARGOS. SOME CHEMICALS SHOULD HAVE A CERTAIN AMOUNT OF SPACE AWAY FROM CERTAIN OTHER CARGOS ON DECK. CONSULT THIS TABLE WHILE LOADING. 3] COMMUNICATION: THE DISPATCHER IS LETTING YOU KNOW OF HAZ-MATERIALS COMING ON BOARD, YOU ARE FILLING OUT THE PAPERWORK, MAKING SURE THE DOCK CREW IS LOADING IT PROPERLY, THE PAPERWORK IS LETTING THE VESSEL CREW KNOW THERE IS HAZ-MAT ON BOARD. THE EMERGENCY RESPONSE BOOK THAT SHOULD BE KEPT NEAR THE VESSEL CARGO MANIFEST WILL LET THE CREW KNOW HOW TO DEAL WITH AN EMERGENCY. BACK TO TOP

24 UNION ACTIVITY, AND ENSCO POLICY: ENSCO MANAGEMENT ASKS THAT UNION ACTIVITIES OBSERVED NEAR THE VESSEL BE REPORTED TO THE OFFICE, AND REMINDS YOU OF THE NO SOLICITATION POILIY IN EFFECT. BACK TO TOP

25 VESSEL STABILITY CALCULATIONS: MOST CARGOS CARRIED IN THE OILFIELD FALL WELL WITHIN THE PARAMETERS OF THE NORMAL SUPPLY VESSEL. IT IS REQUIRED BY THE COAST GUARD THAT YOU LOG THE VESSELS STABILITY CALCULATIONS BEFORE LEAVING PORT. IF YOU ARE ASKED TO CARRY SOME ITEM ON DECK THAT CHALLENGES THE C.O.I., FIRST, NOTIFY THE OFFICE, THEN TAKE YOUR CALCULATIONS TO THE DISPATCHER, AND EXPLAIN WHY IT CANNOT BE CARRIED. BACK TO TOP

26 CARRYING M.P.T.'S: MARINE PORTABLE TANKS ARE USED TO CARRY COMBUSTABLE MATERIALS. APPROVED M.P.T.’S HAVE A SIGHT GLASS, DRIP PAN, A VENT AND A HARD CONNECTION. THIS IS THE ONLY KIND OF TANK APPROVED FOR TRANSFERRING COMBUSTABLS FROM THE VESSELS CARGO TANKS TO THE M.P.T. ON DECK.
