1.   INTRODUCTION

     This Administrative Circular presents the arrangements and other relevant information for
     the 29th Senior Official Meeting on Energy (29th SOME),and its associated meetings.

     Delegates are strongly advised to take particular note of the Registration and
     Accommodation Booking Summary, which contains the processes that must be completed
     prior to attending the meetings.


2.   DATES AND VENUE

     2.1.   The 29th Senior Official Meeting on Energy (29th SOME) and its associated meetings.
            will be held in Bandar Seri Begawan, Brunei Darussalam from Wednesday, 29th June
            to Friday 1st July 2011.

5.   REGISTRATION (before or by 20th June 2011)

     Please note that all delegates are required to wear identification badge printed with their
     indivdual’s name at the meeting venue and at other related events including dinner
     functions.

6.   ACCOMODATION (before or by 10th June 2011)

     Each delegate is requested to reserve, guarantee and arrange payment for his/her hotel
     accomodation.

     We have blocked a number of hotel rooms with preferential rates at the the Empire Hotel
     and Country Club. The completed hotel reservation form can be sent via:-

     Each SOE Leader (or in his absence, the Head of Delegation) of each ASEAN Member
     Country, the Dialogue Partners and the Lead Representatives for ASEAN Secretariat,
     ASEAN Centre for Energy, ASCOPE Secretary-in-Charge and HAPUA Secretary-in-Charge
     will be provided with a hotel accommodation during his/her stay in Brunei Darussalam to
     attend the Meetings. Please contact Mr Edy Masuri Ahmad at his e-mail :

7.   MEETING VENUES / SECRETARIAT ROOM / COMMON DELEGATES ROOM

     The Meetings will be held in the Indera Kayangan Hall of the Empire Hotel and Country
     Club. It is located at level 4 of the main building beside the escalator.

     The Secretariat and the Common Delegates Room are located at the same level as the
     main Hotel Lobby next to the Business Centre of The Empire Hotel and Country Club. The

     Common Delegates Room will be equipped with desktop computers with Internet
     connection.

8.   MEETING DOCUMENTS

     Documents for the meetings will be provided - 2 files per country.


9.   ARRIVAL AND DEPARTURE FORMALITIES

     9.1.   Airport Information
            All international flights to Brunei Darussalam arrive at Brunei International Airport.
            Detailed information on Brunei International Airport can be found at:

     9.2.   Arrival
            Upon arrival to the Brunei Darussalam, delegates are required to present their
            passport and completed Disembarkation Card (provided by the airline during flight)
            to the Immigration Officer at the Immigration Counter of the Arrival Hall.

            Declarations regarding any prohibited or restricted items must be made to the
            Custom Official stationed after the Immigration Counter at the Arrival Hall.


     9.3.   Transportation
            i.        Courtesy Transport
            Each SOE Leader (or in his absence, the Head of Delegation) of each ASEAN
            Member Country, the Dialogue Partners and the Lead Representatives for ASEAN
            Secretariat, ASEAN Centre for Energy, ASCOPE Secretary-in-Charge and HAPUA
            Secretary-in-Charge will be provided with a chauffered driven car for use during
            his/her stay in Brunei Darussalam to attend the Meetings.


            ii.       Airport-Hotel-Airport Transfer


            Transportation for airport-hotel-airport will be provided to all delegates unless
            otherwise advised by delegates.
            For those opting for other transport arrangements: Taxis and Car Rental Services
            Counters are located just outside the Arrival Hall.
            The Empire Hotel and Country Club also provides rental Limousine Service from and
            to the airport. Further information on this service is provided in the hotel reservation
            form.

9.4.   Travel Information

       Visas

       The Government of Brunei Darussalam requires all visitors to have a valid passport
       and onward tickets as well as proof of sufficient funds to support themselves while in
       the country. It is the responsibility of all delegates to ensure whether they need to
       have a visa for travel to Brunei Darussalam. Visa requirements vary by nationality:

10.           GENERAL INFORMATION ON BRUNEI DARUSSALAM

              The official name for Brunei is Negara Brunei Darussalam (i.e. 'Negara Brunei' - the
              state of Brunei, and `Darussalam' - Abode of Peace). Tha capital city, Bandar Seri
              Begawan is the centre of Brunei’s commerce, finance and government. In many
              ways, it is also the heart of Brunei’s cultural landscape, housing some of the nation’s
              most revered landmarks.

              Brunei Darussalam is an oil and gas (LNG) exporter. Recognising that oil and gas
              are non-renewable commodities, the country is now embarking on a diversification
              programme. The non-oil sectors of the economy include manufacturing, services and
              trade, fishing, agriculture and tourism.


      10.2.   Currency

              The local currency is the Brunei Dollar (BND). Dollar notes are available in $1, $5,
              $10, $50, $100, 500 and $1,000 denominations, while coins are in 1, 5, 10, 20, and
              50 cent denominations. The Brunei Dollar is pegged to the value of the Singapore
              Dollar and both currencies can be used in Brunei.

              EUR1.00 = BND1.81 approx. (as of 27th May 2011)

      10.3.   Climate


              Brunei does not have clearly distinguishable wet and dry seasons. Rainfall occurs
              throughout the year, with the heaviest between September and January and May to
              June.
              The climate is equatorial in general, with a mean average temperature of around
              28°C, with March and April being the warmest. Humidity is high throughout the year
              (about 79%).
              Brunei is not in the direct path of cyclones and typhoons, while earthquakes and
              severe floodings are non-existent.

10.4.   Electricity and Water Supply

        Most hotels uses 220-240 volts AC (50 Hz). Water supply is fully managed by the
        government. The tap water in Bandar Seri Begawan is safe to drink, but bottled
        water is also readily available.


10.5.   Telephone Services

        Local phone services are generally reliable. Public phones can be found in public
        areas across the country. Long distance calls within Brunei Darussalam may be
        made by direct dialing through International Direct Dial (IDD) or through operator-
        assisted calls.

        The prepaid Hallo Kad, available from Telbru in Brunei (including at the airport) and
        other outlets in denomination from B$5.00 to B$50.00 can be used to make local and
        international calls.
        GSM and 3G Mobile phone services are available from network operator DST
        <www.dst.group.com> and B-Mobile www.bmobile.com.bn. They have a good range
        of roaming connections.
        Telex and fax services are readily available in major hotels.


10.6.   Internet

        Broadband and wireless internet services are available in major hotels and some
        public areas.


10.7.   Post Office
        Open from 8.00am to 3.00pm from Monday to Thursday and Saturday. It is closed
        on Friday, Sunday and public holidays.


10.8.   Time

        Brunei’s standard time zone is GMT +7 hours


10.9.   Language

        Malay is the official language but English is widely spoken, alongside Mandarin and
        the other Chinese dialects such as Hokkien, Hakka and Cantonese. Indian
        languages used include Tamil and Hindi.
