                                                                             General Principles




Social welfare grants and loans (aides individuelles d'action sociale) are provided as part of the
family welfare policy of the Pyrénées-Orientales family benefits fund (CAF des Pyrénées-
Orientales), as defined by the fund's governing board. Awarded on top of statutory family
benefits, in specific circumstances and with the aim of preventing families from getting into
difficulty, they should be distinguished from social assistance (aide sociale).

Social welfare grants and loans are provided with the aim of helping children and young people
enjoy and achieve, strengthening the family unit, supporting families through times of difficulty and
improving the living conditions of families.

With these aims in mind they are targeted at the following areas:

   -   Holidays and leisure for children, young people and families
   -   Help in the home
   -   Social support
   -   Housing
   -   Expenses associated with the new school year


The family benefits fund reserves the right to carry out checks and to request the reimbursement of
any payments made if it finds that grants or loans have been misappropriated or used for purposes
other than those for which they were intended.

Any fraud, attempted fraud or false declaration will result in the claimant concerned being
disqualified from receiving social welfare grants or loans, and the imposition of penalties as
provided by law.

Social welfare grants and loans are provided within the available budgetary appropriations. The
assistance offered will vary from one family benefits fund to the next, depending on the situation in
the département concerned.

The quotient familial in euros (used to determine the amount of the loan or grant) is calculated as
follows:


         1/12th of family income for the assessment year + total monthly benefits received
                                      number of units (parts)

    Income assessment year:
     For grant or loan applications made between 1/01/2011 and 31/12/2011: income in 2009
     For family holiday and children’s holiday grants and the passeport temps libre: income in
     2008

    Monthly benefits: total family and social benefits payable by the CAF for the month in
     which the application is made

    Number of units (parts):
     - couple or lone parent: 2
     - a dependent child (as defined as such by the family benefits system): 0.5
     - 3rd child: 1
     - child for whom the disabled child's allowance (allocation d'éducation de l'enfant
       handicapé) is paid or disability card holder: 1

    Income: basis of assessment = total NET INCOME, less child maintenance payments if any

Who is eligible?
As a general rule, social welfare grants and loans are intended for families, young people and
children.

To be eligible, the family must:
     be in receipt of family benefits from the CAF des Pyrénées-Orientales,
     be covered by the general social security scheme (régime général),
     have at least one dependent child (or be expecting a child),
     be in receipt of statutory monthly benefit payments or the new-school-year allowance
        (allocation de rentrée scolaire), or be sharing benefit payments in the case of shared
        custody of a child,
     meet the qualifying conditions for assistance.


Some of these grants and loans are also available for people who do not fall into any of the above
categories:

       parents who are separated from their partner, who are covered by the general social security
        scheme (régime general) and who live in the Pyrénées-Orientales département may qualify
        for grants for family holidays and leisure activities, one-time grants or loans, grants or loans
        to equip and renovate the home and the non-statutory moving grant,
       families covered by the general social security scheme (régime général) and who have no
        dependent children but are supporting a young adult aged under 25 at home, may be entitled
        to one-time grants or loans,
       grant assistance for Bafa/Bafd (activity leader course) trainees and for leisure activities is
        available to all persons covered by the general social security scheme (régime général).

Grants for Leisure Activities
                                              Providing access to leisure activities and holidays
                                              for children, young people and their families.



 Passeport temps libre ("Leisure Passport")
This is a contribution of €50 or €80 towards the cost of enrolling in a sports or leisure activity. The
amount will depend on the quotient familial.

      It is intended to facilitate access to sports, arts or cultural activities organised by an
       approved association, municipal club or body or the Union nationale pour le sport scolaire
       in schools in the Pyrénées-Orientales département.
     It is payable for young people aged 11 to 20.
       The maximum amount of the contribution (which should be less than the combined total of
       the annual fee and insurance) is:
      - €50 for families whose quotient familial is above €350
      - €80 for families whose quotient familial is less than or equal to €350

Who to contact
No need to apply: the passeport temps libre is sent out automatically in September to families
receiving benefits from the CAF des Pyrénées-Orientales and meeting the qualifying conditions.

 Out-of-school club grant (aide aux loisirs)
This is deducted directly from the fee charged by the out-of-school club. The amount deducted will
depend on your quotient familial.

       For your children aged under 18
       For half-day or whole-day stays in an out-of-school club during the school holidays, or on
        Wednesdays and Saturdays during the school term.

You should contact the out-of-school club directly giving them you CAF claimant number (n°
d'allocataire).

 Holiday grants for families and young people (aide aux vacances des familles et
des jeunes)
The grants are intended to facilitate access to holidays for families and the under 18s.

They take the form of a contribution towards the cost of a stay in a VACAF-approved holiday
centre. The amount of the grant will be deducted from the amount you have to pay for the holiday.
The grants are payable for holidays for families, children or young people.

For children of compulsory school age, the grants are only awarded for the school holiday period.

Family holiday grant (aide aux vacances familiales)

 Amount of grant:
   50% of the cost of the stay for families with a quotient familial of between €551 and €640
   60% of the cost of the stay for families with a quotient familial of between €351 and €550
   70% of the cost of the stay for families with a quotient familial of €350 or less
 Length of stay: 3 to 7 days

Social holiday grant (aide aux vacances sociales)

 Amount of grant: the above percentage rates are increased by 10% for holidays included in a
  plan for the family, as developed under a socio-educational support initiative
 Length of stay: 14 days maximum, with the option of splitting this into two 7-day stays

Children’s holiday grant (aide aux vacances enfants)

 Amount of grant:
   30% of the cost of the stay for families with a quotient familial of between €551 and €640
   40% of the cost of the stay for families with a quotient familial of between €351 and €550
   50% of the cost of the stay for families with a quotient familial of €350 or less
 Length of stay: 3 to 14 days

VACAF-approved holiday centres, giving them your CAF claimant number (n° d'allocataire).

Assistance for Families in Times of Difficulty

 Help in the home

Home help grant (aide au domicile des familles)
Families going through major life events such as a pregnancy, separation, hospitalisation or death,
may be entitled to financial assistance towards help in the home during such periods. The home
help grant is intended for parents who are temporarily unable to fulfil their normal parenting role, as
well as lone parents on a return-to-work programme.
The grant reduces the amount you will be required to pay for such help. The amount of the grant is
based on your quotient familial and is deducted directly from the fee charged by the association
providing the help. It is up to the association to determine whether or not your circumstances entitle
you to receive the grant.

Respite grant for parents of a child with a disability (aide au répit)
The respite grant is intended for parents of a disabled child aged under 20, who are receiving the
education allowance for a disabled child (allocation d’éducation de l’enfant handicapé - AEEH). It
allows parents to take a break from caregiving responsibilities to attend an appointment, conduct
personal business… or just to relax for a while in the evening or at weekends (depending on
availability of respite caregivers).

The respite caregiver may be a home helper (auxiliaire de vie sociale) or a family support worker
(technician de l’intervention sociale et familiale) - the association will determine which, depending
on the family’s needs.

Such support will be provided when both parents are out of the home. The main purpose is to
provide caregiving for the child with the disability but such services may also be extended to the
child’s brothers and sisters.

The family will pay an hourly amount towards the cost of the respite care, which will depend on
their income and quotient familial. The amount of the grant will be deducted directly from the
amount charged for the service.

Families are entitled to up to 50 hours of respite caregiving each year under the scheme.

 One-time grants or loans for families (aides financières exceptionnelles aux
familles)
As part of a social support initiative, the CAF can help families in achieving a plan for the family
unit or in coping with short-term financial difficulties. In both cases a one-time grant or loan (1) may
be awarded after an assessment of your circumstances by a social worker.

Plan-based grants (aides sur projet) are designed to help implement a plan for the family, as
developed as part of a family support initiative.
The aim of the plan may be to:
      - help parents in their parenting role,
      - improve the family’s living conditions,
      - help families reconcile family life with steps to integrate professionally or socially,
      - provide temporary help for families facing a change in circumstances.

Hardship grants (aides de dépannage) are intended to help families in temporary financial
difficulty as a result of a life event such as a death, separation, job loss, fire or flood damage, etc.,
leading to a sharp drop in income or major additional expenses for the family.

Grants or Loans to Help Families Equip or Renovate Their Home

With the aim of improving housing and living conditions for families, the CAF des Pyrénées-
Orientales provides grants and loans to help families move and equip their homes to an acceptable
standard:
     contribution towards the cost of equipping the home and carrying out small renovations,
     contribution towards the cost of moving house.


 Grants or loans to equip and renovate the home (aide à l'équipement et à la petite
réhabilitation du logement)
Your quotient familial must not exceed €600.

This financial assistance is to help families:

 pay for small repairs and renovations in the home (painting and decorating, small plumbing and
  electrical work, etc.) carried out by a professional or you yourself. This assistance is provided on
  top of the statutory home improvement loan (prêt d'amélioration de l'habitat – PAH).

 purchase basic household appliances or furniture. This assistance may be granted to families in
  any of the following circumstances:
    lone-parent families,
    large families (with three or more children),
    parents expecting twins, triplets, etc.,
    families in a situation assessed by the CAF as an emergency.

This assistance is paid to you directly:

 in the form of a loan of up to €800, to be repaid in up to 48 instalments,
 or, if you have a low quotient familial, as a grant which may not exceed €500 for any
  consecutive 24-month period.

 Non-statutory moving grant (aide extra légale au déménagement)

You are about to move home but do not qualify for the statutory moving allowance (prime de
déménagement).

You may be entitled to a non-statutory contribution towards your moving costs, capped at the
amount of the statutory moving allowance.

To receive this payment, you must be moving house for one of the following reasons:

   -   because your previous home has been found unsafe or unsanitary (arrête de péril or arrête
       d'insalubrité issued) or unacceptable or overcrowded (constat d'indécence or constat de
       surpeuplement),
   -   because you are being rehoused as a result of a social housing rehabilitation programme,
   -   because of a significant life change that requires you to move house, such as a separation or
       the birth of a child,
   -   because you are moving to a home with better access for a disabled child or parent.

Note that:
    If you are moving because you are separating from your spouse or partner, the move must
       be within 12 months of the separation.
    If you are moving to temporary accommodation because of the condition of your home, you
       are entitled to the grant twice.
    The quotient familial must not exceed €600.

Grants for young people
Grant for Bafa and Bafd trainees (aide aux stagiaires en formation Bafa ou Bafd)

The grants are payable to all persons aged over 17 taking a Bafa or Bafd activity leader course. The
payment is not means-tested but to receive it you must be covered by the general social security
scheme (régime général).

The amount of the grant is deducted directly by the institution delivering the course.

The grant is payable on top of any financial assistance provided by the Conseil général (regional
council) or the Direction départementale de la cohésion sociale (local state administration for social
cohesion).

The amount of the grant is as follows:

 for Bafa trainees, where the CAF is the sole financer:

      €220 maximum for the basic course
      €161.47 maximum for the advanced course (or €176.71 for trainees specialising in the care
       of small children)

 for Bafd trainees, where the CAF is the sole financer:

      €300 maximum for the basic course
      €120 maximum for the advanced course

Non-statutory new-school-year grant (aide extra-légale à la rentrée scolaire)

The grant is for families with children aged between 18 and 21 who are no longer eligible for the
statutory new-school-year allowance (allocation de rentrée scolaire).

 Your quotient familial must be equal to or below €600.

 The child must be born between 16 September 1990 and 15 September 1993 and not be a CAF
  claimant him or herself.

 The child must be enrolled in a "2nd degree" or higher institution (operating under a contract with
  the state) delivering at least 20 hours a week of general, technology or vocational training.

 The grant is a lump-sum payment of €130.

Who to contact
No need to apply: the form is sent out automatically in September to families receiving benefits
from the CAF and meet the qualifying conditions. It should be completed and returned by 31
December 2011, together with a certificate of attendance (certificat de scolarité) from the institution
concerned.
