David Reader - National Development Manager

Julie Edwards

Archery GB are currently in the process of writing a National Development Plan. Broad
headings requiring CSP services are:
Club Development
Schools - in particular PESSYP
Building Capacity

National coverage for minimum service eg access to courses and networks.
Specific intention to work with up to 24 CSPs (yet to be determined) to assist club
development and PESSYP activity.

To be determined, although initial discussions highlight a focus on PESSYP, sourcing funding
opportunities, club and coach development, access to networks, facilities and training courses
as being particulalry relevent.

Sport Unlimited archery proving to be very popular in some areas but currently this is being
driven locally , operating outside of national activities/plans. Archery GB are very keen to
capture the interest generated by SU and develop it further.
Development and delivery of PESSYP after achool archery.

Archery GB are currently developing a CSP Facilitation Grant process to assist with the
delivery of after school archery. See attached.

It is anticipated that The National Development Plan will be signed off early 2010. The
intention thereafter is to meet with CSPs in the new year possibly via three national meetings
(North, South and Midlands) to present the Delivery Plan, case studies, funding etc to meet
CSPs and commence the process of identifying those areas in which to focus activity.
Anticipate 1:1 meetings to follow as appropriate around spring 2010, maybe earlier.

1:1 meetings with at least 24 CSPs. Consideration currently being given by the NGB to the
benefit of a national agreement for the remainder of the CSPN.

To be determined locally.

1:1 meetings with CSPs as appropriate.
To be determined in due course.

British Archery has a small national team and is heavily reliant on its volunteer workforce.
Linking the volunteers to the CSP networks and activity would be extremely beneficial.
There is limited available funding for development work but British Archery would welcome
the support of CSPs to access national and local sources of funding to enhance development
Individual CSP

Sport England to circulate National Delivery Plan to all CSPs on behalf of Archery GB.
Sport England to provide guidance as to the most appropriate locations for the three national
meetings.

England Athletics have a new structure with officers at National, Area and County level (see above).

England Athletics are currently setting up Athletics Clubs Networks - networks of 5-10 clubs. These
networks may cross county boundaries or there may be 2 in one county. 10 are already in place, with 19 well
on the way having been designated. The final wave should be established in early 2010 when around 50
individual networks will, they hope, cover all 49 counties in some shape or form. England Athletics will do a
mapping of the networks and share this with the CSPN in the near future. Many CSPs are already supporting
England Athletics to develop existing and prospective networks. Closing date for next submissions is 31st
October. The main focus of the Athletics Clubs Networks is to improve the quality of coaching, for
 Supporting information
development and for sharing resrouces and learning, this distinguishes them from County Associations who
will continue to focus on competition. England Athletics still encourages clubs to affiliate to their county
association in all circumstances, but for competition in particular.

Some clubs may sit outside Athletics Clubs Networks, but will still be supported by CCSOs in a range of
ways such as linking coaches with coach mentors, advising clubs on clubmark accreditation etc...
Supporting the needs of coaches at the local level is, alongside club development, the major strategic priority
for England Athletics. Providing local coaches with continual support and access to mentoring in specific
event groups is crucial to improving the quality of athletics coaching, particularly in the club system. CCSOs

The ownership and responsibility for the delivery of the Playground to Podium programme in
Athletics has transferred to England Athletics from UK Athletics. All posts involved in
delivering the project will now be employed by England Athletics. Helen Pearce is currently
taking the Interim National Lead and covering the vacant post in the South Region. The full-
time National Lead and South Region posts have been advertised and England Athletics
hope to appoint to these roles in May.
England Athletics will align the Playground to Podium project to the core work of NGB in Club
& Coach Development. The transfer of the programme to England Athletics should also see
a greater understanding of, and involvement in, Playground to Podium by the Club & Coach
          All 49 CSP areas.

With the transfer of the programme to England Athletics timescales for delivery of the CAADs
have yet to be established. The timescale for delivery will be evaluated within the wider
delivery of events and programmes at England Athletics.
England Athletics are evaluating the benefits of delivering the CAADs prior to the outdoor
Athletics season. Athletes that are identified at these days can then be placed into the right
Club and Coaching structures before the season.
England Athletics will provide 2 coaches per CAAD. One of these will be the relevant officer
for that region, either Job King, Shelley Quarin, or the new officer in the South region when
          they are appointed.
England Athletics will work closely with local coaches in the vicinity of each of the CAADs to
try and ensure that a local coach attends the CAAD and can provide a link for the indentified
          Athletes.
The contact details provided in the national guidance document are correct and the vacant
posts will be filled as explained above. It is likely that the email addresses of the Regional
Officers will change in the near future due to the transfer of the programme.
England Athletics want the CSPs to make contact with the relevant regional lead when the
CSP is arranging the CAADs. In the short term there may be capacity issues in the South
region but Helen Pearce will pick up enquiries from CSPs in this region.

PESSYP strand (under 19s) - this is focussed on School-Club links the key to which is club
development. Community work will develop from this, funded through The Lord's Taveners.
Playground to Podium
Club Development
To be decided by Boccia, but will align with P2P focus areas and areas where clubs are in
development.
A roll-out plan has now been provided by Boccia, with the following CSPs highlighted for P2P
this year: Tyne & Wear, Humber, Greater Sport, Merseyside, Nottinghamshire, Leicestershire,
Hertfordshire, Gloucestershire, Wesport, Sport Hampshire, West Yorkshire, North Yorkshire,
Derbyshire, Cambridgeshire, herefordshire & Worcestershire, Active Surrey, Kent and Cumbria.
The following CSPs have been targetted for a higher level of service to increase local provision
and develop relevant exit routes to link in with future years P2P: Berkshire, Lincolnshire,
Staffordshire, Pro-Active East, Sussex (East), Oxfordshire, Birmingham, Devon, Norlolk, Essex
and Cornwall.
Connecting to the CSP area, particularly PESSYP networks, ensuring that Boccia have access
to relevant contacts and can engage with programmes such as Sport Unlimited.
Club, coach and volunteer development.
Assistance with identifying places where boccia is currently played as part of a national mapping
exercise.
Once Coaching Development Managers are in place, Boccia will want to access these as they
are currently developing a Level 1 award to be rolled out in the autumn with Level 2 to follow on.

Boccia would like to access Sport Unlimited but understand the need for clubs to have the
required standards of accreditation in place.

Boccia are focussing attention on club development and may wish to access additional services
for this.
Would be funded through Boccia, through own charity fund raising and other income generation

Boccia would like to get started as soon as possible.

Boccia will identify the areas where they want to work. They would then like to meet with the
relevant CSPs as "clusters" - to explore setting up an agreement on services required. These
will be arranged by Sport England regional Community Sport Managers who can bring clusters of
CSPs together. It is likely that they will want a very basic level of service (mainly signposting)
from all CSPs - an agreement on this could be agreed nationally at the same time.
To be decided.
To be decided, but could happen concurrently with the sign off for core.

Boccia is rolling out P2P on a year on year basis, so it would seem sensible to review delivery
agreements on the same basis.
Boccia is currently under the umbrella of CP Sport, who are the recipients of Sport England
funding and part of its 09-13 plan is that during the first year it will set up as an independent
NGB "Boccia England". They are currently advertising for a Chief Executive, and at full
complement will have 4 staff. They attract significant partnership funding from Lords Taveners
which has allowed the employment of Mary Johnson, the Junior Development Officer.
This is the first time that Boccia have received "statutory" funding, having in the past relied on
fund-raising, so this is a new way of working for them.

Boccia England to provide list of priority focus areas for 09/10.
During the last year Boccia has focussed P2P work in 11 areas, and will expand to 18 areas for
year 09/10. This has included developing the clubs and volunteers who can provide pathways in
these areas. Additionally there are 9 regional centres, aligned to YST areas, to support the
competition structure.
In terms of facility requirements, all that is needed is a badminton court size hall, accessible to
wheelchairs.
Boccia would like to access information on which schools have disabled young people.

The NGB wishes to base local discussions with priority CSPs on the core offer however there
are a number of services they would wish to request from all 49 CSPs as follows;
(1) Please be aware of boxing contacts in order to be able to pass on any enquiries. the NGB
will forward details of divisional secretaries to all CSPs.
(2) Where a CSP supports clubmark please include boxing (includes running MOS courses,
running workshops on club development and assessing clubmark applications where
applicable)
Sport Unlimited is very important to boxing - please consider including this as an activity

Priority CSPs - delivery arrangements to be agreed locally. Other CSPs - no delivery
arrangements required.
Boxing wishes to identify priority areas for delivery across England. Below is a summary by
region of priority areas within each. In addition to this the NGB would wish to secure a
minimum level of support from all 49 CSPs.
EAST REGION - Suffolk are currently the priority CSP in this region. The NGB has met with
local partners already and are looking into the possibility of placing a Boxing Development
Officer post into the County. This action is pending a meeting in January 2010.
EAST MIDLANDS - Derbyshire is the priority CSP in this region. At present no action is
required as currently awaiting the appointment of a Boxing Development Officer. NGB will
arrange a meeting to discuss action. NGB also meeting with Leicestershire City in January re
LONDON - Delivery in London will be in the Central and East Proactives (Newham). Re-
establishment of the Pan London Development Group will require CSP support.
NORTH EAST - Boxing has prioritised the Tyne and Wear partnership area due to
developments around the Gateshead area. Future action on this is yet to be confirmed and
will be lead by the NGB, please wait for them to make contact.
NORTH WEST - NGB wishes to work with Merseyside and Greater Sport. They wish a
meeting to be set up between the 2 CSPs, Sport Englands regional office, the 3 x Boxing
Development Officers in the area and Rebecca Gibson. They wish Sport England to lead on
SOUTH EAST - The regions boxing works to do not directly mirror Sport Englands regions
however, they would like to arrange a meeting between themselves (Rebecca Gibson) and
the following CSPs - Kent, Sussex, Surrey, Hampshire and IOW. Sport England to organise
the meeting. The NGB also wishes to explore options with Bucks, Milton Keynes, Berkshire
and Oxfordshire but will make contact seperately when ready to do so.
SOUTH WEST - This region is currently on hold, there are potential future developments with
all 7 CSPs but this is yet TBC.
WEST MIDLANDS - The priority for delivery in this area will be Birmingham CSP area. This is
currently on hold and the NGB will progress action once ready to do so.
YORKSHIRE - Boxing is currently working with West Yorkshire and will continue to lead on
activity with this CSP - a meeting is arranged for February. The South Yorkshire CSP is a
priority for sustaining a Development Officer. Again, the NGB will continue to progress action.

                          supported by the CSPs.
Timelines for delivery of 3. CSPs should in the meantime engage with the CCBs (they are probably already doing so) to support

complete by 1 October 2009. It is the Operational Management Group (OMG) of the CCB who are involved

                          4. Once these plans are complete and agreed, the CCBs will be in a position to negotiate with their CSPs
on how the CSP can support the plan both within and outwith the Core Services Specification, and
agreements can then be drawn up. This is likely to be during the months following the Oct 1 submission of

necessarily mean being a full working member of the Board. However, attending some meetings would be
the best way of the CSP understanding the needs of the NGB.

Grow - The BEF have run an onward commissioning process with their member bodies for Grow outcomes. Each
member body was invited to bid for part of an initial pot for all 3 outcomes over the 4 years. An investment panel
drawn from member bodies, the BEF and Sport England made the final decisions on awards. The panel decided to
only award year 1 (2009/10) funding, and to run the process again for year 2 onwards when a greater level of
understanding was in place amongst member bodies about what is being sought. This is known as the
commissioning process.
There is a review of the year 1 process scheduled for the end of October 2009, which will also kick off the start of the
year 2-4 process. The largest year 1 contributors to the Grow outcome are ABRS ; BD ; BHS ; and RDA. Years 2 - 4

Sustain - This intervention is focused on clubs (riding centres) volunteers and coaches, with each member
body committed to targets around these 3 areas. Of interest in this intervention is the focus on improving
the experience of existing club members. There is a desire to influence centres who provide riding
opportunities for the general participant eg matching of the right horse for the right rider to improve the experience
of the general participant - this all contributes to an increase in participation.
The 3 biggest contributors to the sustain outcome are ABRS ; BHS and RDA.

The Increasing Participation intervention focuses on 6 „Positive Participation Programmes‟ that all aim to attract and
retain 1000 people in the sport over the course of the 4 year funding cycle:
                            1. Private Sector (holiday programmes and local authority)
                            2. Universities and FE - Retention of existing participants

                            6. Veterans and Adults

The level of support required from CSPs will largely be determined by the location of the Regional Academies (see
below) as these areas will be a hub of activity leading on club and workforce development.

In year 1 (09/10) some initial pilots have taken place in London (Tower Hamlets, Hammersmith and Fulham, Camden,
Islington, Newham and Bromley) and it is intended that a Community Coach be appointed in London in the near
                            future.
 Geographical areas for

Academies will commence which will result in nine new academies being launched, three per year over the next three
years. This phased approach will determine the geographical focus areas for delivery and will steer the differing level
of support required from specific CSPs.
To be determined but where a CSP is supporting the establishment of a regional academy it is most likely

PESSYP activity In year 1 has been focused through the pilot work in London where twenty young leaders
have been trained and are now running activities in primary schools. A specific NGB led intervention has

The outcome of the regional academies tender process will be known at the end of July / early August.
British Fencing will make contact with CSPs to announce the location of the first three regional academies
and contact will be made with the respective CSPs for specific support.

It is expected that a national agreement will be drawn up to outline the generic support required from CSPs
not directly involved in supporting developments linked to a regional academy.

The NGB has two headline priorities for delivery through 09/12 plans.; (1) a large focus of the NGB is on
List of Interventions governance. EMDP is an umbrella organisation and they will be seeking to bring more organisations on
requiring CSP services board over the coming months and years and (2) Increasing and supporting the teacher and volunteer base
                            on the ground.
Geographical areas for EMDP wish to request a minimum level of service from all 49 CSPs
       delivery
                            The headline services that EMDP wish to request from CSPs are as follows;
                            (1) Where a non affiliated NGB exercise, movement or dance teacher approaches the CSP, the CSP will
signpost them to the EMDP NGB.
                            (2) The CSP will be aware of the EMDP and what it is trying to achieve through 09-13 plans (NGB will
                            provide information sheets to CSPs)
                            (3) Where the CSP perceives a need for exercise, movement or dance courses to be provided they should
                            inform the NGB of this.
                            (4) The CSP will include information on exercise, movement and dance activity provided through the NGB
on their website and through emails to local partners. This could include signposting to the EMDP website.
The NGB will provide the CSP with this information where relevant which could include training
opportuntiies, participaion opportuntiies, events, support opportuities, specific target market delivery,
Classmark information. The NGB will assume a minimum distribution network of: Local Sports Development
Teams, Local Council Health Departments, Local Council Arts/Culture Departments, Community Dance
Coaches, Community Multi-sports Coaches, Primary Care Trusts, Local Authority Leisure Centre Networks,

                            Education, County NGB reps.

                            (5) If the NGB or an EMDP affiliated teacher approaches the CSP for support please help them with…(a)
knowledge of local partners (b) knowledge of potential local facilities for delivery of class activity (c.) links to
CSP Core Services local networks e.g. SSPs (d) knowledge of any funding opportunities that exist to support the delivery of
required activity (e) where the CSP is aware of any local promotional opportunities for classes (eg holiday brochure
through Local Authority) please signpost to these (6) signpost the to any local funding opportunities that
may support them the delivery of activity (7) provide local intelligence to support funding applications.

                            (6) Once the NGB has its organisational/independant teacher affiliation process confirmed please be aware
of this and ensure that local partners are using organisations/teachers that are properly affiliated to ensure
achievement of MOS? (NGB will provide CSPs with details once these are available)

                            (7) Where the CSP is aware of any local funding opportunities that exist to support the education of
                            teachers please inform the NGB.
                            (8) Where the CSP comes across an external training provider delivering courses please signpost them to
                            the NGB.
                            (9) If any enquiry comes in to the CSP regarding requests for local dance classes please signpost the
person requesting this to the online class search (www.emdp.org)

                            (11) Quality assurance - once the classmark scheme is launched (similar to clubmark) can CSPs be aware
of its existence to ensure any partner delivering local activity is aware of the NGB quality standards
                            (12) Support the NGB to understand LA priorities where requested. Inform the NGB of any LA opportunities
linked directly to NGB priority developments where relevant. Understand the NGB plans and feed these into
LA's with exercise, movement and dance remits/developments/officers.
                            (13) Where the CSP is aware of county/local organisations with specific exercise, movement or dance
remits they should inform the NGB of this if the NGB enquires or inform the organisaiton about the NGB.

details will be registered on the Parasport MyLogBook when the officers are identified, so the
County FA will be able to access them through that route. Sport England will provide a list
when all the CSPs have registered.
This should be discussed with the contact at the County FA.

Football have organised their resources in terms of coaches etc to deliver P2P through multi-
sport CAADs, ie a one hour session for 24 young people. If a football specific day was
planned, then this would be best organised as separate 1 hour sessions, each for 24 young
people, so that it could be properly resourced.

The facility requirement is for an astro-turf pitch (with an indoor option if possible, in case of
bad weather). Grass pitches are not suitable as they cause problems for some impairments.
They suggest consulting the County FA who may have access to facilities, and/or discounts.

Football have produced specific P2P guidance for their County FAs - (see below for link)

Information which maps the leagues and Centres of Excellence has been provided (see
below for link).

A DVD for each impairment group, demonstrating the skill levels along the player pathway
should be available later this year.

Click here for the Football Specific P2P guidance and maps of disability centres of excellence and leagues.

All County FAs have an officer with a remit for disability - this may be a Disability Officer, or a
generic officer with a disability remit. They are striving towards having a disability officer in
every county. There are also some disabiity officers, funded through the Football League
Trust, who work across the County FA and a league club.
Football have exit routes from CAADs in place. There are currently 800 male and 100 female
disabiity teams - these are a mix of pan-disabiity and impairment-specific - and 27 funded
county disability leagues; (if no funded league in a particular county then teams travel to an
adjacent county), so they will be able to signpost all players to a club or Centre of Excellence
as appropriate.
Looking at wider work with CSPs, the NGB would like some help with communications, and

England Hockey has 5 key interventions, listed below. The first 4 will require CSP services.
          1. Embed hockeys Single System throughout the sport
          2. Increase hockey played in schools, universities and clubs (including the existing Children
          and Young People plan)
          3. Improve the club and associations' capabilities to grow the sport, retain participants and
          deliver the single System
          4. Use 2012 to raise the profile and participation of the sport
          5. Improve the sport's communications and PR internally and externally
          All.

1.1 Connecting NGBs to the CSP area. Hockey would like assistance with talking directly to
local authorities when they have specific needs, for example on facilities or major events.
They would like to have dates of, for example, Chief Leisure Officer meetings, so that they
know when to feed in information.
1.2 Club, Coach and Volunteer Development. Hockey would like access to generic courses,
and help with accessing funding, eg coach bursaries, for these where possible. Where
courses are already set up they would like to be notified so that they can notify their clubs.
They would also like to be able to request specific courses where they identify a need.
They would also like to make more use of volunteer bureau, and would like CSPs to help by
          brokering these relationships.
1.3 Children and Young People. Hockey would like links to PESSYP networks in order to
          promote their "Quicksticks" programme.
Hockey would like to explore how they can broker deals with the LEA for their equipment
          suppliers.
Hockey want to develop young leaders, eg university students, and would like assistance with
meeting the right people in education establishments.
1.4 Facilities. Hockey will be providing a facility specification which they would like CSPs to
get onto BSF agendas. They will also provide information on where their local clubs are, so
that they can be linked to any new facility build. They are particularly keen that the message
1.5 Investment. Hockey would like to information on funding opportunities so that they can
pass it to their clubs via the hockey network. Thiis could, for example, be via the CSP's
general newsletters or funding alerts. They would also like to have access to funding
workshops/surgeries (particularly for small grants funding) and ad hoc advice by telephone.
Hockey would like to explore the opportunites that RIC present.

In some specific areas some "handholding" of clubs through Clubmark may be required.

It was suggested that there may be a little funding available for this next year, and that
perhaps several NGBs pooling resources could fund an officer to do this work across an area.

This will probably be through meetings at England Hockey region level (see below for regions)
which all relevant CSPs can attend. Likely to be in February 2010.

Regional

The structure of England Hockey is as follows:
There are 5 regions, each of which has a Regional Manager and several Regional Officers
who cover 3-4 counties each.
The regions roughly match with Sport England regions as follows:
South (South East and London)
West (South West + Hereford)
East (East + Lincolnshire)
Midlands (East Midlands + West Midlands)
North (North West, Yorkshire and North East)

The regional delivery plans are still in draft form, and contain specific targets for the region
and development officer areas.

Lacrosse see CSP as having a key role in helping the sport hit key targets, “small sport” so
engagement / support of CSP essential. Lacrosse feels they now have the potential to really
expand the sport.
• English Lacrosse have 5 key interventions, 4 of which require CSP services:
• National Development programme – putting in place a development staff infra-structure to
work through existing delivery networks to include 3 x FT Senior Regional Officers (cover
Lacrosse “hot spots”), 7 x FT Community Development Officers (covering targeted / focus
areas) and approx 150 seasonal Community Development Officers. Aim to increase
participation in 3 age groups 7 to 15, 16 to 21 and 22+; grow target - increasing the number of
people doing 1 x 30 min session of lacrosse per week to 6600 and increasing the number of
people doing 1 Lacrosse session per month to 10,800 by 2013. Sustain target – increase
 National Club Expansion Programme – increase number and size of Lacrosse Clubs
(community clubs) in targeted / focus areas. Schools and community junior lacrosse clubs (7
to 15), universities, colleges, sixth forms, community clubs (16 to 21) and community clubs
(22+). Club development pathway in place. “Lacrosse mark” club scheme in place.
• National Education Programme – “right coach / official / volunteer, right place, right time”,
coach / official / volunteer pathway in place, courses and resources to support this.
• National Talent ID (excel target) – implement a system of 12 regional centres for 12 to 19
year old women, implement a system of 4 regional centres for 12 to 19 year old men. Target
800 talented Lacrosse players to access the 16 centres per year. Implement a system of 10
performance clubs. 100 performance club members identified to participate in CENTEX
• Lacrosse have a traffic lighting system (RAG) / CSP Ratings System which clearly identifies:
o Green CSPs – Lacrosse wants full engagement / support with all delivery programmes (the
4 interventions listed above).
o Amber CSPs – Lacrosse wants engagement / support on some areas of the delivery
programme [prioritise intervention(s)].
o Red – CSPs not identified as a priority / Lacrosse not yet ready to work in this specific area
/ area not ready for Lacrosse.
• Rating system clearly shows geographical areas and is currently being updated (see key
actions below) and Lacrosse recognise this is a “live” document and will change over time as
development opportunities arise.
• Lacrosse will meet individually with “green” CSPs and complete Service Level Agreement.
• Lacrosse would like SE support to pull together cluster meetings for “amber” CSPs.
• No engagement required with “red” CSPs at this time.
NGB wishes to use core spec as a start point for working with CSPs

• Lacrosse well engaged with PESSYP programme and see it providing essential
development opportunities. CSP / SSP / PDM network central for the effective delivery of
interventions, particularly in terms of club development / expansion.
• Lacrosse feels Sports Unlimited has ad-hoc / random engagement and have experienced
pushing out of existing development work in favour of SU activities in some areas.
None identified at present. Potential development of work in future around 16+ women
however this is not relevant at present.

requiring CSP services Focus for BOF in terms of their grow and sustain target is about moving orienteering from an 'event' based
sport to a more regular local community activity.

Engagement for CSPs relates to providing contacts, engagement, facilitation relating to club development,
coaching, facility provision and possible marketing support. BOF looking to use as much of it's resource on
helping to fund delivery and implementation.
BOF have a clear understanding of current geographical needs. They have a programme linked to priority
clubs. For BOF clubs are predominently county/large area focus rather than the traditional view of club
                            which is very local.

BOF have Regional Development Officer network but these are p/t appointments with restricted time for
                            networking.

Geographical areas for Each of BOF's priority clubs have an area for focus:
delivery Barrow & Furness, Ulverstone/Kendal (South Lakes), Keswick / Cockermouth (West Cumberland), South
Ribble (Lancaster), Pendle Forest & SE Lancs (Blackburn, Bury, Bolton), Manchester (Stockport / Hale),
South Yorkshire (Sheffield University based), Derbyshire (Buxton, Derby, Chesterfield), Nottinghamshire
(Mansfield, Retford, Nottingham area), Cambridgeshire (Huntingdon), Essex (Colchester university based),
                            Brighton, Southampton, Bristol, Bournemouth, Salisbury

Other developmental areas linked to PESSYP targets:
Teeside, Northumberland (Morpeth), York (Ebor), Beverley / Scunthorpe (Humberside and Lincs), Kenilworth
                            1. Facilitation / Networking:
BOF need CSPs to provide key networks and links to partners in the focus areas listed above due to
capacity of current staff usually employed on pt basis and reliance on volunteers / good will of active
members. BOF have part time regional staff.
CSPs to help accelerate implementation through links/influence with key partners.
Add value by engaging key partners through translating BOF objectives to community partner objectives.

Actual details to be confirmed but to enable the strategic priority 'Increase and sustain
participation towards Excellence' to become a reality there are 4 delivery interventions:
1. More people playing more often
2. Competition structure supporting players to be the best they can be
3. More coaches delivering quality coaching at all levels
4. Developing Young Adults
Rounders England currently have three full time Regional Development Officers in London,
East and the South East. Three Volunteer Regional Officers also cover the South West, North
West and South West/South East.
Implementation of the Whole Sport Plan 'Making a Difference' will see activity expanding in all
regions covered by the Regional Officers with London, East, South East in particular being
the focus for delivery. Limited resources are available to work with West Yorkshire and West
Rounders England currently utilise a standard Core Contract and they will cross reference this
document with the Core Specification to identify the exact services required.
However, there is a general focus on club development and so connecting the NGB to the
CSP area, in particular to Local Authorities where rounders is a priority will be required along
with access to club, coach and volunteer development opportunities.
Likewise utilising local networks to develop cross sport working is of particular interest with
recent developments working with rugby clubs utilising facilities 'out of season' and
developing indoor rounders for wheelchair users proving particulalrly successful. This is an
approach that Rounders England are looking to build on with other rugby clubs and with other
sports.
Although Rounders England have had limited involvement with Building Schools for the
Involvement with Sport Unlimited in particular with Living Sport , Cambridge.

Work within the regions towards the Community Game falls from the new Community
Strategy 2010 / 2012. It ensures delivery of Competitions, Clubs, Player Development,
Coaching, Visibility & Profile across all directorates of the RFL to achieve consistent delivery
as a whole organisation. Investment work falls from 09/13 Plan.
5 Regional Officers work across England - London and the South; Midlands; Northeast;
Northwest; South West; Yorkshire. Within each region RFL operate within Service Areas -
these indicate boundaries of RFL activity. In the heartlands of the north / M62 corridor these
Service Areas follow Local Authority Boundaries ; in other areas the Service Area is not yet
functional or covers a much bigger geographical scale (see Regions, CSP and Service Area

BSF is a huge opportunity for the sport - links to LA Playing Pitch strategies ; Facilities
Strategies. The RFL understand and recognise the gain of multisport sites for the
development of rugby league participation or associated sports eg Cheerleading.
PESSYP - RFL work across all ages groups initially through tag rugby linked to League for All
initiative (non contact rugby league) in older age groups and contact rugby from Year

The RYA have 5 Interventions:
1. Volunteering, 2) Coaching, 3) Clubs and centres, 4) Junior Pathway, 5) E-Learning and
Communication.

The RYA are fairly self sufficient in terms of delivery against these interventions. They have
clubs and facilities in place across England and these are all mapped.

Some key areas of support that CSPs could provide relate to:
1) Local funding/resources opportunities: an officer within the CSP who acts as the
funding expert with regards to local funding opportunities
2) Selling the Sport: providing innovative ways of promoting sport/reengaging with people
who used to do sport and information on website to sailing opportunities and links to the RYA
website. This relates to the providing information linked to other water based activities, such
as swimming lessons. Channelling potentially interested people to RYA Clubs.
Communication helping to break the misconception that sailing is expensive would be helpful.
3) Linking watersport opportunities: The CSP and Sport England could be a useful 3rd
party broker in terms of bring water sport providers and opportunities together. Unlikely to
happen if left to the individual sports.
The RYA has 7 RDO (F/T), 26 On-Board Officers (dealing with Junior sailing programmes), 3
High Performance Managers (Junior Racing focus), a number of part time contracted
coaches (developing junior and adult sailing opportunities within clubs and centres) and a
network of volunteers.

There are around 1500 sailing providers across England and the provision at these is
monitored through a accreditation system. All recognised training centres receive an annual
inspection.

RYA programmes include:
Volunteers at Clubs
Officials / Judges (through Clubs)
Instructing (Learn to programme)
Race Coaching
Regular Club Coaching (Racing)
Adult 1x30 participation programme
Club & centre Development

1) Local funding/resources opportunities: an officer within the CSP who acts as the funding
expert with regards to local funding opportunities
2) Selling the Sport: providing innovative ways of promoting sport/reengaging with people who used to do sport
and information on website to sailing opportunities and links to the RYA website. This relates to the providing
information linked to other water based activities, such as swimming lessons. Channelling potentially interested
people to RYA Clubs. Communication helping to break the misconception that sailing is expensive would be
helpful.
3) Linking watersport opportunities: The CSP and Sport England could be a useful 3rd party broker in terms of
bring water sport providers and opportunities together. Unlikely to happen if left to the individual sports.

Is potential to expand through Sports Unlimited programme - it is an issue of capacity of
Regional BOF Officers. See issues

Currently BOF are trying to ensure that 09-13 funding is focused on delivery. CSP network

Presentation provided by the NGB outlining the priorities for local tennis delivery that will
impact upon CSPs
All 49 County Sports Partnerships Areas

The CSP will signpost and introduce NGBs to key partners e.g. LA's within the area that will
help the NGB to deliver their interventions. Particularly helpful if tennis is to engage Local
authorities and work with them to develop their park sites.
The CSP will ensure that NGBs have access to groups of partners e.g. SDO networks, Chief
Leisure Officers
Coordinate a programme of courses for clubs, coaches, and volunteers to agreed standards
(assess local need, administer course programme, not cover cost)
Identify local funding opportunities that will help clubs, coaches and volunteers to access local
education opportunities at reduced cost.
Promote the availability of potential sources of funding and support for club, coach and
volunteer development.
Support the promotion of tennis volunteering opportunities within the network. Particularly our
competition organisers course which is focussed on getting more 16-25 year olds
volunteering in tennis. (links to Step into Sport)
Ensure up to date knowledge of NGB clubs is in place across the CSP area through
coordinated work with the NGBs and other partners.
Ensure that NGB and Sport England requirements are represented to local sport stakeholder
groups for Building Schools for the Future.
Provide a mechanism to capture and feed in the facility needs into the BSF planning
Understand NGB facility requirements for the CSP area and broker support for these through
local opportunities for resources where these exist
Inform local projects about potential Sport England National Lottery funding opportunities
where they meet with funding requirements.
Have knowledge of, and be able to direct partners to, appropriate alternative funding sources
to generate additional inward investment into sport
CSP to ensure that there are appropriate local network arrangements in place to support the
delivery of Sport England outcomes and the NGB 2009 - 13 targets. As a minimum the
following stakeholders need to be engaged; local authorities, school sport partnerships,
sports facilities and voluntary sports clubs. needs within the CSP area
CSP to have knowledge of sport and NGB
CSP to act as an advocate locally to secure partner support for the delivery of NGB outcomes
Ensure that NGB outcomes are represented at local level on the local strategic partnerships
or thematic sub groups
Ensure that Sport England/Tennis outcomes are embedded in the delivery arrangements of
Local Area Agreements, Sustainable Community Strategies and other appropriate strategies
CSP will hold relevant information for the area regarding local partner plans, priorities and
aspirations in order to reflect these as opportunities and issues to the NGBs.
CSP will act as a broker to identify links between local partner plans, priorities and aspirations
and NGB priorities for the area to maximise the opportunities for joint working.
Tennis to be considered as a Sport Unlimited activity. Links to tennis volunteering
opportunities for SiS young people.

In addition to the above listed core services the NGB may wish to request additional support
for club development especially clubmark at local level and helping clubs to write funding
applications. negotiation between the NGB and CSP locally

General Status of NGB The NGB is ready to commence delivery of its young people intervention with CSPs
The key intervention that requires support from CSPs (at this time) is Let‟s Play Volleyball (National
                           PESSYP Volleyball Programme)
This intervention specifically sets out to increase the number of young people aged 5-19 participating in
                           volleyball.
                           The outcomes are as follows:
List of Interventions - Increase the number of Clubmark (Volley 123) Clubs by 60
requiring CSP services - Increase the number of young people participating in clubs by 5,000
                           - Increase the number of young people accessing high quality volleyball competitions

                           - Increase the quality of delivery of volleyball in the curriculum
VE have recruited 16 Community Development Coaches (CDCs). This provides Volleyball with a strong
network on the ground to drive the delivery of PESSYP in particular but also a number of other
                           interventions.

BWS clubs are keen to start working with CSPs as soon as possible to allow them to be part

We agreed that we will create a single delivery plan that can be agreed by all relevant CSPs.
To avoid the NGB having to sign 49 documents we are requesting that Sport England regions
work with CSPs in their area to agree the services and sign one document per region that will
be forwarded to the NGB for signature.
The delivery plan should be reviewed in Summer 2010 when the coaching intervention will
become more relevant and assistance from CSPs will be needed. This support is likely to be
around sourcing funding for coaching qualifications, and provision of generic coaching
BWS has a small team and one national development officer so capacity is limited. They

The NGB has now completed its planning and is looking to commence delivery.
The NGB is very clear on the activity it wants to deliver, where and when. This detail is
included within their national development plan for the sport. This plan will be made available
to all CSPs as soon as it is signed off by the National Board of the NGB. The plan
encompasses everything the NGB wishes to deliver, this includes P2P delivery and PESSCL
All 49 CSP areas on a roll out basis - the dates for this are included within the plan.

This will be agreed at regional engagement meetings with the sport. The meetings will also
focus on the support required through PESSCL and P2P
PESSCL, in particular Sport Unlimited is key to the delivery of wheelchair basketball. This will
be explored through regional meetings.

The sport has focused historically on spinal injury units for player recruitment. It is now seeking to broaden
this to other disability sport group e.g. CP Sport – nationally, regionally & locally, Wheelchair Basketball
                            (poaching)
Key issues for clubs in terms of fundraising is the need to acquire more rugby chairs to enable new players
to participate. No chairs, no development!

The sport is not over-endowed with funding, so there is very limited scope for any enhanced services
Additional services contracts between GBWR and CSPs. However, they may, from time to time, request help/support from an
required individual CSP on events/tournaments. CSPs will need to determine whether they have the capacity/desire
                            to assist the sport.
How will these be paid As above
