CRICOS New Course Application Version 3.0
Under the ESOS Framework the Department of Education and Training (DET) is the designated
authority in Queensland that approves providers to deliver courses to overseas students and monitors
compliance with the National Code 2007.
All sections of this application must be completed in full and the requested evidence must be
submitted with your application.
Please note that assessment for CRICOS may include an inspection of the premises where the course
is delivered.
Please note to minimise delay in processing all applications must be submitted in electronic
format.

Note: Must meet the relevant AQF or other quality assurance framework requirements. Course
duration must be consistent with full-time workload over stated nominal hours. Total program duration
is the number of weeks from the start of the program to its completion. This includes
term/semester/holiday breaks within course delivery. Twenty contact hours per week of actual
program delivery (as an average for a term/semester) is the default definition for full-time study.
Fewer than 20 contact hours will require the approval of the accrediting body for the course.

3.1 Evidence of Accreditation
RTO’s: Attach certificate or letter indicating scope of registration.
Universities: Attach signed evidence eg. Academic Board minutes or Vice Chancellor (or delegate)
letter confirming Academic Board ratification for the course.
Higher Education Providers: Attach letter from Minister of Education.
Schools: Attach Minister for Education, QSA or Non-State Schools Accreditation Board approval.
NEAS providers: Attach letter from NEAS specifying course details.
3.2 Sample marketing material for prospective overseas students
Note: If information is to be web-based, provide print-outs of relevant web pages or hyperlink.
Marketing material must be consistent with National Code Standard 2. This must include:
• Entry Requirements: including minimum level of English Language proficiency, academic
qualifications, work experience if applicable
• Course credit / RPL options if applicable
• Information about the course including a description of content, learning outcomes,
qualifications, duration, modes of study, and assessments
• Campus locations
• General description of – Facilities, Equipment, Learning and library resources
• Details of any arrangement with another provider
• List of Fees Payable to the provider including advice on the potential for change during the
student‟s course
• Grounds on which a student‟s enrolment may be deferred, suspended or cancelled
• Relevant information on living in Australia, including indicative costs of living,
accommodation options, and where relevant, schooling obligations and options for school-
aged dependants of intending students, including that school fees may be incurred.

3.3 Learning and Assessment Strategy (VET providers only)
Attach a Learning and Assessment Strategy that accurately reflects how the course is delivered
specifically to international students. Strategy must at a minimum address the following requirements:

learning outcomes (key skills or achievements attained by students upon completion)
delivery methods, including any online/distance learning component (NCS 9)
assessment details
annual timetable
staff and resources.

Completed and signed application form for each course (should the PEO of your organisation wish
to delegate this task to a staff member, please ensure a copy of the Delegation has been previously
received by this office).
Evidence of current accreditation.
Sample of marketing material. This must address the requirements of NC Standard 2. Please
ensure that all details, such as course cost stated on marketing material are accurately reflected on
the Course Application form.
For VET courses: a copy of the Learning and Assessment Strategy.
For VET and ELICOS courses: a timetable covering entire course. Ensure the minimum 20 contact
hours are met each week as per National Code C 7. – ensure durations on timetable and marketing
material match

Mode of Study details: If the course includes either distance /online components please include a
copy of your policy and procedure for monitoring online/distance learning. If you have previously
supplied this documentation, please indicate this on the application form.
Work-based training: If the course includes work-based training components, please include

assessment arrangements.
