TITLE:      AIRFIELD MAINTENANCE EQUIPMENT                                                            MAC PG–AFM.1

PURPOSE. The purpose of this PROGRAM GUIDANCE document is to establish rules and define procedures for the
purchase of airfield maintenance equipment to be funded under the MAC’s Airport Safety & Maintenance Program.

APPLICABILITY. This PROGRAM GUIDANCE document applies to the purchase of airfield maintenance equipment,
namely lawn and grounds equipment, for all public-use airports located in the Commonwealth of Massachusetts possessing a
current Airport Operating Certificate. Lawn and grounds equipment covered by this document include: tractors, mowing
decks, tractor attachments & zero-turn mowers.

BACKGROUND. The Federal Aviation Administration provides funding for airport capital improvement projects under its
Airport Improvement Program (AIP). The FAA typically provides funding to purchase the following equipment under AIP:
Snow Removal Equipment (SRE) and Aircraft Rescue & Fire Fighting (ARFF) vehicles. Maintenance equipment is not AIP
eligible, so the MAC created this new funding program to assist airport operators with paying for capital investments in
airfield maintenance equipment.

DEFINITIONS. The following terms used in this document shall be defined as follows:

AOA shall mean Aircraft Operating Area
ASMP shall mean the Airport Safety & Maintenance Program
Commission shall mean the Massachusetts Aeronautics Commission (MAC)
FAA shall mean the Federal Aviation Administration
FBO shall mean Fixed Base Operator
Finish Mower shall mean the mowing deck used to cut the infield areas (e.g. grass) at an airport
GA shall mean General Aviation, referring to a type of airport or operational characteristic
HP shall mean horsepower, referring to the power exerted by the engine of a tractor
OSD shall mean the Operational Services Division of the Commonwealth of Massachusetts
Primary Surface shall have the same meaning as defined by the FAA under FAR Part 77
PTO shall mean Power Take-Off, referring to a mechanism supplying power to operate a tractor attachment
Restricted area shall mean any area designated on the airport security plan as requiring ID card access
Sponsor shall mean the legal owner and/or operator of a public-use airport

1. PROGRAM POLICY

For the purpose of this PROGRAM GUIDANCE document, airfield maintenance equipment will include tractors, mowing
decks, tractor attachments & zero-turn mowers. The following program policy applies:

    a.   Equipment purchased pursuant to this guidance document shall be procured under the terms and conditions of
         statewide contract purchasing established by current OSD guidelines
    b.   All equipment purchased under this program shall be new equipment; used or refurbished equipment is ineligible
    c.   Sponsors are limited to the purchase of one tractor with a “finish” mowing deck and up to three attachments
    d.   Tractor size is determined by the PTO horsepower rating required by the calculated size of “finish” mowing deck
    e.   The size of the “finish” mowing deck is based on a standard calculation applying cutting area in a given time
    f.   Sponsors, not the MAC, shall choose the type of attachment(s) to purchase for their airport
    g.   Tractor attachments must be compatible with the resultant tractor size, including PTO HP rating of the tractor
    h.   The following equipment is eligible for reimbursement under ASMP: tractor cab w/ Heat & AC, aviation radio
    i.   The following equipment counts as a “tractor attachment”: loader/bucket, zero-turn mower
    j.   Sponsors can elect to purchase a bigger tractor and/or ancillary equipment, but at no cost to the MAC
    k.   Expiration of ineligibility for equipment purchased pursuant to this guidance document will be ten (10) years
    l.   Regardless of eligibility limitations, equipment purchased pursuant to this guidance document will be amortized as
         outlined in the current MAC grant assurances

2. METHODOLOGY

The principle logic used to determine the size of airfield maintenance equipment is based on one simple premise: the ability
to clear a certain amount of acreage in a given amount of time. In order to facilitate choosing the proper piece of equipment,
the MAC shall automate the process with a standard calculation based on cutting area. The calculation assumes that every
airport can finish cutting a certain area within one eight-hour day. Blindly applying airport size without regard to the type of
operation is not a reasonable approach since an airport may have significant acreage to cut, with most of it being located
outside of the aircraft operating area and therefore considered non-critical. Furthermore, it is unreasonable to expect or
require most airports to cut their property in one day, so a method of determining a fair and reasonable approach to justify
equipment size must be developed.

One area, or surface, common to all airports is the Primary Surface as defined by the FAA under Federal Aviation Regulation
(FAR) Part 77.25 – Civil Airport Imaginary Surfaces. Every airport, regardless of size or type of operation, has a particular
Primary Surface that encompasses the immediate area surrounding a runway, an area that arguably requires the most
expeditious cutting activity. Public safety dictates that airfield maintenance crews cut the Primary Surface and exit the area
as quickly as possible, and it is not unreasonable or unrealistic to expect them to do so in one day. Using the Primary Surface
also offers another benefit; its size is based on the type of runway approach, which provides a logical solution for justifying a
bigger piece of equipment for certain airports. One could reasonably argue that all else being equal, an airport with an ILS
warrants a bigger piece of maintenance equipment than does another airport with only visual approaches. After all, the
Primary Surface is four times bigger in size but the presumption remains that it must be cleared in one eight-hour day. For
these reasons, the MAC shall use the Primary Surface of an airport’s primary runway as the principle area to cut for
calculating equipment size.

Since MAC Program Policy dictates that equipment size is based on the cutting accomplished by the “finish mower”, it is
therefore necessary to calculate the “finish mowing” area inside the Primary Surface. For the purpose of this guidance
document, “finish mowing” area shall be defined as everything except for: open water, wetland vegetation, scrub vegetation,
wooded / forested areas, and other non-turf areas such as pavement surfaces. Airports with two or more intersecting runways
are penalized by having additional pavement surface automatically deducted from the cutting area, which in turn reduces the
size of the equipment. Therefore another component of cutting area should be added to the calculation to offset this
unintentional penalty. So for the purpose of this guidance document, the cutting area to be cleared in one day shall be
increased by ten percent of the total turf area on airport property. This accomplishes two objectives: a) it provides a fair
adjustment for airports with intersecting runways since, for the most part, such airports are bigger by necessity; and, it also
incorporates an adjustment for airports with large land areas to clear, regardless of the size of the primary surface.

3. AIRPORT CATEGORIES

Recognizing the difficulty of developing one standard to suit all airports, the following airport categories are defined and
used to determine equipment size:

         Category A – General aviation airports without an Air Traffic Control Tower
         Category B – General aviation airports with an Air Traffic Control Tower
         Category C – Airports with scheduled airline passenger service

Categories are used by the MAC to award additional credit for certain types of airport operation. There is a greater inherent
safety risk at an airport with frequent aircraft operations than one with low operations, so it stands to reason that cutting the
Primary Surface should be accomplished more quickly in order to mitigate the risk. For this reason the MAC shall give extra
credit to airports with an Air Traffic Control Tower since, by virtue of its presence, they have attained a high level of aircraft
activity. In addition, the MAC shall give even greater credit to airports with scheduled commercial airline passenger service.
This will afford such airports with an opportunity to purchase slightly bigger equipment to further expedite the completion of
cutting the Primary Surface.

4. EQUIPMENT SIZING

A standard mathematical calculation is used to determine the width of a cutting mower based on area and cutting speed. As
mentioned above, extra credit is given to airports by virtue of their type of operation. This credit is offered in two forms: by
the size of the Primary Surface (a resultant of the type of runway approach); and, by the Category of airport as mentioned
above. The resultant cutting mower will dictate the size of the tractor. Sponsors are not required to calculate equipment size.
MAC will review existing plans and records to determine vegetative coverage and run the calculation on equipment size.

To summarize the calculation, an airport must determine the area of “finish mowing” within the Primary Surface of the
airport’s primary runway. Add to this ten percent of the total turf (“finish mowing”) cutting area on airport property.
Calculate the travel distance for a cutting speed of 7 miles per hour over an eight-hour period (295,680 feet). Divide the total
cutting area (in square feet) by the travel distance (in feet) to determine a gross cutting width (in feet). This calculated cutting
width is the basis of selecting a cutting deck. Choose a cutting deck that most closely matches the size of the calculated
cutting width, rounding up to the nearest deck size. From the manufacturer’s equipment specifications, determine the PTO
horsepower requirements for the selected cutting deck. The PTO horsepower rating for the selected “finish mower” will
dictate the size of tractor to choose. Select a tractor that most closely matches the PTO HP rating of the “f inish mower”.

Tractor attachments shall be compatible with the size and type of tractor resulting from this process. So for instance, an
airport is not allowed to purchase an attachment that automatically demands a bigger tractor. Please note that an airport is not
prohibited from doing just that, however under the terms of this program guidance, state funding will not be made available
to fund the extra cost of a bigger tractor or other equipment.

5. PROCUREMENT OF GOODS & SERVICES

The Commission desires to avoid or minimize the use of unnecessary consultant services in order to keep project costs to a
minimum. Accordingly, this equipment purchase program was specifically designed to assist sponsors with all aspects of
project development, including procurement. The Commonwealth’s Operational Services Division (OSD) routinely awards
statewide service contracts to vendors that supply a variety of goods and services commonly used by state and local
government entities including cities, towns, counties and all political subdivisions of state government. This service offers
many benefits to contract users including the elimination of formal competitive advertising & bidding and, most importantly,
a pre-negotiated discount on the products and services offered by the vendor. Items covered by the OSD contract are covered
by a percent discount off the current manufacturer’s catalog/price list. One such contract that OSD awards is for “Lawn and
Grounds Equipment”. This particular contract covers various products typically used at airports including utility and/or
agricultural tractors, tractor attachments and commercial grade shredders and chippers.

The current OSD contract includes one statewide vendor and several regional vendors. Procurement of products and services
is not limited by geographic location; users of this state (OSD) contracting opportunity can contact the vendor of their choice.
In fact users of this service are encouraged to “shop around” among the vendors on the contract list to find the best
pricing/service available. Appendices 1 and 2 include the statewide vendor list and the OSD procurement guidelines. For the
purpose of this guidance document, airport sponsors shall procure all products, goods and services pursuant to the statewide
contracting guidance offered by OSD.

Important: OSD Update 98-21 (included in Appendix 2) indicates that the current statewide contract covers “utility and/or
agricultural tractors having a PTO horsepower rating of up to 60”. Some of the larger airports in the Commonwealth will
likely require a tractor with a PTO horsepower rating over 60 HP. Please note that items not specifically listed in the OSD
contract are not subject to a pre-negotiated percent discount. Sponsors may still use the OSD Contract guidance to purchase
such items in order to fulfill applicable procurement policies and regulations, however they must then negotiate a fair and
reasonable cost with the vendor. Accordingly, the Commission shall require that such equipment be subject to competitive
bids between three or more state contract vendors from the OSD vendor list.

6. THE GRANT PROCESS & FUNDING

The Commission’s grant process for ASMP shall be used for equipment and services procured under this program guidance.
An airport sponsor shall submit one original copy of a grant application three weeks prior to a regularly scheduled MAC
Commission Meeting. Sponsors shall coordinate project costs and funding directly with the MAC Project Manager prior to
submitting the grant application to the MAC for approval. The MAC typically funds up to eighty percent (80%) of the cost
for equipment and services covered by this program. A complete grant application must include the following detail:

             a.   MAC Form E-1, Application for Assistance (MAC’s standard Grant Application form)
             b.   Price quote on the vendor’s company letterhead, indicating compliance with current OSD contract
             c.   Proof of vendor currency under OSD State Contract program
             d.   Manufacturer’s specifications (i.e. catalog cuts) for each piece of equipment to be purchased

Upon grant application approval, the project will be included on the next available Commission Meeting Agenda. The
sponsor is required to make a formal presentation of the project to the MAC Board of Commissioners and request state
funding assistance pursuant to the cost and funding outlined in the grant application. Upon approval by the Commission, the
sponsor must execute a standard state contract form, which is the instrument by which the Commonwealth makes payment to
the sponsor. The contract will also include standard Grant assurances to be signed by the sponsor as well.

The Commission shall reimburse the sponsor for the cost of equipment and services delivered and approved for payment.
Sponsors shall submit a fully executed Payment Voucher Input Form (commonly referred to as a PV Form) with a copy of
the vendor’s invoice attached.

7. WAIVERS

The Commission shall consider waiving certain standards or requirements included in this program guidance if the sponsor
can demonstrate that site specific conditions warrant a waiver, and that doing so is in the best interest of the Commission.
The sponsor shall submit written justification describing the request, identifying the applicable section that requires a waiver,
and the reasons why a waiver is needed. The airport sponsor shall bear the burden of proof in demonstrating, beyond a
reasonable doubt, that a waiver is necessary.

Notwithstanding this waiver provision, the following items shall not be waived under any circumstances:

    a.   Compliance with OSD procurement guidelines
    b.   Equipment condition – all equipment must be new
    c.   Calculations to determine equipment size

8. PROJECT CLOSEOUT

The Commission’s Airport Information Management System (AIMS) automatically generates a closeout report for
construction and equipment purchase projects. Therefore, the Commission shall require the same form that is typically used
to closeout construction projects to be used for this equipment purchase program. The sponsor shall submit the followi ng
paperwork in order to closeout a project:

             a.   A letter to MAC indicating receipt and acceptance of all equipment
             b.   A final PV with appropriate backup pursuant to Section 6 above
             c.   Photos of each piece of equipment

RE:              AWARDING OF STATEWIDE CONTRACT FOR LAWN AND GROUNDS EQUIPMENT
                 STATEWIDE CONTRACT NUMBERS: FAC03 and FACA3


I. INTRODUCTION
The Operational Services Division (OSD) has awarded a Statewide Contract for Lawn and Grounds Equipment
covering the ten product categories listed below:

        1.    Utility and/or agricultural tractors having a PTO horsepower rating of up to 60
        2.    After-market attachments for utility tractors for brands awarded in Section 1 (or compatible)
        3.    Walk behind snow throwers
        4.    Hand held 2-cycle equipment, including but not limited to, chain saws, brush saws, trimmers/weed
              wackers and leaf blowers
        5.    Walk behind leaf blowers, vacuums, sweepers and related equipment
        6.    Walk behind lawn mowers, lawn tractors, riding mowers, commercial-grade front mowers and
              associated factory available attachments and options
        7.    Replacement engines for grounds-related equipment as specified above
        8.    Commercial-grade shredders and chippers
        9.    Walk behind roto-tillers, options and accessories
        10.   Repair parts only for all equipment listed above and other existing brands of equipment (for brands
              not awarded above)

Due to a problem with awarding the contract on the Commonwealth’s MMARS system, the contract was awarded
under two different numbers. Nine of the vendors are awarded using the original contract number FAC03 and
Sirum Equipment is awarded using a supplementary contract number FACA3. This contract has been set up to
allow for significant flexibility in selecting vendors and finding products. The first nine categories were
established based on items commonly purchased throughout the state. The last category, Repair Parts only,
covers repair products for brands which are not covered by the other nine categories. The contract covers all
items supplied by the vendor; therefore, contract users may purchase any item a vendor carries, but should
negotiate a discount with the vendor for any items outside of the categories specified. Vendors were required to
submit which brands they carry under each of the ten categories and what percent discount they offered on 1) the
equipment, 2) attachments and accessories and 3) repair parts for each brand specified. Discount sheets are
attached at the end of this Update which will identify the specific categories/brands and discounts offered by each
vendor.

The contract award was made to one (1) statewide and nine (9) regional vendors. The attempt was made to
include a wide number of accessible locations for facilities to visit in all regions. However, response to the RFR
was not as high as the PMT had hoped. The PMT will be issuing a supplementary RFR, which will be awarded
under the supplementary contract number FACA3, to gain coverage in areas where the current coverage is not
sufficient (mainly the western regions and the Cape and Islands). This supplement is expected to be awarded

early in calendar year 1998. Contract users may choose to do business with any awarded vendor, they are not
restricted to purchasing from only their specified regional vendor.

All agencies of the Commonwealth, including all constitutional offices, the legislature, and the judiciary; cities;
towns, municipalities, counties and other political subdivisions of the Commonwealth, including schools, and
other service districts; Authorities, commissions, institutions of higher education, and quasi-public agencies, and
Not for Profit businesses currently contracting with the Commonwealth to provide human and social services;
and other eligible entities designated in writing by the State Purchasing Agent may use this contract.


II. CONTRACT DURATION

This is a one (1) year contract beginning June 26, 1997 through June 25, 1998, with four (4) additional options to
renew at twenty-four (24) months each. The supplementary award will run on the same timeline as the original
contract.


III. CONTRACT SUMMARY
A. Contract Vendors & Vendor Requirements
A total of ten (10) vendors were awarded contracts, including one (1) Statewide Vendor and nine (9) regional
vendors. Please see Section III F for regional geographic locations. The Statewide vendor must carry six (6) of
the ten (10) product categories and service all regions of the Commonwealth. Regional vendors are not required
to offer a minimum number of categories and are required only to service the region in which they are located.
Regional vendors have, however, indicated a willingness to service other areas as well so agencies may wish to
contact more than one regional vendor to obtain service. John Deere Company did not bid Repair Parts as part
of their statewide bid, however, the company allowed its dealers to bid parts as a separate bid. Two John Deere
Dealers (1A Equipment and 146 Supply) were awarded contracts for Parts only, all other John Deere items which
these two vendors carry must be purchased as a part of John Deere Company’s bid (which may still be done
through the dealer). Also, two John Deere dealers (Sirum Equipment and FoxRun Equipment) were awarded
contracts for other brands as well. When purchasing John Deere equipment from these two vendors, use the
John Deere Statewide contract, when purchasing other brands, use the contract awarded to the vendor. Please
review the attached Product Discount sheets to see which product categories and which brands each awarded
vendor offers.

B. Using the Contract
Each user is responsible for contacting the vendor of their choice and setting up their own account. This process
allows users to set up their accounts in whatever manner is best for them. Users are encouraged to “shop
around” among the vendors on contract to find the best pricing/service available.

Please note that not all vendors offer the same brands or products. Under the terms of the contract, users may
do business with any awarded vendor. To purchase any John Deere equipment, simply call the John Deere
Company at the phone number given in Section IV- Awarded contracts or go to the John Deere dealer you wish
to purchase from. All purchase orders must be made out to John Deere Company, not the dealer you are doing
business with and the contract number will be FAC030100. To purchase John Deere repair parts or products
from any other manufacturer, go to the awarded vendor who sells the item you’re looking for. The Purchase
Order will be made out to the vendor and the contract number will be the number listed in Section IV.

C. Delivery
Contractors are required to deliver goods in a timely manner after receipt of an order. Due to the nature of this
industry, many larger items may not be stocked at the vendor’s location and may need to be ordered from the
manufacturer. Departments should contact the Contract Manager if a vendor consistently delivers equipment in
an untimely manner and appropriate action will be taken. All equipment pricing is F.O.B. delivery to the ordering
facility and no requests for extra delivery costs will be honored.


Product delivery and liability remains with the Contractor(s) until products are properly delivered and signed for
by the Department. All products delivered to ordering facilities will be new and unused. The statewide vendor
must deliver to all regions. Regional vendors must deliver to all areas within their awarded region(s).

D. Product Specifications
All products must meet all federal, state and local standards for quality and safety requirements. Departments
should inspect deliveries to ensure these standards are met. Products not meeting these standards will be
deemed unacceptable and returned to the vendor for credit at no charge to the Commonwealth. All items must
carry a minimum of one year commercial use warranty.

E. Pricing
Pricing in this contract is a percent discount off the current manufacturer’s catalog/price list. This means that
pricing may change periodically due to changes in manufacturer pricing. However, discounts afforded the
Commonwealth shall be firm for the duration of the contract. For details on discounts, please see the attached
Product Discount sheets.

F. Regions
As previously stated, Statewide vendors are responsible for servicing all regions, while Regional vendors are
required to service only the region in which they have a location. However, all regional vendors have indicated a
willingness to service other regions. Contract users have the option of using a Regional vendor who may be
located nearby, one who is not close but is willing to service you or the Statewide vendor.

G. Performance
Each vendor’s performance will be evaluated on an ongoing basis through the following procedures:
      1. Contract users will be surveyed periodically as to their satisfaction with the overall contract, as well as
         their satisfaction with any vendors they have done business with; and
      2. Vendors will also be evaluated on the number of complaints received from contract users.

Attached to this update is a Comment/Complaint form which should be used to provide feedback on the contract
and vendors. Completed forms should be sent to the contract manager whenever facilities choose to do so.
OSD strongly urges all contract users to give their feedback to the Facilities team on both the overall contract
and specific vendors on the contract. This information is vital to contract management and to evaluation of each

vendor’s performance. The team will review all comments/complaints to determine satisfaction with the contract
and the vendors, and will also utilize this information when making decisions on extending each vendor’s
contract.
