Introduction
Among the many dreams and aspirations that modern and modernizing societies
cherish for their children is the dream for free and universal schooling up to a basic
school level and of equality of educational opportunity for education beyond that stage.
In India this dream is enshrined in the Constitutional promise of free and compulsory
education for all children upto the age of fourteen and in the Constitutional guarantee of
equality of educational opportunity irrespective of differences of religion, caste or sex.

        The fact of the massive employment of children, in contravention of
Constitutional guarantee of educational opportunity, national and international
conventions and regulations, underlines the fact that poverty in many families is so
severe that they need to put their children to work in order to survive. Children who work
full time are almost invariably forced to stay out of school because school demands full
time attendance. It is not easy for those who work part-time to cope with school either.
They find it difficult to meet requirements regarding attendance, homework and extra
curricular activities, and generally, to keep pace with their peers. As a result they lag
behind, perform poorly and frequently drop out of school altogether.

       These children lack space, privacy and quiet to study to do their homework. In
addition, they have to suffer frequent interruptions to school as they are required to stay
at home and help whenever there is an illness or some other crisis in the family. All
these disadvantages are continuous and cumulative, with the result that if children from
poor homes manage to enter school at all they have to wage a constant battle with their
circumstances in order to survive through school.

       Thus it is obvious that in addition to adapting education to the needs of working
children and in addition to providing special services to ensure the timely enrolment and
continued monitoring of progress of children from poor homes, it is necessary to install
services, to help poor children overcome the effects of continued physical deprivation
and emotional strain so that by the time they arrive at the terminal stage of school, they
are able to achieve a high level of performance at the school leaving stage.

        The needs of working children who are mainstreamed into formal-schools are far
more complex and heterogeneous than those who were full-time learners. The
designing of strategies to make it relevant, feasible and attractive for them to continue in
formal education requires imagination, innovative ability and tremendous capacities for
organization. The promotion of education and the elimination of child labour as being
mutually supporting process, the relevance of education for the children withdrawn from
work, rehabilitated in the NCLP schools and mainstreaming them into formal schools lie
in its potential to eliminate child labour. Any effort in this direction has to involve different
sections of the population. Teachers’ Associations have all the more important role to
play in creating conducive atmosphere for ensuring retention of children who have been
mainstreamed into the Formal schools through a focused set of inter-linked
interventions and converging efforts. Against this backdrop the Capacity Building
Programme on Child labour for Members of Teachers Associations has been designed.
Aim

Developing change agents to work towards elimination of child labour

Objective:

         To facilitate mainstreaming of child labour into formal schools
         To generate awareness on socio-economic and political situation in India in
          the context of child labour, and
         To develop sensitivity towards child labour

INTRODUCTION

       Increasing capitalistic penetration into the agrarian sector has resulted in
pauperization and even proletarisation of the peasantry. This is amply reflected in the
data collected by decennial population census and national sample survey organisation.
Despite           land        reforms           and          redistributive       measures
targeted by the government, inequality in terms of operational holdings has consistently
been increasing over the years. The resulting differentiation of peasantry has rendered
redundant the old concept of organising peasantry on the basis of all in unity. The rural
workers who now comprise a sizeable chunk of the working rural population have
developed its own needs in opposition to peasant employers. Accordingly, they need to
be organised on the basis of their own needs and priorities. The realisation of the same
is internationally embedded in the Convention No. 141 of the International Labour
Organisation (ILO), which has been ratified by the Government of India (GOI). This
programme is in response to the said convention. The programme seeks to enable rural
organizers/trade union leaders to situate their activity in the context of emerging realities
of the rural India on the one hand and impart to them relevant skills and knowledge on
the other, for organising rural workers effectively.

THE OBJECTIVES

       The programme is specifically being organised by the Institute in order to achieve
following main objectives:-

      To provide an overview of the issues in the rural unorganised sector in India;
      To develop/sharpen the skills of trade union leaders
      To create an awareness about legal rights to organization building.
      To create an awareness about legal rights and Provisions.
      To provide insights into dynamics of interpersonal and intergroup relationships;
      To discuss various issues and aspects related to organization building;
      To make the rural workers aware about the progress of unionization process in
       the rural unorganized sector and;
      To help in locating the resources at the micro and macro level.

COURSE PROFILE

       Changing statistical Profile of farm and non-farm sectors; evolution of society and
class formation in rural India and its implications for organizing rural workers; value of
positive attitude, labour laws; motivational styles, and leadership skills.
METHODOLOGY

       Lecture, Structured Group Exercise, and Simulation Games.


PARTICIPATION

      State and District Level Trade Union Representatives from Central Trade Unions
working in the Rural Unorganised Sector. For the welfare of vulnerable and
marginalized groups of the society, we will appreciate if participants from reserved
categories (SC/ST/OBC) are also nominated.

INTRODUCTION

         The gains of development are believed to have been concentrated largely among
the rural elite. The main reason for this kind of situation is the unorganised and ignorant
rural populace. Very little has been done to organise the rural workers who largely
remain below the poverty line inspite of the planned development efforts of the
government. The lack of awareness the organised efforts to bring the unorganised rural
workers together and educate them on the dynamics of forming trade unions, has been
a major lacunae in the development of rural workers. The V. V. Giri National Labour
institute is making efforts in this direction. The current programme is designed to help
leaders from the rural areas and the unorganised sectors to develop their leadership
skills, so that they can become more effective.

THE OBJECTIVES

       At the end of the course, the participant would be able to:-
        Develop understanding of rural society & economic relations.
        Discuss the issue of empowerment.
        Develop skills for enhancing leadership potential
        Acquaint the participants with labour laws in relation to women workers.

METHODOLOGY
    Lectures, individual and group exercises, case studies and experience sharing.

1. Participants should be above 22 years and below 50 years of age .
2. Should be actively engaged in grassroots level activities and have a minimum
   experience of 3 years.

CONTEXT

Of the different implications of the current phase of globalization, those pertaining to
labour market and employment relations assume paramount importance. It is now
evident that the labour market outcomes of globalization have not been uniformly
beneficial or socially inclusive. Growth of employment has not matched uniformly
beneficial or socially inclusive. Growth of employment has not matched the growth of
output. More and more employment is being generated in informal sector characterized
by poor working conditions and lack of effective social protection. There are also
massive transformations that are taking place in the context of employment relations.
The employment relation system is becoming increasingly decentralized. Rapid flow of
technology is considerably altering production structures and work organization.

It is important that labour administrators have a clear understanding on the nature and
characteristics of the emerging labour market and employment relations in a global
economy. This is critical from the perspective of formulating employment policies, which
will be conducive for generation of productive and decent jobs. Accelerated pace of
transformations in the world of work also demand that the administrators enhance their
leadership and motivational skills to influence different social partners to respond to the
challenges of change. There is also an urgent need that the major changes introduced
in labour and social policies to respond to the challenges of globalization and their
effects are also shared and discussed.

It is in this context, that the V.V. Giri National Labour Institute is organizing a Training
