     MOBILE SOLUTION FOR UTILITY BILL PAYMENT
OPPORTUNITY

Timely issuance of bills and their timely payment are two crucial features of modern life. Most utility
companies print bills and then mail them to customers. The customers then have to send paper
checks or go up to the bill payment shop or pay using the internet.


Statistics show people across the world increasingly prefer access to electronic bill payment systems
that facilitate timely payment. The m-bill payment system is a step ahead in this direction.


C-SAM’S BILL PAYMENT SOLUTION

C-SAM offers utility companies with a unique and patented Mobile Transaction Platform (MTP) that
enables them to issue bills electronically, wirelessly and securely to their customers on the mobile
phones.


Customers can receive bills, make payments, and even archive them, all on a mobile phone. A
customer can even shop with the mobile and book rail and airline tickets in real-time, directly through
the mobile phone, with the additional flexibility of using any one of the pre-registered banks account
or credit cards.


The MTP enables the settlement partner (essentially a bank) to issue various bank and credit cards on
the customers’ mobile phone such that the customer does not need to carry the physical card.


The MTP consists of a turnkey solution, which includes the product, system integration, training and
maintenance. C-SAM would set up and brand the MTP as per bank’s requirement, and develop the
necessary secure interfaces with its back-end system as well as the payment settlement systems. The
MTP can be further scaled to offer other payment and value added services.


This will enable the utility company or any bill issuer to perform paperless transactions and perform
various financial and non-financial settlements in real time. This will help the utility companies leverage
their customer base and obtain increased customer loyalty. The technology helps increase
differentiation against competitors and has started receiving a warm acceptance worldwide.

C-SAM’s bill payment solution is based on its patented technology - OneWallet and MerchantWallet:

ONEWALLET (OW)

    •   The customer needs to register at the web-based transaction portal (My WSC) through a PC or
        the mobile phone and set a user ID, which is unique;
    •   Subsequently, the customer downloads the OneWallet application on the mobile phone and
        activates it by entering an AC (Activation Code), which is sent through an SMS or e-mail after
        the registration;
    •   The customer can register for various bank accounts or credit cards and downloads virtual
        cards on the mobile phone.
    •   The customer will be required to have a GPRS connection and a Java enabled mobile phone.


Bill payment on OneWallet
The customer downloads and activates the OneWallet and is now able to pay the bills. The utility
company will issue an electronic bill over to WSC. The customer will download the bill from WSC on
OneWallet by performing ‘Sync’. The customer then selects the payment option and pays the bill.


MERCHANTWALLET (MW)
The Merchant at the designated retail location has to be registered with the biller (utility service
provider), and authorized to collect cash or cheque. The merchant should have downloaded the
MerchantWallet application on a PC.


Bill payment through MerchantWallet
The customers without mobile phones or PCs can pay bills at designated retail locations. The
merchant will be provided a secure application on the mobile phone or PC, the MerchantWallet, to
initiate and settle payment for bills in real-time.
The customer presents the physical bill. The merchant enters the bill number, amount etc. on the MW
and selects to pay. The receipt is given to the customer.

A similar flow exists for ‘Bill payment through MerchantWallet’. The only difference is that when the merchant
selects to pay, the account, which is registered with the bill issuer’s bank, is debited. Simultaneously, the customer
hands over cash or a cheque for an equivalent amount, whereas in case of OneWallet, the customer’s account
is directly debited once he selects to pay.

SYSTEM ARCHITECTURE




   Note: The bill issuer could be a telco or any other utility company such as electricity, gas supplier, etc. Even a
   bank can be a bill issuer (say credit card bills).
   Here, the telco is shown to be the OneWallet issuer. Even a bank could be an OW issuer.

Note: A similar flow exists for ‘Bill payment through MerchantWallet’. The only difference is that the merchant
performs a transaction on behalf of the customer. The customer pays in cash or by cheque to the merchant, the
WSC authenticates the merchant and requests the bank to debit the merchant’s account. The merchant hands
over a receipt to the customer.
