Purpose of the Work

Lahmeyer International GmbH implemented the Project Wind Energy Applications Implementation in
Eritrea, financed by the GEF Project Preparation Fund and further on UNDP. The overall project
objective was to formulate a comprehensive national programme that would remove barriers
preventing the realisation of wind energy projects, so Eritrea can commence the widespread adoption
of wind energy technology.


Wind measurements were executed during the last four years supporting the assumption that there is
large wind resource potential in the southern region of the country. Indications, that there are also
locations with favourable wind conditions in the middle and northern regions of Eritrea were verified
by a Swedish financed project. Although many barriers still hinder progress toward widespread
adoption of wind energy technology in Eritrea, more information on wind energy potential is now
available. A logical next step would be to enter into a pilot phase, with the aim of implementing wind
technology in selected existing grid(s) and selected villages in already identified wind favourable
regions. This would enable the government and the private sector to develop the electricity sector in a
sustainable way on their own after the pilot phase.

Scientific innovation and relevance

At present, the consumption of energy in Eritrea is clearly unsustainable. Biomass energy, used mainly
for cooking purposes and covering basic living needs, contributes to around 80 % of the country’s
total energy consumption. Biomass is burnt in a very inefficient manner, and its use is contributing to
deforestation which has a negative impact on the global greenhouse gas emissions balance. Currently,
electricity is generated only by diesel generation sets that burn fossil fuels which also increase
greenhouse gas emissions. It is a desire of the GoE to change this situation through development of
sustainable energy supplies. Apart from its national goals, the GoE is considerate of global
environmental concerns and the resulting global climate protection goals. Evidence for this is given by
implemented projects, like this, aiming at the assessment of renewable energy potentials.

Results and conclusions

A project brief for GEF funding has been prepared. The project objectives include the establishment
and implementation of wind energy systems, such as one based small wind park connected to the EEA
grid as well as wind stand-alone and wind-hybrid systems in rural villages. The project will also
strengthen the country’s already existing energy capacity and create new capabilities in terms of
personnel, know-how, governmental institutions/authorities, and private companies with regard to
wind energy utilisation in Eritrea. Small scale decentralised wind stand alone and wind hybrid systems
will promote sustainable socio-economic development as well as improve the quality of life and socio-
economic situation for the rural population of Eritrea’s wind rich regions. Furthermore, wind-powered
electricity generation systems will reduce greenhouse gas emissions from the existing diesel
generating facilities in Eritrea. The project will ensure that wind energy is considered in future
national electrification plans in wind favourable regions because it is a cost-effective energy source
that has low electricity generation costs and avoids greenhouse gas emissions.
