purchased the houses at 19 & 17 Maan
Street, immediately adjoining his property
(in last couple of months), and 19 Maan
Street has a common boundary with our
property at 10 Pluto Street. We have been
told that he will use these properties for
offices, but have subsequently learnt he is
running a printing press (we assume for
flyers) in one of the out-building at 19
Maan Str. We are concerned about his
future plans for these two properties, and
whether he will seek to get them re-zoned
to commercial use (at worst expand his
car-park).

10 Hawkers appearing in the park opposite

Due to volume of people that visit the
Rebel Fruit & Veg, far too many to be
appropriate for it's quiet residential
location, we have noticed that hawkers
are now starting to setup in the park
opposite, hanging their wares from the
trees, selling anything from lace table-
cloths to brushes and brooms. There is a
flea-market opposite the East Rand mall.
We really quite keen to avoid another flea-
market growing in this location.
32 Noisy air-conditioning units - cited but no
action
We had a visit from Mr Jan Bodenstein,
Assistant Chief, Integrated Pollution Control
early last year, and he measured the noise
pollution from the air-conditioning units
installed on the top of the bottle store. He
determined they were just over the legal
limit of 50db, when measured at night
(when most would like to sleep). We
understand that Martin Rebelo was cited,
and legally instructed to relocate these
units to ground-level and install additional
sound-proofing, but understand this order
was ignored ....

34 Poor cleanliness continual litter in the park
The park area opposite the Rebel Fruit & Veg
never seems to be free of litter. We heard a
year ago, that Martin Rebelo is committed to
cleaning any litter that originates from his
commercial enterprise, but especially lately
there seems little effort to preserve the
cleanliness of this nearby park area. This
contrasts with other areas further away from
the Rebel Fruit & Veg. Not counting the piles
of debris that have been removed from the
river, to improve water-flow. It is possible that
such piles will attract further rubbish. I am
sure these piles will soon be removed.

35 Built a parapet wall on top of shops - ruined

Approximately two years ago, Martin
Rebelo decided to upgrade the property
to resemble a "Tuscan village", and built a
parapet wall along the front facia of the
shops, between the Rebel Fruit & Veg and
the bottle store. This fascia extended up
about 2 meters, and completely blocked
any view from our property of the river. We
can now only see the topmost portions of
the trees. When our neighbour at 19 Maan
Street decided to build a work-room on
their property, they requested approval
from us, and I believe other residents who
shared a common boundary. We
wondered if there was any legal obligation
on Martin Rebelo to seek similar
approval, before proceeding with this
parapet wall. Also, we have no
knowledge, but wondered if plans had
been submitted to the Boksburg Municipal,
and building approval obtained..?

36 Forklifts use public road (Star Street) as an
unloading yard (are they licensed for
operation on public road ?).
We notice that due to limited truck yard
space, that the Rebel Fruit & Veg unload
delivery trucks in the street opposite the
back entrance, with forklift trucks traversing
Star Street, with pallet loads. My
understanding is that such regular activities
are illegal on a public street, especially in
light of the additional hazard to public
vehicles using the street. Further, I wonder
if these forklifts, which are being driven on
the public street, are fully roadworthy,
registered correctly, and driven by licensed
drivers. I wonder what insurance
implications there would be, if a collision
occurred between a motor vehicle and
one of these forklifts....
