         4. DESCRIPTION OF THE PROGRAMME OF STUDY
         Annotation of the programme of study


         The professional programme of study “Entrepreneurship and business management” was accredited
in Riga Teacher Training and Educational Management academy in December, 2001, thus it has been in the
process of implementation for already two years. The study programme of higher professional education of
the second level “Entrepreneurship and business management” has now been provided for repeated
assessment taking into account experts‟ judgements.


         Compared with the accredited previous programme, the new programme is adjusted to focus on
quality and wider scope of professional application, it is disposed to ensure competitiveness in the new
labour markets. When perfecting the programme the tendencies of Latvia‟s regional development and labour
market have been kept in mind and retained.


         Descriptions of study courses, regulations of practice and methodological recommendations are
enclosed in the supplements.


         Structure of the programme of study


         The total amount of the Bachelor programme of professional higher education of the second level
“Entrepreneurship and business management” is 164 credit points.


         Study courses are designed for 8 semesters in full-time studies and 9 semesters in part-time studies
including 3 professional practice sessions: in Marketing (8 credits), in Business organisation (8 credits),
Management practice (10 credits) during the 1st, 2nd, 4rd year of studies, course paper in the 3rd year of studies
(4 credits) and final examinations – graduation paper (12 credits) and qualification exam.


         The structure of the study programme is traditional, and it is constituted by 3 modules (modules A,
B, C).
         Module A includes general study courses and general professional study courses. The total amount
–20 credits.
         Module B includes – fundamental theoretical courses of the branch and courses of information
technologies. Total amount – 36 credits;
         -specialization study courses of the branch. The total amount – 60 credits.
         Module C-optional courses. The total amount – 29 credits, the student chooses at least 6 credits.
Optional courses comprise subjects fostering the development of a personality, enhance insights into various

aspects of international business and prospects of business environment. Students are given the opportunity
to acquire knowledge in additional study subjects, which are not specified in the study programme,
additional fee is charged.




        Practice – during the 1st, 2nd and 4th year of studies. The total amount – 26 credits.




        State examinations – Graduation paper must be submitted and defended (12 credits), Qualification
exam in Entrepreneurship has to be passed.


        Further education


        In the framework of the professional study programme “Entrepreneurship and business
management” a professional Master‟s programme in Entrepreneurship is being devised that will be attainable
in RTTEMA. Students involved in the above programme will be given the opportunity of continuing studies
in Latvian higher educational establishments where professional study programmes in Entrepreneurship are
implemented.




        Obtainable qualification


        On successful completion of the above study programme students obtain the Bachelor‟s degree of
the professional higher education of the second level in Entrepreneurship and qualification “Manager of
enterprises and establishments” (reg. No PS 0070).




        General description of the programme of study


        The programme of study corresponds to the conception of RTTEMA of educating an intelligent,
competent and professional administrator in the environment conditioned by dynamic changes in Latvia and
European Union (EU).

        Goal of the study programme


        The main objective of the study programme “Entrepreneurship and business management” is to
train professionally qualified business managers – administrators of enterprises and establishments both
for the local and international labour markets and employers skilled at providing competitive workplaces.


        Tasks of the programme of study


-   to train a motivated employer for the professional labour market;
-   to educate professionally qualified business administrators as personalities to work under conditions of
    dynamically changeable business environment in Latvia and EU;
-   to motivate prospective entrepreneurs to introduce progressive developments and methods into the main
    (strategic) functional domains of an enterprise or an establishment;
-   to impart knowledge in fundamentals of economics and business organisation, international business and
    legal issues;
-   to promote skills of formulating the goals of an enterprise or establishment and designing strategic
    developmental plans;
-   to encourage students to judge independently and analyse mutual interaction of various governmental
    and private structures;
-   to cultivate skills of analysing, evaluating and planning finances and operational results of an enterprise
    and making prospects of its development;
-   to enhance skills of the application of modern technologies of information retrieval, processing and
    systemizing.


        The environmental analysis of entrepreneurship, governmental projects and experts‟ estimate
confirm the growing need of training proficient specialists – managers, administrators of enterprises suiteble
for tendencies of the labour market and business enviroment.




        Riga Teacher Training and Educational Management academy proceeds with the observation of the
dynamic tendencies of entrepreneurial environment and pursues developing the manager‟s personality and
designing his image in a modern society on the national and international scale and in Europe by means of
profound knowledge in the theory of economics, additional thorough studies of business, foreign languages
and information technologies and consolidation of the acquired knowledge in theoretical courses and
practice.

Regulations on matriculation
      (Requirements on starting the acquisition of the programme)


        Matriculation procedure corresponds to the regulations adopted by RTTEMA Senate on student
admission to the academy (Resolution No. 9-3, adopted by RTTEMA Senate on January 27, 2003). Citizens
of Latvian Republic, permanent residents of Latvia as well as foreigners are admitted as students to the
second - level professional higher education Bachelor programme “Entrepreneurship and Business
management” if


-   they submit Certificate of secondary education;


-   the estimate of the central examination in mathematics is presented or estimate in mathematics in the
    Certificate of secondary education is at least 4 points (if it is lower students take an additional exam in
    mathematics on completing the 1st year of studies);


-   they have been interviewed by the programme director.

                                         5. ADVERTISING


To inform the public about the programmes offered by the Academy and arouse interest of prospective
students RTTEMA is engaged in several advertising pursuits:


       For the first time this year the existing and prospective students of RTTEMA have been offered the
          opportunity to participate in the competition announced by the programme “Entrepreneurship and
          business management”. The competition called “A new entrepreneur in the 21st century” will
          increase the popularity of the programme, identify young people – prospective students and
          provide worthy experience. In the framework of the above competition successful entrepreneurs,
          employers, professionals and just bright personalities will be invited to participate in the project
          called “Days of a career”.


       Both in full–time and part-time studies, in Riga study centre and regional study centres throughout
          Latvia “Open door” days aimed at acquainting prospective students with the study programmes
          offered by the academy are organised.


       To popularize academy‟s traditions festivity in the town Alūksne was organised in the year 2002 by
          RTTEMA. This year similar festivity has been carried out in the town Kuldīga.


       During the spring period days of information are organised in all Latvian schools to provide
          information about the study programmes offered by the academy and arouse prospective students‟
          inquisitiveness.


       A course of lectures “How to make a successful career” is proposed by RTTEMA


       Information about the new as well as existing study programmes is prepared annually. In May
          advertisements are inserted in the biggest Latvian newspapers and magazines ( “Diena”, “Dienas
          bizness”, “Lauku avīze”, “Santa”, ” Ieva”) and regional newspapers. Our academy is advertised
          also on the TV and radio (SWH, Latvijas radio 2, TV channel LNT).




       New booklets, posters and other advertising media are now being produced in our academy.

      6. PROSPECTIVE EVALUATION OF THE PROGRAMME OF STUDY


        6.1. CONFORMITY OF THE STUDY PROGRAMME TO THE STANDARDS OF
              PROFESSIONS AND THE STANDARDS OF HIGHER EDUCATION


In conformity with the European tendencies of higher education quality following abstracts of the Bologna
conference and labour market demand the programme has been subjected to changes concurrently retaining
the basic contents of the previous programme. At the basis of the programme there is the profession standard
in the branch “Entrepreneurship” confirmed by Ministry of Education and Science on May 16, 2002 (order
Nr.283) providing the rights to grant the professional Bachelor‟s degree in “Entrepreneurship” and the
qualification of “An administrator of enterprises and establishments” (reg..No PS 0700)




The programme corresponds to the basic requirements of 2nd group of Latvian Profession Classificator –
“manager (administrator)”and higher education programmes of similar type both in Latvia and foreign
countries. The programme is also based on questioning the labour market and recommendations of
employers as well as development programme of Small and medium - sized enterprises (SME) devised by
Ministry of Economics in Latvia.




The programme includes three professional practices in 1st, 2nd and 4th year of studies, which were scattered
over all the semesters in the previous years. In the framework of the programme students work out the course
paper (“Analysis of financial operations”) in the 3rd year of studies as well as take final examinations-
Graduation paper and Qualification exam.


                            6.2. EMPLOYERS’ REFERENCE EVALUATION


To evaluate the demands and tendencies on the labour market it is indispensable to be aware of the general
developmental tendency of national economy, particularly the role of small and medium - sized enterprises
in the domain of national economy.




The tendencies of the stabilisation of open market are prerequisites of the significance of small and medium-
sized enterprises in forming the backbone of national economy, however new developmental targets are set
in governmental programmes prescribing the annual growth of gross added value produced by small and

midsize business by 70%; 25000 new workplaces provided additionally in the sector of SME and the annual
rise of gross income in the state budget gained from SME by 75%.


The objective of the main strategic policy of the state, as stressed by Ministry of Economics, is to reach the
average of EU level of gross domestic product per person in the coming 20 – 30 years, which is not likely to
be attained without the support of government to SME, as SME are a crucial “cornerstone of national
economy”.




This is proved by the fact that last year small and medium-sized enterprises employed 69,9% of the labour
force of the country and produced 63,2% of gross domestic product of Latvia.




Despite of aforesaid the effectiveness of entrepreneurship in Latvia should be estimated as low. According to
the data of Central Statistic Board in 2002 there were 18,3 SME per thousand inhabitants in Latvia, 27- in
Estonia, 35- in Poland, but in EU-51 on an average. This is due to the fact that along with the problems
characteristic of market economy – insufficient efficacy of entrepreneurship, embarrassing access to capital
at the initial stage, inaccessibility of technologies, ineffective force of law Latvia abounds in additional
specific problems like non-motivating culture of entrepreneurship, discrepancy between qualifications and
labour market demands, unfair competitiveness, still high taxes and corruption. To eliminate these problems
and others it is necessary to perfect the environment and the institutional system of small and midsize
business, ensure accessibility of financial resources and non-financial support as well as enhance culture of
enterprise, entrepreneurship, initiative and knowledge.




The analysis of entrepreneurial environment, governmental projects and experts‟ judgement verify the labour
market tendencies – the necessity of training proficient specialists – managers (administrators) adequate to
the labour market tendencies for business environment. Riga Teacher Training and educational management
academy pursues the policy of following the dynamic movements of entrepreneurial environment,
persistently continues developing the managers‟ personality and designing the image of a manager of the
contemporary society locally, worldwide and on European scale by means of profound knowledge in the
theory of economics along with additional extended studies of business, foreign languages and consolidation
of the acquired knowledge in theoretical courses and practice.

             7. SELF-EVALUATION OF THE PROGRAMME OF STUDY
                               7.1. Goals and tasks of the study programme


The goal of the study programme.
Evaluating the development of the study programme the focus has been shifted both in setting the goal an
achieving it. During the last two years the objective was to train a manager of a small and medium-sized
enterprise. Now the priority proposed is to educate a competitive employee and employer for the labour
market both on a national and international scale. The study programme comprises study subjects endowing
prospective managers with theoretical basis and practical skills in strategic management of enterprises,
awareness of interconnection of economic processes and bestowing extended proficiency of business foreign
language. The objective of the study programme is to impart prospective entrepreneurs knowledge of
detecting differences when working in EU.




Task of the study programme.
In comparison with the study programme of the academic year 2001/2002 the tasks of the study programme
have been subjected to more detailed elaboration and the stress has been laid on training a motivated
employer for the professional labour market. In describing study courses the significance of each study
subject in the context of the study programme is revealed, what kind of knowledge must be acquired on
completion the study course.




The practical part of the study programme – practice and course paper are inclined to develop practical skills
in marketing, business and business management as well as analysis of financial operations. In the
supplement of the evaluation report regulations and programmes of practice implementation have been
enclosed where the practice procedures and their objectives have been finalised.
The study programme has been based on the Profession standards specifying exact skills that must be
mastered after the acquisition of the study programme:


-   in the study courses “Microeconomics” and “Macroeconomics”, “Current events in economics”,
    “Practical entrepreneurship” students develop skills to comprehend processes occurring in the
    environment of national economy and ability to come to decision relevant to the change in a situation;
-   in the study course “Management theory ”, “Practical entrepreneurship”          the prospective business
    manager cultivates skills of applying acquired theoretical and practical knowledge to efficient
    management of an enterprise or establishment and their departments;

-   proficiency of team work, communication and co-operating with staff members, aptitude of delegating
    functions and coordinating the accomplishment of tasks are enhanced in the study courses “Foundations
    of a successful career”, “Fundamentals of entrepreneurship”, “Effective communication and public
    relations”, “Social psychology”, “Psychology of interaction”;
-   mastery of acting in accordance with the law and standards of professional ethics is obtained in the
    following study courses: “Legal foundations of entrepreneurship”, “Legal environment of EU”,
    “Business ethics”.




The study programme has been supplemented with study courses giving insights into the economic processes
of global markets – “International business environment”, “Strategic entrepreneurship in Latvia and EU”,
“Legal environment in EU”, “Management of financial recourses in Latvia and EU”. Each study course
includes practical activities – seminars, tests, test works, practical work and course papers. Each piece of
practical work is assessed with a mark. Course papers are defended at the end of the academic year in the
presence of the commission.




To evaluate and to make amendments to the study programme opinion polls and inquiries are applied to find
out students‟ opinion about the effectualness of the study course, lecturers‟ competence, profundity and
practical suitability of the course delivered.




Regular meetings and discussions with the director of the study programme, lecturers engaged in the study
programme and monitors of students‟ groups promote advancement of the study process.




Advantages and disadvantages of the study programme are elucidated in co-operation with lecturers,
principals of part-time regional study centres, clerks involved in designing the timetable and desk officers in
the chair meetings of the Department of Economics and entrepreneurship, collaboration partners are students
and student group monitors as well.




Regular chair meetings, held each semester, are convened to foster perfection of the study process and
enhancement of the contents of the study programme.

At present group work is being carried out in the chair of Economics and entrepreneurship
management to coordinate the programme of study courses in subject modules.


New descriptions of study courses are supplemented by following sections:


   introduction – the place of the study course in the context of other study courses, succession:
    the acquisition of which courses is a prerequisite of the implementation of this course;


   a list of subject areas that must be acquired independently;


   assessment of students‟ study achievements;


   knowledge, skills, competencies, attitudes that have to be attained in the course.




In conformity with the developmental tendencies of the programme its practical part has been
extended to 26 credits. The place of practice of part-time students is their employment place; only
in particular cases places for practice are provided by the academy if the student demands.


In the academic year 2002/ 2003 the issues of involving lecturers with practical skills at
entrepreneurship in the study programme were being resolved paying particular attention to
positive solutions. Methods applied in the study process:




 traditional – lectures, seminars, colloquy, tests, discussions;


 practical methods that enable students to link theoretical knowledge in economics with real
    economic situations and obtain professional competencies are the following: practical work,
    reports-research papers, presentations, group work, course papers, business plan, project work.

                              7.4. ASSESSMENT PROCEDURE


In the study process RTTEMA makes use of the traditional assessment system on a 10-
point scale. In the study programme students‟ performance is assessed taking into
consideration attendance of lectures (at least 50%), seminars and practical studies.

In the academic year of 2002/2003 the information system VALIS was introduced, and it has since
been used in keeping precise records of students‟ study achievements, number of students and their
payments.
Up to now the academy has been working without database. On introducing the new database the
work of desk officers and clerks engaged in planning timetables etc. has been facilitated, the
qualitative and quick information retrieval system about the study process has been provided. The
informational system VALIS provides introduction of records of a new standard (model) where the
results of assessing achievements are recorded precisely, it helps to avoid misunderstanding by
means of ensuring coordination between students and lecturers. The procedure of recording
individual exams (tests) has also been improved.
Records must be handed in by the lecturer to desk officers before the fixed date of validity has not
expired.


The year 2002/2003 was announced to be a year of quality. Along with accurate recording of the
study process, the term of retaking exams has been curtailed and additional pay has been
introduced.
RTTEMA has tightened the requirements in the study process: limited terms of submitting
individual papers, and stricter regulations of successful completion of the study year have been
introduced.

knowledge imparted to students and in particular the competence, erudition, expert knowledge of
lecturers. Laying the basis of professional education professionals‟ experience passed on to
students is indispensable, therefore special attention has been paid to lecturers‟ practical experience
in entrepreneurship.

experienced in linking practical experience with theoretical knowledge. To improve the study
process guest lecturers from other higher educational establishments are also involved.
The lecturers having Master‟s degrees are studying for a Doctor‟s degree.

    the study process; furthermore the knowledge is wide, comprehensive, profound, high - level;

    to as the most significant gain during the study process by 20% of graduates.


Graduates from the programme mention several essential competencies and personal qualities
having been developed in the study years:

       Taking into consideration suggestions proposed by the accreditation commission
during the study process of the academic year 2002/2003 several lecturers with a doctor‟s
degree were involved in the study programme. At present 33% of the academic staff members
employed in the study programme hold doctorate, lecturers with a master‟s degree constitute
67% of the academic personnel, 25% of which are studying for a doctor‟s degree.

7.6.2. Academic Staff Qualification

To promote the appropriate qualification of the academic staff for the implementation
of the aims, objectives and tasks in the framework of the academic organization, the
lecturers‟ reports, conference readings, articles, Master‟s Theses, Doctor‟s
Dissertations are summarized and integrated into the subjects of the study programme.

RTTEMA academic staff of Economics and Business Management Chair by
implementing of the study programme „Entrepreneurship and Business Management‟
advances the major research lines maintaining the scientific basis and furthering
development feasibility of the programme. The academic staff possesses both
experiences in entrepreneurship practice and in scientific research. An
acknowledgement of that are the articles published and the participation in the
scientific research conferences.

Up to the present day Masters in Pedagogy have been involved into the
implementation of the programme; thereby the programme has acquired an academic
theoretical content and lacks the contents in entrepreneurship practice for the study
programme. Preparing the study programme for the accreditation, the majoring
criterion is the lecturers‟ conformity to the study programme trend competence and
experiences in entrepreneurship practice. 50% academic lecturers possess experiences
in entrepreneurship practice and theoretical knowledge in trend economics, business
and management.

The study programme „Entrepreneurship and Business Management‟ involves
    -16 full-time lecturers,
    -18 part-time lecturers.
Doctor‟s Degree in branch Economics or Mathematics possess 12 lecturers, Master‟s
Degree in economics, management, law or pedagogy possess 23 lecturers; 9 of the
above mentioned academic staff members continue their post-graduate studies for
Doctor‟s Degree at LU and RTU.

Economics and Business Management Chair is going to implement scientific
research in the following lines:
    1.1. Successful promotion of Latvia‟s enterprises products into EU context
    markets;
    1.2. International commerce business environment research of Latvia and EU.

   The acquired theoretical knowledge and practical skills will be implemented in the
   respective study subjects and practice tasks on the influence of the privatization
   process on the development of the business environment.


   RTTEMA professional study programme „Entrepreneurship and Business
   Management‟ framework includes the organization of the competition „Young
   Entrepreneur in the 21st century‟ for the first time this year. Its objective is to
   facilitate both the potential students and the present students display their creative
   ideas on the unused reserves for the future entrepreneurs and opportunities to
   establish themselves in innovative business environment. The author wishes, by
   this competition, to encourage the young entrepreneurs to start their careers
   opportunities exactly by this programme and to initiate the annual Career‟s Days.

Study Content Conformity to Labour Market Demands.
Development of new study subjects and perfecting of the existing programmes are
processed by workteams, considering the Study Modules:

           -   foreign languages.

Academic Staff will be encouraged to increase the qualification by studying at
Doctor‟s degree Study Departaments and by participating at Latvia‟s and International
Research Conferences, as well as to publish their research papers and articles by the
widely recognised Latvian and foreign publishers.

.In 2003 the Professional Study Programme ‟‟Entrepreneurship and Business
Management” is developing Experience Cooperation Exchange with Joensuu
university in Finland.

The objective to establish Student Exchange Programme both within the Study
Programme and Practice Swap area will be reached in the framework of
Socrates/Erasmus ICOM programme.

     7.6.3. Academic Staff Recruitment Choice, Updating, Training Policy and
                                  Development Policy


The development policy of the new programmē is advanced in accordance with the
criterions for the choice of the academic staff, the priority being both the theoretical
knowledge basis in economics, social science management, engineering, mathematics
and experience in practice, as well as skills of business economics, entrepreneurship,
management.
12 lecturers involved in the programme possess Doctor‟s degree in economics or
mathematics, 23 lecturers have Master‟s degree either in economics, or management,
or law, or pedagogy, 9 of them continue Doctor‟s degree studies at LU and RTU.
As the basis for recruitment of the academic staff serve the established criterions on
the quality of work accomplished.
The main objectives in assessing the accomplished work by the lecturers are:
           to assess the accoplished work done during half a year and the degree of
            complying with the objectives of the academy and the respective
            academic programmē;
           to motivate for responsible and good work to be nominated for a premium
            wage or any other stimulating factor;
           to detect lecturers‟ strong points and weaknesses (namely, to stimulate the
            increase of the required competence or specific training).

The professional programme of study “Entrepreneurship and Business Management”
is a programme based on tuition fee. The main finance asset of the programme is

          Rīga Teacher Training and Educational Management Academy maintains its study
          process at the teaching campus at Brīvības iela72 and Part time study (PTS) centres in

          RTTEMA possesses the total floor space of 9391 m2:

             Computer facilities used in the study process at RTTEMA,
                   from the beginning of Academic year 2002/2003

Beginning the academic year 2002/2003, new computer equipment was purchased for
implementation of training courses and study work, the existing computer-rooms were
modernized, RTTEMA information system (IS) VALIS‟ first range was developed
and implemented.

Most significant improvements:

      purchased 16 computers, 2 database servers and 9 servers for RTTEMA study
       centres,
      purchased 2 portable computers, 1 portable printer and 2 data videoprojectors
       for the mobile demonstration of the multimedia presentations,
      purchased the required equipment for the computer and computer network
       modernization and stable work process maintenance: computer operational
       memory – radom Access memory (RAM), high speed circuit switches,
       uninterruptible power supply (UPS), etc.,
      improved the local Intranet and the Internet connection, producing high speed
       execution, completing a stable and high security level RTTEMA Intranet –
       UBN (united business net),
      IS based study programme and course files, student files, personnel files have
       been created, finance inspection and management have been established,
      purchased software for databases creation and Web software (Developer
       Express Products) for creating and perfecting of the VALIS information
       system,
      purchased software for accomplishing of the study assignments (MS
       Front Page, Visio, Lotus Notes),
      purchased a Web camera for the conference (public lectures) tehnology
       creation.

       programmes for studying foreign languages, etc.),
      all computers are connected to RTTEMA Intranet, it is possible to use servers‟
       resources and unlimited use of the Internet services,
      students and staff can use RTTEMA e-mail service,
      IS provides urgent information on the students‟ academic successes and
       financial obligations,
      current events are maintained on RTTEMA Internet homepage, where one can
       find the urgent information for the purposes of the studying (study course
       descriptions, timetables, etc.).

       to now only in Rīga),

RTTEMA library,in supplying its resources, as the main objective has advanced the
maintenance of the academy study programmes by literature and study material
resources.

At the present stage the total area of the library is 277. 6 m2. Students have Access to
Reading Room with 70 readers‟places and 5 free access places to the computers with
the Internet connection.

In 2001 the total amount of the stock of the RTTEMA library consisted of 33 404
items(17 500 book-titles).

In 2002 the library book stock was 41 189 items of books.

In April 2003 the library book stock consists of 41 700 items of books.

Funding for supplying of the RTTEMA library resources comprised:

       In 1999 – Ls 4211

       In 2000– Ls 3270

       In 2001– Ls 6000

Taking into consideration the opinion of the experts of the accreditation commission,
in 2002 the total sum of Ls 21 762 was alloted for the increasing of the library
resources, but it comprises approximately Ls 25 000 in the academic year 2003/2004.

RTTEMA resources comprise 45% books in the Latvian language, 35% in the
Russian language, 15% in the English language, 5% in other languages.

The professional study programme “Entrepreneurship and Business Management”
foresees professional practice placements for students. Part-time studies offer to the
students practise placements corresponding to the original or genuine employment
placements.
RTTEMA has concluded contracts on practice placements with the following business
enterprises:

The results of the Opinion poll among the employers convince that the employers are
satisfied with the professional level achieved by the students of the RTTEMA
professional study programme “ Entrepreneurship and Business Management”, as
well as the employers conclude that the employees accomplishing their work
responsibilities are exercising appropriate competence. 73% of the employers insist
that the employee studying at RTTEMA possess the communication skills, the skills
of cooperation with partners adequate to the objectives and the strategies implemented
by the enterprise.

      7.8.4.Number of Foreign Guestlecturers Participating in the Programme

During the previous accreditation period of the programme foreign guestlecturers
were not involved. Beginning with this study year an expierence exchange
cooperation with Joensuu university in Finland has been commenced. In the
framework of Socrates/Erasmus ICOM programme the objective of creating student
Exchange programme both for the study programme and the practical placement will
be commenced and reached.

During the first introductionary meeting with Joensuu university the main lines for
business contacts and student exchange programme perfection have been developed.

         8.ADVANCEMENT PLAN OF THE STUDY PROGRAMME


During the academic year 2002/2003 great attention has been paid to the perfection of
the study process quality increase, to solving the unsettled issues that had not been
resolved up to this academic year, to the registration and specifying of the
students‟academic progess.

For the further advancement of the programme it is necessary to assess systematically
the positive points and the weaknesses in order to foresee and perform the required
changes in due time.

Advancement Plan of the Study Programme

          To pursue systematically the implementation of the programme study
           plan.
          To improve the Exchange of the information and perfect the cooperation
           communication between the students and the administration of the
           programme by the assistance of the means of information technologies.
          To develop a uniform study process regulation and methodolodical
           guideline compilation of the regulations on the study process.
          To run systematically students‟ opinion polls about the study process
           improvement and perfection.
          To establish the principles for cooperation between the potential
           cooperation entrepreneurs and the students in order to provide the
           practical placement opportunities.
          To organize the exchange of lecture visiting by the members of the
           academic staff and discussing, assessing of the visit results at the meetings
           of the Chair.
          To facilitate the improvement of the academic staff qualification by
           enlargening, enriching and empowering their expierence at the higher
           education establishments in Latvia and in foreign countries, to facilitate
           improving of their knowledge of the English language by participating in
