                         INVITATION TO SUBMIT PROPOSAL

             LEASE OF OFFICE SPACE FOR HDMF’ S BAGUIO BRANCH

The Home Development Mutual Fund (HDMF) is inviting all prospective building
owners/lessors to submit an offer for lease of office space located at Baguio City for
Baguio Branch. The Approved Budget for Contract (ABC) is Three Million Five Hundred
Fifty-Nine Thousand Six Hundred Twenty-Six Pesos only (P 3,559,626.00). This will be
subject to the terms and conditions indicated in the Instructions to Building
Owners/Lessors and at Section 53i of the Implementing Rules of R.A. 9184 (Negotiated
Mode of Procurement) and GPPB Resolution No. 08-2009 (Approving, by Referendum, the
Implementing Guidelines for Lease of Privately Owned Real Estate and Venue).

Interested owners/lessors may obtain further information from the Bids and Awards
Committee – Goods and Services (BAC-GS) Secretariat and inspect the Documents at Pag-
IBIG Fund Baguio Branch, 3/F Insular Life Building Abanao ext. cor. Legarda Road, Baguio
City starting October 18, 2010.

A complete set of documents may be issued to interested owners/lessors by the BAC-GS
Secretariat, 3/F Insular Life Building Abanao ext. cor. Legarda Road, Baguio City starting
October 25, 2010.

It may also be downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity,
provided that bidders shall pay the fee for the Bidding Documents not later than the
submission of their bids.

HDMF will hold a Pre-Bid Conference open to all interested parties on November 2, 2010 at
3:00 in the afternoon at the Conference Room of Pag-IBIG Fund Baguio Branch, 3/F Insular
Life Building, Abanao ext. cor. Legarda Road, Baguio City.

Proposals and other requirements must be delivered on or before November 15, 2010 at the
BAC-GS Secretariat, 3/F Insular Life Building, Abanao ext. cor. Legarda Road, Baguio City
not later than 3:00 in the afternoon. Late proposals shall not be accepted.

Opening of proposals shall be held on November 15, 2010 at 3:00 in the afternoon at the
Conference Room of Pag-IBIG Fund Baguio Branch, 3/F Insular Life Building, Abanao ext.
cor. Legarda Road, Baguio City. Proposals will be opened in the presence of the
owners/lessor’s representatives and observers from the private and government sector.

The HDMF reserves the right to accept or reject any proposal, to annul the negotiation
process, and to reject all proposals at any time prior to contract award, without thereby
incurring any liability to the affected building owner or lessor.

                                TERMS OF REFERENCE

            LEASE OF OFFICE SPACE FOR BAGUIO BRANCH OFFICE


I.     BACKGROUND

       At present, HDMF Baguio Branch is occupying portion of the 1st, 2nd and 3rd
       floors of the Insular Life Building located at Abanao Extension cor. Legarda
       Road, Baguio City with a gross area of 628.06 sq.m.

II.    OBJECTIVES

       HDMF Baguio Branch Office is looking for an office space of approximately 629
       to 730 sq.m. located within the financial, government and commercial centers of
       Baguio City. The building should also be accessible to public transport.

III.   CONTRACT PERIOD

       The contract period or term of lease of the office space shall be two (2) years.

IV.    Detailed Specifications

        I. Location

        The property is accessible to public transport
        The property has relatively flat topography
        The property has adequate and properly installed drainage system and must
        not be located in a flood prone area
        The property has pedestrian sidewalks
        The property has at least 15 parking slots for use of HDMF’s employees and
        clients
        The property’s classification is for mix–use (office, commercial, institutional)

        II. Neighborhood Data **

        The property has available office space of approximately 730 sq.m. for lease
        Property’s rental rate is not more than **P 405.00 per square meter per month
        The property is located in a sanitary and healthy environment
        The property is not located in an area where there could be adverse influence
        to its usage
        The property’s highest and best use is for an office–commercial building
        Presence of police and fire stations within the city or municipality
        The property is located within 1 km. radius of commercial food establishments
        /eateries /cafeterias /restaurants
        The property is located within 1 km. radius of financial institutions, government
        centers and commercial areas

        III. Real Estate


        The Building is structurally safe
        The building’s leasable spaces are adequate for the branch’s area
        requirements and layout
        The building’s leasable spaces should have proper lighting and ventilation
        ** approved budget for July – December 2010 @ P405/sq.m. for a 628.06sq. m. area
The building has facilities for:
  - Water supply and toilet
  - Elevators (if applicable)
  - Fire Escapes
  - Fire Fighting Equipment

The building is properly maintained
The building’s overall façade and architectural design is appropriate for an
office building

IV. Free Services and Facilities

The building has provisions for janitorial and security services (common areas)
The building has provisions for repair and maintenance (common areas)
The building has provisions for water and power supply (common areas)
The building has secured parking spaces

V. Home Development Mutual Fund Office

The building has facilities for:

   - Power supply and generator system
   - Fire suppression system
   - Emergency lights

The age of the building must not exceed 40 years from the date of completion.
The building has an available office area of approximately 730 sq.m.
The building should be ready for the installation of telephone lines, internet
connections, cable and building security system.
The building could provide a space for our exterior signage (pylon and along
canopy)
Building should be provided with transformers for constant power supply
Building should be compliant with the requirements of the local water district,
particularly cistern tank and commercial tank
