EMERGENCY SHELTER GRANT (ESG)
What is ESG?
The primary purpose of the ESG Program is to increase the number and quality of transitional
housing facilities and is designed to be the first step in a continuum of assistance to enable
homelessness individuals and families to move toward independent living as well as to prevent
homelessness.

ESG is a formula-funded program that uses the Community Development Block Grant (CDBG)
formula as a basis of allocating funds to eligible jurisdictions, including States, territories, and
qualified metropolitan cities and urban counties for the rehabilitation or conversion of buildings into
homeless shelters, operating expenses, essential services, and prevention activities.

The ESG program was originally established by the Homeless Housing Act of 1986, in response to
the growing issue of homelessness among men, women, and children in the United States. In 1987,
the ESG program was incorporated into subtitle B of title IV of the Stewart B. McKinney Homeless
Assistance Act.

ESG Program Objectives
The objectives of the ESG program are to:
    Increase the number and quality of emergency shelters and transitional housing facilities for
      homeless individuals and families;
    To operate these facilities and provide essential services; and
    To help prevent homelessness.

Eligible Grantees
Private nonprofit organizations that provide direct services to homeless persons or persons at-risk of
becoming homeless. HUD requires that all Participating Jurisdictions provide a dollar-for-dollar
match for ESG funds. As part of the PY2005 & PY2006 RFP process only, Harris County will
require only a 75 percent match for ESG projects from subrecipients. Harris County will provide
the additional 25 percent to satisfy HUD’s match requirement. Examples of match include cash, the
value or fair rental value of any donated material or building, the value of any lease on a building,
any salary paid to staff to carry out the program, and the value of the time and services contributed
by volunteers to carry out the program at a current rate of $5 per hour.

Eligible Clients
A person must be homeless (or at great risk of becoming immediately homeless) to receive help
from ESG projects.

HUD defines homelessness using the following definition: “A homeless person is someone who is
living on the street or in an emergency shelter, or who would be living on the street or in an
emergency shelter without ESG’s homelessness assistance. A person is considered homeless only
when he/she resides in one of the places described below:
        In places not meant for human habitation, such as cars, parks, sidewalks, abandoned
           buildings, on the street;
        In an emergency shelter;

          In transitional or supportive housing for homeless persons who originally came from the
           streets or emergency shelters;
          In any of the above places but is spending a short time (up to 30 consecutive days) in a
           hospital or other institution;
          Is being evicted within a week from a private dwelling unit and no subsequent residence
           has been identified and the person lacks the resources and support networks needed to
           obtain housing or their housing has been condemned by housing officials and is no
           longer considered meant for human habitation;
          Is being discharged within a week from an institution in which the person has been a
           resident for more than 30 consecutive days and lacks the support networks needed to
           obtain housing; or
          Is fleeing a domestic violence housing situation and subsequent residence has been
           identified and the person lacks the resources and support networks needed to obtain
           housing.”

Documentation of Client Eligibility
All persons serviced by shelters or other service providers documenting clients must demonstrate in
writing that the client is homeless. The homeless population served must be identified further as
battered spouses, runaway/throwaway youth, chronically mentally ill, developmentally disabled,
persons with HIV/AIDS, alcohol dependent individuals, drug dependent individuals, elderly,
veterans, physically disabled, and other. See the Sample Documentation of Homelessness form and
the Individual Eligibility Form in the Guidebook (p. 23). Persons receiving homeless prevention
funds cannot be homeless. To be eligible to receive financial assistance, individuals must have an
eviction notice or a utility termination notice, qualify under low-income guidelines and reside
within the CEDD Service Area.

Participation of Homeless Persons in Policy-making and Operations
All ESG applicant organizations are required by Federal rule to provide for the participation of at
least one homeless or formerly homeless person(s) in a policy-making function within the
organization. This might include, for example, involvement of a homeless or formerly homeless
person on the Board of Director or similar entity that considers and sets policy or makes decisions
for the recipient agency.

All recipients are further required to involve participants in the operation of the ESG-funded
program. This involvement includes the participant’s employment or volunteering in project
activities such as construction, renovation, maintenance, general operation of facilities, or provision
of services. For example, a shelter might involve participants in ongoing maintenance tasks or other
operations of the facility such as staffing the reception desk. This involvement can include paid
and/or volunteer work.

Eligible Activities
ESG funding may be used by shelters and other service providers for five main categories of
eligible activities.
      Renovation, rehabilitation, and conversion of buildings for use as emergency shelters or
        transitional housing for the homeless. All activities of this type must meet local safety and
        sanitary standards.

          Essential services, including services concerned with employment, health, drug abuse, and
           education.
          Operating costs such as maintenance, insurance, rent, security, and other costs associated
           with maintaining beds or units in the shelter.
          Homelessness prevention, including short-term subsidies to defray rent and utility
           arrearages.

Funding Limitations/Caps under Eligible Activities
The legislation and the regulations both limit the amount of ESG funds that may be spent on eligible
ESG activities.

          Renovation activities must continue use as a shelter for 3 years and major
           rehabilitation/conversion activities must continue use as a shelter for 10 years.
          No more than 30 percent of CEDD’s aggregate ESG Grant, subject to waiver, may be spent
           on essential services. Funding must be spent on new services or a quantifiable increase,
           which must be above the level previously funded.
          Staff salaries (including fringe benefits) paid under the operating cost category are limited to
           10 percent of CEDD’s ESG Grant. Maintenance and security salary costs are not subject to
           the 10 percent standard.
          No more than 30 percent of CEDD’s aggregate ESG amount may be used for activities under
           homeless prevention activities.
          Up to five percent of Harris County’s ESG funds may be spent on administration.

Application
All organizations applying for funding through CEDD must complete the following application and
include all applicable documentation. Please read the application carefully and complete all
sections relevant to your activity. Incomplete applications will not be considered for funding.

All applicants must use the current PY2005 & 2006 CEDD Request for Proposals application to
be considered for funds in the 2005 and 2006 program years. Applications from previous years
will not be considered for funding.

Religious Organizations
Assistance may be provided to a recipient that is a primarily religious organization if the primarily
religious organization agrees to provide all eligible activities under this program in a manner that is
free from religious influences and in accordance with the ESG regulations.

Match Requirements
Organizations must match ESG grants 75 percent from non-ESG sources. Matching funds must be
provided after the date of the grant award. Funds used to match a previous ESG grant may not be
used to match a subsequent grant award. An organization may comply with this requirement by
providing the match funds itself, or through matching funds or voluntary efforts provided by any
nonprofit recipient.

In calculating the amount of matching funds, in accordance to 576.51 (b) the time contributed by
volunteers shall be determined at the rate of $5.00 per hour. For purposes of this paragraph, the
organization will determine the value of any donated material or building, or of any lease, using a
method reasonably calculated to establish a fair market value.

Availability of Funds
In PY2004, Harris County received $469,021 in ESG funds. The table below shows the PY2004
fund by activity type. Assuming that Harris County receives a similar level of funding for Program
Years 2005 and 2006, these estimates will also reflect the funding available for activity types in
those program years.

ESG Fact Sheet & Application
The Harris County Community & Economic Development Department (CCED) invites qualified
organizations with eligible projects to apply for ESG Homeless Services grant funds. CEDD is
seeking organizations that can demonstrate the capability of carrying out the role of the department
in meeting its priority needs (Measurable Objectives) of the 2003 – 2007 Consolidated Plan.
Prior to responding to the RFP, each qualified organization is urged to review the Guidebook
and read the instructions carefully. Before submitting the RFP, check all calculations and
review the package for completion of all forms and sections. Inaccuracies, omissions and use
of RFP forms from previous competitions will be grounds for rejection. All proposals will
become part of Harris County’s official files.

Project Duration
PY 2005 – August 1, 2005 through February 28, 2006 (7 months)
PY 2006 – March 1, 2006 through February 28, 2007 (12 months)

Please note that it is not necessary to apply for funding for both program years. Applicants may
apply for either PY2005 or PY2006 funds or both.

Application Submittal
1. All applicants are encouraged to attend the ESG Applicants Conference on Thursday, November
   11, 2004 from 1:30 P.M. to 4:30 P.M. Call 713-578-2030 to register for the conference.

2. CEDD will offer Technical Assistance Week November 15-19 for applicants who have nearly
   completed applications. Friday, November 19th has been designated as “Technical Assistance
   Day” for ESG. Members of the Development Staff will be available for consultations. Call
   713-578-2030 after November 1st to schedule your appointment.

3. Submit no more than three (3) proposals in response to the PY2005 and PY2006 RFP. If
   submitting more than one proposal, prioritize each application. (Priority 1, Priority 2, Priority
   3). Indicate the Priority on the Offerors Note Cover Sheet.

4. Bind only with binder clips. Insert labeled tabs between each section.

5. Submit eight (8) copies (three originals and five copies) of the proposal. Indicate whether the
   proposal is an original or copy on the Offerors Note Cover Sheet. The most recent Financial
   Audit is required and should be attached to each copy of the proposal. All proposals must:
             Include all exhibits and attachments in their entirety as outlined on the Application
              Checklist.
              Include the job number (#04/0359) on the outside of its sealed envelope. Each
               copy of the proposal must be in an individually sealed envelope and clearly
               marked with the job number and “Original” or “Copy.”
             Adhere to page limits and be submitted in a 12-point font. All proposals must be
              completed on computer using Microsoft Word and Excel.

C. Time Table and Service Activities

   1. Time Table
      Outline project plan activities/events that will take place each month of the award period.
      This information will be used to structure the scope of services portion of agreements with
      CEDD.

       Complete a Time Table for each Program Year. If you are requesting funds for only one
       Program Year, complete the Time Table for the corresponding year and mark the other N/A.

       Note that the PY2005 Time Table is seven months in duration and the PY2006 Time Table
       is twelve months in duration.

   2. Service Activities Table
      Activities are the measurable objectives of the program directly funded with Harris County
      grant funds. Service units should be defined in measurable terms, such as: one hour of child
      care, one three hour counseling session, number of food packets distributed, or number of
      immunizations provided. Do not include activities that are part of the program and are
      solely funded through other sources.

       Complete a Service Activity Table for each program year. If you are requesting funds
       for only one Program Year, complete the Service Activity Table for the corresponding year
       and mark the other N/A.

       An example of a completed Service Activity Table can be found in the Guidebook on page
       25. For each Activity, include:

             a brief description of the activity,
             the Consolidated Plan Measurable Objective it will meet,
             whether the service is new or a current service,
             the percentage increase for current services (a minimum of 10 percent), and
             the unit costs associated with each activity.

Exhibit 4 – Project Budget Information
Part 1 – Budget Narrative (Use only the space provided.)

Provide a Budget Narrative for each Program Year.
The budget narrative should explain the total project budget in detail and the budget items in the
order items are listed on the budget forms. It should include two parts: Project Budget and Fiscal
Management.

   1. Project Budget: Describe the organization’s budget, itemized revenues and expenses.
      Provide an explanation for each line item expense. This includes all of the following that
      are applicable,:
            staff and overhead costs,
            rental assistance,
            utility assistance,
            service delivery costs, and
            other eligible costs.

   2. Fiscal Management: Describe the organization’s fiscal management, including:
            financial reporting,
            record keeping,
            accounting systems,
            payment procedures, and
            audit requirements.

   Provide the most recent financial audit or certified financial statement as an attachment.

Part 2 – Letters of Commitment

Identify commitments for ongoing funding for PY2005 projects only in the space provided below
and include letters of commitment for these funds as attachments. (Letters of commitment for
PY2006 will be required in July 2005.)
       All letters must be on the organization’s letterhead and must include date, amount of
        match/leverage, and an authorized signature.
       Letters must be dated within 30 days of the application submission date.
       Letters must demonstrate that the funding is applicable to the project detailed in this
        application.
       Do not include letters of commendation unless financial support is provided by the
        person/organization and is detailed in the same letter.
