									Dear Grant Seeker,

This fact-filled package contains government and foundations grant information and is written to inform the
general public of available funds throughout America! Although billions of dollars are given away every year
by these government agencies, and 30,000+ grant-making foundations in the United States, most Americans
do not even know these agencies and foundations even exist, or how to contact them.

Free grants given out range anywhere from $500.00 up to $5,000,000.00, anyone thinking about starting,
improving or expanding an established business, continuing an education, or developing an invention; or an
artist or musician, a researcher; or someone seeking a fellowship, requiring general welfare help with medical
or everyday living expenses, or trying to meet any of thousands of other needs, should not make a move
without investigating how the government or a private grant foundation can help them.

This package will help you locate information that can create opportunities for you. Whatever your dreams
and desires are, there may be a grant for you! You will learn about Federal and State money, how to improve
your own business with grant money, and how to find over 30,000 foundation grant sources.

By following these guidelines, you may begin to fulfill your life’s dream of becoming independent and
owning your own business, continuing an education you never thought you could afford, or any of thousands
of other worthwhile causes. Now that you have discovered information that has brought others success, it is
time for you to reach for that better quality of life that you have always wanted, and can obtain NOW!

But how to identify them? This is the biggest stumbling block to those that even think they might qualify for
government funds in some way. But the key to obtaining free grant trust money is not a big secret. Generally,
if you are a person who can follow instructions, chances are you could qualify for a grant.
There is even a bimonthly magazine you can subscribe to by the name of Humanities, which is published by
the National Endowment for the Humanities, 1100 Pennsylvania Avenue, NW, Room 410, Washington, D.C.
20506, phone number (202) 606-8443. This publication features listings of recent grants by discipline, a
calendar detailing application grant deadlines and guide sections for those who are thinking of applying for a
National Endowment of the Humanities grant -- and there are many! This magazine can give you tips to help
you qualify!

All it takes is organizational skill, the ability to write a proper grant proposal and knowing who to write to for
applications. This disc will be your guide and can improve your chances of securing some of this free grant
money dramatically!

Catalog of Federal Domestic Assistance (CFDA)
We’ve already mentioned this publication, but it bears repeating, as it provides the most comprehensive listing
of federal programs. Whether you’re seeking information about grants for education, career, or business, it
can be found in the Catalog of Federal Domestic Assistance (CFDA). It is available in most public libraries,
or you can write to the U.S. Government Printing Office, Washington, DC 20402, or visit the GPO Web site
at http://www.gpo.gov/ or the CFDA Web site at http://www.cfda.gov or http://aspe.os.dhhs.gov/cfda/. The
latter site provides a more accessible listing of programs. To access it, go directly to
http://aspe.os.dhhs.gov/cfda/ialphall.htm.

Federal Register
Consult the Federal Register, which is printed each business day by the U.S. government. It contains Notices
of Funding Availability (NOFAs), which are invitations for applications for federal grant programs, and
include program descriptions, eligibility requirements, and guidelines. Write to Superintendent of Documents,
U.S. Government Printing Office, Washington, DC 20402, or visit the GPO Web site at http://www.gpo.gov/
or the Federal Register Web site at http://fr.cos.com/. To generate a customized listing of NOFAs, visit
http://ocd.usda.gov/nofa.htm.

Grants Net
For finding information about U.S. Department of Health and Human Services (HHS) and other federal grant
programs, visit GrantsNet. It was created by the Department of Health and Human Services Office of Grants
Management (OGM) for finding and exchanging information about HHS and other Federal grant programs.
GrantsNet serves the general public, the grantee community, and grant-makers (i.e. state and local
governments, educational institutions, non-profit organizations, and commercial businesses). It provides a
variety of Department-wide grants policies governing the award and administration of grant activities,
publishing these in grants policy directives, regulations, and/or manuals. It is part of the much-publicized
national movement toward providing government resources to the general public in a more accessible and
meaningful manner. Find the site at http://www.hhs.gov/grantsnet/

                                          STATE PROGRAMS
State programs are numerous. For individual programs sponsored by the state in which you reside, contact the
appropriate department.

For business programs, we have provided the appropriate Web site for each of the 50 states. Some sites are
better than others in providing detailed information about grant programs; however, most states detail
incentives for locating your business in its state.

Don’t forget, too, to contact your state or local department of economic development, or contact the local
office of the U.S. Small Business Administration. See its Web site at http://www.sba.gov. See also the

FORECAST OF FUNDING OPPORTUNITIES UNDER THE DEPARTMENT OF EDUCATION
DISCRETIONARY GRANT PROGRAMS FOR FISCAL YEAR (FY) 2002

                                          (As of December 12, 2001)

This document lists virtually all programs and competitions under which the Department (we) has invited or
expects to invite applications for new awards for FY 2002 and provides actual or estimated deadline dates for
the transmittal of applications under these programs. The lists are in the form of charts -- organized according
to the Department's principal program offices -- and include programs and competitions we have previously
announced, as well as those we plan to announce at a later date.

Note:This document is advisory only and is not an official application notice of the Department of Education.
We expect to provide updates to this document monthly starting in the first week of November 2001 and
continuing through the first week of May 2002.

Note on printing: For best results, print this document in landscape orientation

                                ORGANIZATION OF THIS DOCUMENT

We have assigned to each principal office a separate chart as follows:

Chart 1 - Office of Bilingual Education and Minority Languages Affairs.

                                                       11
Chart 2 - Office of Educational Research and Improvement.

Chart 3 - Office of Elementary and Secondary Education.

Chart 4 - Office of Postsecondary Education.

Chart 5 - Office of Special Education and Rehabilitative Services.

Chart 6 - Office of Vocational and Adult Education.

                                                     DATES

Here's how you can tell whether we've already published an application notice for a particular program or
competition in the Federal Register and whether the dates we list in this Forecast of Funding Opportunities are
actual or estimates:

If we have already published the application notice, we list after the date in column two the Federal Register
(FR) volume and page number (e.g., 65 FR 53402). All other dates for that program or competition in
columns three, four, and five are actual (as opposed to estimated) dates.

If we do not follow the date in column two with an FR citation, that meant that we have yet to publish the
application notice, and all dates in columns, two, three, four, and five are estimates only. The actual dates will
appear in the official application notice for that program or competition in the Federal Register.

Date of Application Notice. In column two of the charts, we lists the actual or estimated date for publication
of the application notice for a given program or competition.

Applications Available. In column three of the charts, we list the actual or estimated date for the availability
of an application package for a given program or competition.

Deadline Date for Transmitting Application. In column four of the charts, we list the actual or estimated
deadline for transmitting an application under a given program or competition.

Deadline Dates for Transmitting Intergovernmental Reviews. Certain programs identified in this document are
subject to Executive Order 12372 and the regulations in 34 CFR part 79. In column five of the charts, we list
the actual or estimated deadline date for transmittal of State Process Recommendations by State Single Points
of Contact (SSPOCs) and comments by other interested parties. If you are an applicant under a program

Electronic Grant Applications - We are conducting a pilot project for the electronic submission of applications
under several of the programs listed in the charts. The pilot project involves the use of the Electronic Grant
Application System (e-Application: http://e-grants.ed.gov) function in our Grant Administration and
Payments System. We have identified the programs participating in the pilot by putting the designation e-
Application under the program title in column one of the charts. The requirements and instructions for
submitting applications electronically under the programs identified will appear in the application notice for
those programs or competitions in the Federal Register.

                                          FISCAL INFORMATION

Available Funds. The Congress has not yet enacted an FY 2002 appropriation for the Department of
Education. The programs and funding amounts listed in this documents are based on the Secretary's best
estimates at this time. The Secretary is providing this document in order to give potential applicants adequate
time to prepare applications. Potential applicants should note, however, that the Department may cancel some
of the competitions listed in this document and may announce some new competitions not listed in this
document.

Estimated Average Size of Awards and Number of Awards. Except for programs and competitions
administered by the Office of Special Education and Rehabilitative Services (OSERS), column six lists
estimated average size and number of awards. The amounts and numbers referenced in this column are
advisory and represent the Secretary's best estimates at this time. The average size of an award is the estimate
for a single-year project or for the first budget period of a multi-year project. In the application package for an
individual program or competition, applicants will receive information about the amount the Secretary intends
to make available for each year of a multi-year project.

In the case of programs and competitions administered by the principal components of OSERS, the charts
differ with regard to the average size of awards. For programs and competitions of this office, column six of
the charts lists the average or estimated maximum size of the awards per year. Applicants will receive further
information about funding amounts in the application packages for the individual programs.

Note: The Department is not bound by any of the estimates in this document. We advise you to read the actual
individual application notices for these programs or competitions published in the Federal Register.

                                                  Appendix

                              Intergovernmental Review of Federal Programs

This appendix applies to each program that is subject to Executive Order 12372 (Intergovernmental Review of
Federal Programs) and the regulations in 34 CFR part 79. One of the objectives of the Executive order is to
foster an intergovernmental partnership and a strengthened federalism. The Executive order relies on
processes developed by State or local governments for coordination and review of proposed Federal financial
assistance.

If you are an applicant, you must contact the appropriate State Single Point of Contact to find out about, and
to comply with, the State's process under Executive Order 12372. If you propose to perform activities in more
than one State, you should immediately contact the Single Point of Contact for each of those States and follow
the procedure established in each State under the Executive order.

In States that have not established a process or chosen a program for review, State, areawide, regional, and
local entities may submit comments directly to the Department. Any State Process Recommendation and other
comments submitted by a State Single Point of Contact and any comments from State, areawide, regional, and
local entities must be mailed or hand-delivered by the date indicated in the actual application notice to the
following address: The Secretary, EO 12372--CFDA# [commenter must insert number--including suffix
letter, if any], U.S. Department of Education, room 7E200. 400 Maryland Avenue, SW., Washington, DC
20202.

We will determine proof of mailing on the same basis as applications (see 34 CFR 75.102). You may hand
deliver recommendations or comments until 4:30 p.m. (Washington, DC time) on the date indicated in the
actual application notice.

PLEASE NOTE THAT THE ABOVE ADDRESS IS NOT THE SAME ADDRESS AS THE ONE TO
WHICH THE APPLICANT SUBMITS ITS COMPLETED APPLICATION. DO NOT SEND
APPLICATIONS TO THE ABOVE ADDRESS.
In keeping with Executive Order 12372, the Office of Management and Budget has established and maintains
a list of the States participating in the program. The listing provides the names, addresses, telephone and fax
numbers of designated State Single Point of Contact and can be accessed at:
