Tender Information

1) Arrange walkthrough with Ian Cyr from the curling rink Building Committee
   email at ian.cyr@tembec.com or call ( 204) 340-5401.

3) Submit proposal utilizing Quotation sheet provided. Include separate pricing
   as requested, and submit to Tower Engineering offices 208-897 Corydon
   Ave. Wpg MB R3M 0W7 Attn: Sunova Centre Powerview-Pine Falls by 2:00
   pm May 17, 2010. Fax will also be accepted at 925-1155.

4) The contract will be awarded on a Design-Build basis.

5) The work is to be completed by August 5, 2010.


Scope of Work

1) Supply and install a new concrete floor for an existing five sheet curling rink.
   Approximate floor size is 150 feet by 82 feet which is also the entire building
   size. Existing floor is a sand floor with a 3 foot by 3 foot deep header trench in
   one end. The new floor will not have a header trench as a trenchless piping
   system will be installed. .

2) Include all required excavation of existing floor and base. Sand shall be
   placed in piles outside for reuse, or, for removal by others. Existing rink pipe
   will be removed by others. A new overhead door in the curling rink wall will be
   provided by others.

3) Bids will be excepted for the excavation, placement , and compaction of fill
   and insulation only ; or for concrete supply and placement only; or for both.
   Fill in appropriate area on quotation form provided.

4) Allow for 24-inch of excavation (approximately 1000 yards of existing damp
   sand). Provide unit price per yard for extra excavation and replacement if
   required.

5) Include coordination with Mechanical Contractor who will be installing two
   layers of rink pipe.

6) Supply and install 3 runs of weeping tiles and pump-out pit as shown on
   drawing M1
   (pump and details by others).

7) Include all required insulation. Two layers of 1.5-inch high density insulation
   for a total of 3-inches under the entire rink slab plus a 1 foot edge of 3-inch of
   high density insulation all around the existing grade beam. The new top of
   floor will be approximately 1 foot higher than the existing sand floor.

8) Supply and install a layer of 6 mill poly on top of the compacted floor before
   the rink chairs are installed.

9) Rink chairs to hold the rebar and pipe will be supplied by others.

10) Include all granular fill (approximately 1000 yards), compaction, concrete,
    rebar, and top mesh as required.

11) Supply and install 6-inch concrete floor in one continuous pour after all the 1-
    inch pipe is installed by others.

12) The contractor is required to provide all permits, material testing, general
    expenses, labour, materials and equipment for a complete and fully functional
    installation.

13) Provide a volunteer labour deduct if applicable. Volunteers would be available
    to assist in insulation installation, rebar and mesh installation and tying,
    helpers for concrete pour, etc. Complete supervision must be provided for
    these tasks.


General Requirements

1) It is mandatory that the bidders examine the site and the existing conditions
   affecting the project. Examine the complete set of contract documents to
   ensure that the work can be carried out without significant changes to the
   intent of the documents. No future allowance will be made for changes
   unless the engineer has been notified in writing of any discrepancies or
   interferences, prior to work commencing. No additional compensation will be
   considered for any items that should reasonably have been noted during the
   pre-bid site inspection.

2) Provide proof with references of large arena type floor installations.

3) All aspects of the installation must comply with the most stringent of the
   applicable building codes, local regulations, and by-laws. Before proceeding
   with the work, obtain approval of drawings and specifications from the
   authorities having jurisdiction, including all required Building Permits.

4) Provide all necessary notices, obtain all required permits, pay all fees
   required by law, and arrange for all inspections related to the performance of
   the specified work.

5) Provide all materials, labour and equipment required to complete the work as
   shown and as specified, so as to leave the owner with a complete and
   functioning system.

6) All equipment and materials shall be new and CSA approved, unless
   specifically noted otherwise.

7) All similar equipment and/or materials shall be by the same manufacturer.

8) Provide complete shop drawings for review by the owner and Tower
   Engineering. The review of the shop drawings is for the sole purpose of
   ascertaining conformance with the general design concept. The contractor
   shall remain responsible for confirming and correlating the dimensions on the
   jobsite, and for information that pertains to the fabrication process,
   construction techniques, and installation details, and for coordinating all work
   of the related sub-trades.

9) All cutting and patching shall be the responsibility of the contractor. Existing
   exposed surfaces shall be returned to an „As-Found‟ condition acceptable to
   the owner.

10) Each contractor shall coordinate the work with other contractors in order to
    avoid conflicts.

11) Neatly store all materials, and clean up refuse on a regular basis. Protect and
    maintain all work until the project has been completed and turned over to the
    owner.

12) The installation shall be completely tested, demonstrating that the equipment
    and systems installed are performing in the manner intended.

13) Furnish certificates confirming that the work has been installed to the
    satisfaction of the authorities having jurisdiction.

    No certificate issued, payment made, or partial or entire use of the systems
    by the owner, shall be construed as acceptance of defective work or
    materials.

14) The contractor shall provide a one year labour and material warranty on all
    new equipment and components, commencing upon the date of acceptance
    by the owner.

    Replace at no charge to the owner, all items which fail or prove defective
    within a period of one year after the date of final acceptance by the owner,
    provided that the failure is not due to improper usage by the owner. Make
    good all damage incurred as a result of the failure or the repairs.

15) Scheduling of all work shall be arranged with the owner. Coordinate the shut-
    down of existing utilities and services as required for connections of new
    work. Work must conform to the directions of the owner.



Outline Specifications

1)      Refer to drawing “Buffer & Curling Rink Cross-section M1” for details.

2)      Coordinate with the Mechanical Contractor who will remove the existing
        rink piping and fluid.

3)      The owner will obtain a Geotechnical Investigation report after the end of
        the current curling season. This report will confirm the design
        specifications for the construction of the slab-on-grade floor. For the
        purposes of this proposal, the Design Build contractors are to assume the
        following parameters for the fill and slab design:

           i.   excavate a minimum of 24-inches below the top of finished floor.
          ii.   proof roll exposed sub-grade and compact to 98% SPMDD.
         iii.   place and compact “C Base” as required to underside of insulation
                elevation.
         iv.    place insulation, as noted below.
          v.    place and compact a 6-inch lift of “C-Base” and a 6-inch lift of “A-
                Base” for the buffer (compact to 100% SPMDD), and
         vi.    place moisture barrier and concrete slab as noted below. A total of
                approximately 1000 yards of fill materials will be required. Consult
                with the geotechnical engineer as to the reusability of the
                excavated materials. Provide an extra unit price per yard if more
                than 24-inches depth requires removal.

4)      Compaction testing of the sub-base to be conducted by the designated
        Geotechnical Engineer. Provide compaction reports to Tower Engineering.

5)      After excavation the Mechanical Contractor will be installing 1-inch high
        density poly piping in shallow trenches. After installation these pipes are to
        be carefully backfilled with a minimum of 6-inches of compacted fill.

6)      Supply and install 3 runs of weeping tiles graded to a pump-out pit as
        indicated on the drawings.

7)      Install two horizontal layers of 1.5-inch high density insulation suitable for
        ground burial under the curling rink floor. Insulation shall be in two layers
        with joints overlapping to ensure that no joints line up.

8)      Install a one foot vertical edge consisting of two layers of 1.5-inch high
        density insulation suitable for ground burial around the perimeter of the
        curling rink floor up against the outside grade beam. Insulation shall be in
        two layers with joints overlapping to ensure that no joints line up.

9)      Ensure granular material for buffer is not susceptible to frost damage. This
        12-inch buffer will be frozen to assist in holding the curling ice for longer
        periods and will also provide better ice with more even surface
        temperatures.

10)     Install a 6 mill poly layer on top of the compacted buffer before placing the
        rebar chairs and pipe.

11)     New curling rink floor to be 6-inches thick. Edges to have 1-inch of
        concrete over the Styrofoam edges.

12)     New curling rink floor to be the full size of the 5 sheet curling rink (82 feet
        x 150 feet). The existing header trench is to be filled in and compacted.
        Coordinate with mechanical contractor who will be installing two floor
        drains in the header trench area.

13)     Supply and install rebar on rink chairs (supplied by others) to ensure that
        all the pipe and rebar is held in its proper place. Chairs to have maximum
        spacing of 3 feet on centre.

14)     Supply and install 10M rebar at 12-inches on centre in both directions at
        mid-height of the slab depth.

15)     Coordinate with Mechanical Contractor to ensure that the rink pipes are
        installed at a level to ensure 1-inch of concrete cover over the pipes.

16)     Supply and Install 6x6 -10/10 welded wire mesh on top of the rink pipe
        and ensure that the pipe is held firmly in place. The wire mesh mats must
        be firmly tied to the rebar and chairs below to ensure that the rink pipe
        does not float during concrete placement.

17)     Coordinate with the Mechanical Contractor to ensure that the rink pipe has
        been pressure tested prior to placing the concrete. The rink pipe cannot
        be left under more than 10 psi pressure while the concrete is placed.

18)     Coordinate with the Mechanical Contractor to ensure that there is no more
        than 4-inches between any two pipes. Care must be taken during concrete
        placement to ensure proper pipe spacing.

19)     Have Mechanical Contractor on standby during the concrete placement in
        case a pipe is damaged and needs repair.

20)     Provide concrete placement, finishing, curing, and testing in accordance
        with requirements of CSA A23.1-04 and A23.2-04. One continuous pour is
        expected; multiple pours will not be allowed.

21)     Concrete for the slab to be Class N exposure with a compressive strength
        of 25MPa at 28 days.

22)     Concrete sampling, testing, and frequency to be in accordance with CSA
        A23.1-04.

23)     The slab surface tolerance shall meet a Class C floor of Table 22 in CSA
        A23.1-04.

           i.   Floor flatness shall be min FF = 30.
          ii.   Floor levelness shall be min FL=25.

24)     There will be no expansion joints, nor sawcut control joints on the entire
        slab.

25)     Allow full 28 days of curing before loading the floor.

26)     Apply caulking around edges to seal to existing walls.
