Ringkasan Eksekutif


Kunjungan dilakukan ke tiga Universitas yaitu Peking University (PKU) di Beijing,
Tsinghua University di Beijing dan Shanghai University di Shanghai. Sekitar 2800
perguruan tinggi terdapat di China dan tersebar diseluruh provinsi. PKU memiliki
peringkat pertama di China, Tsinghua University menduduki peringkat kedua dan
Shanghai University menduduki peringkat keempat puluh dalam tahun 2007.
Kesamaan yang terdapat pada PT di China adalah pemerintah pusat maupun
pemerintah daerah menunjang pembiayaan. Perguruan Tinggi di China
mengalami reformasi pada tahun 1996 dimana saat itu mahasiswa pada
perguruan tinggi diharuskan membayar tuition fee dimana sebelumnya
pendidikan semua jenjang sampai dengan perguruan tinggi adalah gratis. Pada
saat itu beberapa perguruan tinggi seperti Peking University, Tsinghua University,
Nanjing University dan 5 perguruan tinggi lainnya dijadikan Perguruan Tinggi
Nasional yang mendapat support penuh dari Pemerintah Pusat melalui Ministry of
Education (MOE) dan khusus untuk research juga mendapat support dari Ministry
of Science and Technology (MOST). Calon mahasiswa yang terbaik dari lulusan
high school dalam China National Entrance Examination bulan Juni mendapat
prioritas untuk memasuki delapan perguruan tinggi tersebut. Saat ini PKU,
Tsinghua dan Hongkong University mendapat kesempatan untuk memilih lebih
dahulu calon mahasiswa terbaik untuk diterima pada ketiga universitas tersebut,
dan baru setelah itu perguruan tinggi lainnya mendapat kesempatan untuk
memilih calon mahasiswa mereka. Bagi perguruan tinggi yang berada di provinsi,
didukung oleh pemerintah daerah. Sebagai contoh Shanghai University
mendapat support yang sangat besar dari pemerintah daerah Shanghai.


PKU dan Tsinghua yang kami kunjungi memiliki Science Park serta ventura yang
sangat mendukung universitas dalam pendanaan. Sebagai contoh PKU memiliki
perusahaan komputer/elektronik yang merupakan salah satu yang terbesar di
Cina. Pemerintah mengalokasikan dana melalui pola block grant ke Universitas.

Setiap tahun perguruan tinggi mengusulkan anggaran yang diperlukan setelah
dikurangi dengan pendapatan dari tuition fee dan ventura ke pemerintah.
Yang menarik untuk disimak juga adalah setiap Professor dapat mengajukan
biaya penelitian langsung ke MOE dan untuk PKU dan Tsinghua, success rate
adalah 50% untuk mendapatkan dana penelitian yang diusulkan. Malah untuk
beberapa penelitian di departemen dibawah School mendapat success rate
sampai 100%. Di MOE ada suatu badan yang menerima proposal penelitian dan
mengevaluasinya.


Pemerintah juga menentukan beberapa laboratorium yang menjadi National Key
Laboratory dan ditempatkan di perguruan tinggi yang dipilih (dapat dilihat pada
laporan detail untuk masing-masing PT yang dikunjungi).
Remunerasi dosen untuk basic salary hampir sama bagi semua PT di China.
Yang membedakannya adalah insentif sebagai peneliti dan jika menduduki
jabatan di PT. Di PKU dan Tsinghua seorang professor mendapat basic salary
dari Pemerintah sekitar 30-40 ribu RMB per tahun dan insentif lainnya berkisar
antar 60-80 ribu RMB per tahun, sehingga total selama satu tahun mencapai
antara 90 ribu-120 ribu RMB.


Kemajuan yang sangat pesat bagi PT di China disamping komitmen dosen/non
dosen yang kuat juga didukung oleh pemerintah baik pemerintah pusat maupun
daerah melalui dukungan pendanaan serta otonomi yang diberikan pada
perguruan tinggi sehingga PT dapat memiliki ventura yang hasilnya dapat
mendukung operasional PT. Dukungan industri terhadap PT juga sangat besar.
Ventura yang dimiliki suatu PT board of trustees biasanya berasal dari stake
holder yang memliki business/indutri yang mapan sehingga hubungan industri
dan PT terjalin dengan erat. Di PKU, pihak industri diajak bergabung
mengembangkan bisnis & ventura melalui sebuah Board of Trustee yang
beranggotakan para direktur perusahaan-perusahaan terkemuka di Cina.


Di Shanghai University dengan jumlah dosen sekitar 5000 orang diberlakukan
contract based antara setiap individu dengan School atau Universitas. Setiap
aktifitas yang disepakati dituangkan dalam kontrak yang berlaku, setahun, dua
tahun dan maksimum tiga tahun. Tiap tahun ada evaluasi terhadap sang dosen

dan sekitar 250-300 dosen harus mengakhiri kontraknya. Sehingga setiap tahun
universitas juga melakukan rekruitmen dosen sejumlah 250-300 orang. Yang
menarik, contract based ini juga berlaku bagi staf dosen yang memangku jabatan
akademis seperti Dekan, Vice Rector dan pejabat-pejabat lainnya.


Kunjungan ke ITB dan UGM mencerminkan upaya-upaya perubahan yang telah
dilakukan   selama   ini   perlu   ditingkatkan   terus   ke   arah   perbaikan.

        100,000 RMB.
    • Achievements in fund raising in research, service and training as well as
        industrial program are stated proudly as the main contributor for the
        development of the university
    • Each income generating unit is run professionally and being well
        institutionalized

1.3 History
Institut Teknologi Bandung (ITB) or Bandung Insitute of Technology or Institute of
technology Bandung, was founded on March 2, 1959. The present ITB main campus
is the site of earlier engineering schools in Indonesia. Although these institutions of
higher learning had their own individual characteristics and missions, they left
influence on developments leading to the establishment of ITB.

In 1920, Technische Hogeschool (TH) was established in Bandung, which for a short
time, in the middle forties, became Kogyo Daigaku. Not long after the birth of the
Republic of Indonesia in 1945, the campus housed the Technical Faculty (including a
Fine Arts Department) of Universitas Indonesia, with the head office in Jakarta. In the
early fifties, a. Faculty of Mathematics and Natural Sciences, also part of Universitas
Indonesia, was established on the campus.

In 1959, the present lnstitut Teknologi Bandung was founded by the Indonesian
government as an institution of higher learning of science, technology, and fine arts,
with a mission of education, research, and service to the community.

Government Decree No. 155/2000 pertaining to The Decision on ITB as Legal
Enterprise has opened a new path for ITB to become autonomous. The status of
autonomy implies a freedom for the institution to manage its own business in an
effective and efficient way, and to be fully responsible for the planning and
implementation of all program and activity, and the quality control for the attainment
of its institutional objective. The institution has also freedom in deciding their
measures and taking calculated risks in facing tight competition and intense pressures

II. Strategic Program

1.2 Balancing USM and SPMB
ITB uses USM program to enroll quality students with high financial ability. They see
it as a way to balance quality and income generation. To do this, ITB and its alumni
association (IA-ITB), actively advocating and promoting this policy around this
country. This was done by the highest level of the management.

1.3 Professors income
In general, professors’ income is in the same level as FTUI. As for the management
level, their income is lower to that of FTUI management’s.

Note:

I had a lively discussion with pak Ichsan comparing ITB’s USM and UI’s UM. I tried
to learn on how they relatively succeed with USM.

First, I learned that the top management holds the responsibility, among other things,
to advocate USM. The Director of Education spends 3 months each year to promote
and advocate USM.

Second, Ikatan Alumni ITB plays significant role in that aforementioned effort. Each
regional/city IA-ITB held an event for this purpose every year.

Third, they had invested heavily in facilities and infrastructure. It goes without saying
that this affect students/parents’ decision to enroll in ITB (through USM)

Moreover, other interesting thing is ITB-Microsoft partnership. With that partnership
every student and lecturer in ITB can obtain a legal software package (Microsoft
products) for less than IDR 30,000. Thus, ITB can actively participate in Microsoft
product development (especially in South East Asian region).

1.3 Existing Condition
       UGM merupakan salah satu dari 6 Perguruan Tinggi (PT) di Indonesia yang
sedang menerapkan pelaksaan PP tentang PT sebagai Badan HukumMilik Negara.
Pada umumnya secara umum kondisi kesejahteraan staf dosen / karyawan dengan
adanya BHMN ini meningkat.
Dalam pelaksaannya tentunya terdapat beberapa hal yang dianggap menguntungkan
maupun merugikan dibandngkan pada kondisi saat sebelum diterapkannya BHMN.

Negative Impact:

   1. PNS baru yang diterima untuk tahun ini (2007) untuk seluruh UGM hanya 10
      orang
   2. Untuk mendapatkan hibah khususnya dari Pemerintah makin kecil karena
      dianggap BHMN sudah bisa lebih leluasa untuk mendapatkan dana baik dari
      pemerintah maupun dari swasta.
   3. Karena sudah BHMN dianggap oleh direktorat jendral pajak sebagai PKP
      (Pengusaha Kena Pajak)

Positive Impact:

   1. Pengahasilan / take home pay naik secara signifikan
   2. Medical check up setahun sekali
   3. Pegawai baru adalah pegawai BHMN dengan remunerasi sama dengan PNS,
      fasilitas asuransi kesehatan ASKES Plus, yang lainnya sesuai dengan faslititas
      yang diterima PNS

Secara structural Rektor dibantu oleh 3 orang Wakil Rektor yaitu bidang akademik
dan penelitian, kedua bidang SDM serta ketiga adalah alumni dan kemahasiswaan

dibawahnya lagi adalah kepala bagian.

Sedangkan untuk tingkat fakultas strukturnya mirip dngan tingkat universitas yang
masih conventional yaitu 3 wakil dekan dengan bidang akademis, administrasi
keuangan dan kemahasiswaan serta dibantu oleh Ketua Program Pascasarjana yang
setingkat dengan wakil dekan serta adanya asisten yang membantu wakil dekan
dimana kegiatan pascasarjana ini adalah dengan bisang multi jurusan sedangkan
untuk kegiatan pasca satu bidang keilmuan dibawah ketua jurusan.

Ditingkat jurusan sesuai dengan tingkatan fakultas dimana untuk pascasarjana ketua
jurusan merupakan penanggungjawab program pascasarjana ditingkat jurusan

Sedangkan untuk pascasarjana pendanaan secara paket dimana semua dana langsung
ke jurusan setalah itu jurusan akan memberikan Rp. 4 juta / mhs. kepada universitas
selanjutnya universitas memberikan Rp. 2 jt ke fakultas

Subsidi silang hanya untuk penelitian dan pengabdian pada masyarakat
Dana untuk kesejahteraan tidak lebih dari 50 %.
Tahun lalu ada dana luncuran (sisa anggaran) sebesar Rp. 20 M.

Penugasan, beban kegiatan, honor BOP, SPP dikelola sendiri oleh jurusan untuk
kesejahteraan / honor bisa mencapai 70 %.

II. Strategic Program


1.1 Professors income
       Otonomi dilaksanakan pada tingkat jurusan artinya wewenang sepenuhnya
dalam menentukan renumerasi maupun penugasan untuk dosen dan karyawan
dilakukan oleh jurusan, dalam hal ini akan berakibat pada penghaasilan dosen dan
karyawan akan berbeda pada jurusan yang satu dengan yang lainnya. Secara umum
penghasilan dosen sekitar Rp 4.500.000,-
Honor tersebut meliputi : tunjangan bulanan, honor menguji, honor pembimbing
akademis, honor pembimbing tugas akhir, honor mengajar yang disesuaikan dengan
jumlah SKS dengan tarif sebesar Rp. 75.000,- per SKS/kedatangan dan juga

mendapatkan gaji ke 13. Besarnya renumerasi yang diterima adalah sesuai dengan
tunjangan fungsional yang bersangkutan Sedangkan untuk tunjangan structural sesuai
dengan aturan tunjangan structural dari pemerintah
