Thank you for the opportunity to provide a proposal for the Civil Engineering work that will be
needed by the City of Albany. It is my pleasure to tell you about our firm and to inform you on
the quality staff and services our company has to offer.

Udell Engineering and Land Surveying, LLC has a long standing working history in the Mid-
Willamette Valley of Oregon. It has been an active business in this area for over 60 years. The
firm dates back to 1946, when Bert Udell started Udell Engineering and Surveying in Lebanon,
Oregon. After successfully practicing for nearly 24 years Bert Udell passed the business on to his
son, Jim Udell, in 1984. Jim Udell operated the business as a Sole Proprietor until 2007 when he
formed a partnership with Brian Vandetta, a long standing employee. In January 2007, after over
60 years, Udell Engineering and Surveying was transferred into the partnership and named Udell
Engineering and Land Surveying, LLC.

The firm’s focus has been on providing excellence in civil engineering and land surveying
solutions throughout Oregon with an emphasis in the Mid-Willamette Valley area for nearly 63
years and counting. Our firm has extensive experience in many aspects of civil engineering
including street, storm drainage, sanitary sewer, water, and site design. We feel the firm’s
strengths are in the ability to provide personal attention to projects and reasonable, cost-effective
solutions to civil design projects and to ‘think out of the box’ when needed.

Udell Engineering and Land Surveying, LLC is a small company in numbers but very large in
experience and wisdom. The firm prides itself in an effective utilization of a team approach
which produces an efficient process for project completions. We follow a consistent chain of
command and our employees understand directions and follow through effectively, keeping our
projects on time and on budget. We also feel our company stands above the rest due to the
longevity of successful years of business building valuable experience and wisdom. This long
standing tradition of excellence has developed strong and loyal clients as well as an outstanding
reputation. Our history in this area has lead to the development of strong relationships between
our contacts, from the private developer to the staff at the municipal offices.

Our team approach to completing a project design involves many team members and requires
clear and concise communications. The team approach extends beyond our doors and to our
client. We rely on the vital input from our clients and consider their communication and
feedback very valuable. Each project is assigned a senior engineer and the number of technicians
necessary for a timely and successful completion. The technicians are responsible for compiling
data and presenting it to the senior engineer for interpretation and specific design instructions.
The senior engineer’s instructions are implemented into a design by the technicians. A series of
internal meetings, correspondence, and reviews occur throughout the design process. The senior
engineer provides the final review of all design documents before submittal.

The firm has occupied our current location in downtown Lebanon, Oregon for nearly 10 years.
Our office provides a private working office for each of our employees. It offers a complete
printing and copying facility and a professional conference room for private meetings with staff
and clients.

The individual who will not only negotiate and authorize the Master Agreement, but will be the
contact for work orders will be Brian Vandetta, PE PLS. Brian is currently the majority partner
with decision making ability. He has extensive experience in acting as the lead engineer on many
projects and has been the lead engineer at Udell Engineering and Land Surveying, LLC for over

                      INTRODUCTION TO OUR FIRM

Udell Engineering and Land Surveying, LLC offers a wide variety of services associated with
the professional completion of civil engineering design projects. Our many years of experience
has created a wide knowledge base of the design related process and the team approach system
of completing many types of projects.

Our civil engineering and design department can handle many types of civil design needs. We
have vast experience in not only the design of projects, but working through some of the
obstacles that the projects encounter. Examples of these are site constraints, storm water
management, wetland management, and erosion control among many others. We have
developed strong relationships with experts in many of these associated fields, giving us
excellent resources to contact if and when an issue of these natures are encountered. Our civil
design teams can take a project from the beginning vision of a development all the way to
through the construction administration to a completed product.

Our company works out of one office in Lebanon, Oregon as stated before. We host a
conference room large enough to handle the necessary meetings required for any civil design
project. These meetings can include pre-application, land use planning brainstorming, as well as
pre-construction meetings. Although our office is in Lebanon, the short proximity to Albany
would not create any difficulties with communication to the City of Albany. We have a strong
support staff who are always able to deliver documents as well as staff who reside in Albany and
often can deliver items on their way home. Our company is set up with individual email
accounts and utililize them effectively, so maintaining the lines of communication has never
been an issue for our clients, even those whose projects are out of our immediate area. Our
licensed engineers and surveyors are all licensed in the State of Oregon.

Udell Engineering and Land Surveying, LLC currently has two Civil Engineers licensed to
perform service in the state of Oregon, one Engineering Associate, 2 Licensed Surveyors , and
one Land Surveyor in Training.

Project:   Academy Square Senior Center Phase 1

Project Overview: Udell Engineering and Land Surveying, LLC was contracted by the City
of Lebanon to provide civil engineering services for site design including parking lot layout,
grading, drainage, and utilities. The project was located in the southwest quadrant of the
intersection of US Highway 20 and US Highway 34. The site size was approximately one
acre.

Key Tasks:
         Pre-design survey topographic base map
         Establish horizontal and vertical project control
         Civil site design
         Erosion Control Plan and DEQ 1200-C NPDES permit acquisition
         Contract support documents such as bid quantities
         Construction survey staking

Performance Record: The above project is representative of a successful project that
demonstrates Udell Engineering and Land Surveying, LLC has the capabilities to provide
excellent service for the City of Albany. It demonstrates the ability to coordinate with a
municipal agency. The project was competed within the contract timeframe and completed
within budget with no change orders being issued.

Project:   Airport Industrial Park Phase 1

Project Overview: Udell Engineering and Land Surveying, LLC was contracted by The
City of Lebanon for a design build project to provide infrastructure for an Industrial
Subdivision. The Industrial Subdivision is located on the west limit of the City Limits of
Lebanon on the south side of Oak Street. The project included the design of an access road
with associated storm drainage, waterlines, sewer lines, franchised utilities, and a wastewater
pump station. The project dealt with the environmental site constraint of jurisdictional
wetlands. We worked with The City of Lebanon and an Environmental Consultant to
delineate and mitigate the wetlands to an offsite Mitigation Bank.

           Establish horizontal and vertical project control
           Easement document preparation
           Civil roadway design
           Civil sanitary sewer design
           Civil wastewater pump station design including Pre-Design report submittal to
           DEQ and Operation and Maintenance Manual preparation
           Erosion Control Plan and DEQ 1200-C NPDES permit acquisition
           Construction administration
           Construction survey staking

Performance Record: The above project is representative of a successful project that
demonstrates Udell Engineering and Land Surveying, LLC has the capabilities to provide
excellent service for the City of Albany. It demonstrates the ability to coordinate with a
municipal agency. The project was performed as a design build in an attempt to expedite the
infrastructure completion for several industrial tenants who were under contract. The design
and construction was completed within a timeframe of 18 months which was quite and
accomplishment considering the environmental permitting associated with the project. The
project was competed within the contract timeframe and completed within budget. The
project included no change orders.

Project:   Lebanon Fire Station #34
Date:      2008

Project Overview: Udell Engineering and Land Surveying, LLC was contracted by the
Lebanon Fire Department to provide civil engineering services for a new fire department sub
station. The project was located on the south side of Weirich Drive on the east side of
Lebanon. The project site was approximately 1 acre in size and included grading and
drainage, domestic water supply, fire suppression water supply, and franchised utilities.

The site is located on the fringe of the city limits of Lebanon with no City water supply. The
water system was designed utilizing an onsite well. Our firm completed required design and
permitting through the State of Oregon Health Division Drinking Water Program. The
domestic water supply included the well, pressure tank, and distribution waterlines. The fire
suppression water supply included an above ground holding pond for water supply which
was fed by the onsite well and a booster pump system. The fire suppression water supply
was designed per the National Fire Protection Association Specifications.

Performance Record: The above project is representative of a successful project that
demonstrates Udell Engineering and Land Surveying, LLC has the capabilities to provide
excellent service for the City of Albany. It demonstrates the ability to coordinate with a
public entity and achieve multiple state permits. The project was competed within the
contract timeframe and completed within a very strict bond funded budget. The project
included one change order when the Fire Chief decided to implement fire suppression after
code analysis initially determined it was not necessary.

Project:   Lebanon Reload Facility

Project Overview: Udell Engineering and Land Surveying, LLC was contracted by the City
of Lebanon to perform land use planning, wetland delineation and fill/removal permitting,
surveying, and civil design for a railroad reload facility funded by a Connect Oregon Grant.
The project is located in the northern portion of the City of Lebanon just south of the Lowes
Distribution Center. The project site is approximately 5 acres in size. The project team
involved City of Lebanon staff and Udell Engineering and Land Surveying, LLC staff. The
City of Lebanon staff performed the site layout and design while Udell performed all
required land use applications, survey work, and the railroad design per the UPRR
specifications.

           Pre-design survey and topographic base map
           Annexation application and Planning Commission and City Council presentations
           Conditional Use application and Planning Commission and City Council
           presentations
           Land Partition application and Final Plat preparation
           Coordinated DSL delineation report

Performance Record: The above project is representative of a successful project that
demonstrates Udell Engineering and Land Surveying, LLC has the capabilities to provide
excellent service for the City of Albany. It demonstrates the ability to coordinate with a
public entity and achieve multiple local land use approvals and state permits. The project is
currently under construction. No change orders have been issued for work associated with
the services provided by Udell Engineering and Land Surveying, LLC.

Brian Vandetta joined Udell Engineering & Land Surveying, LLC in 1993. He has over 15 years of active
experience in the Land Surveying and Civil Engineering professions. Brian became an owner of Udell Engineering
and Land Surveying, LLC in January of 2007. He oversees and manages all operations of Udell Engineering and
Land Surveying, LLC.

Civil Engineer and Land Surveyor

Jim Udell had several years of experience working for other firms as well as holding the position of City Engineer
for Lebanon prior to becoming the owner of Udell Engineering & Land Surveying, LLC in 1979. As a second
generation civil engineer and land surveyor, Jim offers a great resource to our team. He has over 40 years
experience in the civil engineering and land surveying professions.

Civil Engineering Associate:                                            Andrew Rappe, EIT

Andrew Rappe has been with Udell Engineering and Land Surveying, LLC since 2003. Beginning as a Survey
Chainman, and following with Survey Crew Chief, he now is a valuable Engineering Associate at our firm. Andrew
is primarily a designer and is knowledgeable concerning both the engineering and the surveying aspects of this field.

Project Survey Manager:                                                 Anthony Drummond
Anthony began with Udell Engineering & Land Surveying, LLC as a Survey Drafter and Survey chainman in 2000
with duties that included preparing Boundary Surveys, Partition Plats, and Property Line Adjustment Maps, as well
as assisting crew chiefs with field surveys and construction staking.
Anthony has advanced during his years of employment and currently runs and manages our survey department.
This position requires an in-depth understanding of surveying, which Anthony has acquired throughout his career.
He has expertise in the art of boundary resolution, land partitions, and understands the legal side of the surveying
field as well.

Project Surveying Party Chief:                                        Kyle Latimer EIT, LSIT
Kyle Latimer is a recent addition to our team and is performing the duties as survey party chief for our second
survey crew. Kyle has taken his LSIT exam (awaiting results) and is an excellent addition to our surveying staff.
Kyle has been working in the surveying field for two years and has experience in the interpretation of construction
plans and operating the surveying equipment.

Project Engineering Technician II:                                    Mary McCall
Mary McCall joined our team in 2004 with over 15 years of experience with Auto CAD drafting. She is one of our
qualified Technicians who assist with much of our pre-design topographic base map preparation and construction
document preparations.



Project Surveying Technician:                                         George Gilbert
George Gilbert joined our team in 2006 with over 20 years of experience with Auto CAD drafting. He is the
primary drafter for our surveys and assists with preliminary base map creation for many projects. George is
proficient and skilled in the art of survey drafting.



TEAM EXPERIENCE

 The staff at Udell Engineering and Land Surveying, LLC has strong history in their ability to
work together as a unified team. The project engineer at our firm and now an owner, has been
with the company for more than 15 years and has established a working structure that effectively
gets projects done and on time. Our employee turnover is very low, with our main drafting
technician and survey manager being with the company more than 5 years. Our larger projects
often utilize the skills of all of our employees at one time or another throughout the project,
being lead by the supervision of the lead design engineer.

OTHER TEAM ATTRIBUTES

Our team here is not only effective in the workplace but we pride ourselves on maintaining
healthy relationships with one another outside of the office. Our company is family oriented and
tries to accommodate our employees’ needs to the best of our ability. We feel keeping our
employees happy and healthy will only lead to a more productive work environment, with very
low staff turnover.

Our team structure works efficiently by the strong communication between employee and
supervisor during all steps of the design process. Our staff works out of one office creating easy
opportunities to go over plans, make design changes, or discuss new ideas or concepts. Our staff
meets weekly to go over all the current jobs to make sure that all deadlines and submittal dates
are being met and that projects are completed on time and on budget.
