                                                                  VACANCIES

The Wastewater Management Authority (WMA) Mauritius is a corporate body
which has the responsibility to preserve the water resources and protect the
health of the population in Mauritius through the management and control of
wastewater collection, treatment and disposal with a strong customer focus. The
Authority is expected to handle an investment programme of about 300 million
US Dollar over the next five years.

The Authority is inviting applications from dynamic, and highly motivated
professionals who wish to be considered for the following posts on contract
basis for an initial period of two years (renewable).


AGE LIMIT

Candidates should not have reached their 50th birthday by the closing date for
the submission of applications.

1.           DEPUTY GENERAL MANAGER (TECHNICAL)

            QUALIFICATIONS

Candidates should :

             Possess a Bachelor degree in Civil Engineering / Bachelor Technology
              (Civil Engineering)

             Possess a post graduate qualification in Environmental or Civil
              Engineering

             Have 15 years’ experience in water / wastewater related projects.

             Have good organising, negotiating and leadership skills and adequate
              experience in Administration and Management.

             Be conversant with software related to project management and
              engineering in general.

          DUTIES


      1.     To be responsible for planning, management of projects and investment
             programmes

      2.     To plan and ensure the implementation of these projects and programmes
             strictly to time, quality and cost targets

      3.     To establish key performance indicators for the overall management /
             implementation of projects and programmes

      4.     To liaise with international funding agencies, private / public sector
             organisations and other Divisions of the Authority for the management of
             projects in general

      5.     To carry out post-construction evaluation of projects

      6.     To be responsible for appraisal and approval of tender documents, terms
             of reference and preparation of technical reports as may be required.

      7.     To ensure the efficient operation and maintenance of the wastewater
             system and infrastructure, including premises and buildings under his
             control.

      8.     To be responsible for the preparation of supervision & management
             operations and maintenance contracts.

      9.     To monitor level of customer satisfaction and compliance of service
             delivery with targeted service standards.

      10.    To develop reporting format for accountability of customer-focused,
             efficiency and sustainability initiatives.

      11.    To approve work plans methodologies for the operation and maintenance
             of all wastewater system.

      12.    To be responsible for the appraisal and approval of tender documents,
             Terms of Reference and preparation of such reports as may be required.

      13.    To perform such cognate duties as may be assigned.


SALARY: Negotiable but not less than Mauritian Rupees 42,500. Please see

2. PROJECT PLANNING AND MONITORING MANAGER

            QUALIFICATIONS

Candidates should :

        Possess a Bachelor degree in Civil Engineering/Bachelor Technology (Civil
         Engineering).

             Possess a Master's Degree in Water/Sanitary Engineering or Project
              Planning.

             Reckon at least 15 years' experience in the water, wastewater/sewerage
              sector.

             Reckon at least 5 years’ experience at a Project Managerial position on
              one or more major projects.

             Show proof of having participated and supervised economic analysis of
              major projects and having worked on master plans and feasibility studies
              in the field of Wastewater Engineering.

            DUTIES:


      1.           To carry out relevant studies on the Sewerage Master Programme,
                   including feasibility studies on wastewater projects.

      2.           Preparation of project dossiers, Terms of Reference (TOR) for inviting
                   consultancy services, reports for funding agencies, Ministries etc.

      3.           To be in charge of the investigation/initiation/preparation of
                   small/medium scale sewer extension projects with a view to executing
                   additional House Connections, including checking the conformity of
                   private development schemes from a technical point of view when such
                   projects exceed the capacity of the Operation & Maintenance Division.

      4.           To monitor the progress of the National Sewerage Programme (NSP)
                   on a quarterly and annual basis with regard to sector indicators and
                   targets; to liaise with Ministries/Donors; to synthesize and revise NSP
                   projections; to advise on issues and actions needed.

      5.           To ensure timely submissions of Progress/Performance Reports to
                   Donors/Ministries.

      6.           To participate in the planning of further projects within the Master
                   Plan/NSP or the updating of Sewerage Master Plan.

      7.           To follow up on sector development in the re-use of wastewater and
                   advise on the optimization thereof.

      8.           To ensure standardization of technical options in the wastewater
                   sector.

      9.           To advise on cost recovery and wastewater policy issues.

      10.          To attend technical meetings with Ministries, Donor Agencies etc.

      11.          To perform any other cognate duties as may be assigned.

3. POST OF TECHNICAL ADVISER – (Project Management)

            QUALIFICATIONS

Candidates should:

            Possess a Bachelor degree in Civil Engineering/Bachelor Technology (Civil
             Engineering).

              Possess a Master's Degree in Project Management or Environmental /
               Sanitary Engineering from a recognised institution or an equivalent
               qualification acceptable to the Board.

               Reckon at least 15 years' experience in the sanitation and environmental
                sector with practical experience in:

                   (i)          Wastewater treatment technologies (industrial and municipal),
                                polluting industries, policy formulation;
                   (ii)         Operation of wastewater treatment plants; and
                   (iii)        Preparing, managing and monitoring major projects and
                                outsourcing contracts, feasibility studies in the environmental
                                and sanitation sector

               Possess required administrative and organising ability, good leadership
                and managerial skills .

               Have proven knowledge in information technology with ability to
                operate engineering software.



     DUTIES:


                   1.     Preparation and continuous updating of an action plan for the
                          implementation of the National Sewerage Programme.

                   2.     Reorganisation and capacity building of the WMA.

                   3.     Planning and progress of works for the major sewerage works and
                          identify the weaknesses and deviations that may affect overall
                          project schedules.

                   4.     Preparation and implementation of the WMA projects.

                   5.     Control, coordination and monitoring of capital projects.

                   6.     Technical, financial and contractual monitoring of capital projects,
                          including follow-up and updating of budget requirements.

                   7.     Preparation of donors' meetings and project related meetings.

                   8.     Preparation of Terms of Reference for consulting contracts, works
                          contracts, feasibility studies, final design, tender documents and
                          implementation schedules.

                   9.     Implementation of measures intended to ensure the autonomy and
                          financial sustainability of the organisation.

                   10.    Identification of strategic decisions that are needed to facilitate
                          meeting the objectives of the organisation and to monitor the
                          implementation process thereafter.

                   11.    Review of all contingency plans for all the major works.

                   12.    Preparation of a quality assurance plan (including performance
                          indicators, etc.) for the evaluation of the performance of
                          Consultants and Contractors working for the organisation.

                   13.    Best practice needed for the fulfilment of the conditions of loan /
                          grant agreement with financing agencies.

                   14.    To perform any other cognate duties as may be assigned.

4            TECHNICAL ADVISER - (Pollution Control )

Qualifications:

Candidates should:

                         Possess a Bachelor degree               in   Civil   Engineering/Bachelor
                          Technology (Civil Engineering).

                         Possess a Master's Degree in Sanitary Engineering from a
                          recognised institution with extensive experience in municipal and
                          industrial wastewater collection, treatment and disposal or an
                          equivalent qualification acceptable to the Board.

                         Reckon at least 15 years' experience in municipal and industrial
                          wastewater treatment and pollution control activities.

                         Possess sound organising and administrative abilities and good
                          communication and supervisory skills

                         Have proven knowledge in information technology with ability to
                          operate engineering software.

DUTIES


             1.           Monitoring of technical issues pertaining to wastewater collection,
                          conveyance, treatment and disposal, and pollution control.

             2.            Establishment of a proper structure and a programme of work to
                          ensure implementation of industrial agreement in the shortest time
                          frame.

             3.           Development        of    the   internal     operational  framework
                          (communication, responsibility, accountability, liaison with
                          industries etc.) for the various divisions of WMA that have a direct
                          involvement with the Industrial Agreement/Effluent Discharge
                          Permit.

             4.           Preparation and implementation of an action plan to verify and
                          monitor the metered potable and industrial water used by the
                          various industries in Mauritius.

             5.           Development of contingency procedures for works such as sewer
                          networks, including rising mains, pumping stations, small
                          sewerage treatment plants etc. that currently do not have such a
                          plan; continuous update and revision of such procedures in order to
                          ensure compliance with Environmental norms, inclusive of
                          contingency protocols in the event of an environmental spill
                          occurrence.

             6.           Preparation of an action plan on the re-organisation of the Pollution
                          Control Unit and Laboratory Unit to ensure compliance with the
                          provisions of the WMA Act, the Environmental Protection Act and
                          other legislations.

             7.           Establishment and monitoring of the performance indicators,
                          design criteria and conditions / practices to be followed for each
                          treatment facility on a continuous basis.

             8.           Preparation of guidelines, technical reports in line with the best
                          practices for the improvement of PCU.

             9.           Preparation of design and construction best practices for on-site
                          disposal systems for Mauritius.

             10.          Implementation and transfer of know-how to WMA officers with
                          regard to the execution of the above duties continuously and
                          consistently.

             11.          To perform any other cognate duties that may be assigned.

5            PROJECT MANAGER

            QUALIFICATIONS

Candidates should:

                         Possess a Bachelor degree               in   Civil   Engineering/Bachelor
                          Technology (Civil Engineering)

                         Reckon at least 15 years' experience in project management,
                          including at least 10 years in the field of sanitary engineering.

                         Possess sound organising, administrative, communication and
                          supervisory skills.

                         Have proven knowledge in information technology with ability to
                          operate engineering software.


        DUTIES:

                1.        To be responsible to the Head of the Project Monitoring Unit (PMU)
                          for the implementation of projects in the PMU and New Works
                          Division of the Authority.

                2.        To be responsible for the development of typical models for study,
                          supervision, progress reports and forms for site supervision, visits
                          according to the requirements of the contract documents and the
                          requests of the Funding Agencies (FA) and the internal procedures.

                3.        To prepare project related documents             during    preparatory
                          feasibility, design and construction phase.

                4.        To advise on tender procedures during tendering phase and
                          evaluation in consultation with the Funding Agencies concerned.

                5.        To advise in settling disputes or differences during implementation
                          and / or execution of consultancy or works contracts.

                6.        To coordinate with government and other private agencies to
                          ensure smooth and efficient execution of studies, investigation and
                          construction works.

                7.        To advise on the follow up of the sludge pilot programme.

                8.        To assist in establishing the ‘Wastewater Management Handbook”

                9.        To provide special training in applied technologies for sludge
                          handling, application and utilization.

                10.       To provide practical training in efficient site supervision.

                11.       To follow up of Project Time Schedule (PTS) and Management
                          Information System (MIS).

                12.       To assist in the supervision of Consulting Firms and Contractors as
                          regards, interalia, appointment of Consultants, brief, design and
                          quality control , capital budgeting and maintenance of master cost
                          plan and contract management etc.

6            PROCESS ENGINEER

          QUALIFICATIONS

Candidates should:

        Possess a Bachelor Degree / Bachelor Technology in Chemical / Civil Engineering

             Possess a minimum of 5 years’ experience in Process Engineering.

          DUTIES

      1.     To develop process description, establish process plan diagram and piping
             and instrumental diagnosis.

      2.     To carry out design of individual treatment units, including sewage
             reactor design, setting / sedimentation design, unit operations for treating
             industrial effluents.

      3.     To perform physical chemistry calculations and make recommendations
             with respect to materials of construction.

      4.     To monitor performance of the Authority’s wastewater treatment plants,
             analyse and advise on proposals from private developers for wastewater
             treatment and disposal.

      5.     To prepare tender documents for operation, maintenance and construction
             / upgrading of wastewater treatment plants.

      6.     To perform any other cognate duties as may be assigned.


          SALARY : In the range of Mauritian Rupees 16,500 – 27,200 monthly
           depending on post qualification experience . Please see section benefits

7. ENGINEER (CIVIL)

       QUALIFICATIONS

Candidates should :

              Possess a Bachelor degree in Civil Engineering/Bachelor Technology
               ( Civil Engineering)

              5 years’ experience in Engineering

            DUTIES

        1.    To design, execute, supervise and manage Civil Engineering works in
              general and wastewater works in particular. Supervision shall include
              measurement of works and certification of payments.

        2.    To investigate and carry out surveys pertaining to water pollution.

        3.    To supervise operation and maintenance of wastewater system.

        4.    To guide and supervise subordinates.

        5.    To assist in the preparation of procurement documents.

        6.    To liaise and coordinate with private and public sector organizations for
              the management of the wastewater sector.

        7.    To ensure co-ordination with officers working in the Divisions or other
              sections of the Authority.

        8.    To assist the Assistant Works Manager in the performance of his duties.

        9.    To perform any other cognate duties as may be assigned.

SALARY: In the range of Mauritian Rupees.16,500 – 27,200 monthly depending
on post qualification experience . Please see section benefits (below) for other

OTHER BENEFITS FOR ALL POSITIONS

    -        A gratuity equivalent to 25% of the annual salary on completion of 12
             months’ satisfactory service.

   -     Monthly travelling allowance of Mauritian Rupees 6,460.

   -     A combination of casual and vacation leave at the rate of 21 working days
         per year of contract which may be encashed, if unutilised.

   -     21 working days sick leave entitlement which cannot be encashed .

   -     Monthly rent allowance at appropriate rates.

TAX LIABILITY

Emolument derived from employment in Mauritius is subject to Income Tax in
Mauritius at a progressive rate ranging from 5% to 30%.

MAIN CONDITIONS OF EMPLOYMENT

   -     Contract employment of one year duration which may be renewed upon
         satisfactory performance.

   -     Two months’ notice on either side to terminate employment.

   -     Economy class air passage from country of permanent residence to
         Mauritius on appointment and back at expiry of contract for self, spouse
         and up to three dependent children below the age of 21 subject to the
         following :

                (i)       If contract is of one year duration and is renewed, passage will be
                          granted after 2 years; and

                (ii) For subsequent extension of contract, passage will be granted every
                     2 years unless the contract is extended for a final period of less than
                     2 years.
