P   am Quebodeaux, principal of Dolby Elementary School, was named Louisiana Elementary Principal of the Year
    by the Louisiana Department of Education.                                                                         Board Spotlight         2
                                 She is the first winner from the Calcasieu Parish School System since 1990, when
                                 Annette Ballard was selected.

                                 Quebodeaux has been principal at Dolby since 1998 and has received 8 grants
                                 there two years and received the Quality Pioneer Award in 2001 and the               Partners in             4
                                 Southwest Louisiana Quality Award in 2002 for work in the parish school              Education
                                 system’s Quality in Education program.

                                 She has received National Association of Elementary School Principals Global
                                 Education Grant, Unsung Heroes Award, Entergy Community Partnership Grant            Quality Training        5
                                 and the Louisiana Association of Educators Administrative Image Award. She is a
                                 mentor in the Louisiana Principal Induction Program, a visiting lecturer for
                                 LEADTech Cohorts, a member of the long-range technology planning and
                                 technology standards committees for the Calcasieu Parish Quality Leadership

Quebodeaux received a Bachelor of Arts degree in elementary education, master of education degree in reading
education, Masters Plus 30 Hours and principalship certification, all from McNeese State University. She has
received 15 additional hours in educational technology from McNeese, Louisiana Tech and Southeastern Louisiana

She was a reading lab teacher at Carver Elementary, Immaculate Conception Catholic and T.H. Watkins Elementary        Award
schools and taught second and fifth grades at Westwood Elementary School from 1986 to 1997. She was named a
master teacher and developed and facilitated Westwood’s Totally Kids Network, one of the first daily, student-
produced closed-circuit news programs in the parish.

Week and Tech Fair. She coordinated the annual state conference of the Louisiana Computer Using Educators in
Westlake. She was Westwood Reading Teacher of the Year four consecutive years and was Westwood Teacher of the
Year three consecutive years.

Quebodeaux was recognized with Pam Quebodeaux Day proclaimed by the Westlake mayor in 1995. She received a

                 James W. Pitre began his presidency of the Calcasieu Parish School Board at its
                 meeting on January 20th. Joe Andrepont assumed the role of vice president.                           In the Schools          9
                 Pitre is a 6 year member of the Board representing District 8. He is the
                 Assistant Professor and Director of Recreational Sports at McNeese State
                 University and has been a teacher and coach for the past 29 years. Pitre has a

Educational Services
   1. By Fall 2005, 35% of the district’s schools will receive Louisiana Accountability Growth Labels of Exemplary or Recognized.
   2. The instructional program will provide for continuous improvement in student performance as measured annually by the Louisiana Educational Assessment Program
(LEAP 21 and GEE 21) and nationally-normed tests (ACT, SAT, EXPLORE, PLAN, and IOWA).
   3. Increase the student enrollment and number of course offerings in the Option Three and Vocational-Technical programs 10% by the 2004-2005 school session.
   4. Develop and implement a plan to locate and hire more applicants who have met the Louisiana standards for certification by December 2003.
   5. Develop a plan with incentives to improve teacher attendance by August 2003.
   6. Provide a comprehensive magnet school program of academic and performing arts for elementary, middle and high school students for the 2005-2006 school session.

   4.     Develop and implement a plan for providing certified teachers in low performing schools by August 2004.
