Project Management Office
The Project Management Office (PMO) currently provides processes and support in the
area of Project Management for project managers in the Office of Information Services
(OIS) and all of DHS. When these processes are adhered to they inherently provide
value and increase the likelihood of project success.

Current Services

Consulting
Upon request, on a staff availability basis, the PMO team will provide analysis and
consulting support for any of the processes and tools provided on the PMO website.

Mentoring
The PMO team will provide on-going mentoring for project managers and
developmental staff on a staff availability basis.

The Project Management Career Path
The career path program includes rotation and developmental opportunities of various
durations for staff within OIS and the Business. It is structured for candidates that
have some basic Project Management skills and knowledge and want to gain a deeper
understanding of the process(es) and engage in more advanced project work in a
supportive environment.

Facilitation
The PMO team will provide facilitation services for project kick-off meetings,
requirement gathering sessions and lessons learned sessions.

                         Business Transition Management
Business Transition Management (BTM) is an emerging methodology within DHS’ Office
of Information Services (OIS). The disciplines within this methodology integrates Project
Management(PM), Business Process (re)Engineering(BPE), and Business Change
Management(BCM) providing protocols to support the efficient and effective
management (specifically the planning, executing/leading, and sustaining) of
organizational change projects. The services provided by the BTM team are available to
OIS and Business Stakeholders.

The BTM team will mentor BT Managers and other BT resources during the pre-
initiating, initiating, planning, executing, controlling, closing, and operations and
maintenance phases of projects.

phases of a project. Customized workshops are offered to develop a working draft of

Process Guides and Checklists to provide instruction on how to perform Business
Transition functions.

                      Business Process Architecture (BPA)

                      Business Architecture (BA)

Business Process Architecture (BPA) is an emerging methodology within DHS’ Office of
Information Services (OIS) Business Process Management (BPM) Unit. Business
Architecture serves as the interface between the needs of the business as reflected in
its work and the IT solutions that facilitate that business.


The services provided by the BPA Team are available to DHS Business and OIS
Stakeholders. The BPA Team will provide, on request, services in analysis, consulting,
mentoring, facilitation, training, as well as templates and tools for any of the following
BPA areas:

Business Architecture

Assist the business to define and document their business architecture, providing a
picture of where the business is today (current state/AS-IS) and where the business
wants to be in the future (future state/TO-BE). Having an accurate representation of
the current state and future state enables the identification of differences (i.e., gaps)
between the two.

This work is performed in coordination with Enterprise Architecture as applied in the
TOGAF model that the state of Oregon has adopted.

of where the business is today (current state/AS-IS) and where the business wants to
be in the future (future state/TO-BE). Having an accurate representation of the current
state and future state enables the identification of differences (i.e., gaps) between the
two.

Assist OIS to define and document IT systems, providing a picture of where the IT

Assist the business in defining business requirements for a new or to be enhanced IT
System. This process determines what business flows the application will deliver, who
the users will be, and how they will utilize the software.

Rapid Process Improvement (RPI) Events

Assist the business in preparing for an RPI Event by providing a picture of their current
