      Contracts with Options and Escalation through FY09;
     Pros:
       – Will attract large contractors
       – Optimize economy of scale
       – May significantly increase speed of delivery
       – Creates opportunity for less risk in pricing
     Cons:
       – Potential bonding capacity issue for other than the largest
         contractors
       – Reduces/Eliminates Small Business prime contractor
         opportunity

            Develop Requirements - BFRs
            Analyze existing assets (Building walk-through, use, identify surpluses/deficiencies)
            Establish a Capital Improvements Plan (CIP) to satisfy deficiencies
            Prepare DD1391s, Cost Estimates, Economic Analysis
            Prepare Master Plan to provide for the logical & orderly execution of the CIP
            Provide a wide variety of misc. studies (Traffic/Site Studies, AICUZ/RAICUZ)
