  Measurable Annual Goals - Overview

The district must describe ambitious-yet-attainable measurable
annual goals for student achievement on the Massachusetts
Comprehensive Assessment System (MCAS) tests in both English
language arts and mathematics that it has established in order to
monitor the performance of schools in which it will implement an
intervention model. The district may also establish measurable annual
goals using other assessments or in other areas of school performance
to measure the success the implementation of the Redesign Plan.

When defining measurable annual goals, the district must ensure that each one
addresses each of the following questions:

  Measurable Annual Goals - Measures
Student Achievement on MCAS – Required for all schools*
  – Increase in Composite Performance Index (CPI)
  – Decrease the percentage of students scoring Warning / Failing
  – Achieve and maintain a specified median student growth
    percentile
Other – Optional for Level 3 schools**
  – Student rates
  – College readiness and school culture
  – Other district-defined measures not specified above
                 * Turnaround plans for all Level 4 schools were required to include
                   multiple measures of school performance and student success,
                   including but not limited to, thirteen areas specified by law.
                 ** To receive higher than the minimum score of 3 required for grant
                    approval, Level 3 schools must include multiple measures of student
                    performance in addition to MCAS measures.

Student Achievement on MCAS - Required
  – Increase in Composite Performance Index (CPI)

Consider using the 3-year measurable annual goals
methodology developed by ESE and required for Level 4
schools. A goal calculator is available for this purpose.
Alternative goals will require a compelling rationale for
why they meet the “ambitious-yet-attainable” standard.

Consider selecting measures contained in the Level 4
Schools Measurable Annual Goals Template, particularly if
they address key priorities in your plan.

Please note that while the following are not required by
ESE as outcome measures in school plans, ESE must
collect data on these indicators to meet federal reporting
requirements:
   1. Number of minutes within the school year
   2. Distribution of teachers by performance level on
      the district’s teacher evaluation system
   3. Teacher attendance rate
