                    2163 Homeless Housing Grant Awards for 2007 Cycle
                                       May 1, 2007
A public hearing to review the Engrossed Second Substitute House Bill 2163 – Homeless Housing Grant Program
projected use of approximately $620,000 in available funds was held by the Kitsap Regional Coordinating
Council (KRCC) on Tuesday, May 1st. The meeting was held at 9am at the Norm Dicks Government Center,
Meeting Chambers, 345 SW 6th Street, Bremerton, WA. Applicants and the public were invited to attend.
Written comments prior to the public hearing were requested to be sent to Kitsap Regional Coordinating Council,

ESSHB 2163 became law in Washington State on August 1, 2005. The law mandated a goal of reducing
homelessness in Washington by 50% by 2015. Local plans to reduce homelessness are to be funded by a
document recording surcharge. Administration of the fund is shared between local governments and the State.
The local portion of 2163 funds is administered by the Kitsap Regional Coordinating Council.
Each year, the Kitsap Regional Coordinating Council appoints an Application Review Committee, drawn from
members of the community at large, and including one member from the Kitsap County Auditor’s office.
Application Review Committee members are not eligible to submit applications from their agency during their
term on the Committee.
Proposals selected for funding must fall under permissible uses as outlined in ESSHB 2163 or in the Kitsap 10-
Year Homeless Housing Plan, and the 2007 Project Funding Priorities adopted by the Kitsap Regional
Coordinating Council November 7, 2006 and described in the Notice of Funds Available.
The proposed projects requesting 2163 funds will be used to provide homeless housing and services throughout
Kitsap County. Projects must benefit homeless individuals and families.
On May 1, 2007 the Kitsap Regional Coordinating Council made the following awards for the 2007 Cycle:
