                                               MINUTES

                                              June 16, 2008

1. CALL TO ORDER

The meeting of the Solid Waste Technical Committee was called to order at 1:12 p.m. by Mike Emberton.


2. SELF-INTRODUCTIONS

           Action:   Approved Minutes from the April 21, 2008, Solid Waste Technical Committee
                     meeting.


5. CONSENT CALENDER

   A.      Cleanest County in the West Program - Update

           Action:   Received and filed.
  B.    Used Oil Recycling Program - Update

        Action:    Received and filed.

  C.    Alternative Daily Cover

        Action:    Received and filed.

6. REPORTS

  A.    Nomination and Election of New Chair and Vice Chair

        Jennifer DiCiano, Western Riverside Council of Governments (WRCOG) advised the
        Committee that each fiscal year, members from the SWTC elect a new Chair and Vice Chair.
        This year the Committee members elected Duane Burk of the City of Banning as the Chair
        and Diane Christensen from the Riverside County Waste Management Department as the
        Vice Chair.

        Actions: 1.        Elected Duane Burk, City of Banning as Chair for the fiscal year
                           2008/2009.
                   2.      Elected Diane Christensen, Riverside County Waste Management
                           Department as Vice Chair for the fiscal year 2008/2009.

  M/S/C (Emberton/Burk) Item 6A approved by a unanimous vote of those members present.

  B.    County of Riverside Household Hazardous Waste (HHW) Update

        Diane Christensen, Riverside County Waste Management Department (RCWMD) provided a
        PowerPoint presentation on the Riverside County HHW Facility Grant updates. The RCWMD
        received a 15th Cycle Infrastructure Grant which will fund the new Agua Mansa Permanent
        Facility.

        The Pedley facility is relocating. The last day at that site will be Saturday, July 19, 2008. The
        Agua Mansa Facility will have a main building that will stage 73 to 74 cars. A large awning
        was added so that all the waste receivables will be under cover. Also, the awning from the
        Pedley site was reconstructed in the new facility to house the e-waste events and storage
        area. The soft opening will be Saturday, July 26, 2008.

        The new HHW schedule will be coming out at the end of July.

        Action:    1.      Received report.

  C.    Legislative Update

        Barbara Spoonhour provided a legislative update. The following is a list of bills that the
        Committee was asked to take action on:

                       AB 501, Pharmaceutical Devices; and
                       AB 2058, Recycling: Plastic Carryout Bag.
          Other bills mentioned and discussed were:

                        AB 218, Hazardous Waste: Electronic Waste;
                        AB 822, Solid Waste: Multi-Family Dwellings;
                        AB 904, Recycling: Food Containers;
                        AB 2640 Solid Waste: Compostable Organics Management;
                        AB 1321, School Recycling Program;

          WRCOG staff will forward these items to the WRCOG Technical Advisory Committee (TAC)
          for recommendation and to the WRCOG Executive Committee for final action.

          Actions: 1.        Received report.
                   2.        Support Assembly Bill 501.
                   3.        Support Assembly Bill 2058.

   M/S/C (Emberton/Christensen) Item 6C approved by a unanimous vote of those members present.

   D.     SB 1016 Diversion: Annual Report

          Barbara Spoonhour reviewed the SB 1016 Diversion, Annual Report bill. SB 1016 was
          introduced on February 23, 2007. The SB 1016 outlined a different way of calculating
          diversion to determine whether a jurisdiction met the mandates of AB 939 by placing a cap on
          landfill disposal. According to State analysts, the bill “contains legislative intent regarding the
          diversion rates, adjusting the solid waste diversion compliance system to simplify the system
          while improving its accuracy, examining new methods to streamline accounting of disposal
          quantification, and continuing implementation of diversion programs”. Ms. Spoonhour
          reviewed the effects of this bill by calculating potential scenarios that several of the cities
          might encounter as examples. The WRCOG website has the SWTC meeting agenda that
          includes a spread sheet that all you do is plug in your cities numbers. This will help you get
          an idea of what the new system looks like.

          Mr. Paul Ryan added that it’s very important for all the Jurisdictions to take the time to look
          closely at SB 1016.

          Actions: 1.        Received report.
                   2.        Watch SB 1016.

7. ITEMS FOR FUTURE AGENDAS

Barbara Spoonhour will provide an update on the SB 1016 Draft Regulatory Report.

Diane Christensen will provide a report on the HHW Facility update.


8. GENERAL ANNOUNCEMENTS

Barbara Spoonhour informed the Committee that Katie Morris will start working part time starting Monday,
June 23, 2008. Ms. Morrison will be taking over Julie Goodson duties while she is on maternity leave.

Mike Emberton thanked the WRCOG staff and the Committee members for helping make his two years as
the Solid Waste Technical Committee Chair an enjoyable and productive experience.
Barbara Smith notified the Committee that the City of Temecula’s HHW event was a success.

Dolores Badillo reminded the Committee that Wildomar will be a new city on July 1, 2008, and Menifee will
be a city in October 2008.

Robert Lemon announced that the City of Moreno Valley has an HHW event this month. The City of
Moreno Valley had a successful Car Care for Clean Air event in April.

Nancy Driggers introduced Brian Ambrose, Senior Management Analyst, and informed the Committee
that Mr. Ambrose will be the new City of Murrieta’s SWTC Member. Curiosity Quest filmed a plastic
recycling episode at the City of Murrieta.

Julie Goodson announced that her last day in the office will be Wednesday, July 2, 2008. She will start
her maternity leave on July 9, 2008, and expects to return in October. The contacts in her absence will be
Jennifer DiCiano and Katie Morris.

Paul Ryan provided an update on Local Government Protocols on Air Quality. The Draft Local
Governments Protocol will be out later this month.

Duane Burk mentioned that the City of Banning hosted an HHW event in May. The current Banning
CR&R yard will be moving to a larger property still in Banning.

Mr. Burk thanked the Committee Members for nominating him as the SWTC Chair and for the support in
the last two years.


9. NEXT MEETING          The next Solid Waste Technical Advisory Committee meeting is scheduled
                         for Monday, August 18, 2008, at 1:00 p.m. (12:30 p.m. lunch for members).
                         The meeting will take place at the Riverside County Waste Management
                         Department, 14310 Frederick Street, Moreno Valley, CA 92553.
