C.    PURPOSE AND SCOPE

      The purpose of this effort is to provide for a contract librarian to
continue working in the EFIN Center to support the EFIN manager, who is
responsible for developing and implementing the EFIN network. The EFIN
manager is available as a source of technical direction to the contract
librarian.

       The principal work consists of maintenance of the Environmental Finance
Program’s world wide web site home page, database and network building,
organizing the database system and information center, and quality assurance
of financial tools and abstracts. Tasks include working with, but not
limited to, information databases and services. Marketing and demonstrating
EFIN services will also be emphasized. EPA will provide all necessary
supplies, materials and equipment required for the performance of this task
order.


D.    TASK 1 - CLOSE-OUT OF THE TASK ORDER

      1.    The contractor will provide for timely close-out of the Task
order at the end of the period of performance.

      2.    DELIVERABLE

            Timely close-out of the Task order.

      3.    ACCEPTANCE CRITERIA

B.   TASK 2 - TRAINING

      1.    At the request of the TOCOR, the contractor will attend training
as appropriate.

     2.    DELIVERABLE:       Training/Travel reports.

      3.    ACCEPTANCE CRITERIA:    The TOCOR will receive the training
report within three working days after the contractor returns to work.


C.   TASK 3 - DATABASE AND WEBSITE SUPPORT

      1.    The contractor shall provide a librarian at all times that
permits uninterrupted and high-quality services of the EFIN Information
Center at EPA Headquarters.

      2.    DELIVERABLE:      Uninterrupted updating and maintenance of EFIN
website and database by a skilled and knowledgeable contract librarian.

      3.    ACCEPTANCE CRITERIA:    Contract librarian is familiar with
environmental finance issues and associated programs, and possesses the
skills and knowledge necessary to maintain and update the EFIN website and
database.


D.   TASK 4 - DATABASE AND WEBSITE DOCUMENTATION

      1.    The contractor will provide operating guidance and maintenance
for EFIN on EPA’s mainframe Online library System (OLS) and a personal
computer, as well as EFIN’s Website on EPA’s Access Server. Also information
service providers such as found on the internet. These procedures will be
documented by the contractor in a procedures manual which the contractor
shall revise on a routine basis. The contractor will update and maintain the
Procedures manual for carrying out EFIN activities. This will include but
not be limited to the following: preparing and keeping current a manual of
EFIN procedures documenting log in, data entry, abstracting, indexing,
uploading, updating and searching instructions for the Online Library System
(OLS), instructions for accessing EFIN’s World Wide Website, tracking
strategy for the cooperating information systems, and EFIN material’s
maintenance instructions. This will also include access and searching
instructions for all cooperating systems, and format samples and
instructions, and models of user assistance and communications materials.
The contractor shall also keep current a manual of all abstracts in the
database.

      2.    DELIVERABLES:     Manual of EFIN procedures prepared and updated
as changes occur.

      3.    ACCEPTANCE CRITERIA:    EFIN procedures manual is updated as
changes occur, is complete and written in easy to understand language that
contains information and directions that are user friendly and accurate.

E.    TASK 5 - UPDATING EFIN WEBSITE AND ASSISTING USERS ACCESS

      1.    The contractor shall identify and prepare written items for entry
to EFIN’s Website on EPA’s Access Server, update the website as appropriate
and assist in user access.

      2.    DELIVERABLE:     EFIN Website is continuously updated with
relevant information. Users are assisted with requests for information and
access.

      3.    ACCEPTANCE CRITERIA:    EFIN website is up to date, containing
information that is current and relevant. Users electronic requests for
information receive timely responses and phone requests are handled upon
receipt.


F.    TASK 6 - DATA COLLECTION AND EVALUATION

      1.    In accordance with EFIN goals, the contractor shall collect data
from existing in-house and off-site sources, as well as identify new sources
of environmental financing materials from the internet, read finance and
environmental periodicals, material cited in articles and reviews and
bibliographies. The contractor shall screen material for applicability to
EFIN and for State, tribal and local officials’ information needs. With
TOCOR approval, the contractor shall identify, obtain and add items to the
Center regularly. The contractor shall evaluate data for its applicability
to EFIN.

      2.    DELIVERABLE:      Data is relevant, applicable, accurately
identified and classified and from reputable and acceptable sources.
Additional information sources are identified and obtained to augment the
EFIN database.

      3.    ACCEPTANCE CRITERIA:     Data must be applicable to EFIN mission,
recently issued, from reputable source, and relevant to EFIN users.
Information must be timely and subject specific. All work will be of
acceptable quality and will reflect standard library operating practices.
Information is accurate and current.


G.    TASK 7 - CATALOGING AND ORGANIZING MATERIAL

      1.    The contractor shall catalog material by group, and maintain
publications and shelf lists of titles. Cataloging and organizing means
labeling, classifying, compiling and filing existing materials so that they
can be retrieved easily. This includes maintaining, where appropriate, a
hard copy set of the information in the database. The contractor shall
maintain a circulation system for EPA staff who borrow materials from the
Center. The contractor shall maintain one shelf copy, if obtainable, for
every item in the EFIN database. The contractor shall notify concerned
office staff about EFIN Center resources and assist them in finding and using
these materials. The contractor shall provide EFIN office staff with hard
copy guides to EFIN center resources.

      2.    DELIVERABLE:      Accurate cataloging of current list of titles.
EFIN materials are properly processed and filed according to established
procedures; those pulled for use are promptly refiled.

      3.    ACCEPTANCE CRITERIA:    Material will be correctly cataloged by
group, and publications and shelf list of titles will be accurately
maintained in hard copy and on database. All work will be timely and of
acceptable quality and will reflect standard library operating practices.
EPA staff is notified about EFIN Center resources and contractor Librarian
provides assistance in finding and using these materials. EFIN office staff
provided with hard copy guides to EFIN center resources.


H.   TASK 8 - WRITING FINANCIAL TOOL ABSTRACTS

      1.    The contractor shall write an abstract for each entry and
financial tool. Abstracts for contact entries such as experts and
organizational information will include appropriate descriptive information.
Financial tool abstracts shall include a description, actual and potential
uses, advantages, limitations and references for further information.

     2.    DELIVERABLES:      Abstracts, financial tools, bibliographies.

      3.    ACCEPTANCE CRITERIA:    Abstracts, financial tools, contact and
website write-ups are in appropriate format, well written, complete, and
sufficiently descriptive to allow prospective users to determine usefulness
of the source to their information need. Financial tool abstracts include a
description, actual and potential uses, advantages, limitations and
references for further information. Write-ups are accurate and require few,
if any, changes. Information must be timely, subject specific and properly
formatted.


I.   TASK 9 - INPUTTING AND TRANSFERRING INTO DATABASE

      1.    The contractor shall prepare and transfer information into files,
and assist the EFIN manager with quality assurance concerns. These include
writing and rewriting financial tool abstracts for grammar, style and
information quality, as well as doing a variety of follow-up activities to
ensure accuracy and completion.

      2.    DELIVERABLE:      Develop information for transfer to EFIN
website and EFIN database. Frequent and accurate transfer of information
from files to the website and database.

      3.    ACCEPTANCE CRITERIA:    Information will be transferred
frequently and accurately into files. Contract Librarian will assist the
EFIN manager with quality assurance concerns. These include writing and
rewriting financial tool abstracts for grammar, style and information
quality, as well as doing a variety of follow-up activities to ensure
accuracy and completion.


J.   TASK 10 - WEB SITE MAINTENANCE

      1.    Contractor Librarian will be responsible for maintaining and
updating the EFIN Website on the EPA Access Server. The EFIN Website is
established on EPA’s Access Server with pages for EFIN, the Environmental
Finance Program, the Environmental Financial Advisory board, the
Environmental Finance Centers and new environmental finance pages as they are
loaded onto the EFIN Website.

      2.    DELIVERABLES:     Maintains and creates the web pages for EFIN,
the Environmental Finance Program (EFP), the Environmental Financial Advisory
Board (EFAB), the Environmental Finance Centers (EFC), and new environmental
finance pages as they are created and loaded onto the EFIN Website.
Contractor Librarian identifies and adds materials to the pages, such as
documents and links to other websites.

      3.    ACCEPTANCE CRITERIA:    Contractor Librarian works with the TOCOR
to ensure information is appropriate and accurate, and with the EPA’s
Information Resource Center and Headquarters Librarian to ensure the format
is correct and for assistance in working with applications. Also works with
EPA Headquarters website managers to remain current with Web issues.


K.   TASK 11 - PATRON ASSISTANCE

      1.    Contractor Librarian will assist patrons and information system
providers in (1) accessing, searching and understanding the database and
EFIN’s Website by responding to calls for information, (2) working with
database providers, and (3) maintaining records of user calls.

     2.     DELIVERABLES

            a. Respond to user calls for additional information that may or
may not be in the database or on EFIN’s Website and to requests for
additional information about EFIN. Serve as a trouble-shooter by assisting
patrons, who are having difficulty searching or accessing EFIN. Conduct
database searches and providing bibliographies on financial topics of
interest, upon request.

            b.    Work closely with other database providers to ensure the
coordination and transfer of EFIN information, and upload approved financial
tools abstracts to the EFIN database.

            c.    Ongoing customer activity and user transmittal logs are
documented by maintaining records of user calls and affiliation information,
including name, address, and phone number for the list of EFIN users,
accounts of written and uploaded abstracts, and ordering addresses and source
information in weekly report.

     3.     ACCEPTANCE CRITERIA

            a.    Same day response to user requests for assistance or
information unless the request is unusually long or complex. Accompanying
materials are adequate to answer the request. Users are served in a polite
and professional manner.

            b.    Contractor Librarian has good working relationship with
other database providers to ensure the coordination and transfer of EFIN
information and uploading of approved financial tools abstracts to the EFIN
database.

            c.    Regular maintenance of the log of user calls and request;
complete list of EFIN data sources and ordering information.


L.    TASK 12 - OUTREACH

      1.    Contractor librarian will help identify appropriate experts and
construct a network of program and financial experts to assist patrons to
identify the environmental requirements and their financial alternatives.
Librarian will also assist in making patrons aware of available EFIN services
by preparing draft material describing EFIN services, such as (1) helping to
draft articles, powerpoint presentations, brochures, and foldouts describing
EFIN services, and EFIN demonstration notices and announcements. (2)
Cooperate with the database provider systems, their sponsoring associations,
and other organizations involved with EPA program offices to use their
available outreach mechanisms to promote EFIN. (3) Help demonstrate EFIN at
both on-site and off-site locations. Support and facilitate the use of the
EFIN exhibit at major financing conferences at which EFIN is represented and
the use of EFIN messages on appropriate EPA program publications and other
issuances.

      2.    DELIVERABLES:     Marketing and communications materials are
prepared and available, and demonstrations are requested and provided.

      3.    ACCEPTANCE CRITERIA:    (1) Articles and other written materials
are ready in advance and are professional in content and appearance and well
suited to interests of patrons, (2) ongoing contact and networking with other
database provider systems, their sponsoring associations, and other
organizations involved with EPA program offices to use their available
outreach mechanisms to promote EFIN, and (3) Librarian is properly prepared
and presentations are professional and appropriate for audience.
Demonstrations are complete and fully responsive to attendees’ questions and
information needs. Briefing materials are ready in advance that are
professional in content and appearance and are well suited to attendees’
interests.


M.    TASK 13 - DATABASE INSTRUCTION

      1.    The contractor shall work through TOCOR to provide guidance and
instruction to other EFIN support staff on helping to maintain the EFIN
Center. The contractor shall routinely advise or recommend to the TOCOR
upgrades to existing technology specific to library applications. The
contractor shall ensure that the staff is fully trained in EFIN applications
and new technology applications.

      2.     DELIVERABLES:     EFIN Staff provided instruction for EFIN center
operation.   Contractor recommends upgrades to existing technology.

      3.     ACCEPTANCE CRITERIA:      The guidance and instruction provided to

other EFIN support staff on helping to maintain the EFIN Center are
understandable and user friendly. Recommendations for upgrades to existing
technology are specific to EFIN library applications. EFIN staff is fully
trained in EFIN applications and new technology applications.
