					January 1, 2010 Reorganization

The Reorganization Meeting of the Township Committee of the Township of Franklin was called to order by Mrs.
Carolyn Toy, Township Clerk, at 1:02 p.m.

Mrs. Toy opened the meeting with the Statement of Notice of Meeting as per the Open Public Meetings Law with
notices having been sent to the Gloucester County Times and The Sentinel, as well as having been posted in the
Municipal Building. Mrs. Toy announced that the meeting was being videotaped and may be broadcast on Channel
9.

Mrs. Toy announced the certification of the election results from the November 3, 2009 general election, electing
Patrick M. Dougherty to a three-year term on the Township Committee.

Mrs. Toy called for the swearing in of Mr. Dougherty to a three-year term on Township Committee.

Congressman LoBiondo administered the oath to Mr. Dougherty as his wife Christine held the Bible.

Mrs. Toy called for nomination of Mayor/Chairman of the Township Committee for the year 2010.

Mr. Dougherty nominated Joseph Petsch.

Mr. Petsch respectfully declined the position. Mr. Petsch said it had been a great honor to serve as Mayor. He said
are a couple of issues in the Police Department and Affordable Housing that he wanted to direct his attention to this
year.

Mr. Petsch nominated Mr. Dougherty for the position of Mayor.

Upon motion by Mr. Petsch seconded by Mr. Ciancaglini and carried Mr. Patrick M. Dougherty was nominated and
approved as Mayor/Chairman of the Township Committee for the year 2010.

Congressman LoBiondo administered the oath to Mr. Dougherty as his wife Christine held the Bible.

Mayor Dougherty called for nominations for Deputy Mayor.

Mayor Dougherty nominated Mrs. Pfrommer for the position of Deputy Mayor.

Mrs. Pfrommer declined the nomination for Deputy Mayor for the year 2010. Mrs. Pfrommer thanked former
Mayor Petsch and the Committee for giving her the opportunity and having the confidence in her to serve as Deputy
Mayor for the past year. Mrs. Pfrommer thanked Mr. Petsch as Mayor for doing a tremendous job dealing with the
many obstacles and issues during the previous year. Mrs. Pfrommer hoped that Mr. Petsch would consider running
again for Township Committee.

Mrs. Pfrommer nominated Mr. Petsch for the position of Deputy Mayor.

Upon motion by Mrs. Pfrommer seconded by Mr. Atkinson and carried Mr. Petsch was nominated and approved as
Deputy Mayor/Deputy Chairman of the Township Committee for the year 2010.

Congressman LoBiondo administered the oath to Mr. Petsch as his wife Karen held the family Bible and family
members looked on.

Mr. Petsch made the motion to appoint William Ziegler as Solicitor for the year 2010.

Upon motion by Mr. Petsch seconded by Mr. Dougherty and carried Resolution R-1-10 entitled “Resolution
Appointing A Solicitor For the Township Of Franklin For The Year 2010, Pursuant To The Local Public Contracts
Law (N.J.S.A. 40A:11-1, et seq.)” was ordered adopted.

Mr. Ziegler thanked the Committee for the privilege.

Year 2010 Commissions And Task Forces” was ordered adopted.

Mayor Dougherty wanted to recognize some former elected township officials attending today and thanked
Congressman LoBiondo for coming. Mayor Dougherty recognized David Ferrucci, Lou Moffa, Sal Marchese, and
Barry Carione. He also noted that there were volunteers here that serve the community from various boards,
including Planning Board, Zoning Board and Recreation, and he expressed his thanks for their service. Mayor
Dougherty thanked Township Committee members for their support, his mother, his children, Lily and Justin, and
most of all his wife, Christine. He said they have continued to support him through the ups and downs of his career,
the nights out and time spent away from his kids is difficult, but well worth it to keep the town in the right direction.

Mayor Dougherty felt the township had a good team here, each with their own specialties, but as a team we can
bring much to the town. The Committee did a great job with the 2009 budget, cutting $400,000 and canceling
another $300,000. Mayor Dougherty said we must still cut spending and make Franklin attractive to businesses.
Today we begin to sow the seeds of good government, a government that serves all the people of Franklin, and an
open government to the people they serve.

Mayor Dougherty said we have difficult financial times ahead, and will have to dig deeper this year. There will be
open budget meetings, shared services and all must tighten their belts. Mayor Dougherty pledged to represent all the
people of Franklin Township with integrity, optimism and, God willing, wisdom.

Mayor Dougherty invited all those present to a reception at the Star Cross Fire Hall after the meeting.

Deputy Mayor Petsch also thanked Congressman LoBiondo. Mr. Petsch said that last year we set out an aggressive
agenda. The Economic Development Commission was given clear a clear objective and goals and he felt they
exceeded those goals. We currently have four multi-store developments ready to be built, two redevelopment
projects were approved, the Broad Street project along with the Meredith Farms project are moving forward, and the
Mayor’s Office was open every Tuesday night. Mr. Petsch felt that we did a good job in the 2009 budget, the
budget was $400,000 less than 2008, and there is a $316,000 savings transfered to the 2010 budget, and gave credit
to the Administrator, CFO and the Department Heads. He also noted the Township sold a liquor license for
$350,000, legal fees dropped $163,000 in 2009, and moved $63,000 to 2010.

Mr. Petsch said the decision not to accept the nomination for Mayor was not made lightly. He said there were two
important issues he was not able to resolve last year pertaining to the Police Department and Affordable Housing.
Mr. Petsch said he wanted to direct his attention to these matters this year.

Mr. Petsch felt that Mr. Dougherty will make a great Mayor and looked forward to working with him. Mr. Petsch
wanted to express his sincere thanks to Mrs. Pfrommer for serving as Deputy Mayor last year and to Committeemen
Ciancaglini and Atkinson for working with him for a common goal. A special thanks to his wife, Karen, who after
taking so many calls, knows so much about streets, snow removal and trash pickup that when she retires she will be
able to get a job as Public Works superintendent.

Mr. Atkinson wished everyone a Happy New Year and thanked them for coming out saying it was nice to see so
many here. Mr. Atkinson recognized former Zoning board member Steve Trout for thirty plus years as a volunteer.
In these challenging economic times we have had to do more with less in government, and we are committed to
continue with prudent spending. Mr. Atkinson said it was an honor to be a member of the Township Committee and
an honor to serve the residents. Mr. Atkinson thanked his wife Donna and daughter Joelle for their commitment to
Franklin Township and their understanding of the time it takes to put into being on the governing body and being a
volunteer.
Mrs. Pfrommer said that Mr. Dougherty will do an excellent job. She appreciated working with Mr. Ciancaglini and
Mr. Atkinson last year. Mrs. Pfrommer said she hopes that this year will go a little smoother. She said this is a good
group to work with and know they will be successful. Mrs. Pfrommer wanted to thank her husband for having to
spend many nights alone as she attended meetings, and thanked her daughter and son, Allison and Craig, who are
here in the audience, as well as her sister, Deb, who filled in when needed. Mrs. Pfrommer also thanked the
residents for their support.

Mr. Ciancaglini said that Mr. Petsch left him a note to thank Barb (his wife). He said it has been a heck of a first
year and he appreciated all of the support. He stated he is looking forward to working with everybody this year.

Mayor Dougherty stated he looks forward to working with this great group of people and well as the great support
staff.

Upon motion by Mr. Petsch seconded by Mr. Ciancaglini and carried the reorganization meeting was ordered
adjourned at 1:38 p.m.
