 Economic Briefing: sources and definitions
 Economic activity and employment
 SOURCES
 Estimates for economic activity and total employment are taken from the Labour Force Survey (LFS). They are calculated from the Annual Population Survey in Scotland (July 2009 to June 2010).
 The data takes into account the recent LFS reweighting exercise (early 2010) to bring the estimates in line with the most recently published official population estimates and projections.
 Estimates for ILO unemployment, which are the preferred over the claimant count unemployment, are model-based estimates. The latest estimates cover the period

 Estimates of employee jobs are taken from the Business Register Employment Survey (BRES). Estimates are only availbable from 2008 on.

 The employee jobs figures are taken from the NOMIS database, and due to confidentiality constraints, exclude employee jobs in Agriculture. Therefore for Agriculture, Forestry
 and Fishing industry sectors, the sum of the Local Authority Areas does not equal the value for total number of employee jobs in Scotland.
 The survey is subject to sampling error, with information for areas based on relatively small samples. Therefore figures should be treated with caution.
 Cells which contain ".." are sample estimates which are unreliable and not for public use.
 DEFINITIONS
 Economic activity means people in employment, and those actively seeking work i.e. ILO unemployed
 People in employment means those working for at least one hour in a typical week
 Economic activity, inactivity and employment rates relate to the proportion of people aged 16-64 who are economically active, inactive or in employment
 Full time workers are employed for 30 hours or more during a typical week, and part time workers employed between 1 and 30 hours.
 ILO Unemployment: The International Labour Organisation (ILO) definition of unemployment covers people who are: out of work, want a job, have actively sought work
 in the previous four weeks and are available to start work within the next fortnight; or out of work and have accepted a job that they are waiting to start in the next fortnight.

 Unemployment
 SOURCES
 The source of figures on unemployment is the claimant count. This measures the number of people claiming unemployment related benefits. Only information on computerised claims is available for
 age and duration analysis, however these make up 99 per cent of all claims nationally.
 The level of unemployment and information on age and duration of claimants use the latest month's figures, and are not seasonally adjusted.
 The unemployment rates for authorities are calculated using claimant count as the numerator and a measure of economically active population (source: Annual Population Survey Jan-Dec 09) as
 the denominator.
 Ward unemployment use claimant count information for 1991 frozen wards as the numerator and a measure of economically active population (source: Census 2001, rescaled using Annual Population
 Survey Jan-Dec 05) as the denominator.
 Note: From November 2008, lone parents with a youngest child aged 12 or over may not qualify for Income Support solely on the grounds of being a lone parent. Although lone
 parents will not be transferred directly to other benefits from Income Support, it is anticipated that a number of them, while looking for paid work, will claim Jobseeker's
 Allowance. This is not a change to the rules for claiming Jobseeker's Allowance, but is expected to have an impact on the level of people in the Claimant Count. More details can

 Note: The introduction of joint claims for Jobseekers Allowance on 19 March 2001, has had an upward effect on the claimant count.
 ONS estimates the effect on the count which cumulated between April and August 2001, has been 700 in Scotland.
 Population
 SOURCES
 These briefings use population estimates which are based on the 2001 census.
 Population estimates for 2033 are taken from the 2008-based population projections. These are produced by the General Register Office (Scotland). The projected
 differences to 2033 take into account the change in state retirement age - this includes the change in women's state pension age from 60 to 65 between 2010 and 2020 and the
 subsequent change of both male and female state pension age to 66 by 2026.
 Population figures for 2001 and 2009 are mid-year population estimates, again published by the General Register Office (Scotland).

 Benefit data is taken from the Work and Pensions Longitudinal Study (WPLS).
 The sum of all Local Authorities data may not add to the Scotland total due to rounding

 Notified Vacancies
 SOURCES
 Notified vacancies are reported by each Jobcentre Plus office to the Department of Work and Pensions.
 The notified vacancies represent the number of vacancies which have been notified in the previous month not the actual level of vacancies.
 Changes to Jobcentre Plus vacancy handling procedures have lead to a major discontinuity in the vacancy statistic pre and post May 2006.

 Interpretation of these data need to take account of changes in recent years to Jobcentre Plus procedures for taking and handling vacancies. These figures are not fully
 comparable over time and may not indicate developments in the labour market. A more detailed explanation is available on the nomis web site.
 Earnings
 SOURCES
 Figures, where available are taken from the Annual Survey of Hours and Earnings and is based on full time employees on adult rates whose pay was not affected by absence.
 This is run each year by the Office for National Statistics, but due to the size of the sample, cannot give reliable information for all areas of Scotland.
 Where data is given for a region it is based on average earnings from the local authorities which it contains where the data is available.
 Corporate sector
 SOURCES
 Figures on enterprises and employment by size of enterprise are published each year by the Scottish Government. The numbers of enterprises are those operating in the area.

 DEFINITIONS
 A small enterprise has fewer than 50 employees throughout the UK
 A medium sized enterprise has between 50 and 249 employees throughout the UK
 A large enterprise has 250 or more employees throughout the UK
 Gross Value Added
 Estimates of GVA and GVA per Employee are taken from the Annual Business Inquiry, which is carried out by the Office for National Statistics.
 Annual Business Inquiry (ABI) coverage excludes certain areas such as the financial sector and some of the public sector.
 From 2006, Total Employees and Per Employee figures are produced on a slightly different basis to previous years. Please see Methodology page for more details.
 From 2008, ABI is sampled on a SIC 2007 basis using revised methodology. This may influence time series data produced in the table above. Please see Methodology page for more details.
