                    Samoa stages successful SPG’s Basketball Tournament.

The 13th South Pacific Games were staged in Apia, Samoa between 24th August and 8th September. The
Samoan Basketball Federation joined forces with FIBA Oceania to stage a most successful event under the
auspices of the South Pacific Games Council.

16 national teams participated in the tournament – 7 women’s and 9 men’s. Fiji, New Caledonia, American
Samoa, Samoa, Tahiti, Papua New Guinea and the Solomon Islands entered the women’s competition, while
Guam, Samoa, American Samoa, Fiji, Tahiti, Cook Islands, New Caledonia, Solomon Islands and Palau
participated in the men.

Fiji won both the men’s and women’s competitions in convincing form. Both teams went through the round
and medal games of the competition without losing a single game. Congratulations to the players, coaches,
managers and Fiji Basketball Federation for an outstanding effort.

Team preparation prior to the Games varied from federation to federation, but certainly those federations
who had a well planned and organised training regime in place before the Games, benefited. The Papua
New Guinea federation took their teams into Darwin, Australia to compete in the Arafura Games in early
2007, while the Solomon Island teams travelled to Coffs Harbour, Australia, for a two-week training camp.
Unfortunately a planned visit to New Zealand by the Tahitian teams had to be cancelled.

FIBA Oceania staff were delighted to see the ever-increasing numbers of Oceania All Star player, coaches
and referees who are stepping up into the senior national programs. All Star representative players from
Fiji, Tahiti, New Caledonia, PNG and American Samoa were present in Apia, along with an All Star referee
and coaches from Fiji and Guam respectively. The addition of these All Star players to the senior national
teams indicates that the FIBA Oceania Development program is working, while at the same time, it is
building a feeling of ‘family’ amongst the federations of the zone. It was a very rewarding experience to see
All Star representatives from our various federations greet each other as old friends off the court and serious
competitors on the court.

The newly constructed basketball stadium proved to be an outstanding venue, although a number of
technical difficulties were experienced during the tournament. Most of the difficulties were due to the
inadequate usage of the facility prior to the event. Similar difficulties were experienced in Fiji at the
previous South Pacific Games for the same reasons. It is imperative in future that when new facilities are
built for large scaled basketball tournaments, the local organising committee needs to be playing regular
weekly competition in the new stadium in the months leading up to the SPG’s to identify and rectify all
facility issues before the Games commence.

Although the two courts were very suitable for the round games, it was disappointing that the finals were
not able to be played on the large cross court to help with spectator viewing.

It was evident that a great deal of time and effort had gone into the training of the basketball volunteers
prior to the commencement of the Games.

Basketball lost it’s mantle as the largest team sport to volleyball, who had 2 more teams than basketball
participating. The late withdrawal of the PNG men’s team caused difficulties with the draw structure, and to
provide a suitable number of games at the tournament, officials invited a second Samoan men’s team to
replace the PNG team. The Samoan Invitational team was not entitled to win competition points or progress
to the medal round of games. This move proved very unsuccessful, with a number of teams choosing not to
play the team for a variety of reasons. However, those teams who did play against the Samoa Invitational
team were very pleased that the games were played in the spirit of friendship and competition.

accordance with the SPG Charter, and was overseen by Secretary General Steve Smith.

Website Data Observations:
          1 in 10 visits to the results websites was a basketball visit.
          The views for basketball in September were greater than for any other sport in either
          August or September.
          Basketball created the second highest number of visits after football.
          Basketball’s page views were 50% greater than the #3 sport (volleyball) and almost double the #
          4 sport (athletics).
          Football generated the most page views across August and September (20% greater than
          basketball).
          Squash, which dictated our access to the web for uploading, generated 20% of the traffic of
          basketball.

                                             Referee’s Report

It was very pleasing that so many quality referees turned up in Samoa to help us with the conduct of the
South Pacific Games Basketball Competition.

FIBA Oceania have established a practice over recent years of requiring each participating team to supply
one suitably qualified referee for each of their teams.

Congratulations to Guam, Solomon Islands, New Caledonia, Samoa and American Samoa for meeting or
exceeding this request. Even greater thanks to Palau, Commonwealth of the Northern Mariana’s, and the
Republic of the Marshall Islands, who even though they did not send teams, were able to send referees to
our competition.

Sorry to say PNG, Fiji, Cook Islands and Tahiti with less referees than teams failed to meet their obligations
to the event and additionally failed to help the officials in their own countries stay in touch with
international rules, mechanics and trends in game officiating.

In Samoa, for the first time (at a SPG) we used three-person officiating (3PO). 27 officials from 13 countries
benefited from the officiating programs conducted in conjunction with the games.

We did so because:

            Today’s players are more mobile, athletic and physically larger than in the past and is a real
            challenge for two referees to keep up with the pace of the game and maintain good position to
            make good judgements.

            Three officials provided better court coverage and actually results in less rather than more calls
            through their presence and the use of “preventative officiating” techniques.

            Three person officiating provides 50% more opportunity for officials to call games during the
            competition and we believe, you only get better by calling better games.

            There is better opportunity to involve less experienced officials in game calling without them
            having as great an impact on a game as when they are part of a two-person system.

Not everyone would have noticed but in addition to calling games, the referees in Samoa were the subject of
several education sessions which were held before the start of competition and on three mornings during the
event before the start of the daily competition program.

In addition every official on every game was supervised and evaluated on their performance and given
feedback in a post game de-brief. All officials were required to complete an updated rules knowledge test
and their future grading will be based on their results in the test combined with their practical performance
during the Games.

Due to the late withdrawal from illness of ZDO Eddie Ćalić, FIBA Oceania Secretary General Steve Smith
headed up the referees program but during the second week of competition he received great assistance
from FIBA Referee’s Instructor Ken Coulsen (New Zealand) and FIBA’s number 1 Technical Official
Lubomir Kotleba from the Geneva office.

In probably the greatest possible complement which could be paid to our Oceania Officials, Mr Kotleba
congratulated the people who had worked with, and developed, the officials present at the competition – in
his view they were definitely “fit for the competition” – that is to say looked like they belonged on the court
with the players who were playing the game.

Steve Smith remarked at the conclusion of the event that the 3PO experiment proved a success and will most
likely become a fixture at future FIBA Oceania events. We certainly met our objective of providing
development opportunities for technical officials in conjunction with the conduct of the basketball

competition. Most pleasing the Pacific Games were officiated by Pacific Island Technical Officials without
the need to fly in overseas technical officials to call the blue ribbon games – in doing this FIBA Oceania is
fulfilling its obligation to develop all aspects of the game in Pacific Island countries.

In Apia for the first time at a FIBA Oceania event, a clinic for FIBA International Referees was conducted by
Lubo Kotleba and Ken Coulsen.

It is highly likely that when we meet again in 2009 at the FIBA Oceania Tournament for Men and Women we
will again conduct a FIBA Clinic so those referees desiring to gain their FIBA Licence should start working
now to ensure they are ready to past the various tests.

                                     Score Table and Statistics Report

Doris Tea was the Samoa local score table and statistics coordinator for the South Pacific Games. Doris
organised the volunteers, training, rosters and adjustments throughout the competition. Doris was very
understanding of changes and was able to rectify any major problems that arose.

It was anticipated that we would need approximately 20 people to adequately cover the scoretable
officiating. We used 4 person bench officiating – a 24 second operator, scoresheet official, bench chairman
and electronics (score and timekeeper) operator.

We also anticipated we would need approximately 12 people to adequately cover the statistics personnel.

Unfortunately there was not enough score table and statistics officials for the entire competition, some
volunteers had to work and other volunteers were either sick or did not turn up. There was a core group of
volunteers who were reliable and stepped in to fill any vacancies when required, both Doris and I
appreciated the long hours these volunteers put in to the competition.

Training
The majority of the volunteer score table and statistics officials took part in the Samoa Games held in June.
Training sessions were then organised on a weekly basis. This proved to be successful for the participants
who participated. It was evident that basketball is not a regular sport in Samoa and this may have caused
some problems at the beginning of the competition with the bench personnel understanding the tempo of
the game and urgency of the coaches and players.

        Positives: The Samoa Games gave the score table and statistics officials an insight to what games
        would be like in the tournament.

        Negatives: More basketball competitions in Samoa throughout the year will help bench and
        statistics personnel understand the FIBA regulations for score table and statistics duties.

Uniforms
All officials were required to wear the South Pacific Games shirts and navy shorts provided. A white shirt
was provided for the chairman to be easily identified by the referee.

        Positives: The uniform made the officials look professional and well presented.

        Negatives: Not all officials wore the uniforms daily. Extra shirts were provided for the volunteers
        who forgot their shirt that day.

Numbers
We had approximately 21 score table and statistics volunteers

         Positives: These volunteers were keen and enthusiastic, and very receptive to learning.

         Negatives: There were not a sufficient number of people and therefore many officials were required
         to do more than two games in a row.

Attendance
A small minority of volunteers did not always turn up to the game. Many officials made themselves
available for additional duty (should they be needed) once the tournament commenced.

         Positives: A meeting took place two days before the tournament where they were placed in groups
         and given a roster for the first day of the competition, questions were asked and everyone was made
         aware what was required of them during the tournament. The roster was updated daily so
         volunteers knew what time they were required for the following days.

         Negatives: Some volunteers let their team down by not attending their games and not informing the
         right people to get replacements.

Performance
No major problems were encountered. There were some problems with the chairperson and score sheet
person not correctly completing the score sheet and summary sheet at the end of the game. Some
statisticians were unaware of all of the statistics that could and should be recorded for each game. This was
slowly resolved throughout the tournament.

         Negatives: The majority of officials were young and some were easily influenced by coaches and
         players if Doris Tea and myself were not behind the score table.

Equipment
Most of the equipment supplied by Samoa Basketball Federation was adequate for the competition.
Unfortunately the 24sec horn on court 2 was not loud enough to attract attention, the power point on court
one did not function and therefore an extension cord was placed along the sideline and baseline for the
entire tournament. During one semi final the game was disrupted on a number of occasions because of this
procedure.

Two laptops were supplied for statistics, but unfortunately there was only one mouse supplied. The statistics
program is far more efficient if used with a mouse. Thumb drives had to be provided by FIBA Oceania.
There were no printers available courtside for halftime statistics to be printed for the playing teams.

Future
   1. I recommend competitions must be played before the tournament with FIBA regulations and at a
       high level.
    2.   A senior person on each bench to provide authority and seniority.

                                              Operations Report

Prior to the South Pacific Games, FIBA Oceania sent myself and Regan Kama to Samoa to assist with the
Samoa Games basketball program, which was a test event for the South Pacific Games. FIBA Organizer was
used to manage the competition, but there was no Games website to upload to and no internet access at the
basketball stadium. Obviously the internet access would need to be ready for the South Pacific Games.

An extensive report, covering both operational and facility matters, was compiled following the Samoa
Games and sent to Samoa Basketball and the Samoa National Olympic Committee to help them in the final
preparations for the Games.

The top of the list was the need to have reliable internet access into the basketball office. Unfortunately this
was not provided for the SPG’s, which meant that the administration and media staff were not able to
upload results and stories in a timely manner. In fact the internet access was only available on the courtside,
and very irregularly. We were forced to carry laptop computers to make-shift desks behind the scorebench
and upload from there.

The media team consisted of 5 very competent and keen individuals. A digital camera was supplied to the
media team by the local organising group, but problems arose with its use. The media team relied on the
FIBA Oceania digital camera for the duration of the tournament. Reporters and photographers were rostered
onto parts of each day, which proved most successful. It is testament to the dedication of the media team
that we were able to upload so many stories. Sixty seven (67) stories and almost one hundred (100) photos
were uploaded to the basketball website. Fifty five (55) games of basketball were played, with almost every
game having a game report and photograph posted to the site. Additional human interest stories were
posted about the players, coaches, administrators and referees.

Samoa competition manager Winegar Afitu was in attendance at the stadium for the duration of the
tournament and did a good job of managing all the local volunteers. Winegar had extensive contacts within
the Apia community, and was able to call upon people to fix any and every little problem as they arose.

Meals for the volunteers were provided every day, both lunch and evening meal. The standard of catering,
the quality of the food and the punctuality of the food delivery was excellent.

Volunteers were fitted out in SPG uniform shorts and polo shirts, and provided with back packs, hats and
water bottle. The volunteers wore their uniforms every day, and looked very professional on and around
the courts.

Competition matters were handled well due to cooperation between the local basketball organisers and the
FIBA Oceania staff. It is unfortunate to report that one official from the Samoan men’s team had his
privileges of sitting on the team bench removed following very intimidating behaviour towards a referee at
the conclusion of a very close game.

Preparation and cleaning of the facility was adequate, although the decision not to install a drop down
curtain to divide the two courts proved unwise. A temporary plastic curtain, suspended from poles across
the courts, only lasted a couple of days before falling down. Temporary repairs midway during the
tournament, attaching support wires from the roof, allowed the divider to be put up again.

Transport for the teams was excellent. Mini buses were available to move teams as they wished, which was
greatly appreciated by the teams.

The medal ceremony was handled by a separate group of people organised by the local organising
committee. The presenters were dressed in traditional Samoan dress, which looked very good.

The FIBA Oceania mid-term Congress was held during the South Pacific Games. Samoa Basketball officials
did an excellent job in setting up and decorating the meeting space and organising morning tea and lunch
for the attendees.
