                 To consider auction proceedings of 13 Nos. existing hoarding sites located at Abid
         Majeed Road from Sherpao Bridge to Girja Chowk, which was conducted on 18-04-2011 in the
         office of the Lahore Cantt Board. The auction was held after vide publicity through press i.e.
         daily “Jang” & “Dawn” dated 07-04-2011. The auction in question was well attended and
         healthy competition amongst bidders was witnessed. The detail of offers received from the

                Perusal of the above table particularly the net annual increase would reveal that the
       present bids are quite reasonable and would fetch handsome/ extra revenue i.e 32.047 million.
       It is pertinent to mention that the sites no. 23-A/1, 24, 24-A, 28, 29,30,31,34 and 35 (auctioned
       at the risk and cost of the defaulting advertiser) are required to be handed over to the highest
       bidder immediately while the Site No. 25, 26, 27 & 27-A for which advance advertisement
       charges have already been realized upto 30-6-2011 shall be handed over to the highest bidder
       on 1st July, 2011.

       ITEM NO.5
       Subject:       EXTENSION IN TIME LIMIT TO DEPOSIT REMAINING AMOUNT AND
                      COMPLETION OF LEASE FORMALITIES IN RESPECT PLOTs NO. 139 &
                      140, SITUATED AT SVY NO.25, NEW OFFICER COLONY (BILAL PARK)
                      LAHORE CANTT.

                 To consider applications dated 14-04-2011 submitted by Sheikh Muhammad Imran of highest
      bidder of Plot No. 139, and Sheikh Muhammad Rizwan highest bider of Plot No. 140, Survey No. 25,
      Situated at New Officer Colony, Bilal Park Sadar Bazar Lahore Cantt regarding the extension in time
      limit to deposit balance amount or refund already deposited amount.

      Description:
      It is apprised that 11 Nos. of residential plots in Svy No.25, New Officer Colony (Bilal Park) Sadar
      Bazar, Lahore Cantt were put to open public auction on 23-02-2010.

      Sheik Muhammad Imran offered highest bid amounting to Rs. 50,00,000/- in respect of Plot No. 139,
      Survey No. 25, Saddar Bazar, Lahore Cantt and Sheik Muhammad Rizwan offered highest bid
      amounting to Rs. 48,50,000/- in respect of Plot No. 140, Survey No. 25, Saddar Bazar, Lahore Cantt
      which were approved by the Board vide its CBR No. 07, dated 24-03-2010. The same was sanctioned by
      the Competent Authority vide ML&C Deptt letter No. 51/126/Lands/ML&C/86, dated 28-02-2011.

The approval was conveyed to the highest bidders vide LCB letters No. 7075/SBHS/DSP 03/11/1709,
dated 14-03-2011 and No. 7075/SBHS/DSP 03/11/1710, dated 14-03-2011 directed to deposit the
remaining amount of bid alongwith development charges etc within 30 days, but they failed to deposit
the balance amount within stipulated period.
Now the applicants have submitted an application stating therein either for extension in time limit for
four months to deposit remaining amount or refund of already deposited amount i.e Rs. 5,00,000/- in
respect of Plot No. 139 & Rs. 4,85,000/- in respect of Plot No. 140.

           Relevant file is placed before the table.

ITEM NO. 6

Subject:    NOC FOR SUBDIVISION OF PLOT NO.4, BUNGALOW NO. 120-A,
           SURVEY NO.184/4, ALLAUDDIN ROAD LAHORE CANTT.

To consider MEO, Lahore Circle, letter No.L-10/727/129, dated 15-11-2010 for grant of NOC
from municipal/ congestion point of view regarding proposed sub-division of Plot No.4, Survey
No.184/4 measuring 1042.87 Sq.yds or 871.95 Sq. meters situated at Allauddin Road Lahore
Cantt into two plots. Detail of which is as under:-

MEO has apprised that Plot No. 4, Survey No. 184/4 measuring 1042.87 Sq. Yds situated at
Allauddin Road Lahore Cantt is held on lease in Schedule-IX-A of the CLA Rules 1937 by Mr.
Iftikhar Ahmed Cheema for residential purpose.
The site was checked by S/D Man of this office and reported that if the said plot is sub-divided
into two portions as stated above no problem will arise from municipal/congestion point of
view.
The Addl. CEO has also the site visited along-with S/D man, and reported that both the
portions were checked from both sides. In my opinion there would be no problem from
municipal / congestion point of view as main Allauddin Road provides access to the outer
portion and the street / road on back side to the rear portion.
It is further apprised that as per policy development charges @ 50% of prevailing rates i.e
Rs.600/- per Sq.yds is to be paid by the lessees on sub-divided plot.

The case is placed on the table for consideration please.

Subject: -       APPOINTMENTS UNDER RULE-9 OF THE PAKISTAN
                 CANTONMENT SERVANTS RULES, 1954
        To consider the requests of the following officials for appointment who are already
working under Rule-09 of the Pakistan Cantonment Servants Rules, 1954 as per detail given in
table drawn below, in this connection, it is stated that at present Cantonment Board Lahore is
facing difficulties in the running of office business due acute shortage of staff in the various
branches. It is, therefore, considered necessary to appoint following persons as stop gap
arrangement under Rule-09 of the PCSR, 1954 for a period of six months or till the
appointments on regular basis:-

ITEM NO. 12

Subject:        RENEWAL OF TENANCY AGREEMENT IN RESPECT OF JINNAH
                ISLAMIA SCHOOL (MEASURING 505.67 SQ. YDS COMPRISING SVY
                NO. 88/412-A) SITUATED AT THE CROSSING OF SURFRAZ
                RAFEEQI ROAD AND ZARAR SHAHEED ROAD, LAHORE CANTT.

        To consider an application dated 14-02-2011 submitted by President Women Welfare
Foundation, Lahore Cantt for renewal of tenancy agreement in respect of Jinnah Islamia High
School (measuring 505.67 S q.yds comprising survey No. 88/412-A) situated at the crossing
of Sarfraz Rafiqui Road and Zarrar Shaheed Road, Lahore Cantt.
        M/s Women Welfare Foundation Lahore Cantt (Regd) had requested that they may be
allowed to construct school at the north eastern corner of the park situated in Officer Colony,
Zarrar Shaheed Road, Lahore Cantt. The case was placed before the Board and the Board vide
CBR No, 28, dated 17-10-1996 resolved that since the cause of Women Welfare Foundation
Lahore Cantt is to extend the facility of education to the poor children residing in the vicinity,
the newly constructed building at the crossing of Sarfaraz Rafique Road / Ghazi Road be leased
out at token rent of Rs. 100/- per month for a period of 05 years in the first instance on usual
terms and conditions renewable at the option of the Cantonment Board with the sanctions of
ML&C Department.
In pursuance of above decisions of the Board, the case was forwarded to ML&C Deptt: for
obtaining necessary sanction which was accorded by the Deptt: vide their letter No.
51/142/Land/ML&C/95, dated 04-03-1997. The sanction of the Competent Authority was
conveyed to the applicant vide this office letter No. 5995/B/1844, dated 17-03-1997.
Accordingly an Agreement was signed between the Cantonment Board Lahore and the
President Women Welfare Foundation Lahore Cantt for a period of 05 years from 04-03-1997
to 03-03-2002.
The Women Welfare Foundation (Regd) Officers Colony, Ghazi Road, Lahore Cantt again
applied for renewal of tenancy agreement expired in March 2002 & permission for construction
of upper storey vide application dated 16-04-2001. The case was placed before the Board and
the construction of upper storey was rejected vide CBR No. 6, dated 02-05-2001 on the
grounds that existing building cannot bear the extra load. Further it was resolved to renew the
tenancy period for further 05 years i.e. from 04-03-2002 to 03-03-2007. The case was referred
to ML&C Deptt: vide this office letter No. 217/A/263, dated 17-08-2002. The ML&C Deptt:
raised some quarries which were fulfilled vide this office letter No. 217/A/350, dated 21-10-
2002 & No. 217/A/387, dated 23-11-2002. The DML&C, Lahore vide their letter No.

11/1557/RD/LR/35, dated 12-06-2007 directed this office to re-peruse the contents of para 2 of
RHQ Lahore letter No. 11/1557/RD/LR/33, dated 26-11-2002 which is reproduced below:-
               “It does not require sanction of DG ML&C for renewal for 05 years lease
               already granted is renewable at the option of Board. Under what Rule
               sanction of DG ML&C is being sought. Please clarify”.
As such Board is competent to renew the lease for a further period of 05 years. The following
actions are required to be taken:-
       1. Ex-Post Facto sanction for Renewal of tenancy in favour of President Women Welfare
          Foundation Lahore Cantt for a period of 05 years w.e.f 04-03-2002 to 03-03-2007.
       2. Renewal of tenancy agreement for another period of 05 years w.e.f 04-03-2007 to 03-03-
          2012.

The case was placed before the Board and the Board vide its CBR No. 39, dated 05-11-2007
considered and pending till next Board meeting for want of site visit by the PCB which is still
awaited.

Order No. 73570, dated 31-10-1977. The mutation entry does not exist in the GLR.

The above named grantee died on 19-02-1981 as such the said property devolved in favour of
his legal heirs M/s. Hameeda Begum (wd), Khurshid Alam Khan, Mussarat Nasreen and Mst.
Farhat Nasreen by way of inheritance vide Affidavit dated 26-08-1991. M/s. Hameeda Begum
(wd), Mussarat Nasreen and Mst. Farhat Nasreen surrendered their share out of the said
property in favour of their son/brother Mr. Khurshid Alam Khan vide Surrender deed
Registered as No. 29942, Addl Bahi No. 01, Volume No. 2181, dated 02-12-1985. The

No. 01, Volume No. 3721, dated 30-10-1991. The Board vide its CBR No. 3 (44) dated 18-04-
1992 approved the mutation and conveyed vide this office letter No. 1128/5344, dated 14-04-
1992. The mutation entry has not been carried out in the GLR.

The site in-question has been visited by the S/D man, who has reported to the effect that “there
is no sub-division, no encroachment on Govt. / Cantt Board land, no change of purpose, no
illegal / unauthorized construction is involved.
The case was placed before Scrutiny Committee for consideration. The Scrutiny Committee
considered the case in its meeting held on 21-04-2011 and recommended to place the case

The above named lessee has applied vide his aforesaid application for renewal of lease for

ITEM NO. 17

Subject:       NOC FOR SUBDIVISION PLOT NO. 2 BUNGALOW NO. 37, SURVEY
               NO. 98/2 SARWAR ROAD LAHORE CANTT.
To consider the Station HQ letter No. 321/4/Q-1(L) dated 04-05-2011 asking therein to include
the case of NOC for subdivision in respect of plot No. 2 Bungalow No. 37, Svy No. 98/2,
Sarwar Road Lahore Cantt, in the next board meeting likely to be held on 06-05-2011 for
discussion.
Description:-
The MEO Lahore Circle vide letter No. L-B/37/29, dated 20-03-2010 forwarded Schedule-V
from along-with application & sub-division plan for issuance of N.O.C from municipal /
congestion point of view regarding sub-division of subject plot into two plots each measuring
507 Sq.yds. The site was checked by technical staff of this office and found that the lessee of
subject plot has constructed a servant quarter un-authorizedly. It was also observed that the
Schedule-V form and Sub-division plan are incomplete. As such the same was returned un-

actioned to the MEO vide letter dated 31-05-2010 for rectification of the objections. The MEO
Lahore Circle vide letter dated 21-06-2010 informed that the site of subject plot has been
checked by the field staff, who reported that the lessee had demolished the servant quarter and
also forwarded the Schedule-V application form duly filled in along-with sub-division plan
duly completed for processing. Thereafter the case was placed before the Board for
consideration. The Board vide its Resolution No. 12, dated 26-08-2010 rejected the same being
odd sizing and municipal congestion.
Accordingly decision of the Board was conveyed to the MEO vide this office letter
dated 28-09-2010. The lessee again requested vide application dated 10-11-2010 for issuance
of N.O.C regarding proposed sub-division. The case was again placed before the Board and
Board vide its CBR No. 19, dated 22-12-2010 upheld its previous decision taken vide CBR No.
12, dated 26-08-2010. The decision of the Board conveyed to the applicant / lessee vide this
office letter No. 2217/2/DSP 01/11/1175, dated 10-01-2011.
Mr. Mohammad Aslam Khan (50 % share) resident of 5/1 Nagi Road, Lahore Cantt filed an
appeal dated 28-01-2011 before the RHQ Lahore for sub-division of his Plot No. 2, Svy No.
98/2, Sarwar Road, Lahore Cantt against LCB. The appeal was received vide RHQ Lahore
letter No. 11/392/RD/LR/63, dated 01-02-2011, wherein directed to furnish a detail
report/comments.

The detail report/comments on the aforesaid appeal was forwarded to RHQ Lahore vide LCB
letter No. 2217/2-I/DSP02/11/1290, dated 12-02-2011. In response to the comments, RHQ
Lahore vide their letter No. 11/392/RD/LR/65, dated 22-02-2011 directed to give a suitable
reply to the applicant under intimation to this HQ. A suitable reply has been given to applicant
under the intimation of HQ vide LCB letter No. 2217/2/DSP03/11/737, dated 05-03-2011.
It has also been observed that there Co-lessee of Plot No. 2 Bungalow No. 37, Sarwar Road,
Lahore Cantt namely Mrs. Naureen Sharif and others (50% share holders) have merged their
share measuring 507 Sq. yds into Plot No. 01, Survey No. 98/1, thus increasing its area from
1014 Sq.yds to 1521 Sq.yds without getting approval from Cantt Board and also made violation
of the terms and conditions of the lease deed and Cantt Bye-Laws as well.

In view of the above, the notice was served to co-lessees of the subject plot vide LCB letter No.
2217/2/DSP 05/11/241, dated 02-05-2011 to the effect that to remove the un-authorized sub-
division and its merger into adjoining Plot No. 01, Survey No. 98/1 within 24 hours and also
erect boundary wall between Plot No. 01 and 02.

Subject:        CONSIDERATION OF HIGHEST BID OF PLOT NO. 102, NEW
                OFFICERS COLONY, BILAL PARK, SADDAR BAZAR, LAHORE
                CANTT.
To consider an application dated 12-04-2011 addressed to DGML&C Deptt, Rawalpindi
submitted by Mr. Noor Ahmed Ranjha highest bidder of Plot No. 102, Survey No. 25, Situated
at New Officer Colony, Bilal Park Saddar Bazar Lahore Cantt regarding the refund of Rs.
15,30,000/- already deposited by him on account of Security & 1/10th of highest bid.
Description:
11 Nos. of residential plots in Svy No.25, New Officer Colony (Bilal Park) Sadar Bazar, Lahore
Cantt were put to open public auction on 23-02-2010 after wide publicity through print /
electronic media. The terms and conditions of auction were approved by the DML &C Lahore
Region vide letter No.11/798/RD/LR/15 dated: 21-01-2010.

 Mr. Noor Ahmed Ranjha offered highest bid amounting to Rs. 1,33,00,000/- in respect of Plot
 No. 102, Survey No. 25, Saddar Bazar, Lahore Cantt which was approved by the Board vide its
 CBR No. 07, dated 24-03-2010. The same was sanctioned by the Competent Authority vide
 ML&C Deptt letter No. 51/126/Lands/ML&C/86, dated 28-02-2011.
The    sanction   was     conveyed     to   the    highest   bidder    vide   LCB      letter
No. 7075/SBHS/DSP 03/11/1717, dated 14-03-2011 and he was directed to deposit the
remaining amount of bid along-with development charges etc within 30 days.

Instead of depositing the balance amount the applicant submitted an application under
consideration stating therein that it took too much time in approval of competent authority for
leasing out the said plot. Therefore Rs. 15,30,000/- already deposited by him as highest bidder
in open public auction in respect of Plot No. 102, Survey No. 25, Bilal Park, Saddar Bazar,
Lahore Cantt be returned along-with normal bank interest, otherwise, he will be constrained to
move to Court of Law.

Attention of the Board is invited towards condition-4 of Auction Notice which is reproduced
here under:-
        “The highest bidder upon approval of the offered bid by the Government shall
        deposit remaining 90% of offered bid within 30 days of the issuance of approval letter
        and shall complete all the lease formalities with the Board as per prescribed specimen
        of lease in Schedule-X (modified) of the CLA Rules 1937 failing which all the prior
        deposited amount shall stand forfeited in favour of Lahore Cantonment Board without
        any notice at the sole risk and cost of the highest bidder. In such a case, the respective
        auction shall be considered as cancelled and the plot concerned shall be re-auctioned”.

     According to above condition if the highest bidder failed to deposit balance amount within 30
     days of approval letter such as in the instant case the prior deposited amount shall stand
     forfeited in favour of Lahore Cantonment Board without any further notice.

          land is involved. As the case is of important nature the petitioner has constructed building at

    BY Mr. Aftab Ahmed Asif, CEO Lahore Cantt on his Cardiac treatment from CMH Lahore Cantt. The
    case has been referred by the MS CGH and bills have also been verified by him and the treating doctor.

    Subject:        REGULARIZATION OF UNAUTHORIZED CONSTRUCTION IN EDEN
                    AVENUE EXTENSION / EDEN CITY HOUSING SCHEME.
    Reference:      CBR No. 45, dated 05-04-2011.

    To consider the report of Committee constituted vide CBR under reference to ascertain the
    quantum of development works executed by the Developer and evaluate the cost of plots
    mortgaged with LCB in lieu of developmental works.

    Description:-
    It is apprised that M/s. Eden Developers (Pvt) Ltd vide application dated 02-04-2011 had
    offered that     47 number of Commercial plots already mortgaged against security of
    Development work (i.e. Roads, Parks, Graveyard etc) in respect of “Eden City Housing
    Scheme” vide mortgage deed Registered as No. 5126, Book No. 01, Volume No. 1091, dated
    27-08-2008 might be adjusted in lieu of total payable amount by the Developers Rs.
    2,71,08,465/- on account of composition fee etc.

    The offer given by M/s. Eden Developers (Pvt) Ltd was placed before the Board in its meeting
    held on 05-04-2011 and the Board constituted a committee consisting of following members to
    ascertain the quantum of development works executed by the Developer and evaluate the cost
    of plots mortgaged with LCB in lieu of developmental works.
            1.     Addl CEO, Lahore Cantt.
            2.     Cantt Engineer
            3.     Land Supdt
            4.     Cantonment Legal Advisor (Law Officer)

    The committee has visited the site of subject Scheme and submitted report as follows:-
    REPORT FROM LAND POINT OF VIEW:

                    i)      M/s Eden Developers have made following deviations from the approved
                            layout plan of Eden City which was approved by the Board vide its CBR
                            No. 25, dated 30-07-2008.
                    ii)     Commercial area of Block A has been converted into School, Hospital,
                            Park & Open Plot.
                    iii)    Community Center of Block A has been converted into Twelve (12)
                            Commercial plots.
                    iv)     In Block C Park, Community Center & School have been converted into
                            fourty eight (48) residential plots.
                    v)      In Block C twenty (20) Nos. of residential plots (Plot No. 198 to 208)
                            have been converted into park.
                    vi)     In Block C, Seventy Six (76) Residential Plots have been discarded at
                            site.

                    vii)      Block D is totally undeveloped. Only one Road base layer is laid down
                              deviating from the approved layout plan.
                    viii)     Position / direction of all roads in Block D have been changed by the
                              sponsor deviating from approved layout plan which affected the shape/
                              size / location of most of the plots in the block.
                    ix)       The shape / size / location of forty seven (47) Commercial plots in Block
                              D pledged with Lahore Cantonment Board against developmental works
                              have been changed due to deviations from approved infrastructure /
                              scheme plan.
                    x)        Grid Station, Grave Yard & Park of Block D are not according to
                              approved scheme plan.
                    xi)       The Estate agents of vicinity were visited to obtain the rates of Block D
                              to ascertain the value of the pledged plots in favour of Cantt Board but
                              they replied that they are unable to give rates of the Block D due to the
                              area being undeveloped. However, the Revenue rates and Cantonment
                              Board valuation table rates are as under:-

STATUS OF DEVELOPMENTAL WORKS
To determine the status of developmental works in Eden city following documents were relied
upon and report was jointly compiled.
     1.          Drawing available in the office
     2.          Plan provided by the developer.

However, working Drawings as required were not provided by the developer to the committee
for determining the original status following areas of the developmental works were looked
into for the purpose of preparing the report.
1.               Sewerage
                        i. No disposal station has been constructed.
                       ii. There is no sewerage system in the pledged Plots area.

                           iii. Before completion of complete sewerage system the flow cannot be
                                checked to know whether the system is working or not.

            2. Water Supply System:-

                          i.     Two tube wells along with two Nos overhead water tanks have been
                                 shown in the plan but at site one tube well is operational while 2nd is not
                                 yet operational/completed. Site of tube well has also been changed.
                         ii.     No water supply pipeline is laid in the pledged plots area.
     3.        Roads
                         i.      The present road infrastructure is completely changed from the original/
                                 approved plan thereby making major deviation there from.
                         ii.     30% roads in the area are not constructed.
                         iii.    No road exists/constructed in the pledged plots area.

     4.        Street lights.
                        i.    Cables for street lights are not laid in the ducts.
                        ii.   No transformer has been installed for street light in the area.
                        iii.  No street light pole/lights/cable provided in the pledged plots area.

     5.        Parks
                                 Sites of public parks have also been changed in violation of the approved
                                 layout plan.
     6.        Masjid.
                                 Under construction Masjid has also been shifted from Block B to Block
                                 C which is deviation from the approved plan.

     It is pertinent to mention here that extension in time limit for completion of development works
     granted by the Board vide CBR No. 9, dated 24-03-2010 has been elapsed on 10-03-2011.
     Moreover, as per conditions-vi, vii, x & xiii of sanction letter issued vide No. 235/Eden/6104,
     dated 30-08-2008, the developers were required to complete certain formalities such as
     provision of remaining title documents / NEC‟s and derequisitioning of land (Khasra No. 89)
     within 01 year after approval of Scheme but they have failed to complete above said
     formalities.

     The case file is placed on the table for consideration.

    Subject :-     INSTALLATION OF TUBEWELL AT NADEEM CHOWK

            Reference CBR No. 17 dated 05-04-2011
            To consider revised estimate for installation of Tube well at Nadeem Chowk as per
    decision of the Board vide CBR No.17 dated 05-04-2011.
            Brief facts of the case are as under:-
            The Tender for installation of tube well at Donger mohallah was called on 25-10-2010
            and lowest rates tendered by M/s Pasha & Sons were approved by the Board vide CBR
            No 49 dated 22-12-2010, but work order was not issued to the contractor in the light of
            KSB pumps company report that the existing tube well is working satisfactory and at
            present there is no need to install new tube well at Dongar Mohallah. Later on, the tube
            well at Nadeem chowk went out of order and the Board vide its resolution No. 17 dated
            05-04-2011 resolved to install the tube well at Nadeem chowk by shifting Dongar
            Muhallah site to Nadeem chowk. The contractor was informed vide this office letter
            No.CE/Nadeem chowk/TW/DSP05/11/264 dated 02-05-2011 to start the work of
            installation of Tubewell at Nadeem Chowk, but the contractor vide his application
            referred to above has requested that the rates tendered by him in Oct-2010 for
            installation of tube well at Donger Muhallah was @105% above MES Schedule of
            Rates 2000, now the period of more than seven months has lapsed and market rates
            have been increased manifold. Hence the installation of tube well at Nadeem chowk
            on the rates at par rates of MES Schedule 2009 instead of 105% above MES Schedule
            of Rates, 2000. It is apprised that at par rates for installation of tube well at K.B Colony
            have already been approved by the Board vide CBR No.12 dated 05-04-2011.

                To consider the following building plans received under section 179 of Cantonments Act, 1924. The building
       plans have been checked/scrutinized by Residential Building Committee and found in accordance with the Building Bye
       Laws. As regards, the sites which are situated outside the notified Bazar, the MEO has accorded NOC from land point
       of view as required under Section 181 (3) of the Cantts Act, 1924. The requisite sites have been visited by

                              Headquarters, Cantonment Engineer and SD/Man as the said building plan is commercial and also
                              fulfill the following requirements:-
                         i. Subject to the payment of composition of Rs.13,74,280/- of unauthorized construction already carried
                              out by the owner.
                           ii. To surrender the area of set back in favour of Cantt; Board vide registered Surrender Deed.
                           ii. To demolish the already unauthorizedly constructed building (Shahum Estate) or apply for
                                composition of the offence of unauthorized construction.
                           iii. Also remove the other observations as already informed vide this office letter
                                No.21316/DSP02/11/1977, dated 18-02-2011.
       24                       Recommended to be placed before the Board for consideration. As the area of property is excess than
                                400 Square Yards, hence, composition fee Rs.2,00,000/- may be levied as per ML&C Deptt: letter
                                No.75/853/Lands/32/4970/ D-12/ML&C/94, dated 06-11-1994 and the said case be sent to the
                                competent authority for concurrence.
       25                       Recommended to be placed before the Board for approval. The site in question falls outside notified
                                Bazar area under the management of MEO and the MEO accorded NOC vide No.L-10/414/Plot No.4-
                                A/52, dated 21-04-2011 as required under section 181(3) of the Cantts Act, 1924.
