Sealed, written formal bid proposals for the above bids will be received by the Board of Trustees of the Jefferson County School District,
in the Superintendent’s Office, 942 South Main Street, Fayette, Mississippi, until 10:00 A.M. (Local Prevailing Time), May 19, 2010 at
which time and place they will be publicly opened. The Board of Trustees reserves the right to reject any and all bids and to waive
informalities, also to withhold the acceptance of any bid if approved, for forty-five calendar days from the date bids are opened. Detailed

may be picked up at the above address.
Bidders should be aware that this purchase will be paid from ARRA funds and that these funds are subject to audits from the
federal government. Therefore, bidders will adhere to all guidelines under Section 1512 of the American Recovery and
Reinvestment Act of 2009 as outlined in the Governor’s Memo Number 12.

The District is requesting proposals from qualified vendors to provide a Comprehensive Research-Based Reading
Intervention program, elementary, middle, and/or high school, addressing the needs of students who struggle in the area
of reading. The goal is for the reading intervention program to improve struggling students' reading achievement and
improve standardized test scores, particularly in reading.
The program must be both teacher-led and server or web-based and must have the capacity to individualize reading
and writing instruction. The program must reach each student at his/her Lexile/Reading level, must be aligned to state
standards, involve high level of student motivation and increase student independence. The program must have explicit
instruction in the areas of: vocabulary, reading comprehension, spelling and writing. Both fiction and non-fiction literature
must be included as resources for students and teachers.
The program must also include assessment and reporting instruments for teachers and students to monitor
achievement in each area. Students’ achievement must be tracked by the computer and reported frequently to teachers
in various formats. The software should continuously self-adjust based on the needs of the students as they progress or
encounter challenges in their work on the computer. There must also be a portion of the program that requires
instruction led by the teacher. As a reading intervention program, the program design should allow for the teacher to
instruct students on specific skills in vocabulary, reading comprehension, spelling, and writing, and the students to
reinforce and refine their skills on the computer portion of the program.
The program must also include high-quality staff development provided by the vendor in the areas of classroom set-up
and installation, teacher training, leadership training for administrators and district-level staff, and ongoing instructional
training and coaching, as well as project management, as needed by the District.
*Data aggregation by demographic subgroup helps administrators monitor progress toward Annual Yearly Progress
(AYP) while classroom and student-level reports help teachers to place students, differentiate instruction, monitor
progress, and forecast state test results.
*assessing students three to five times a year with SRI, educators will have actionable data to direct individual
student goals, and to know the intensity of intervention needed to show growth.
*report in 4 performance standards, or proficiency levels, which are Advanced, Proficient, Basic, and Below Basic.
These can be customized to match Mississippi’s categories and criteria.
*students read books based on their interests and Lexile level that has been determined by a reading inventory, and
then test their comprehension with a computer-generated quiz.
*collect all student performance data and can generate up-to-the minute, actionable reports.
*an accurate placement recommendation for Tiers II-III.

*a broad diagnostic assessment of foundational reading skills for students performing in the 25 percentile or below
on a reading inventory.
*identify gaps in understanding of the alphabetic principle, sight-word reading, and decoding skills.
Preference will be given to web – based programs.

Reading software helps students ages 4 and above acquire and improve essential reading skills, while supporting
educators in monitoring and informing reading instruction in classrooms, schools, and districts. The program must
include an Auto Placement tool to help students quickly and seamlessly receive instruction at an individually-suited skill
level.
The proposed reading software should web-enabled and hosted by the proposed company. Include the following
components: supports reading acquisition, prevents reading failure, remediates reading difficulties, assesses and
monitors reading progress, and differentiates reading instruction, helping every student become a successful reader for
life. This selected version will include School-to-Home Connection, extend the school day by providing on-demand
access to the product from homes, libraries, after-school programs, community centers, and summer schools.
Additionally, offer printable scripted lessons and practice sheets to help students further hone their reading skills.
