Accounting Services Manager

REPORTS TO: Assistant Controller
Manage the Accounts Payable, Accounts Receivable, Collections/Legal, and Payroll functions for the
Tulsa Housing Authority (THA) and ensure they are performed within established departmental policy
and procedure. Provide leadership for the day-to-day operations of THA general administrative
functions that may be assigned. These functions are grouped under the leadership of this manager
for administrative convenience and to provide for their direction and cohesion. Manage the day-to-
day activities of Accounts Payable including review and verification of vouchers and checks,
reconciliation of accounts payable to the General Ledger and maintenance of Accounts Payable
contract files. Approve all check requests, journal vouchers and miscellaneous cash requests for all
reporting positions. Manage the overall activities of the Accounts Receivable function. Analyze and
reconcile General Ledger accounts relative to receivables. Manage the Payroll function to ensure the
biweekly payroll is confirmed and balanced. Process the required withholdings for payment to the
Federal and State taxing authorities in a timely manner. Direct the legal and collection functions to
ensure legal filings are properly filed and executed in a timely manner. Issue collection notices for
all past due accounts of former residents and track and record results. Assist in maintaining the THA
Accounting Manual as required. Assist in the development and implementation of Accounting
department planning activities. Verification of travel expenses calculations. Manage reporting of
1099. Reconciliation of any credit cards. Coordinate semi-annual TNIP write-offs. Perform other
duties as assigned. Directly supervises five (5) employees in the Administrative Services Department.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable
laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and
directing work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems.
Bachelor's degree (B. A.) from four-year college or university and one (1) to two (2) years related
experience and/or training; or an equivalent combination of education and experience that will equal
six (6) or more years.
The Housing Authority of the City of Tulsa (THA) is a federally funded public agency responsible for
administering public housing and Section 8 rental assistance programs for eligible low-income
families living in the Tulsa city limits. THA is governed by a five-member Board of Commissioners
appointed by the Mayor.
