City Center District Downtown Nampa offers dining, office, specialty retail, and residential uses. Events draw citizens into the historic downtown core unique shopping experiences. Downtown Nampa provides a concentration of interesting historic commercial structures and proximity to historic residential neighborhoods. Streetscape improvements encourage a walkable downtown. Lack of office space and parking limits growth. The downtown Business Association leads and oversees activities in this area.
Comp Plan, future conditions, page 126 . . .
City Center District As the historical center of Nampa, the downtown contains a number of historic buildings worthy of preservation and continued use. Designed with a pedestrian focus, City Center should be a mix of commercial, cultural, and residential uses stimulating community activity and providing unique housing. A transportation hub with parking and restored rail connection link to the Idaho Center, BSU Canyon Campus, and Boise.

Declared Future for Urban Renewal
The committee encourages the City of Nampa to explore alternative funding mechanisms. The committee recommends that plans for major projects be brought to the citizens at public forums where the need and justification is explained, full cost and tax implication are examined, and all questions from the public are answered by city planners and staff. The proponents should then make their strongest case for passage of a bond issue. In addition, new growth must pay its share of increased costs through implementation of impact fees. The required study on impact fees should be undertaken immediately and completed within six months.
