1Pacific Islands Area - West minimum requirement to meet definition of irrigation system is: Farmer will have legal water meter in place on the farm with some semblance of hose or drip system in use (risers in or near at least one production agricultural field or orchard). Historical Control of the Land is valid per criteria given in PACIFIC BASIN BULLETIN NO. PB 300_06_22 however may not be recognized by the Farm Service Agency (FSA). AC - Average Cost - Cost share rates based on the percent of an established Average Cost. Average Cost is seen in the "Unit Cost" column. AM - The percent of the actual cost Not-To-Exceed (NTE) a specified maximum cost. FR - Flat Rate – This method is used only for incentive payments for land management practices or the development of a CNMP and is paid at 100% of the Flat Rate.
