							              NCSHRM STATE COUNCIL MEETING MINUTES
                       Friday, May 21, 2010 @ Harris Wholesale in Raleigh, NC
                                         8:30 a.m. – 3:30 a.m.

WELCOME AND INTRODUCTIONS: 9:00 am – 9:30 am                                        Teresa Bailey - Director

Teresa welcomed everyone and thanked Paul for hosting today’s meeting. Teresa allowed each person to
quickly introduce themselves and their role on the State Council. Teresa shared that Shelly Trent, Field Service
Manager, would be at the meeting for her presentation.

BUSINESS MEETING: 9:30 am – 10:45 am                                                       Various Presenters

DIRECTOR UPDATES                                                          Teresa Bailey – Director
Teresa spoke about the “In it to Win” Campaign and noted we are 56%. Teresa also referred to the summary
report distributed. Final copy will be posted on the website.

Teresa spoke about trying to get NC folks together at the National Conference in San Diego. If you were
unable to sign the roster for conference at the meeting, please let Teresa know.

Paul has prepared a district map indicating the boundaries. Paul spoke to how he prepared the districts based on
chapter locations. Than reviewed geographic boundaries based on county lines. Paul has proposed that we use
the map to assist chapters, or chapter wishing to affiliate, in knowing who to contact, as well as assist directors
to know their area.

SECRETARY’S REPORT                                               Rosemary D. Spitzer, SPHR – Secretary
Rose reminded all attendee’s to check off their name on the attendee list so your chapter gets credit for your
attendance. Rose reminded everyone that each chapter who is represented gets their name put in for a $1000
drawing at the end of the year (one entry per meeting – max 4/yr). Only non-State Council members count as
chapter representatives (except chapter presidents). NCSHRM also provides chapter mileage reimbursement to
chapters for attending State Council meetings. A motion was made by Beatrice Runyan and approved by Gus
Benson for the February 2010 minutes as presented.

TREASURER’S REPORT                                             Larry Valenti, SPHR, GPHR- Treasurer
Larry shared the report will be submitted and posted on the website.

The chapter reimbursement process was reviewed. One reimbursement per chapter, Reimbursements are made
to the Chapter for actual mileage amount up to $150 for 1-2 people and up to $300 for 3-4 people. Submit
mileage reimbursement requests to Larry using the new Expense Reimbursement form (online). State Council
members are not eligible for reimbursement.


DISTRICT DIRECTOR:                                                         Various Presenters - SHRM

Teresa shared the 2010 Quarterly Update Report, a new format for sharing information. Information will be
posted on the website. Those items highlighted on the summary were reviewed at the meeting. Additionally,
the following was mentioned by the perspective chapter representatives:

Iredell
     Terry Walker, SPHR spoke abt programs and obtaining HRCI credit for each meeting.

Fayetteville
    Audwin Lindsey shared business card chapter using to successfully promote membership.

TSHRM
    Joanne spoke to the upcoming conference. Abt 65% goal for sponsorship, finding its harder this year.
     Asked chapters to refer any potential sponsors who may wish to be considered. Exhibitors going as
     expected, can accommodate more. 2 levels of booth, one more visible and high traffic area.
     Registration is open at 80 people, and have all speakers lined up.

RWHRMA
   Jeff Luttrell, SPHR spoke to the 2012 NCSHRM State Conference to be held at the Raleigh Convention
    Center. Jeff mentioned that the chapter has obtained conference event insurance policy to assist in case
    of unforeseen issues.

Articles for the Fall/Winter issue are due on May 28, 2010 and the ship date is estimated to be on or about
August 12, 2010. Please be sure your information is correct on the roster so that she may include you on
updates and information. Reminder that State Council CLA’s are required to submit an article and Chapter
Presidents should submit articles for Chapter Chatter as part of SHAPE requirements.
The issue’s theme will be focused around State Conference - “Thinking Outside the Bowl.”

NCSHRM AWARDS                                                      Jeff Lutrell, SPHR - Awards Co-Chair
Jeff mentioned that for chapters to be eligible for Distinguished Chapter Award they must attend 2 state council
meetings and submit articles to NCHRReview, in addition to SHAPE requirements. Student scholarship
deadline is June 31st and will be announced at State Conference. NCSHRM has obtained three sponsors for
awards: Ohgleetree Deakins is sponsor of the Richard Peoples Professional of the Year award. Deadline for the
Dick Peoples award is July 1, 2010. Capital Broadcasting Company is sponsoring the Jan Sharp Memorial
Scholarship. Challenger Gray Christmas is sponsor for the Chapter Crown Award.

NCSHRM STATE CONFERENCE                                                Teresa Bailey on behalf of Chairs
Contract changes have been made, including the amount State Council receives from the state
conference, to 40% of profit with no cap.

TSHRM updated the 2010 NCSHRM State Conference as part of chapter report. Conference will be
held at Sea Trails at Sunset Beach. Please mark the dates of October 13 – 15, 2010.

RWHRMA will host the 2011 NCSHRM State Conference at the Raleigh Convention Center September 28th –
30th. The Conference Co-Chairs are Jeff Luttrel and Shontera Gillespie-Coleman.

Reminder, the application to host the 2012 State Conference deadline is June 30, 2010. Submissions may be
made to Valerie Edson or Della Taylor. The form for submitting a request to host a State Conference is located
on the website.

Core Leadership Area CLA REPORTS:                                        Various Presenters - SHRM

GOVERNMENT AFFAIRS                                                           Connie Culpepper, SPHR
   Update on the Legislative Conference, about 20 NC reps went to the Capital Hill visit. The HRVoice
    letters are important, but phone calls and personal visits out weigh letter writing.
   DOL said more wage and hour audits to be expected and have admitted this is a revenue making for the
    DOL.
   Mandated sick leave is still topic of interest, though congress may not push this year – don’t want to be
    seen as increasing costs for ER’s. Also, card check still being considered. Two of the labor unions
    have hit western NC, pushing union representation, especially in nursing and food services. NC is
    currently state w lowest union representation.

      Hot topics - Immigration issues due to new legislation in Arizona, Credit Check, Paycheck Fairness
       Act. Also Health Care changes upcoming in 2010 and 2011 through 2014. If ER’s have different plans
       for Sr leaders not grandfathered will be subject to restrictions. With so many penalties for ER’s, will
       force more to go to Exchanges.
      Continue to write letters and call your congressman. A suggestion is to host speakers at a chapter
       meeting e.g. Hill Chesson and Woody, etc. Can provide templates to encourage members to call/write.

COLLEGE RELATIONS                                                             Michele Langley, PHR
   March 27th HR Games at NCSU, 8:30 to 4:00. Jeopardy style competition with 20 teams and 60
     students. 18 teams, 7 schools were represented. 80 plus individuals served as volunteers. Peace
     College won first place and UNCW won regional.
   Expect changes to HR Games from SHRM, will continue to support local games.
   Enterprise Leadership program, working w RWHRMA, now have 4 colleges SHRM certified
   Students can no longer sit for PHR. SHRM Learning developing test where students can take as
     passing a SHRM Learning certification.

SHRM FOUNDATION                                                                    Susanna McGraw
   Each year SHRM requests items for National Conference’s silent auction This year NCSHRM was
     able to donate a 2 night stay at Grove Park Inn, estimated at $1200.value.
   Check Foundation CLA website for scholarship information.
   Attended March and May conference calls, next call schedule for 9/8 and 11/3.
   Will be asking each chapter to donate item for state conference, due 1st week of September.
   50/50 raffle for foundation drawing was $124 total, was won by Elaine from TSHRM.
   A question was raised - SHRM Foundation donations, as individuals who donate, how does that play
     into SHAPE?
         o Shelly Trent replied– tracked separately, encouraged 100% of board to donate. General
              membership not designated or sep line item. Chapter can collect from board and send on behalf
              of chapter.

HRCI CERTIFICATION                                                                  Ken Crews, SPHR
   Ken recognized historically there has been a newsletter for NC, he will be sending it out.
   Passing certification has declined over past few years.
   Several chapters promote study groups for their members.

WORKFORCE READINESS                                                           Barbara Thomas, SPHR

   Facilitated workforce readiness reception in Raleigh, sponsored past 5 years, awarded certification of
    appreciation.
   Conference calls have been scheduled.

    2 hours to review and do presentation to panel, real life scenario. Application versus memorization.
    Talking with Student Chapter Advisors for feedback and student input.
    Competitions open to Undergrads as well as Master’s.
    Guidance given to professors for aligning their programs.
    Blending memorization and application.
    For State Games do Jeopardy style and case study for semi-finals.
    Peace College offers prep course based on SHRM Learning System and have a 100% pass rate.

Audwin Lindsey - Allowing online payments for chapter member events?
    SHRM affiliated website changes may allow registration and online payment tool.
    PayPal , can increase to accommodate fee. May require minimum.
    Cnet, currently used for NCSHRM State Conference.
    Affiniscape allows some options.
    Small chapters may be able to partner with larger chapters which utilize a tool.
    Convenience of payment may increase renewal rate.
