Site Plan Review Commission Minutes May 13, 2009 VILLAGE OF BELLEVUE – SITE PLAN REVIEW COMMISSION Pursuant to section 19.84, Wis. Stats., a regular meeting of the Village of Bellevue – Site Plan Review Commission was held on Wednesday, May 13, 2009, at 11:00 a.m. at the Bellevue Village Offices, 2828 Allouez Avenue, Green Bay, Wisconsin. A. Call Meeting to Order: The meeting was called to order at 11:06 a.m. by T. Katers. B. Roll Call: Members Present: Members Excused: Alternates Present: Alternates Excused: Also Present: Commissioners Tom Katers, George Gantz Paul Hamachek, Hank Kollross, Ken Bierke Julie Hamby Adam Gauthier Barb Kopperud, Andrew Vissers, Bryan Boettcher (Quick Signs) C. Approve/Amend Agenda: A motion was made by G. Gantz and seconded by J. Hamby to approve the agenda. Vote taken. MOTION CARRIED UNANIMOUSLY. D. Approve/Amend Minutes of the April 8, 2009, meeting: A motion was made by G. Gantz and seconded by J. Hamby to approve the minutes. Vote taken. MOTION CARRIED UNANIMOUSLY. E. Old Business1. SPRC 2008.8: Review and decide freestanding sign for American Climate Control Indoor Heated Storage at 1768 Allouez Avenue. American Climate Control LLC, owner; Quick Signs, applicant B. Kopperud explained that this is the proposed free standing sign of the American Climate Control Indoor Heated Storage located at 1768 Allouez Avenue. The proposal is for a pole sign, twenty feet high, and sixty-four square feet of sign area per side. B. Kopperud indicated the brick located at the base of the sign would match the building and staff would recommend plantings and landscaping be added at the base as part of the conditions of approval. She stated the sign as proposed meets the standards of the Bellevue Municipal Zoning Code. B. Boettcher stated the owner intends to install plantings at the base. T. Katers questioned the size of the base above grade. B. Boettcher indicated that it would be similar to the size of the columns on the building, approximately 12 to 15 inches. T. Katers questioned how bright the sign would be with the proposed white background. B. Boettcher stated there would be eight fluorescent bulbs within the sign cabinet so it will not be very bright. B. Kopperud stated the code does not specifically address sign brightness except under the electronic message board standards. B. Boettcher stated if the area behind the building develops there will be a chance the sign will become a multi-tenant sign. Site Plan Review Commission Minutes May 13, 2009 B. Kopperud indicated that with the current parcel layout, there doesn’t appear to be room enough to locate another building. Therefore, no off-premises signage could be utilized per the Zoning Code. A motion was made by J. Hamby and seconded by G. Gantz to conditionally approve SPRC 2008.8 subject to the following condition: • The applicant provide landscaping and plantings at the base of the sign, subject to review and approval by staff. Vote taken. MOTION CARRIED UNANIMOUSLY. F. New Business. None. G. Communications. None. H. Other Matters. B. Kopperud stated that the Commission members should review American Climate Control Indoor Heated Storage and AmericInn Hotel sites for minor changes to the location of the mechanical equipment at the storage building and the use of grills vs. painting for the mechanical units at the hotel. I. Matters from the Public. None. J. Adjourn A motion was made by G. Gantz and seconded by J. Hamby to adjourn. Vote taken. MOTION CARRIED UNANIMOUSLY.
