Part 1: Community Need(s)
1. Describe the condition in the community that needs to be changed or improved relative to the following statewide background information: Montana youth use of alcohol, tobacco and other drugs (ATOD) is among one of the highest in the nation according to the 2002 Prevention Needs Assessment (PNA). Montana ranks 4 th for use of alcohol behind the states of North Dakota, South Dakota, and Wyoming. The data indicates, even more nd alarming for illicit use of drugs, ranking 2 behind the state of Delaware followed by the states of Massachusetts, Nevada, Rhode Island, and New th Mexico. Montana ranks 6 for tobacco use. The consequences of youth substance use are devastating. Montana families and communities feel the impact of youth risky behavior in the form of violence and crime, addiction, academic failure and school dropout, teen pregnancy, homelessness and suicide. Substance use contributes to poverty and cyclical family dysfunction. The goal of this VISTA project is to help Montana communities to build community capacity and infrastructure by integrating, coordinating, developing prevention efforts that will lead to: Reducing youth use of tobacco, alcohol and other drugs by promoting alternate activities and healthy lifestyles. A. The 1999 Youth Risk Behavior Survey (YRBS) indicated that the percentage of Montana High School students use rates in the past 30 days were as follows: alcohol - 57.6%, cigarettes - 35%, smokeless tobacco – 18%, and marijuana at 25.5%. It is the goal of this VISTA project to reduce these rates by 10%, by the year 2005. The project goals were set in 1999 thus the need to use 1999 as the baseline year. B. The 1999 YRBS data further indicated that in 1999, Montana students using substances before the age of 13 were at 33.4% for alcohol, 24.7% for cigarettes, and 11.8% for marijuana. It is the goal of this VISTA project to reduce these rates by 10%, by the year 2005. New goals will be set in 2005. Page 1 of 13

Background:
Our VISTAs will assist Montana communities to address the aforementioned risk factors through statewide and community level prevention planning and community capacity and infrastructure development. The factors will be unique to each community challenge and will focus on one or more domains to effectively build the necessary systems to prevent local youth substance use.
Montana data indicates:
There are approximately 48,338 students enrolled in Montana high schools. The Youth Risk Behavior Survey is administered every other year. In 2003, the survey was administered at 49 high schools. The weighted results presented in the YRBS report can be used to make inferences concerning the priority health-risk behaviors of all high school students in Montana. Since 1999, YRBS data shows a steady decline in Montana high school student 30 day use rates, and age of on-set (or the percentage of students using before the age of 13), yet Montana is higher than national averages. For example, the 2003 YRBS data, which is the most recent available information, indicates the following 30 day use rates for Montana high school students: alcohol – 50% (24,169 students), cigarettes – 23% (11,117 students), smokeless tobacco – 13% (6,283 students), and marijuana – 23% (11,117 students). Similarly since 1999, YRBS data shows a decline in the number of Montana students using substances before the age of 13. The 2003 YRBS data, shows that Montana students who were 12 years old or younger when they first used a substances, indicates the following: cigarettes – 20.7% (9,667 students), alcohol – 30.5% (14,743 students); and marijuana – 10.9% (5,268 students). 5. Goal of PRC VISTA Project: To develop or strengthen community-based organizations to meet the community needs in the area of youth development. All applicants need to operate from this framework. Goal 1. To develop opportunities for youth by increasing resiliency factors and decreasing risk factors so that there is an overall decrease in youth substance use. Goal 2. To address community poverty related needs by strengthening community and the development of community infrastructure through a community building process. The process will engage individual citizens, citizen groups, and agencies to address community needs. The process will enable the community to develop and implement a strategic plan resulting in sustainable activities resulting in the meeting of community needs.

A. Complete or update community analysis and assessment.
Task 1 - Develop and maintain an inventory of community assets/resources in the form of people, places, and things. Task 2 - Determine and/or clarify the community’s prevention vision. Task 3 - Document the current status and history of prevention in the community you are serve using the ICC/PRC Community SelfEvaluation Form. (Prevention refers to the five ICC prevention goals). Analyze the community’s risk and protective factors in each of the four domains (individual/peer, family, school and community). Use databased predictors of risk and protective factors that are community and/or county specific. Task 6 - Determine the measurement benchmark and evaluation process for one or more of the ICC goals the community is working to resolve. Task 7 - Determine the accuracy of the county resource guide listed on the PRC web page (www.state.mt.us/prc) and inform the PRC of any corrections.
B. Develop and implement public relations/public education effort to inform public about the community need and to develop support for community action.
Task 1 - Create working relationships with local media staff to communicate the community prevention vision, through local newspapers, television, radio, etc. Task 2 - Present information to various audiences, such as civic groups, faith groups, professional groups, community agencies, etc. Task 3 - Use other available avenues for informing the public, such as internet, email, etc.

C. Assist in the development, support, and/or strengthening of community groups.
Task 1 - Identify all members of the existing coalition, or work with the site supervisor and community to identify and solicit members to serve on a coalition. Task 2 - If there is an existing coalition, interview key coalition members to gather information about the status of prevention in the

community. Task 3 - Work with these leaders to develop or enhance their leadership skills and abilities to lead the community in carrying out the prevention vision and activities. Task 4 - If no coalition exists, individually survey key community members who might consider being a coalition members to find out: What the coalition is hoping to accomplish and why? Who’s doing what? What methods are being used?
Task 5 - Provide interview summary information to the coalition as well as the PRC in the first quarterly report. Task 6 - Identify community/statewide resources and match resources to meet identified needs through coordinated and collaborative efforts. Task 7 - Maintain and update a record of the number of cooperative partnerships established with other organizations.
D. Assist in the development/updating of a strategic plan to address community needs.
Task 1 - Determine if there is an existing community prevention plan. If so, understand the status of the accomplishments, revisions, gaps, etc. to implement the plan (including technological resources). Task 2 - Work with the sponsoring site, prevention board/coalition, and community-at-large to review the existing plan or to develop visioning/planning session(s) to develop or continue implementing the prevention plan. Task 3 - Determine the VISTA’s role and responsibilities in the plan. Task 4 - Determine what will be measured for their success. Task 5 - Solicit broad-based community input (business, faith, youth, parents, educators, law enforcement, etc.) to support the plan. Task 6 - Assist with logistics required for coalition planning, strategizing and visioning sessions, such as scheduling meeting rooms, working with a facilitator, publicizing the event, etc.

Task 2 - Assist in fundraising efforts (including plan, develop, research and grant writing) for prevention programs and activities the community determines realistic and feasible. Task 3 - Report to the PRC on a quarterly basis how much cash funding and in-kind contributions were generated by the VISTAs. Task 4 - Assess and determine the need for volunteers and the numbers necessary to get the job done. Task 5 - Assist in recruiting, training and managing a necessary base of community volunteers to carry out the coalition-defined tasks associated with the prevention plan. Task 6 - Identify volunteer agencies/efforts in the community and make contact with staff at those agencies to include other Americorps members to coordinate community efforts. Task 7 - Act as a conduit between the PRC and the community. Task 8 - Determine what prevention-related training is provided by community agencies, and communicate to the community and coalition. Task 9 - Act as a “clearing house” for community-based prevention training, encouraging community agencies and groups to coordinate training events to avoid clusters of training on the same dates, and repetitive events. Use the PRC web site as a guide and tool to post training. (If host site has an existing system in place, use it to avoid duplication.) Task 10 - When requested, provide training and technical assistance sessions to the staff of the sponsoring organization, other organizations, and the community-at-large on prevention related topics and best practices. Task 11 - Become knowledgeable on prevention theory and researchbased best practices through PRC resources, the internet, community library, etc.
F. Assist in the implementation of necessary program evaluations.
Task 1 - Monitor the prevention plan and make sure that each action step is assigned to a “responsible person” with a defined timeline for completion. Task 2 - Determine what action steps have been completed and their impact (e.g. Do children have more structured activities with supervision?).

Task 3 - Report progress to the coalition on a regular basis and modify the plan as directed. Task 4 - Report progress quarterly to the PRC of on-going efforts using the PRC quarterly report form. (Due to PRC: October 15, January 15, April 15, and July 15.) Task 5 - Provide a short year-end narrative with the final quarterly report upon completion of the service year. Task 6 - Evaluate the effectiveness and responsiveness of the community prevention coalition on an ongoing basis. Task 7 - Using the prevention data identified in the factors impacting the community need, continue to inform the community of trends, assets, gaps, goals, etc., for future prevention planning efforts.

Montana Youth Risk Behavior Survey Data 2003 24.8% of HS and 36.9 % of 7&8 grade students rode in a car with someone who had been drinking in the last 30 days. 49.5% of HS and 27.2% of 7&8 grade students drank on at least one occasion in the past 30 days. 37.3% of HS students and 15.2% of 7&8 grade students binge drank within the last 30 days. 13.2% of HS and 22.9% of 7&8 grade students have smoked one or more cigarettes a day for the last 30 days. 23.1% of HS and 11.3% of 7&8 grade students used marijuana at least once in the last 30 days. 20.4% of HS and 6.8% of 7&8 grade students drove a vehicle under the influence in the last 30 days. 28.6% of HS and 40.4% of 7&8 grade students were in a physical fight in the last 30 days.

By 2005, the number of Montana high school students who report using alcohol, tobacco and other drugs prior to the age of 13 will decrease by 10% (using 1999 YRBS baseline data): cigarettes – 24.7% (11,939) to 14.7% (7,105), alcohol – 33.4% (16,144) to 23.4% (11,311), marijuana – 11.8% (5,317) to 1.8% (870), or on the average, 4,834 fewer students using substances by the age of 13.

In alignment with other prevention efforts in Montana, and partially as a result of VISTAs working with their community to implement best practice, promising approaches to youth development, the local sites will align their goals with this work plan, to reduce 30-day use rates and age of onset by 10% in 2005, using 1999 YRBS data as the baseline.
