2008 CCIA Fleet Opening Skipper's Meeting The 2008 season Skipper’s meeting was held in the CCIA Reading Room on Saturday, June 28 . We opened the meeting by reviewing the results of the survey circulated to fleet members last winter. There was a healthy discussion around many of these points, as noted below. Following that we reviewed key points about the 2008 season, which is Survey results  Thow-outs – survey responses favored not allowing a throw-out race if no fifth race is sailed during a given month. Ted Dey moved that regatta races could be used to fill in for missing races which was met with general agreement. Further discussion surrounded the number of races and it was decided that there would be no maximum per month, and all races would be counted (with 1 throwout if 5 or more were sailed). Sequence – survey responses favored retaining the 10, 5, 1, go sequence; there was discussion around this point, but in the end the decision to retain this was accepted. There was also discussion around which class would start first, and it was agreed that the 21’s would start first with the Vikings starting 5 minutes later (sequence is outlined below). Linc Spaulding also proposed that if a second race is to be sailed 21’s should be prepared to start the next sequence 5 minutes after the last 21 finishes the first race; it was agreed that the R/C should follow this when possible. Wind limit – survey responses agreed that there should be a guideline for the committee regarding maximum winds, and that 15 knots was a frequent response. In discussion there was no general agreement as to a specific figure; however there was agreement that the committee should begin to consider cancelling the race in winds over 15-20 knots, but that the committee would need to consider other factors such as forecast and other conditions. Time limit – respondents generally agreed that there should be a time limit guideline; in discussion it was mentioned that there has historically been a time limit (3 hours to first finish), and it was agreed to continue this. The survey reflected a desire to continue holding a Women’s skippers race, which is currently th scheduled for Aug 9 . Scoring – survey responses favored continuing as in the past (as reflected below). The handicap scoring used last year was also favored to continue. Instructors – there was agreement that cannot be used in previous year’s top 3 finishers (season overall) Linc Spaulding also raised the subject of a weight requirement. While we are not planning to strictly enforce a rule this year, the fleet is strongly encouraged to make every effort to seek a third crew member, particularly from interested junior sailors, as a way of expanding participation and keeping competition level. Calendar – the 2008 calendar was reviewed as follows 6/28 7/5 7/11 7/12 7/13 7/19 7/26 7/27 8/2 8/9 8/16 8/23 July series 12:30pm (Skipper's Meeting 10am at Casino) July series 12:30pm Regatta Cookout 6:30pm [Location TBD] Regatta races 12:00pm (Skippers Meeting 9:30am) Regatta races 12:00pm (Gam at Coveside following race) July series 12:30pm July series 12:30pm Fleet Rendezvous (TBD – it was suggested that this was a changeover weekend, and we will evaluate alternatives) August series 1:30pm (Annual Meeting) August series 12:30pm (Women Skippers) August series 12:30pm August series 12:30pm (Fleet Party) th       2008 Race Details - Conditions Races will be held as scheduled unless changed by committee The R/C may start a second race on each weekend if conditions permit and first race is finished Committee will consider cancel race in winds >15kts, with consideration to other factors Advance cancellations/postponements will be posted by 10am on board at Casino Working jibs to be used unless Committee indicates use of genoas ("G" on course board) “No Spinnakers” will be indicated by a “Y” on the course board Races will be abandoned if there is no finisher within 3 hours Committee may shorten course to allow race to complete within time limit Shortenings to be communicated by committee at least by mark prior to leg affected - Start Sequence to begin at posted time Signals at 10min, 5min, 1, Go 21's will start first Vikings start 5min after 21s FLAG & SOUND White Shape, 1 Horn Blue Shape, 1 Horn Red Shape, 1 Horn 1 Horn Signal – 21’s Warning (10min) Preparatory (5 min) Start (0 min) -Signal - Vikings -Warning (10 min) Preparatory (5 min) Start (0 min) - Scoring We will attempt to start 5 at least races each month; 2 races may be sailed and counted on any given weekend.
