HP2              Radio and TV Airtime                                     This airtime includes radio and TV programmes by NERCHA itself. It also includes talk shows and other free
                                                                          events organised by any other organisation. If a radio programme is reported on, it should be reported in those
                                                                          regions where the radio station has coverage. If the radio station has coverage in 3 regions, the same number of
                                                                          hours of air time needs to be completed on 3 separate SHAPMos Forms – one for each region where the radio
                                                                          station has broadcasted.
HP3              Educator                                                  An educator is a volunteer, a full-time employee, or a part-time employee of the organisation that have been
                                                                          trained in and that runs HIV prevention workshops, peer education sessions, or other behaviour change
                                                                          communication programs
HP3              Trained                                                  The peer or community educator should be trained in how to conduct peer education sessions and community
                                                                          education sessions. Training should consist of at least 16 hours of contact time in a training venue, should cover
                                                                          all the basic information about HIV and STI prevention, and should include at least one role-play session where
                                                                          peer education skills are practised. A person who is experienced and skilled in HIV prevention, peer education and
                                                                          community education techniques and methodology should conduct the training.
HP3              Peer Educator                                            A peer educator is a person who is approximately the same age as the target group, and who engages with the
                                                                          target group either in a small group or on a one-to-one basis, discussing issues around HIV and STI prevention.
                                                                          Discussions may be started informally at, for example, taxi ranks, or may be more structured sessions at health
                                                                          facilities
HP3              Community Educator                                       This is a person who goes into the community to conduct HIV and STI prevention training sessions with
                                                                          community leaders and other community groups in a variety of different ways
HP4              Active                                                   The definition of active differs, depending on the sector where the peer educators and community educators are
                                                                          from, as summarised below.
HP4              Paid Civil Society Peer or Community Educator            Active if they have worked 80 hours in the past 3 months
HP4              Private Sector Peer or Community Educator                Active if they have worked 20 hours in the past 3 months

HP5              Distribution to End-Users                                This refers to distribution either to individuals, or to collection points where individuals can interact with the
                                                                          materials (e.g. individuals who have collected materials, posters that have been put up for display, booklets that
                                                                          have been placed for collection, or materials handed out at a workshop). In short, it is the last stop in the supply
                                                                          chain
HP5              Booklets                                                 These are any printed materials that are small enough to hand out to an individual. It can be a leaflet, brochure, or
                                                                          any such materials
HP5              Posters                                                  These are any printed materials that is one single sheet of paper, usually A4 size or larger that is pinned up
                                                                          against a wall, lamppost or other vertical area for display purposes
HP5              Other                                                    If the IEC materials that your organisation produced do not fall within one of the 2 categories described above,
                                                                          then please state what the item was, and list it under “Other” column. If print media (magazine articles, newspaper
                                                                          articles, etc.) have been used, add them under “Other” and specify “print media”.
HP6              Distribution to End-Users                                This refers to distribution to points where individuals can collect condoms: either dispensers, or individual
                                                                          distribution, or for retail purposes.
HP6              Distributed by non-Health Sector HIV Service Providers   This refers to ALL male and female condoms, irrespective of the source of the condom, that distributed condoms
                                                                          to end users.
HP7              PEP                                                      This is post exposure prophylaxis treatment and is a medical intervention that aims to reduce the probability of HIV
                                                                          infection after exposure with contaminated blood products
HP7   Trained                                     The person should be trained in how to counsel a person in PEP treatment, and where to refer them. Training
                                                  should consist of at least 16hours of contact time in a training venue, should cover all basic information about HIV
                                                  and STI prevention, and should include at least one role-play session where counselling skills are practised. A
                                                  person that is experienced and skilled in PEP treatment issues should conduct the training

HP8   Employees                                   These are all persons who receive salary from an organisation. It includes all levels of staff in the organisation.
CS1   Home-Based Care Volunteer                   This is a person, full-time or part-time, who visits the homes of vulnerable persons to provide additional external
                                                  support. Such additional support may be in the form of medical support, domestic support, psychosocial support
                                                  or other forms of care. It includes persons that do not get paid, persons that get paid a stipend or other non-
                                                  financial renumeration, and regional health promoters.
CS1   Active                                      Volunteers that have worked 40 hours (5 days) in the last 3 months
CS2   One Person-Unit                             This measure is equivalent to one home-based care volunteer undertaking one visit to one person. So, if one
                                                  home-based care volunteer undertakes 20 visits in the quarter, the value of those visits in person-visits is, 20 (1
                                                  person x 20 visits = 20 person-visits). If person A undertakes 4 visits to 4 persons and person B undertakes 4
                                                  visits to 1 person, then the total number of person-visits is equal to: (4 visits x 4 persons) + (4 visits x 1 person) =
                                                  20 person-visits. See CS1 for a definition of what constitutes home-base care volunteer
IM1   Training                                    The concept of “training” refers to a structured session where knowledge and skills are transferred. Training is
                                                  conducted by a skilled facilitator, has written training materials, and includes a form of assessment at the end of
                                                  the training session.
IM1   PLWHAs                                      People Living With HIV/AIDS
IM1   Rights of PLWHAs                            This refers to any training that aims to reduce discrimination at the workplace or social place of interaction,
                                                  including PLHWA’s rights to pensions, sick leave and retirement benefits at the workplace
IM1   Rights of Widows and Widowers               This refers to inheritance rights.
IM1   OVC                                         Orphans and Vulnerable Children
IM1   Rights of Orphans and Vulnerable Children   This refers to all rights of the child, as enshrined in the Convention on the Rights of the Child (1989)
IM1   PWD                                         People With Disability
IM1   Rights of People With Disability            This refers to all rights of PWD, including those included in legislation in Swaziland, and the Declaration of Human
                                                  Rights of 1948
IM1   Rights of the Elderly                       This refers to all rights that the elderly have, as enshrined in the Declaration of Human Rights (1948)
IM3   Extended Social Security System             Any benefit or service for protection against a socially-recognised need e.g. poverty, old age, orphanhood,
                                                  disability, illness, etc. It can be cash, or in-kind (services, food clothing, housing, etc.)
IM3   Social Grant                                This refers to a cash payment for the maintenance of a person and his dependents (It is a form of social security
                                                  system).
IM4   Counselling                                 An interpersonal process between a person trained in providing counselling and a person or groups of persons
                                                  seeking advice, direction or support. Counselling is not just a “friend talking to another friend”, it is a structured
                                                  discussion of at least 15 minutes where notes of the counselling session are kept confidentially, and one of the
                                                  persons is trained in providing counselling services
IM5   Water Support                               Providing clean drinking water to households.
IM5   Sanitation Support                          Providing sanitation (hygienic processing of sewerage and other waste products) to households.
IM5   Shelter Support                             Temporary or permanent shelter to a household who is homeless. This could be in the form of a hostel or tents or
                                                  building a home or other forms of support.
IM6   Food Support to Individuals                 Can include soup kitchens, a good parcel given to an individual (e.g. some maize meal and oil given to a girl at
                                                  school), food vouchers to individuals, or other means of support. A person is counted only once in a quarter. So, if
                                                  the same person receives food support three times in the same quarter, or three types of food support, he/she
                                                  should only be counted once for the purposes of SHAPMoS reporting. Food support to individuals include
                                                  individuals of all ages, including school children who receive food support at school (i.e. school feeding
                                                  programme)
IM6   Food Support to Households                          Can include the establishment of a household food garden, provision of seed, subsidising of fertiliser, food parcels
                                                          to the household, food vouchers to the household, or other support. A household is counted only once in a
                                                          quarter. So, if the same household receives food support three times in the same quarter, or three types of food
                                                          support, it should only be counted once for the purposes of SHAPMoS reporting.
IM6   Food Support to Communities                         Can include the establishment of a community food garden, or subsidising garden utensils for a community food
                                                          garden. A community is counted only once in a quarter. So, if the same community receives three types of food
                                                          support in the same quarter, it should only counted once for the purposes of SHAPMoS reporting.
IM7   Children/Child                                      Any person residing in Swaziland that are 18 years or younger. A child is counted only once in a quarter. So, if a
                                                          child received two types of support, or the same support twice, he/she should be counted only once when
                                                          compiling the SHAPMoS form.
IM7   Education Support                                   Includes all services that are provided to school to help the ones that are not in school to access school, and to
                                                          help those already in school, to stay in school. This may include, for example, transport to school, school clothes,
                                                          textbooks, vouchers for school fees, payment of school fees, psychosocial support, bereavement and trauma
                                                          counselling, promotion of girls’ education, etc.
TC1   Training                                            A structured session where knowledge and skills are transferred about the management and implementation of
                                                          HIV and AIDS services. Training is conducted by a skilled facilitator, has written training materials, and includes a
                                                          form of assessment at the end of the training session. Training can be in any HIV-related topic. It includes, for
                                                          example , training on counselling skills, training on peer education (this is not a duplication with data element HP3,
                                                          as data element HP3 counts the total number of peer and community educators that working for your
                                                          organisation, irrespective of whether there were trained by your organisation or not), and training on how to
                                                          provide impact mitigation services.
TC1   Person-Day                                          One person-day is equal to one person attending one 8-hour training session. So, if one person attended two days
                                                          of training, the value of that training in person-days, is 2 (1 person x 2 days/person = 2 person-days). If 3 persons
                                                          each attended 4 days of training, the value of the training in person-days is, 12 (3 persons x 4 days/person = 12
                                                          person-days).
TC1   Volunteer                                           A person who does not work full-time for the organisation and does not receive financial renumeration in return for
                                                          providing services. Volunteers may receive regular incentives, materials or equipment to assist them in their task.

TC1   Project Staff                                       Persons who are employed on contract to an organisation and who expect, as a regular part of their working
                                                          conditions, to be renumerated on a regular basis in return for providing such services. Contracts typically have a
                                                          finite duration.
TC1   Full-Time Staff                                     Persons who have an indefinite employment contract with an organisation and who expect, as a regular part of
                                                          their working conditions, to be renumerated on a regular basis in return for providing such services.
TC2   Organisations that Operate at the Community-Level   Community-Based Organisations (CBOs), Faith-based organisations (FBOs) and Non-Governmental
                                                          Organisations (NGOs) that implement activities within communities. I may also include Chiefdom structures
                                                          themselves
MC7   Event                                               Any occasion, planned or unplanned, where the community’s involvement in HIV prevention, HIV treatment
                                                          support, and care, and impact mitigation is discussed and/or planned. This can include group workshops, peed
                                                          education, HIV launches, meetings, radio shows, community workshops, or community leadership meetings. The
                                                          common factor in all these examples is that these are events where the community themselves are involved in
                                                          discussions about their involvement. The primary purpose of IEC/BCC events is either to create awareness about
                                                          HIV and AIDS, and to promote the community’s involvement.
