I                INTRODUCTION

This Monitoring Report (MR) provides basic information on the stage of implementation of the Phare assistance under the Education Sector.
Information is provided for the period since the signature of the Financing Memoranda of the monitored projects until 31.12.2005, the cut-
off date of the report. The MR provides regular and updated information on the last developments to all the parties involved or interested in
monitoring progress under the Sector concerned, namely, the Sectoral Monitoring Sub-Committee (SMSC) for Education Sector, and policy-
makers within the relevant Implementing Authority. In addition, this document may be used as a source of information to brief the European
Commission representatives and interim evaluators on the Phare performance in the given Sector.

II     BACKGROUND

Ch. 6 Economic and Social Cohesion
6.1.2. Employment
National Employment Action Plan 2002 was approved by the Government on 24 July 2001.
The Plan includes following priority areas:
Increasing the number of persons participating in labour market
Development of entrepreneurship
Supporting the adjustability of enterprises and employees
In order to meet the priorities of the Action Plan the programme “Increasing Employment,
Avoiding Long-term Unemployment and Preventing Exclusion of the Persons Belonging to the
Risk Groups from Employment” will be implemented.
Ch. 8 Innovation

8.2.2. Vocational education
1) Priority is to ensure the basic vocational education for the 50% of the graduates of the basic
school and for the 50% of the graduates of the general secondary school for the year 2004,
including students with special needs.
2) Work will continue on ensuring learning opportunities for the young people, providing
programmes which meet the interest and abilities of the young, in order to ease transfer from
school to working life.
3) Reform of vocational education will continue through the assistance of social partners.
9) Work will continue on modernizing the learning environment and bringing the curriculum
content up-to-date, in order to bring the quality of instruction into accordance with the demands
of the labour market.

Proceeding from the analysis of the educational sector given above and for supporting the
development of the entire educational sector, the state will focus in 2001-2004 on the
objectives, for the attainment of which the following measures will be applied.

Securing the quality of education:
    Securing of educational institutions with professional teaching staff. / Teacher training.
    Development and implementation of quality assurance systems.
    Development of a system for the accreditation of the curricula of vocational higher
       education.
    Creation of a purposed and consistent system for the development of curricula.
    In vocational education the transition to the curricula structured according to the
       modular principles will continue.

III    PROGRAMME MANAGEMENT AND IMPLEMENTATION

The management of current Phare programme in the education sector takes place through
Ministry of Education and Research (MoER). The Programme Officer‟s (PO) task is to ensure
technical implementation and supervision of the project, to plan and report to the responsible
authority. The implementation of the project is supervised and guided by the recommendations
and decisions of the Steering Committee (SC).

Programmes are managed according to Extended Decentralised Implementation System
(EDIS). The Deputy Secretary General of the Ministry of Finance (MoF) Mr Renaldo
Mändmets acts as Programme Authorising Officer (PAO). Central Financing and Contracting
Department (CFCD - established 1997) in the MoF acts as a functional administrative unit for
the PAO. Since the 1st February 2004 the PO of the projects is Mr Kalle Toom, Head of the
Vocational Education Division in MoER. Previous PO Mr Mati Kask (Deputy Director of
National Schoolnetwork Bureau) has left employment.

The Implementing Agency for the 2002/000-579.08.01 programme is CFCD. The Foundation
Innove is responsible for technical implementation of the project but is not responsible for
tendering as such. Estonian co-financing will be secured within the framework of an agreement
between the MoER and the Foundation Innove. The National Fund will transfer funds to CFCD
in accordance to the Financing Agreement signed between the National Fund and CFCD.
Relevant arrangements will be established, as appropriate, between CFCD and Foundation
Innove for carrying out the project‟s activities.
The aim of the Foundation Innove is to co-ordinate and implement programmes of the
European Union and other countries that are related to vocational education and the labour
market, in order to support the economic development of Estonia and preparation for the
integration with the European Union. This foundation is responsible for the co-ordination and
implementation of the Phare development programmes of the vocational education system.

Projects co-ordinator is Mr Tõnis Arvisto, being responsible for co-ordination and
implementation of the project on daily basis. Other key parties of projects implementation are
listed in Annex 2.

For regular steering and monitoring purposes an inter-institutional SC has been appointed for
the project, which meets on quarterly basis to monitor the progress of the project. The SC for
the 2002/000-579.08.01 was formed by the MoER and includes people from the MoER,
Labour Market Board, MoF, Ministry of Economic Affairs and Communications,
Confederation of Estonian Trade Unions, Estonian Qualification Authority, training institution,
local government, Foundation Innove. There are 12 members in the SC.
The last SC meeting 2002/000-579.08.01 was held on 26.09.2005. The final meeting will be
held in February 2006.

IV.6. GENERAL INFORMATION ON PROJECT IMPLEMENTATION

Last Steering Committee meeting was held in September 2005. The final Steering Committee
meeting will be held in February 2006.

The Concept document for work-linked training has been finalised. On the basis of the
document the local expert has prepared a draft of the Ministerial order for implementation of
the work-linked training and it has been discussed with the representatives from the MoER
(Ministry of Education and Research). The draft ministerial order is being reviewed by the
Legal Affairs Department of the Ministry of Education and Research.
The work-linked training as a new form of training has been included in the new redaction of
the Law on vocational education institutions (kutseõppeasutuste seadus), which was passed in
the Parliament on 24.11.2005.
The ministerial order is planned to be passed in the beginning of year 2006.


The survey among the work linked enterprises to find out the satisfaction level of the enterprises
with the project was carried out in October 2005. To carry out the task the questionnaire was
prepared by Innove and beneficiary schools and sent to all enterprises which participated in the
project. The questionnaire was sent to 31 enterprises and feedback was received from 26.
The most satisfactory for us was that the most of the enterprises found that the work-linked
training form is valuable not only for school, but for enterprise to train specialists they need and
also most of the enterprises are ready to participate in work-linked training programmes in the
future. The awareness of the enterprises has increased and they realise that in order to get
workforce they need, they have to involve themselves more closely also in preparing and
delivering the training.

Almost all enterprises were involved in the development of curricula, which is very important for
such type of training, where most of the training is carried out in enterprises.
Enterprises made valuable remarks, which could be used by schools in order to better implement
work-linked training in the future.
It was found that more dissemination work should be done as half of the enterprises felt that they
did not have enough information in the beginning of the project.
It was good to find out that also the management of the enterprises supported the training, still
some tutors felt that they should have more time resources for trainees. Also that the tutors
should receive additional payment for teaching, which will be organised in the future work-
linked training programmes.
The training for company instructors was considered very valuable and some found that even
more training should have delivered. Our view is that in the future all schools, or at least regional
training centres should be capable in delivering such type of training.
The training organised by international experts was valuable, however the enterprises felt it was
sometimes too general.
Both us and schools got very valuable information from the enterprises for future implementation
of work-linked training programmes.


Technical Assistance
The final conference to disseminate project outcomes was organised on 20.10.2005. All the
different parties found that the project has been very useful to the development of the work-
linked training system for Estonia.
All the activities under the Technical Assistance contract have been carried out. The contract
ended on 22.10.2005.
Independent evaluation was carried out to assess the implementation and achievement of
project objectives. The results of the evaluation were submitted as a report. During the
evaluation the international expert Jorgen Damgaard carried out site visits to beneficiary
training institutions and conducted interviews with project managers in Innove and schools,
teachers, school managements, tutors in enterprises and trainees. In general the assessment to
the project was positive. Expert also mentioned that the objectives of the project were very
ambitious - introducing work-linked training as a “new” concept and achieving it with a
vulnarable group of students.


Grant contracts
Direct contracts with 5 beneficiary training institutions were concluded in the beginning of
February 2004. The contracts were concluded with the following beneficiary training
institutions: Tartu Vocational Education Centre, Võru Vocational Education Centre, Narva
Vocational Training Centre, Ida-Virumaa VEC (former Kohtla-Järve Polytechnics), Kuressaare
Vocational School.
All activities under the grant contracts have been completed by the contracts‟ expiry date
30.11.2005.

Tartu VEC
1) A group of cleaners completed the training in June 2005, altogether 3 apprentices have
completed their training and received school certificates. 3 of the graduates took also the
qualification exam and 1 passed it successfully on 04.05.2005.

2) A group of locksmiths/assemblers completed the training in September 2005 and 6
apprentices have graduated. 5 of the graduates have passed the qualification exam successfully
on 22.09.2005.
3) A group of footwear industry sewers completed the training in September 2005 and 3
received school certificates. Qualification exam was not organised as there is no occupational
standard in the field.
4) A group of upholsterers completed the training in October 2005 and 3 received school
certificates. Qualification exam was not organised as there is no occupational standard in the
field.

In Tartu VEC 34 trainees started the training and 15 graduated the training programmes.
13 of the graduates have found employment. 1 is continuing basic education studies.


Valga VTC
1) A group of wooden house builders completed their training in July 2005 and 9 of 9 trainees
passed successfully the qualification exams on 6-7.07.2005.
2) A group of chambermaids completed the training in August 2005 and 3 received school

In Valga VTC 17 trainees started the training and 12 completed it.
9 of the graduates have found employment, 1 is continuing with studies and 1 is on maternity
leave.

Suuremõisa VS
1) A group of shop assistants completed the training in September 2005, altogether 8
apprentices have completed their training and received school certificates. 8 of the graduates
also passed the qualification exams.
2) A group of loggers completed the training in September, altogether 7 apprentices have
received school certificates. 7 of the graduates took also the qualification exam on 29.09.2005
and 5 passed it successfully.
3) A group of plastic operators completed the training in November and 4 received school
certificates. 4 of the graduates also took the qualification exam on 25.11.2005 and 3 passed it
successfully.

In Suuremõisa VS 21 trainees started the training and 19 graduated the programmes.
10 of the graduates have found employment. 3 are continuing acquiring basic education and are
not working at the moment. 1 is in military service.


Kuressaare VS
1) A group of chambermaids completed the training in September 2005 and altogether 6
apprentices have completed their training and received school certificates. As there is no
occupational standard in the field, no qualification exams were organised.
2) Builders have completed the training in September 2005 (two intakes of builders were
organised), 9 received school certificates. 4 of the graduates took also the qualification exam
and 1 passed it successfully.

take people with no qualifications. 18 of the graduates have found employment. 11 are
continuing basic education studies.



Võru VEC
1) A group of chambermaids completed the training in September 2005, altogether 4
apprentices received school certificates. As there is no occupational standard in the field, no
qualification exams were organised.
2) A group of electricians (installation of security equipment) completed the training in
September 2005, 7 received school certificates and the certificates of the enterprise who
organised the exam. No qualification exam was organised in the field. Though qualification
exams are organised for electricians the trainees were not fully prepared and graduated for the
different field (installation of security equipment).
3) A group of welders completed the training in September 2005, 7 received school
certificates. 7 of the graduates received welders certificates and 1 passed the qualification exam
for welder I on 27.09.2005.
4) A group of machine tool workers completed the training in October 2005, 8 apprentices
received school certificates. 7 of the graduates took the qualification exam and 3 passed it
successfully on 6.10.2005.

In Võru VEC 31 trainees started the training and 26 completed the courses. 20 of the graduates
have found employment.


Narva VTC
1) A group of builders completed the training in September 2005 and 8 apprentices received
school certificates. 6 of the graduates took qualification exam on 28.10.2005 and 3 passed it
successfully.
2) A group of sewers completed the training in August 2005 and 8 apprentices received school
certificates. Qualification exams were not organised as there is no occupational standard in the
field.

In Ida-Virumaa VEC 32 trainees started the training and 22 completed the courses. 19 of the
graduates have found employment.


199 trainees started the courses in 7 beneficiary training institutions, 140 completed the
courses.
The level of drop out was high for several reasons.
The most significant could be that we were dealing with the very difficult target groups – drop
outs from basic education. As one of the conditions was that young people without basic
education have to continue acquiring it, the programmes might have been too difficult for
some. Also some of the trainees decided to continue basic studies and quit the courses. Also
there were lots of problems with motivation and also the time for the beginning of courses was
not the most suitable (spring) as there was possibility to get a job also without qualification in
several fields.
Altogether to consider one target group of the project - drop outs from basic education, the
outcome of the project was very positive. Many of these young people who have now found
employment and gained a raise of self-esteem were neither studying nor working.
105 of the graduates have found employment, which is 75% and higher than percentage set in
project purpose.


Procurement of training equipment

Though the timetable for procurement of equipment was most critical, all the equipment was
purchased.
All equipment has been delivered to the beneficiary training institutions and is operational in
the training centres.
In order to check whether the equipment is use in beneficiary training institutions, properly
marked with EU-Phare stickers and taken inventory Foundation Innove organised on the spot
checks to all schools.

On the basis of the developed concept document a draft ministerial order for implementation of
the work-linked training has been prepared and is being reviewed by the Legal Affairs
Department of the Ministry of Education and Research.
The ministerial order is planned to be passed in the beginning of year 2006.

The co-operation agreement for implementation of work-linked training has been prepared and
will be signed between representatives of the MoER, Estonian Employers Confederation (Eesti
Tööandjate Keskliit) and Association for promotion of Estonian Vocational Education and
Training (Eesti Kutseõppe Edendamise Ühing) in January 2006.

The final reports of the five grant contracts and TA contract will be reviewed and approved by
the PO of the project.


IV.10. REFLECTIONS ON IMPLEMENTATION; PROBLEMS, MODIFICATIONS
AND DELAYS

By the cut-off date we have reached to the point where all required activities have been
completed successfully. We have not had any major setbacks except the delay of tender for the
procurement of training equipment.
However, by the end of the commitment period all supply contracts have been concluded and
all equipment has been delivered and installed to the beneficiary training institutions.
The co-operation between the companies and RTC-s and the commitment level of the
companies has been improved during the project.
There is a continuing need for clarifying the idea of the work-linked training for the enterprises
and convincing them in the usefulness of work-linked training approach to the company as well
as to the society.
By the cut-off date we have noticed the growth of the interest from the companies‟ side who
are not involved in the project.

We assess the project implementation level satisfactory.

The implementation of project is going according to action plan and overall opinion of
Ministry of Education and Research of the project is satisfactory.

According to the regulation of the Estonian Government accepted on 17.02.2005 three
vocational schools in Ida-Virumaa (Kohtla-Järve Polytechnics, Jõhvi Vocational School and
Kohtla-Järve Vocational School) were merged into one vocational education centre (Ida-
Virumaa Vocational Education Centre). The activities of three schools were ended on
30.08.2005 and from the 01.09.2005 the new school Ida-Virumaa VEC started its activities. All
tasks and obligations of Kohtla-Järve Polytechnics under the current Phare 2002 project were
taken over by the Ida-Virumaa VEC.
The request for amendment to the grant contract No 2002/000-579.08.01.0004 was submitted
to the Ministry of Finance on 19.09.2005 and MoF was also notified on the new location of the
equipment purchased and delivered to Kohtla-Järve Polytechnics.
The corresponding amendment has been approved by the MoF.

As the implementation of grant contracts concluded with 5 beneficiary training institutions
started with the one month delay, the requests to extend the expiry dates of these contracts until
the end of November 2005 (expiry date of contracts is 30.10.2005) were submitted to the MoF
for approval and were approved by MoF on 16.09.2005. With this amendment the contracts
implementation period will remain as initially planned (22 months). This amendment was
possible due to the extension of the disbursement period of the project.

Since the 1th February 2004 the Programme Officer (PO) of the project is Mr Kalle Toom,
Head of the Vocational Education Division in MoER. Previous PO Mr Mati Kask (Deputy
Director of National Schoolnetwork Bureau) has left employment.

There have been some communication problems between different parties involved in the
project implementation. In some cases the circulated information was insufficient. In order to
improve efficiency of communication we have established special mailing lists for project
stakeholders. The meetings between project managers, Foundation Innove and have been
carried out approximately in every 6 weeks.


IV.11. SUSTAINABILITY PLANS

As a result of the current project the work-linked training has been introduced for different
social partners, schools and enterprises. The time has showed that more different stakeholders
have become interested in the idea and possibilities that the new training approach could offer.
The work-linked training has been included as a new type of training in the Law on Vocational
Education Institutions and the draft ministerial order for implementation of the work-linked
training has been prepared and is planned to be passed in the beginning of year 2006.
Thus the work-linked training has become formal training form in vocational education and
training.

The new project has been approved for financing under ESF in September 2005. The
implementation of the project started in October 2005. During the new project already 16
vocational education and training institutions all over Estonia and approximately 150
enterprises are involved in implementation of work-linked training courses. The maximum
intake during the new project is 928 trainees.

V. 1. LEGISLATIVE CHANGES IN THE SECTOR

The Vocational Education and Training (VET) Reform is supported by a number of legislative
acts: the Law on Education, adopted in 1992 (provides the overarching framework for all
subsequent laws), the Law on Vocational Education Institutions, adopted in June 1995 and in
November 1997. In January 1998 a “concept document” on vocational education was formally
adopted. This sets out the principles on which VET should be based, including such criteria as
efficiency, flexibility, functionality, social dialogue/partnership, quality and availability. This
was followed by the amendments of laws elaborating and clarifying the roles of important
elements of the system: The Law on Vocational Education Institutions (1998), The Law on
Applied Higher Education Institutions (1998), The Law on Private Schools (1998). The Law on
Vocational Education Institutions as amended is intended to ensure integrated financing of the
VET institutions and make the development/application of programmes more flexible. The
amended Law on Vocational Education Institutions also provided for the transfer of the
vocational institutions under the Ministry of Agriculture to the Ministry of Education by 01
September 2000. This has in fact been accomplished.

The Law on Vocational Education Institutions – the new redaction was passed on 24.11.2005
and work-linked training as a new form of vocational training was introduced in the document.

V.2. ADMINISTRATIVE CHANGES

Since the 1th February 2004 the PO of the projects is Mr Kalle Toom, Head of the Vocational
Education Division in MoER. Previous PO Mr Mati Kask (Deputy Director of National
Schoolnetwork Bureau) has left employment.

Estonian Government established Foundation for Lifelong Learning Development Innove
(Foundation Innove) on July 8, 2003 with the order No 426-k with the objective to implement
educational programmes and European Union Structural Funds in the context of human
resources development. The newly established foundation is fully state-controlled, which is the
only acceptable form of foundation for implementing structural funds.

Foundation Innove has been established to continue the activities of the Foundation Vocational
Education and Training Reform in Estonia (FVETRE, established in December 1995),
including further development of innovation through different programmes and projects. It is
foreseen that the tasks of FVETRE will be consigned to the Foundation Innove step by step and
the Foundation Innove will become the legal successor of these tasks.

The implementation of Phare 2002 project will be performed by Foundation Innove and the
addenda to the project Fiche and already signed service contracts were formulated and
endorsed respectively on 01.09.2004 and 09.06.2004.

On the 29th of November 2004 Estonia received a positive EDIS decision, after which no ex-
ante control is performed by the ECR and Estonian Authorities are fully responsible for the
proper implementation of the projects.

Following the adoption by the European Commission of the extension of the Financing
Memorandum Phare National Programme for Estonia 2002 the contracting and disbursement
periods relating to the project 2002/000-579.08.01 was extended by 3 months until 28.02.2005
and 28.02.2006 respectively.

In June 2005 the Phare Transition Teams in the EC Representation have been closed and their
tasks repatriated to the European Commission‟s DG Enlargement. After that the EC does not
directly participate in the Sector Monitoring Sub-Committees and attends only to the horizontal
Joint Monitoring Committee meetings. The modifications of Phare and Transition Facility
programmes and project fiches are henceforth dependant on their scale sent for notification or
approved to Brussels.

The new CFCD procurement specialist of the 2003/005-026.07.04 project from 03.02.2006 is
Kristjan Maasalu.

PROJECT MANAGEMENT

The management of Phare project ES 0107.04 in the education sector took place through
Ministry of Education and Research (MoER). The Programme Officer‟s (PO) task was to
ensure technical implementation and supervision of the project, to plan and report to the
responsible authority. The implementation of the project was supervised and guided by the
recommendations and decisions of the Steering Committee (SC).

Project was managed according to Extended Decentralised Implementation System (EDIS)
since the 29th of November 2004. The Deputy Secretary General of the Ministry of Finance
(MoF) Mr Renaldo Mändmets acted as Programme Authorising Officer (PAO). Central

Financing and Contracting Department (CFCD – established 1997) in the MoF acted as a
functional administrative unit for the PAO. Since the 1st February 2004 the PO of the projects
was Mr Kalle Toom, Head of the Vocational Education Division in MoER. Previous PO Mr
Mati Kask (Deputy Director of National Schoolnetwork Bureau) has left employment.

The Implementing Agency for the ES 0107.04 project was CFCD. The Foundation Innove was
responsible for technical implementation of the project but was not responsible for tendering as
such. Estonian co-financing has been secured within the framework of an agreement between
the MoER and the Foundation Innove. The National Fund transferred funds to CFCD in
accordance to the Financing Agreement signed between the National Fund and CFCD.

Projects co-ordinator was Mr Tõnis Arvisto, being responsible for co-ordination and
implementation of the project on daily basis.

For regular steering and monitoring purposes an inter-institutional SC was appointed for the
project, which met on quarterly basis to monitor the progress of the project. The SC for ES
0107.04 included people from the MoER, Labour Market Board/PES, Ministry of Social
Affairs, Chamber of Commerce and Industry, Association of Industry and Employers, Training
institutions, Foundation Innove etc. There were 14 members in the SC. The last SC meeting
was held on 25.11.2004.

In Kuressaare Vocational School two programmes have been completed (electronics fitter
and baker). From the 28 students who started the courses 12 completed them successfully.
The reason for the quite high drop out was because of the requirement to study general subjects
and to receive certificate of secondary education. If they could have only studied the profession
the outcome could have been better. This justifies the development of work-linked training
programmes where the acquirement of secondary education is not required and the amount of
general subjects is smaller and more connected to the studied profession. This study form
(work-linked training) will be more suitable for the people with less academic abilities.
From the 12 who finished the courses 5 are employed (of whom 1 is also continuing with
studies), 1 is continuing with studies, 2 are serving in the army, 2 are on maternity leave and 2
are unemployed.
Two programmes are still running in Kuressaare VS: accommodation service will be completed
in June 2006 and boat building in February 2006. Both programmes started in autumn 2003.

In Suuremõisa Vocational School on programme has been completed (environment and
landscape design). From 16 students who started the courses 16 also completed them
successfully. This course was for the students who have already completed secondary education
and therefore there was no drop out from the course.
From 16 who finished the courses 15 are employed and 1 is continuing with studies.

ACTIVITIES CARRIED OUT UNDER COMPONENTS

General information on project implementation

Last Steering Committee meeting was held on 25.11.2004.
By November all project activities were completed and the results of the project were
discussed.

1. Technical Assistance
The contract has been concluded with University of Turku on 14.10.02. The contractual
activities commenced on 01.11.02 and ended on 30.04.04. All activities have been completed
and the the final report of the Consultant has been approved.

2. Course and material development
Direct grant contract with Foundation Innove was signed on 28.06.02. The contractual
activities commenced on 01.07.2003 and ended on 30.09.2004. All activities were completed
by the end of the contract.

3. IT, classroom and office equipment
Two tenders have been carried out, contracts concluded and equipment delivered and
operational in training institutions and career counselling centres.

4. Course specific equipment and materials
All equipment has been delivered to beneficiary training institutions.
The tender competition was unsuccessful for two lots as for one lot (ventilation for boat
building workshop) no offers were received and for the other lot (sewing machines for boat
building curricula) the rule of origin was not respected. As the ventilation equipment is
inevitable for the boat building workshop the equipment will be purchased under the national
co-financing budget. Purchasing ventilation equipment through public procurement has been
unsuccessful. The works for installation of ventilation equipment was planned to be finished by
the end of year 2004. The contract for ventilation equipment was concluded on 08.11.2004 and
the installation work started. However the contract was cancelled as it was not correctly
declared in the register for public procurement tenders. The request for disbursement of the
above co-financing funds in January 2005 has been submitted to the Ministry of Finance.
Ministry of Finance agreed in exceptional case to disburse co-financing funds in January 2005
in case there is no contradiction with the rules of using the budget from the Ministry of
Education and Research. The MoER has been informed on the situation. The new tender
competition was carried out and the contract was concluded on 14.01.2005. The construction of

CHANGES AND DELAYS

There have been no major problems, which have hindered the project successful
implementation.
There have been delays in committing the funds foreseen for procurement of equipment as the
first international open tenders were not fully successful. The tenders for procurement of office
and copying equipment and course specific equipment were carried out and the contracts were
concluded by the end of commitment period. Unfortunately still the tender competition for two
lots was unsuccessful as for one lot (ventilation for boat building workshop) no offers were
received and for the other lot (sewing machines for boat building curricula) the rule of origin
was not respected. As the ventilation equipment is inevitable for the boat-building workshop
the equipment was planned to be purchased under the national co-financing budget in 2004 and
installation was planned to be completed in December 2004. The contract for ventilation
equipment was concluded on 08.11.2004 and the installation work started. However the
contract was cancelled as it was not correctly declared in the register for public procurement
tenders. The request for disbursement of the above co-financing funds in January 2005 has
been submitted to the Ministry of Finance. Ministry of Finance agreed in exceptional case to
disburse co-financing funds in January 2005 in case there is no contradiction with the rules of
using the budget from the Ministry of Education and Research. The MoER has been informed
on the situation. The new tender competition was carried out and the contract was concluded on
14.01.2005. The construction of the aspiration system (ventilation for boat building workshop)
was finished and the works were accepted on 21.01.2005. The payment to the contractor was
made on 02.02.2005.

Although some delays have occurred, MoER appreciates the implementation of project and will
pay more attention that in the future activities will be carried out according to action plan.

For the administrative changes, please refer to Article VI.2 of the current report.

The following amendments have been introduced to the grant contract No ES0107-04-01-0001:
   1) Change in the budget; one new budget line “per diems for missions/travel” was added.
   2) Extension of the contract; the new contract expiry date is 30.04.2004.
   3) Change in the Description of Operation; type of tender for publication of teaching
       materials was changed from supply to service.
   4) Extension for the contract, the new contract expiry date is 30.09.2004; all references to
       the FVETRE were replaced by Foundation Innove.

The following amendment has been introduced to the TA contract No ES0107-04-01-0004:
   1) Change of expert; short term curriculum development expert Ms Janet Margaret Laurie
       was replaced by Mr Roger Evans.

Since the 1st February 2004 the Programme Officer (PO) of the project is Mr Kalle Toom, Head
of the Vocational Education Division in MoER. Previous PO Mr Mati Kask (Deputy Director
of National Schoolnetwork Bureau) has left employment.

COMMENTS AND CONCLUSIONS

The project activities have supported the following NPAA priorities:

content up-to-date, in order to bring the quality of instruction into accordance with the demands
of the labour market.

As the result of the project the learning possibilities of the young people in Islands region have
increased and the quality of training has improved and this gives young people better
opportunity to transfer from school to working life. Also the co-operation with social partners
has been strengthened and the learning environment (equipment, facilities etc.) has been
upgraded.
